rick: a curfew is in effect in l.a. it's 1:00 a.m. on the east coast and 10:00 p.m. on the west coast. the curfews not having much effect in keeping people off the streets in minneapolis or other major cities in the country. 1,400 arrests have been made in seven u.s. cities. in chicago, stores looted and squad cars damaged. local media reports some protesters were struck with

batons near the trump towers. the new york city streets at times a hot mess. some squad cars set on fire with multiple clashes and arrests. four nypd officers allegedly throwing a molotov cocktail into their police car. -- a poll tough cocktail thrown into their police car. mike tobin joins us. reporter: tonight was dramatically different with a big show of force in minneapolis. 45 minutes after the 8:00 p.m. curfew went into effect we saw state troopers, dnr police, sheriff's deputies come up in buss with all the riot gear at

the ready and they put out a lot of the teargas. they went up near the fifth precinct which had become the flash point after the third precinct was burned. they swept up the streets with the teargas and zip skips. the protesters scattered into smaller groups. it's hard to get around minneapolis right now because so many of the streets are locked down by the authorities. everyone down to the national guard. but you largely have a quiet city. there is sapphire burning over my shoulder but it's not very big. there was one burning by the fifth precinct. but the mayhem is countered by a big show of force and relative

calm in the city of minneapolis. and what we have from officials is any injuries were minor. rick: that is terrific news. the scene last night was awful. and you were in the middle of it and it did not look good for you or the city. there was a lot of criticism of the mayor and the governor for perhaps not doing more. we heard the governor talking about wrestling with putting guardsmen on the streets, putting soldiers on the streets for potential clashes with citizens. but it sounds like that what's they did and it sounds like it actually worked. reporter: this was a time they came out with a show of force and they got a different result than backing down and ceding

ground. we saw the city police hold it for a time, then beat a retreat. they went inside, there is a kid inside there right now. we just heard him breaking out windows. that was a big deal for them. then the next night they set that 8:00 p.m. curfew, said they meant business and it didn't mean business. so they are emboldened by both of those actions. the destruction yesterday was so large. there wasn't a business that didn't have its windows knocked out on lake street. near the fifth precinct there is a tremendous law enforcement

presence. rick: any word on a briefing by officials tonight? reporter: there was a briefing and that's where i got the information that any injuries were minor. i think thus farther feeling it went pretty well certainly compared to the earlier ideas of backing off and letting the protesters have their way. rick: mike tobin, we appreciate you being out there. bricks and bottles are flying in new york city. we saw that live here on the channel with major protests and multiple flashpoints. particularly in brooklyn making countless arrests. bryan llenas has been on the ground witnessing the protests. the numbers have thinned. bryan, it looks like things are

pretty much under control. reporter: i would say the situation is under control. we are not seeing many people on the streets. somebody at least one person with a skateboard we caught on our cameras on fox breaking windows here. if you walk with me, the damage just continues to this bank. there is a broken window here as well. if you keep going over here. this entire window panel, you can see here, they are just clearing it out right now. this is some of the damage to businesses today. some of what's left over for the next morning as people try to clean up in new york city. earlier today we were in flatbush, brooklyn. and it becomes very intense.

there were bricks thrown at police officers. bottles, glass bottles, wood. anything they could get their hands on. police were forced to charge on bedford avenue. we were there for that as they charged. they lit two police vehicles on fire. here in union square it was a similar situation with tons of -- we saw many arrests. and we saw another vehicle -- multiple vehicles lit on fire. we know there are three individuals who are facing federal charges for throwing molotov cocktails at two police vehicles. one police vehicle with four officers inside, another with no officers inside.nts were issuedn court today. bill deblasio of nw

york said he believed the police acted appropriately. it became and untenable situation. that's what was going on. if you come back to me live here you will see this is what is left of a police van that was on fire. you can see the charred remains on the streets. the heat was so bad as my photographer circles around. the heat was so bad it melted some of the black on that door across the way. that was just from the heat coming off of the police vehicle. but that's some of what we are seeing here, rick. the remnants of the next day. hopefully we'll see what today brings on this sunday. rick: you have got some folks there that are in your live shot. we'll let you get to safety.

the city of angels also a scene of terror tonight with angry mobs smashing stores, looting and vandalizing prompt including police cars. cops blocking streets and trying to stall the crowds. they graffitid and punctured tires and looting stores. for an update on that and what's happening now. jeff paul is joining us in los angeles. jeff? reporter: the big headline right now, mayor eric garcetti calling in the national guard for los angeles. we are seeing other cities mull over. the other big story, the fires sparking up throughout the city, this is one of many we rolled up to. this is melrose. these great men and women of the fire department have been out here for close to an hour trying

to put this fire out. they have multiple hoses on it and it just keeps burning. the protests have sort of died down. this is an urban outfitter store. this is the shattered glass for what would be the front door. all these empty hangars. this whole store we believe was full of products. yo behind. some of the mannequins knocked down. this is an image we are seeing throughout the city of los angeles. some random stores that will be looted. someone will break into whether it's an eye glass store or urban outfitters. nordstrom. and a restaurant was broken into. the bigger picture, the protests going on since really since maybe 2:00 this afternoon.

