republican doug collins is leading the trump recount team in that state joins me live in a moment jacqui heinrich frorts team biden and tell me what's happening. >> there the president having lunch today with vice president mike pence clearly the election amend the president's efforts at changing the current vote count would have been a big topic of conversation as well as the senate races in georgia those runoffs that will be happening towards the end of the year. mike pence is scheduled to go down to georgia to campaign on behalf of david perdue and kelly loeffler on the 20th of november and now there are calls for president trump regardless of what the outcome of the election is on the federal level to go down there and campaign for them as well kayleigh mcenany asked about the president's plans to go down to georgia. this is what she said. >> he hasn't made any determinations on this so far. he has been putting out tweet on

behalf of senator purdue and kelly loeffler. he wants those two candace to prevail. no one has been more of a team player than president trump. >> it really is difficult to overstate the importance of that race for president trump and his legacy and republicans in general. those seats at least one of them is all really that stands between president trump and a lot of the policies that he has put in place and potential biden administration coming in and overturning policies. >> what do you hear if you don't flip the races and votes not weighing in on the republican side as well get about that will about a possible exit? >> at the moment fight fight fight. count every legal vote get every illegal vote discharged. behind the scenes the president is taking steps that may indicate he may be preparing for a possible exit. things to comment his legacy in the near term. executive orders can be

overturned. we are told the president is preparing no executive orders on h 1 v visa restrictions as well as coronavirus funding for school choice where if a parent right now is faced between a ofe or putting them in private or parochial school the president would provide help with that there is talk of a coronavirus relief bill coming out of white house at some point in the near future. again those sort of things can easily be overturned the day that joe biden if he is to take the presidency comes in so the president is also taking some other steps to put loyalists almost burrow them into certain government agencies in a way that would make it difficult difficult to remove them and that way he has some of his loyalists there to watch the shop if you will going forward after the 20th of january. >> bill: have more headlines next hour. thank you, john. all very fascinating. president-elect joe biden's team starting to take shape. he hopes to announce some cabinet members before

thanksgiving. so far he has selected ron klain to be his administration. he worked in the by obama administration as biden's chief of staff. coordinator. jacqui heinrich. >> good afternoon, bill. as you mentioned ron klain was a long-time aid to president-elect biden. weighs also the obama administration's ebola czar and that choice is being met with praise from across the democratic party including from progressives, biden has a number of positions to pick. i'm told that national security concerns are front of mind as president trump is making some shakeups at the pentagon. but biden is still locked out of intelligence briefings because the general services administration today called on emily murphy to follow the law and release funds and access to the president-elect citing the 9/11 commission report which blames the clinton bush transin 2000 for national security

from you in a moment as we get more details throughout the hour. there is also this today from atlanta. >> process, process, process. and following the law as written. so let me be perfectly clear on this. if it was 14,000 votes the other way, we would be doing the exact same thing. >> bill: so that from last hour in atlanta. election officials explaining the decision to recount votes in the race. they will do it by hand. five million votes to sort. republican congressman doug collins out of georgia leading the recount effort for team trump with me now good afternoon to you. thank you for your time. to be clear, by law, the vote starts tomorrow, november 13th and you are required to have it done within a week so that's another week, november 20th. i got a number of questions. i have read a lot of the interviews you have done let's see how many we can get through. what are you learning right now about mail-in voting in georgia thus far? >> it depends on what you are talking about mail-in voting. the only mail-in voting is georgia in s. absentee voting.

we found examples and have affidavits of which people went to volt and found out absentee ballot filed for them before they ever got there these are the things we are looking out. georgia does not have a position where we just send ballots to voters. they have to actually request them here in georgia. bill bum on the absentee ballots they have a signature, right? you would know whether they are legitimate or not? >> you should but the problem is there is a dissent decree issued by the secretary of state a while back that actually weakened our signature verification. in fact, some places we are not even following it as it should be. that's become a source of concern. we will continue to track that down as well. because right now once that ballot leaves that envelope we cannot track it because in georgia we don't have a voter i.d. number attached to a ballot. >> bill: why is that? >> because the general assembly has never put one on there. that's something that has to be changed by law here in georgia we have to put that on. >> bill: sorry. if there is no voter i.d. attached to the absentee ballot, how then do you know to whom it belongs? >> that is the -- you hit the million-dollar question, bill.

