8:01 pm
down hard on areas that do not obey federal law. >> have you done drugs? >> i have done more drugs than i have fingers. >> bill: also tonight, can you believe it "watters' world" has done 300 episodes. why is this allowed? >> bill: do you want to do the thing? caution. you are about to enter the "no spin zone" ." "the factor" begins right now. i am bill o'reilly. thanks for watching us tonight. as you may know, my interview with president trump making headlines all over the world. tonight, we will show you what you did not see in the super bowl pregame show. here is what happened. we interviewed the president oni friday afternoon, at the white house. the interview ran about 40 minutes. ten of which were used by fox sports. that leaves us with half an hour. to show you tonight and tomorrow.
8:02 pm
big headlines out of the super bowl interview where mr. trump's comments on the russian tyrant putin and the anti-obamacare roll-up. it's interesting to watch our two competing cable news stations, which hate mr. trump to an unhealthy degree. try to analyze with the president told me. i thought donald trump was straightforward and honest in the interview, whether you like his answers or not. the trump haters were desperately trying to find something with which to hammer the president. the putin administration in moscow demanding at that i, your humble correspondent, apologized for saying vlad is a killer.in i am working on that apology, but it may take a little time. might want to check in with me around 2023. in a conference call with reporters, putin's press guy said this. >> we think words like that coming from the fox
quote
8:03 pm
correspondent are unacceptable, offensive, and to be honest, we would prefer to get an apology to the president from such a respected company. >> bill: one footnote, if you like to know more about the violent history of vladimir putin, you might check out the book "i wore." a "washington times" reporter. tonight, we have a number of subjects that we presented to president trump. here they are. let's talk about iran, your assessment, do you think we are on a collision course with the -- with thated country? >> president trump: i think it was the worst deal i ever see negotiated. it was it deal that never should have been negotiated. the deal was made by the obama administration. i think it's a shame that we had a deal like that, and that we had to sign a deal like that, and there was no reason to do it, and if you're going to do it, have a good deal. secretary kerry was negotiating it, never once left the table. we have the worst of everything. we've already given them billions and billions, probably
8:04 pm
$150 billion. we gave them $1.7 billion in cash, which is unheard of. we put the money out. we have really nothing to show for it.ey >> bill: possibly you tired -- tear it up? >> we will see what happens. i will say this, they have total disregard for our country. they are the number one terrorist state the sending money all over the place and weapons, and can't do that. >> bill: sanctions, that's how you're going to start with them? >> president trump: to start it. >> bill: you're going to move in a carrier? >> president trump: we're justre going to start with sanctions, i never talk about military moves. i criticized president obama. they announced their going into someplace. they give the name, date, time. i don't believe that. we will see what happens. i don't like to talk about what we do militarily. >> bill: you're not real bullish on iran at this point.
8:05 pm
>> president trump: i'm not bullish. they are emboldened.rc they follow our planes, they circle our ships with their little boats, and they scream things at most. it has what happened -- it's not good.t you thought what the deal they made, which was a great deal for them and a horrible deal for us, that they would've had a warmth toward our country, and it's exactly the opposite. they lost respect because they can't believe that anybody could be so stupid as to make a deal like that. >> bill: let's talk about mexico. there was a report that you talk to president nieto, and you told him that this was the report. i want to know if it's true or not. that if his army couldn't handle the drug cartels, that u.s. army soldiers would. did you say that? >> president trump: we have to do something about the cartels. i think he is a very good man. we have a very good relationship, as you probably know. we will have a wall, we will have a border. we have to stop drugs from coming into our country, and if
8:06 pm
he can't handle it, and maybe they can and maybe they can or maybe he needs help, he seemed very willing to get help from us because he has got a problem and it's a real problem for us. >> bill: president nieto of mexico was open to the possibility of u.s. forces helping him combat the drug cartels. >> president trump: i would rather, as a very nice man and he is and somebody respect, i would rather have him respond to that. i certainly offered him help on knocking out the drug cartels because we have got a problem. those cartels are operating in our country, and they are poisoning the youth of our country. by the way, countries all over the world, just so youo understand, this is a cartel all over the world, the cartels. i certainly would help him if he needed the help. >> bill: at this point, do you consider mexico a corrupt country? the stuff has been going on for decades. is mexico corrupt?
