and first from the fox news deck this monday afternoon. we're just hours away from the historic face-to-face meeting between president trump and the north korean dictator kim jong-un. secretary of state mike pompeo says the u.s. willing to take steps to show north korea that giving up its nuclear weapons is not something that ends badly for them. secretary pompeo didn't say whether that includes withdrawing troops in south korea but he said the main goal has not changed. >> the ultimate objective that we seek from the diplomacyas not changed. the complete and verifiable denuclearization of the north korean peninsula is the only outcome the united states will accept. >> shepard: so what does denuclearization of the korean peninsula mean? some analysts say the north

koreans may want the u.s. to pull its troops out of south korea and end the so-called nuclear umbrella to defend south korea and japan. the two leaders set to host this get together at the capella hotel in singapore. president trump would be the first u.s. president to meet with the north korean leadfer it happens. kim was out and and walking around singapore a little while ago. he's kept north korea mos isolated from t rest of the world letting some of these people starve and having his own relatives killed for crossing him. according to the united nations, north korea is one of the most brutal regimes in modern history, this meeting comes after a tense g-7 summit at best where president trump clashed with world leaders over tariffs on steel and aluminum impor from canada, the european union and other united states allies while propping up our enemies.

more on that. first to john roberts who is traveling with the president and live in the city state of singapore tonight. hello, john. >> shep, good morning. the white house and the president playing the expectations game ahead of the first ever summit between a u.s. president and a north korean leader underpromise and overdeliver with president trump hinting there may be a surprise in store after the two leaders meet. the president spent the day preparing for the summit meeting first with the prime minister of ngapore and later on huddling with his nional security team for the afternoon to make sure that he's got all of the talking points ready, all of the negotiating points ready. the president is prepared to offer a lot to kim jong-un, economic security guarantees, security guarantees as well as potentially an end to the korean war after all of these years and

a normalization of north and south korea only if they denuclearization. the pdent changing the paradigm here. leader-to-leader. we've pointed out that has never happened before. the first of the summit meetings will be between the president and kim jong-un with only their interpreters present. the others will come in for an expanded bilateral meeting. that will include the secretary of state, the national security adviser and the chief of staff on the american side. the other difference here is up until now with north korea, the us has been pursuing incrementalism. economic incentives for small moves by north korea. the president is throwing that out the window. he wants all or nothing. the secretary of state saying all or nothing will come with some big perks from the united states. listen here. >> president trump recognizes

chairman kim's secure. he is prepared to say that a denuclearization is also a secure north korea. the president has expressed his openness to expanding access to foreign investment and other economic opportunities for north korea if they take the right steps. >> now, kim jong-un went to school in switzerland. he's not roamed this far from home since becoming the lead of north korea. yesterday he spent part of the evening walking around, seeing some sights here including what is the landmark of singapore, the marine bay sands hotel. it's three high rise towers with what looks like a cargo ship perched upon the top of it. it's the hotspot here in singapore and the north korean leader getting a look at that as potentially what might be possible if he plays ball with the united states. we should point out that president trump will be leaving

singapore earlier than anticipated. he was going to leave midday wednesday and leaving the morning open for more talks with kim jong-un. but according to the white house officials, talks are moving more quickly so the president will be leaving tomorrow evening, or this evening, i guess, about 6:00. that will be after he holds a press conference at the capella resort. we'll hear directly from the president what was accomplished. >> shepard: they're telling us there's high level phone calls from the president as well. >> yeah, the president has been consulting with the president of south korea, moon jae-in and the president of japan,nzo abe. abe was at the white house last thursday for final talks before the summit. the president consulted them over the telephone yesterday. moon jae-in hely invested in achieving a peace and economic relations between south korea and north korea. he would eventually like to see the reunification of the north

korean peninsula. the sticking point of capitollism or the north korean ideas. and shinzo abe wants to make sure the missiles are gone and the issue of japanese citizens abducted by north korea. history is about to unfold this morning singapore, shep. >> shepard: thank you, john. michael o'hanlon from the brookings institute. hi, michael. >> hi, shepard, nice to be with you. >> my understanding is the north koreans want the war to be ended, safety guarantees and a peace treaty. so the secretary of state said we're good.