that's the problem we're having right now. if you want to open yourself up to the possibility of fraud or ballot harvesting then this is a problem that you have. because if they -- if we have weakened our signature requirement. if we are not -- in the next 60 days going into our senate election they are not actually looking at those signatures and making sure they're who they are and they're not voting illegally, then we don't have that verification. once they are separated they go into the pile of fact and they're counted we can't bring them back. that's the problem we are dealing with right now. and it's caused a lot of concern when there is questions about those ballots being cast properly. >> bill: you know what history tells you a couple hundred votes here and there maybe but not thousands. karl rove writes this election result will not be overturned. recounts occasionally change margins in the hundreds never in the tens of thousands. you would agree on that, would you not? >> good for karl rove. i'm glad he wrote that article. look, we will see what comes out there. has been a lot of things happening in this race that nobody expected. if you look at just what the polls were telling us florida would have went to biden by 15

points and in georgia we are seeing a very close election. 14,000 votes. we are seeing irregularities but also having the first of its kind and that is a hand recount that will actually take these ballots and also put to rest and to say going forward that we are actually checking these ballots against the machine counted. this is the first time it's happened in georgia. let's see what happens and then we will know that. >> bill: to be clear we have never seen a race with thousands and/or even tens of thousands. >> the point is he making is fine. he is also saying it can't never happen. if it does happen we will see what happens from there. again, if there is a large discrepancy in these ballots, let's think about this for a second, even if large discrepancies in the ballots that tells you we have fundamentally issue with the ballots being processed through the voting system and we need to look at that so there is a lot of issues going on here, bill. >> bill: another question here. this run-off in january, how important is that now? >> it really determines the direction of this country and it really the direction of the future generation. are we going to continue in a

system in which our market system is actually working where our regulatory environment is good for our businesses? where our trade climate is actually promoting trade for farmers in georgia? for businesses in this country? are we bringing back our manufacturing base? or turn backward more regulatory based system or turn back to government based system when it comes to healthcare and other things? this is a very fundamental issue down here in georgia. you couldn't have any more candidates who are fundamentally different. perdue and loeffler and warnock and ossoff. >> bill: given that absentee ballot situation trying to explain to us here. would the republican party then in georgia encourage more voters to do it that way over the next 50 days? >> i will encourage every voter in georgia to vote. especially from my perspective every republican voter to vote. look, the one thing about georgia, we have been -- there has been a lot of stories told about georgia and voter suppression. stacy abrams expressed very large mistruths about georgia. our voter participation has been increases since 2014 and

of staten island and brooklyn. another win for a female republican candidate. i want to bring in "special report" anchor bret baier, bret, good afternoon to you. i believe 217-203 in the house now. democrats still have the lead. but this defied expectations you could say. >> by far. and you know, the decision desk made the call as we said last night about control of the house. that was accurate. but, their estimate about how many seats were going to be plus d was wrong. dead wrong. because the republicans are now picking up more of the remaining seats that are still yet to be decided. this one the latest now in that district. and, you know, you look at that, and it becomes a situation where if you have a g.o.p. controlled senate and a house with a slimmer majority, it's a different washington in how governing goes forward after that. >> bill: great point. i don't know if you heard the conversation with doug collins. but they are full steam ahead in