8:07 pm
>> president trump: it as a country that has difficulty. it has certainly done well with us. we have a trade deficit with mexico of $60 billion a year. that doesn't include drugs, and it doesn't include the border and all the things that are happening on the border. it is a country that i have great respect for the people. i love the people. i really like this administration.. i think he is a good man. we get along very well. but they have problems controlling aspects of their country. there is no question about it. i would say that drugs and the drugs cartels number one. >> bill: have you figured out what kind of tariff you're going to love the need to pay wall? >> president trump: they want to negotiate a deal. i want to negotiate a deal. we will see what happens. we can always do a tariff or a tax if necessary, and we will do that if necessary.e if we can make a deal.
8:08 pm
i am going to put another f in the name nafta because right now it's free trade, and i'm going to have it fair trade also because it's not fair. bill, we are losing $60 billion a year in trade deficits with mexico. we can't do that. >> bill: you talk to put in last -- you talked to putin. you had a busy week last week. within 24 hours of you on the phone with the russian leader, the pro-russian forces step up the violence in ukraine. did you take that as an insult? >> president trump: no, i didn't because i don't know exactly what that is. we don't know if they uncontrollable? we will find out. i would be suppressed, but we will see. >> bill: do you respect putin? >> president trump: i do. >> bill: why? >> president trump: i respect a lot of people. that doesn't mean i'm going to get along with him. he's a leader of his country. i say it's better to get along with russia then nods.
8:09 pm
will i get along with him? i have no idea. >> bill: he is a killer, though. putin is a killer. >> president trump: there are a lot of killers. do you think our country is so innocent? >> bill: i don't know of any government leaders that are killers in america. >> president trump: take a look at what you have done too. we've made a lot of mistakes. i've been against the war in iraq from the beginning. a lot of people were killed. a lot of killers around, believe me. >> bill: you mentioned isis. can we expect, we the american people, more u.s. military action against isis? >> president trump: i hate to be evasive, but i don't like talking openly about it. i can say this, isis is bad. they are evil. they cut off heads of christians and muslims and anybody else that gets in their way. they drown people in a steel cages. this is not since the medieval times has anything has happened like this. the previous administration allowed it to happen because we shouldn't have been in iraq, but
8:10 pm
we shouldn't have gotten out the way we got out. it created a vacuum, isis was formed. i always said take the oil.rm if they would've taken the oil there should have been no isis. oil,ll: if you took the you would have to put in u.s. troops to do that, and in that would've started another round of it. >> to the victor belong the spoils and all of that but forget that. >> bill: let's turn to domestic policy. when can americans expect the tax cuts? this year?r? >> president trump: we are working right now on the health care t package. it is moving along very well. we are trying to get our person dr. tom price approved, as you know, the democrats are being for purely political reasons. >> bill: let me get you on the record here. 2017, can americans expect a tax cut? >> president trump: i think so, yes. before the end of the year, i would like to say yes. >> bill: can americans in 201717 expect a new health care plan
8:11 pm
rolled out by the trump administration? >> president trump: in the process, and it might take some time into next year, but we're certainly going to be in the process. very complicated.e obamacare is a disaster. you have to remember. obamacare doesn't work. you look at arizona, 160% increase, you look at minnesota, all of these places it's going through the roof. it doesn't work.ou >> bill: when are you going to have something ready? >> president trump: i'm going to be putting it in very soon. i think yes, i would like to say by the end of the year. at least the rudiments, but we should have something within a year into the following year. and by the way, we will have something that is good. less expensive and really great health care. >> bill: next on the rundown part two of the trump interview, we focus on immigration, case law, and mr. trump's relationship with president obama. coming right back. back. whether it's bringing cutting-edge wifi to 35,000 fans...