1:00 p.m. further down the street from here. one of the protesters who showed up to protest, he told us there were so many people out there, so many people passionate about what has happened that's that they didn't know what to do with their energy. they took to the streets. and we saw that for self hours. right after 8:00 which was the curfew put in place by mayor eric garcetti. you saw the police back you have and opened up traffic and started to let people go through and that sort of cleared up the protest. but we still have lines much police officers or sheriff's deputies out here blocking down certain roads where they have looting or other issuers going on. rick: sometimes when there are protests or incidents the cameras will focus on that one block where the thing happened. and you think the whole city is on fire when it's just one fire

burning. but it sounds like from what you are telling me, this isn't just one block affected in los angeles. we are talking about a significant impact. >> this whole block here. if we flip around which may be a hard move for kyle out here. there is another fire down there. you go over a lock to your left or right you will see firefighters working on something or police out there forming some sort of line to keep what is left of the protesters out there. and go to places like beverly hills we have some of the higher end retailers, we know that just from some of the people working in the industry. a lot of those stores were already cleared out. the company took their product out of there seeing what happened last night. i don't know exactly the amount of things taken over there on rodeo drive. but there is that damage throughout the stay.

rick? rick: jeff, we appreciate it. and we'll look for an update from you. violence our nation's capital prompted a brief lockdown at the white house. protesters clashed with secret service. some of the demonstrators knocked count barriers and threw bricks at officers. leland vittert and his crew were caught in the crossfire. we are joined by a former secret service agent. charles, your thoughts on what happened yesterday. >> thanks for having plea. last night i think we saw a very large be protest group on pennsylvania avenue that came right up adjacent to the north fence line. as vittert mentioned. what we are seeing this evening is that perimeter, that

360-degree perimeter has been pushed out one block. it's been pushed to 8th, and east and west 15th and 17th street. that will buy a lot of additional time, a bigger buffer for the secret service uniformed division, for the park police and for the d.c. metropolitan police. the good story out of last night is nobody got hurt. the white house is one of these places where occupied or not by the president and the first family. there is a very clear line. i was just happy to see none of the protesters did anything additional to put themselves in danger and jump over that fence on to the ground because there was a good chance it would not have been a good outcome for them. kudos to the secret service. for the job they did. and tonight i think that explains why you are seeing that

buffer. rick: i saw footage of one secret service uniformed officer being attended to, some kind of injury to his head. and i saw some of those skirmishes with the demonstrators shoving their shields. i know objects were being thrown. i am wondering your thoughts on the restraint that was shown there and the difficult task these officers faced in trying to protect the white house. >> i think we are seeing it at the white as you and we are seeing it around the country. that's the key word, restraint. there is the entitlement of the first amendment. and nobody knows that better than the secret service. it's easy to tell what are organized protests in the have it of the white house and it's easy to tell when they start to turn bad and start to become infiltrated with bad actors.

so the secret service is very good at picking that up and sensing when it's transitioning and change into a more dire situation. but the restraint and professionalism exhibited was fantastic and nothing less than what i would have expected. rick: it sounds like extending that perimeter was an excellent idea. were they too close for your comfort? >> when you have people along the north fence line which i think quite frankly law enforcement across the country have been surprised by of peopld out, especially those that are the bad actors and looking to cause chaos and destruction in their communities. we have social media to thank for that. we have the dark web. we have communication cell phones. that's how you are seeing the groups with the ability to more quickly organize than they have in years past. that's why the protests get

worse and worse by actors that have nothing to do with the original cause of the protest. i didn't like that situation. i think somebody could have gotten hurt if they made the mistake of attempting to go over that fence and make their way towards the white house. rick: i am wondering if you have insight into who these protesters are. we are hear being antifa and other radical groups. is there truth to that? do you know? >> what you typically are going to see. the arrests being made across the country by the state and local police departments will tell a bigger story about this. but normally a protest of this scale, you don't find yourself being short of diversity in terms of the number of different an oy groups being represented, that are stirring up trouble for their different causes. you won't see one group only.