georgia. that's to be expected. we will start that recount we believe over the weekend. he was suggesting do it on monday. that way we will have all of our ships in a row there. here's what i'm being told. do not expect a quick resolution on behalf of the president at the white house on this. what are you hearing. >> same thing that the fight is not over. that they're still launching more of these legal challenges and that some of them, you know, are different than others. obviously remember in 2000, it was ballot challenge in florida. and different kinds of ballots but the same basic argument. these are different arguments. and perhaps their biggest argument that they feel successful about is in pennsylvania about segregated ballots. and that's moving forward. the biggest question, bill, in all of these places is it enough even if you get to that point to change the difference in the vote in each of those states. >> bill: that's a fact and we will keep our eye on that. you also have this situation where you almost hear

republicans saying we're going to honor the vote. you had several states that's 60 to 90 days out changed the way they do it. they want to see what's behind it and how it turned out this way. not suggesting the results will be different, how this vote went. mail-in ballots in some states? absentee ballot by the millions you could argue in a way that was not done before. >> bret: no, it wasn't done before. this is a direct result from covid-19. but some people worked to change their states late in the game to change this. that's not to say that this vote is going to turn out that it's completely upside down. we haven't seen that yet. we have seen indications of strange irregularities in different states. we have seen transparency questions that are legitimate for parties that didn't get in on the count, 100 percent. what we haven't seen yet is the casey that's going to overturn the state that changes the dynamic. >> bill: sent out a tweet

earlier today ronna mcdaniels has been rehired as head of the rna. 72 million votes received more votes than any sitting president in u.s. history and we will win it is true 72 million votes. you defended about 20 seats in the senate. the state houses across the country increased majority for republicans all in all. short of the white house it was a successful turnout. when it comes to the get out the vote operation on that score, republicans succeeded in this race. >> bret: yeah, and ronna mcdaniel has a case to be made. based where we were on the polls. they were wrong but they still had to get out the vote in a pandemic and that is a success story when you look at the house races still being decided and the senate that looks like it's heading toward g.o.p. control.

another month. dr. marc siegel tackles all this now and more and doc, good afternoon to you. what about the lockdowns? is it what we need now, doc? bill, i don't think the science backs up lockdowns. i agree with dr. fauci on this. stay-at-home orders causes a lot of pain economically and not just economically we also lose cancer screenings. we lose screenings for heart disease. weave lose a lot of interventions. things get put off. there is a tremendous amount of depression in the country right now. a cdc study over the summer shows 26% of all americans are depressed. i think that's an under statement. suicide rates are going up. a study came out this week that they are going up among veterans. 100,000 small businesses have closed permanently. that's the rules of lockdowns. s of lockdowns. minor because a lot of covid-19 spreads within households. about 70% of the spread is within households. so, you know, not everybody can afford to go somewhere where

they are out much the fray. and people in poorer socioeconomic communities end up spreading it anyway even with the lockdown. it's much more important to do the preventative measures that we are really emphasizing more and more distancing, masking. a new study out of cdc yesterday looking at 200 countries show that just wearing a mask regularly in public places decreases the spread of covid-19 dramatically. up to 70%. >> bill: the contrasts in this thing are just extraordinary. the cases are going up. we noted that as well. overnight there are reports that yet another company, no concern that, an american company may be meeting pfizer on the same level of effectiveness, 90% for developing vaccine. it's not official yet. but that could be the news later this week. if that's the case, operation warp speed is working. you are going to have two main players on the field. how do you see it doctor, medically? >> bill, that's the cavalry

coming. let me tell you something. in a way even more excited about the moderna news. they are very similar vaccines. it's likely the moderna vaccine has now 53 patients that actually got covid-19. we don't know yet how many got placebo vs. how many got the actual vaccine. with the pfizer vaccine over 90% effectiveness and we may see the same with mow concernna. let mabout moderna why i like it slightly better. not only is the nia slightly supervising that vaccine it doesn't have to be kept as cold may have more of a future you may be able to keep it in freezers. in the pfizer vaccine you have to store it in dry ice. that can be done and pfizer has been working that out along with the department of defense i think we could see these vaccines one or both out before the end of the year great britain is talking biointech working with pfizer on that vaccine already talking about