8:15 pm
[john] get your taxes won. >> bill: continuing now with our story with president trump at the white house last friday. stated the talk is making headlines all over the world. here is part two. this is a fascinating story. i just spent the week in california, as you know. they are now voting on whether they should become a sanctuary state. state of california, led by a governor jerry brown is defied you, absolutely defied the president of the united states. california and the usa are on a collision course. how do you see it?ru >> president trump: i think it's ridiculous. it sanctuary cities. as y i am opposed to sanctuary cities. they breed crime. there's a lot of problems. you did it very well with kated the other people you talk about.
8:16 pm
i will tell you that sanctuary cities -- they got a lot of problems, and if there is tremendous crime. a lot of people agree with me. this was a campaign issue. california is out of control in many ways, as you know. from an economic standpoint, people are leaving california and going to texas and other places that run in a different manner, but we will see what happens. we will certainly not stand for sanctuary -- even cities, let alone states. >> bill: you mentioned kate's law.s why do you think the party opposes kate's law? >> president trump: there are very things that are logical that the democrats don't agree with. they want to raise taxes taxesd of lowering. >> bill: why did the democrats oppose protecting americans from violent foreign criminals? >> president trump: they think that is their voter. >> bill: you know it is fascinating to watch you at the inauguration with obama. you guys seem to get a loan.
8:17 pm
-- get along. would that be accurate? >> president trump: it's a very strange phenomena. we get along. i don't know if he will admit this, but he likes me. >> bill: how do you know? >> president trump: i can feel it. i understand. we had a rough campaign. he was fighting better for hillary than she did. he was vicious during this campaign for me, and i was vicious toward him. we said horrible things about each other. and then we hopped into the car and we drive down pennsylvania avenue together. we don't even talk about it. politics is amazing. >> bill: what did you talk about? >> president trump: we talked about the country, the future of the country. i asked him about what do you think our biggest problem is and he told me. i can't tell you, but it's a problem. it's a military problem. >> bill: china? >> president trump: no, it's not china. he did mention. i did ask him, what would you say the one, two, three problems
8:18 pm
are? the number one problem that he felt was a little bit surprised but i fully understand, i can't tell it. not for any other reason t,her than i don't think he would mind if i cited. ii don't want to let that particular place know that's the way he or i feel. we had a great -- it was a great inauguration. i loved every minute of it, and i got along with him. in fact, people were sort of surprised. i finished, turned around, he was smiling, i was smiling. >> bill: here's what was more fascinating. right after you guys embraced, shook hands, all of that, you gave a speech. your speech excoriated him. you basically took his administration apart, and he is sitting 5 feet away from you. in your mind, did you say, how is he reacting to this speech? >> president trump: i am an honest person, and the country has very deep-seated problems. we have to do something about it.
8:19 pm
when i finished, i turned around, shook his hand. a and he was very gracious. he was smiling. >> bill: i don't know if he was happy with that. >> president trump: i don't know, but he seemed to be. this isn't just a knock on him. we have been going down the wrong path for many years. >> bill: tomorrow, i asked the president some personal questions about the white house experience so far. i think you will find it interesting. directly ahead, charles krauthammer will react to the interview, and it later, the factor has been looking into the judge that blocked mr. trump's refugee order. those reports after these messages. (alarms)

>> bill: reactions to our interview with the president.
8:23 pm
joining us in washington, charles krauthammer. what caught your eye tonight, charles?it >> well, the best news was the news out of moscow. that you are now on their hit list and that they demand an apology. i understand you are working on your russian. that's what i've been told. look, the obviously headline everyone caught, which was his reaction to your saying that putin is a killer.r. i want to ask you, how did you feel when he gave the answer? >> bill: i am a little nervous here. i am on the hit list? did you get confirmation that an assassin will be following me home tonight? i just want to be prepared. >> as you know, the man is a killer. there's a guy right now who is a campaigner for free elections in russia who is in a coma, organ failure, reportedly, i think this is sort of understood to be true, poisoned by the kgb.