you will see a diversity of these groups that join the protests to push their agenda. and their agenda quite frankly is to boycott and protest the very existence of institutions, of the government itself. to get a more robust answer from any of these groups or members is a waste of time. they are pure anarchists that are anti-government at the end of the day. rick: we are looking at live pictures of cincinnati. at least one person in custody there and fires burning in cincinnati. we heard of situations in nashville and cities across the country where there are ongoing demonstrations. in many cities the national guard is going called in, minneapolis, los angeles, reno,

calling out the national guard. you as a former advisor to dhs, what are your thoughts on the national guard's involvement and their working with local law enforcement. >> there are going to be some local jurisdictions, policing jurisdiction needing national guard's help. as far as the relationship between the national guard and local police departments, it's quite exceptional. you see the national guard play a role in national events and participate in training exercises. you see the national guard participate in inauguration security. and we see the national guard playing a role in major airports and cities after 9/11. including new york city. while a city like new york doesn't necessarily need the national guard for this situation based on their numbers. most of these smaller police

departments will. i think it's a good idea. they have police powers. they can make arrests. they can serve in a side by side function with the police authorities. rick: you have to be like so many americans disturbed by what you are seeing out there tonight. >> let's start at the beginning. i'm disturbed at what caused this. which was unjust killing of an american citizen by a police officer. and look at the consequences that it's having on the country right now. i wish there was more responsibility in how the reaction was being carried out across the country. it's unfortunate there are people carrying out some bad acts right now and destroying communities. they could care less about george floyd.

rub * this is a fox news alert. protests coast to coast over the death of george floyd. protesters have been setting fires and looting stores. forcing several states and cities to call in the national guard to control the riots. activists have been clashing with police, taunting officers, cursing at them and chanting things like i can't breathe and don't shoot. the protesters are using their actions to bring attention to police brutality. but things have in many cases taken a dark turn. we are joined by brian clay pool, a civil rights on for his thoughts on where things stand tonight. >> you and i aren't that far -- rick: as you look at your screen, you can see minneapolis,

are clearly angry. and in some cases opportunists who have been smashing windows, setting fires, and looting stores. we have seen disturbing images of people running into a variety of businesses, many of those businesses closed for months waiting for the pandemic lockdown to end so they can get back to selling goods and then this happens. heartbreaking. now cincinnati where you see riot police with shields gathering on a corner. perhaps in anticipation of crowds of protesters preparing to clear protesters from the streets of cincinnati. we know things got very, very ugly in the city of chicago where at last report they had smashed windows on the miracle mile in the loop. anyone who has been in chinos

all too well. grady, are you there with us tonight? >> we heard that the protesters, looters, rioters, whatever you want to call them made their way south of the loop to deck's sporting goods. we haven't confirmed that ourselves. but this is where they were earlier today. this is a starbucks. we walked right by this starbucks about two hours ago shortly after this happened and there were people inside the store clearly not starbucks employees, handing out food and water to other protesters passing by. the destruction continues as you walk along lake street in the loop of chicago. the cleanup is also going on swiftly. this is a street cleaner. it's only been a couple hours since this area cleared and they have got about a dozen

sanitation trucks up the road. they are making their way this way as well as leaf blowers to try to clear all this debris and glass and other stuff that's left all over the sidewalks and inside of these businesses. it's been indiscriminate. we have seen mom and pop shops. this looks like a cards and stationary store. we have seen neiman marcus. a nike store. there is a subway and a dunkin donuts. just about everywhere you look you see destruction and graffiti. you don't see protesters because they apparently made their way to another part of the city. rick: this has to be heartbreaking for you. >> it is. i'm not from here. i only moved here a year ago. this city is a beautiful place. we are one block from the

reporter: minnesota's governor said earlier today tonight will be different. and that has been the case. there has been an overwhelming show of force which is what city and state officials said they needed to do after self nights of riots breaking out across the city with fires in buildings and cars and stores being looted. one of the decisions they made was to -- was to hunker down on the perimeter of the fifth precinct. it's been a couple of hours since a large group of protestors were here, but there is still smoke from the teargas. the crowd was throws glass bottles, rocks and fireworks at the police officers.