>> there's two phrases that mike pompeo said that i thought were note worthy. on fox business channel, i heard him say the ultimate objective is the complete denuclearization of north korea. that implies there could be steps along the way. he talked more recently on your clip about north korea giving up all of its weapons of mass destruction, which would include not only nukes but biological and chemical weapons. north korea has a lot of them, too. i'm as clueless as i've been about what kind of realistic problems have. the best thing is the whole break down that happened a couple weeks ago, that was a resetting of expectations and i think the united states now understands the north koreans are not going to give up their nuclear program immediately.

>> shepard: a lot of people are worried about the one-on-one meeting. barry mccalferty says it's unacceptable. and secretary mattis and pompeo should have posed it in written. paul hanley from the bush administration says it's unacceptable danger to national security. what is your thought on this? a sit down to record what each side is saying. >> every time barry mccaffrey is talking. i think for the broad context when we talk about what kind of a deal could be possible, president trump makes those decisions for his administration, not the country. congress has power to oppose and to do things like insist that a certain number of u.s. troops stay in korea, even if president trump prepared to negotiate them

away. i'm not sure that we can insist that trump can bring about his own advisers. that's part of the executive branch. i think it's ultimately president trump's choice. >> shepard: it was quite something this morning our time, night their time, to watch conditional from this hermit kingdom and be wandering out like this and out-trumping trump in a pr way. i feel like we're doing to have a new apprentice. it's quart a transformation. >> i like the setup to that. he can't to this. he's not welcome around much of the world and basically a criminal for the kinds of human rights violation that's your segment noted.

he grew up in switzerland. he dant to be couped up in north korea the next 50 years. that gives us some reason to hope that he will want to come out of his shell. i'm not concerned about north korea's nukes. i think the guy does want to have his cake and eat it, too. he's trying to find a way to pull that off. and the nuclear weapons are probably going to be an ongoing basis for negotiation, not a one-time deal. >> shepard: i haven't heard anybody mention the goulags or all the dead people. >> yeah. this guy is not a good guy. he may have an aspiration for how to do that sometime, but he knows that when dictators start

to open up, sometimes the populations rise up and take matters into their ownhands. we remember romania in 1989. the remaining people decide if this guy has to go and they executed him. that's my best guess about that plus he's not a nice guy. these are the reasons he hasn't done it yet. i hope over time he will find a way to reform the way that china and vietnam have gradually reformed over time from within a communist system. right now, he's presiding over the worst police stay on earth. >> shepard: thanks, michael. the white house says president trump will head home after this summit. it's only the beginning of the diplomacy overseas. we'll look at what is next. why one leader says any plan for real peace could take many years.

this a long time with the president. this seems to be the latest example of who would have thunk it. it's not normal. we never see these things before but here we go again. high stress time. i think it's unclear whether his objective is to get leverage on kim jong-un. i'm not sure it's going to work. now i have the leverage who can hold it over trump if he doesn't want two failed summits in a row. >> shepard: foreign policy greats, people who have been watching -- think the western alliance is important and this is dangerous to it. that's true. the domestic alliance that the president has also is in danger. we should know that trade, the republican party is incredibly loyal to the matters of policy and personality and politics.

that's the word from air force officials. the pilot ejected near the island of okinawa. an f-15 crashed during a routine training mission and a rescue team recovered the pilot. the air force has had six noncombat crashes this year compared to seven last year. an air force captain went missing more than three decades ago turned up last week. military officials say william howard hughes had been living in california under a different name. they call him a fugitive and say he desserted the air fort. hughes' family says they don't think he disappeared on his own. jennifer griffin live at the pentagon. >> shep, captain howard had a top secret clearance and was supposed to travel to the u.s.

hughes was showed withdrawing 19 separate banks in albuquerque, new mexico before he disappeared. investigators found to-do lists. his parents and sister have been lift wondering what happened to him for 35 years. last week the air force office of special investigations found hughes living under an alias. he fell under suspect when he went to renews his passport. he was depressed about being in the air force so he left. he has been living in california ever since. last week 303 air force special agents were dispatched to his home to make the arrest. hughes has been on the air force most wanted since 1983. >> air force officials say he

may have been working as a spy. is that right? >> that's what the air force suspected for many years because he had security clearances and they gave him access to some of the most top secret missile programs. hughes had been an expert on rocket self-destruct procedures. air force and officials say there was no evidence he was spying for the soviets. they never found any information that could be linked the him. hughes faces charges of desertion at travis air force base and in the coming days he faces up to five years of confinement and a dishonorable discharge. >> shepard: have you had a funeral yet? net neutrality is dead. the way you serve the web could be changing. rules that were meant to give everybody equal access on the internet are over. but not everyone says that is a bad idea.