8:24 pm
they killed the guy, leader of the opposition, in the shadow of the kremlin two years ago. s not only is he a killer. he is shameless. >> bill: we've done the research. we've researched it. even if you want to take it further, the malaysian jetliner shot out of the sky by pro-russian thugs, the ukraine atrocities, it goes on and on. i'm glad you agree with me on that. however, you asked me a question. here's how i processeda the president's answer. not that it was a moral equivalency between the united states and russia about actions, but that we don't have a right to form a judgment. it's the same philosophy that franklin roosevelt used when he dealt with stalin. what trump wants to do is enlist putin's help to defeat isis and to get away from iran, to weaken iran.lp we don't have a right to makey these personal judges that we
8:25 pm
just made about putin, which are accurate, okay. because in the past, the united states has done bad things too. that's how i processed it. >> you just gave me two different answers. one was a moral answer. we don't have the right presumably because of our own sins to criticize him. a pragmatic one was fdr, i need stalin. >> bill: that's why he doesn't say what you and i just said. he wants putin's help to be isis -- beat isis and iran. >> so when he reacts by saying that we are killers too, that doesn't strike you as moral equivalence or essentially -- >> bill: my job was to elicit answers from him and not debate him. it was a hard news interview. perhaps he did make that equivalency. i took at the other way.
8:26 pm
it was a matter of he doesn't want personal judgment. i will tell you what the other headline was. >> you thought the other networks were distorting him by saying he was a moral equivalent? >> bill: i didn't say theyki were distorting it, i said they were looking for a hammer to use on his head. >> that is a hammer that any sentient being would cease immediately. when you say that this guy is a killer -- >> bill: they were looking for something to get him with. that's a fact. >> but look, i wasn't looking for something to get him with. the point is, mitch mcconnell, a lot of other people who are not looking to get the president, reacting in the same way, it was a universal reaction. >> bill: be that as it may, you can react however you want, it was my job to get him on the record, and i did. i'm going to hard to back hold charles over for another minute. the bigger story in my opinion is a showdown between california
8:27 pm
and the federal government. there is no question in my mind that california is going to lose billions of dollars if it continues on the sanctuary city path. he said it very clearly, and i don't think he is backing away. that is an enormous story for the biggest state in the union. is it not? >> it is a big story, but it's been triggered by the governor. the president has made it very clear from the campaign on the if you are a sanctuary anything, we are going to cut you off. there's a lot of support in the country because this is the language of states rights, this is the language we heard in segregation in the south, the language called interposition, which was essentially a repudiation of the federal authorities. i think this is something that he has great support for. if the governor of that state wants to expand the jurisdiction and have the fight, that's the
8:28 pm
story. i don't understand what the clash means. do you expect there's going to be a clash? are we going to send drones? >> bill: to california? we're just going to cut their money off and they t desperately need it. it's an entitlement state. the state is an entitlement state.nd that federal money dries up, you are going to see -- you got riots in oakland now? wait till you see what happens. charles krauthammer everybody. more ahead as "the factor" moves along this evening. the controversy over blocking president trump's order. we will tell you all about the judge. "watters' world" episode 300 ahead. >> are you "watters' world" fan by any chance? >> i never liked it. all of america rejects "watters' world." bill o'reilly doesn't like "watters' world." >> bill: we hope you stay tuned to listen to those reports. hey, it's the phillips' lady!