losing the third precinct was a rallying cry for protesters. we have seen national guard soldiers coming in all night. 4,100 national guard soldiers tonight. they are planning to get up to 7,000 by tomorrow or the next day. that could go up even higher. in addition to local officers being brought in from around the surrounding cities in nearby states as well to help with this response. they say so far it's early. but city officials are pleased with how things have gone. they say the joe whelming show of force appears to have worked. rick: for the first time i ever experienced the forecast said smoke. it said the conditions in

minneapolis were smoke. you said all that smoke in the air tonight. it's disheartening, but encouraging if they have a handle on things. i am wondering if you heard from the protesters themselves. if there is a designated leader of the protests. and whether they said what it is they hoped to accomplish with all of this. >> real quick, i want to touch on the smoke you mentioned. there is still smoke in the air. but last night the smell was from the burning buildings and cars throughout the area. tonight that mel has gone away because the firefighters have been able to go out and put those fires out. tonight the smoke is more so from these clashes of police with protesters in the tear gas and smoke cannisters and smoke grenades. that's a reflection of kind of the change in tone and dynamics we are seeing.

this has gone from police trying to react to the damage and destruction to really the focus more so on these clashes between police and the protesters. in terms of the protesters. this is a mixed bag. micked crowds. both 8 officials and federal officials said you have such a wide variety of groups mag made up here, everything from anarchists and alt-right groups to white supremacists here trying to co-op these protests for their own purposes. and we have seen that playing out today. i was here at 8:45 when thing kicked off as the police moved in on these protesters. there was a group i was standing next to. some were yelling he within * stay peaceful and calm. this is about reform. protesting what happened.

and this group i was standing next to, five young men looked over and in more colorful lounge wage, said why, that forget that, that's over with, that's not happening. in their hands, five of them were glass bottles. they had a big bag with more glass bottles inside. they were coming here to have some kind of clash with police. even though they were the minority, but the crowds tonight were smaller than what we saw last night. city officials say that's likely in part to the pleadings throughout today from the state officials, community leaders, asking force to stay home after the 8:00 p.m. curfew and allow police to respond to those who are out here with bad intentions. rick: thanks for your reporting

in minneapolis. a curfew in effect there as well as the city of atlanta. protesters have been defying the orders. last time we checked in with john then serrie things had calmed down considerably in atlanta. reporter: rick, you can see the heavy police presence here. they cleared this area shortly after the curfew. there were some protesters who tried to defy the curfew. when the curfew was announced they started bombarding the police with rocks and bottles. the police responded with tear gas and quickly cleared the crowds from this area. in then suing hours they started mopping up other areas of downtown where groups of protesters were attempting to gather. some launching fire work at police. they quickly cleared out those areas as well. but then late tonight there was

a wrong man on an suv who was racing down this treat right in front of me. marietta treat. then he made a u turn and went back past the police. went up a belong this way and officers standing in the road tried to stop him. the atv struck the officer. the sister suffered some serious injuries. he was taken to a local hospital in stable condition. the atv rider amazingly police say did not saw serious injuries and he was brought into city. the georgia governor brian kemp tweeted this evening asking for people to pray for this officer's speedy recovery. he announced he doubled the number of thankingal guard troops he's authorizing to help secure parts of atlanta.

the looters and the criminals. we have to rise above that and realize we need to carry out george floyd's legacy by making positive change. rick: how sad is it that the mess and is being lost with the violence being perpetrated on businesses and police across america. >> that's the point. it can't be lost. this is a test for all of us. we are focused on the fires, the broken glass. we have to refocus. i realize we have to rebuild the small businesses, but we can't lose the focus. george floyd and other americans have not died in vain. senator lindsey graham is holding a hearing next week on the use of force. but might i suggest the handling of these cases for over a

rick: in los angeles a state of emergency has been declared by the governor. joining us on the phone, a retired 25-year veteran of the to what to and firearms. your thoughts on the state of emergency. >> it's an opportunity to mobilize a tremendous amount of resources, anticipating the riots and violence will escalate and evolve through different communities in southern and northern california. it's a prudent step for what will have to take place there. rub * how disturbing are these i am ands for you? >> it's a recollection of my

experience in the 1992 riots. it was an order to restore civil order in los angeles that was the outcome of the rodney king trial. it mobilized military and national guard resources to restore civil order, not suppress protesting. but to stop the violence. rick: is this the way it's going to be from now on when people are angry or upset about a horrible tragedy, that they will burn and loot? >> i think it's unacceptable for any of us to think that's the future. we have control of this. we are responsible for our own destiny. it's being perpetuated on a false narrative that people are being murdered by law enforcement. this horrific event that happened is an anomaly. it's still tragic and horrific.