>> bill: tonight. it's never easy interviewing a president. i've done it nine times from gerald ford to jimmy carter to bush the younger to barack obama to donald trump. you can take your questioning just so far. out of respect for the presidency, it's a bit complicated, but let me give you an example. when donald trump was a candidate, i could poke him, pushing, openly show skepticism about what he said. i could do that with every politician except the president. i can disagree, i can challenge, but i cannot demean the office in any wayep
8:33 pm
joining us now, jon meacham, presidential historian. we are going to talk about bush the elder's appearance at the end of the interview. we will talk about the interview with donald trump. >> i was struck by the putin news, obviously. it struck me, i would love to hear your reaction in that moment, for a man who is a nationalist economically, who believes so strongly in american greatness to the point where that was his entire raison d'être for the campaign. he has this strange blind spot to some extent with putin where he allows russia, a historic enemy, to wander off sort of out of his sight, but is otherwise a pretty consistent trumpian approach. >> bill: bush the younger
8:34 pm
wanted -- thought he was a g barack obama thought he was a good guy and will have a little latitude after the election. trump, as i said, wants putin's cooperation to be -- beat isis. my take was he is going to go and try and make a detente with russia and overlook putin being putin, which is a killer. i don't think there's anybody who has history that knows that isn't true. >> do you think this is nixon and kissinger? >> bill: i think it is a bit that way. dine with the devil sometimes to get what you need. what else jumped out? >> i was struck by, i think this was a headline from tonight that president obama shared a private concern with him thatt president trump did not enunciate or explain. >> bill: you know what i think it is? you know what country it is? >> i have a guess, but what is yours.
8:35 pm
>> bill: make yours first. >> north korea. >> bill: i think it is pakistan. pakistan is bordering on being out of control. has relationships with isis, and the tallow band. that's what i thought it was. both meacham and i are speculating. the question was, when he is sitting 5 feet away and ripping at him, but i guess is politics in washington and you get used to it. >> they are. trump is a dealmaker, right? whatever you want to say about the past three weeks now, he has done what he said he was going to do.er i remember george w. bush when he pushed the tax cuts that he campaigned on and the elite world went crazy about it he said weren't you all listening? >> bill: you put your finger on it, he is a dealmaker and he thinks he can make a deal with putin.
8:36 pm
final thing, very touching moment, super bowl. when president bush the elder, a true american hero and patriot, and his wife barbara bush came out for the coin toss. you know president bush as well as anyone, what were you thinking at the time? >> ten days ago, seven days ago, he was in the icu at methodist hospital in houston, and i>> thought joe buck had the best line. there is no tougher man in that stadium. 18 years old joining the united states name, it became the youngest officer shot down and ended the cold war that we are just talking about without a shot being fired. great american. >> bill: reagan gets credit, but bush was in office when the berlin wall came down. the book is "destiny and power" who is the judge that blocked the refugee order? we've been investigating, and watters' has been annoying us 300 times.e a special "watters' world" up ahead.

james robart blocked trump's executive order, temporally stopping refugees and immigrants from coming into the u.s. he is a republican. nominated in 2003 and confirmed in 2004. he has made some controversial statements in the past and done some work with refugees. joining us now from seattle, john, you served as u.s. attorney. you know judge robart very well. tell me about him. >> i do.ot he is a highly regarded night -- united states district judge here in seattle, conservative in the way the he looks at the law. very thorough,ut very soft-spoken he wears a bow tie, but a lot of us knowfo him just as he's comfortable out fishing for salmon. >> bill: very regular guy. it's widely believed that his order will be overturned because the president does have the law on his side with nationale security, and that's the way it's going to be appealed by the justice department. do you believe in that? >> i don't think it's entirely clear.
8:42 pm
judge robart's order doesn't list the legal basis for his decision, only that the state of washington and the state of minnesota are going to prevail on the order. in his judgment. that will be a question for the ninth circuit court of appeals and ultimately the supreme court. >> bill: it's a consensus that the president will be able to lock down those seven countries and syria for national security reasons. but that iss speculation. in the past, judge robart has worked with refugees in southeast asia. do you know anything about that? >> before he went on the bench, i think more than ten years agoa he was well known here in seattle for -- as a private lawyer representing people who couldn't afford a lawyer, pro bono work for low income people. i am not familiar with his work with refugees, but he is very well-known for the fact that he volunteered his time while working for corporate clients like nordstrom and tim burton --