starting to guess doses out by the beginning of next month and we could as well. >> bill: maybe that doesn't change the ark to the end of this year 2021 can be an entirely different story. at wht point does that change do you believe? is it march or snap do we have five or six months of this i think early spring is a good figure when we might see a change breaking the curve of this virus. it spreads easily in the winter bill because all respiratory spread low humidity and people spread them indoors. more people out there listen to what i'm saying the less spread we will have now. if we start with the vaccine we will break the back of this virus because if you start vaccinating hundreds of millions of patients, and you have a 90% effectiveness, that brings to you herd immunity. that's what we need. that may take months. that's where the futures of this is. >> bill: thank you, mark. dr. marc siegel with u.s. thank you for that input. want to check out this week's episode of hemmer time.

six americans killed in the crash. that number is five. another american is seriously wounded. the new acting defense secretary chris miller said in a statement, quote: i extend the department's condolences to the families, friends and teammates of those service members. the black hawk helicopter crashed off the egypt sinai peninsula where the u.s. military has up to 400 soldiers normally from the national guard serving a u.n. peace keeping mission for the past four decades. wstarted of a the camp david accords when the u.s. helped broker a peace deal between egypt and israel in 1979. a french and czech soldier were also killed in the crash which has initially been ruled an accident. early indications point to a mechanical failure. israeli and egyptian forces aiding and in the effort. sinai over the past four years cutting its forces in about half. attacks against americans there increase at the hands of an isis affiliate. more americans have been killed in helicopter crash than have been killed in afghanistan this year. the names of those killed nut crash will be released after

dirtiest words or phrases in the democratic lexicon right now are defund the police and socialism. elizabeth warren suggest that joe biden is the most progressive president in modern times she must be smoking some of that legal reefer spreading through the country that's a very warped version of reality. it is clear that the suburbs particularly and, you know, california, south texas, south florida the latinos surging to vote for president trump and especially for the republican candidates for the house of representatives nancy pelosi is now hanging on to the barest majority to say there is some kind of consensus now or that they are compelled to do the most progressive agenda in his industry defies reality, bill. >> bill: okay. leo, how do you see it today? >> well, i will tell you, bill. elizabeth warren basically is a lame duck senator. she lost her state in massachusetts. she came in third place. and basically elizabeth warren is fighting for her political

life. if those two senators senatorial seats, bill, go red. elizabeth warren, bernie sanders has no future. if she wants to be the secretary of treasury, she is not going to get confirmed by republican senate. her future is over because as geraldo said, socialism has no future in this country at this point. donald trump destroyed the blue wave. there was no blue wave at all. this country is center right. and one of the reasons why is because a lot of people who are former democrats such as myself, we bought into the trump message and that's why i'm on your show supporting donald trump. >> bill: i get that here is what she proposes. just part of it, geraldo, make the following a priority. cancel student debt, raise the minimum wage, declare climate change a crisis. maybe joe biden does that maybe he doesn't. there was a clear tug-of-war within the democratic party on a lot of this. >> in terms of the climate, biden can with executive order rejoin the paris accord.

i don't think that that is beyond realistic. i think that he may, in fact, do that but the other agenda items. the $15 an hour minimum wage i'm for that. i think a lot of moderates are for that. and many of the states -- but i think it will go on a state-by-state basis. i don't think there will be a national consensus. i really think that the. >> bill: go ahead. >> i was going to say that i think that the democrats are v. to rebuild now. they have to refocus. they are in serious trouble. one more election like this and they are going to be the minority in the house of representatives. >> bill: max rose went down last hour conservative part of the country. leo, you are going down to georgia. i don't know if you heard doug collins in our program. what will you do there in the recount that we expect to begin over the weekend if not monday? >> i will give you a bill hemmer exclusive i have been in contact with kelly loeffler and the campaign staff. i'm going down there because i represent the conservative wing the democrats who support the

determining this election's final outcome at this point. they're not going it do it. what i want to know from gsa is how are they going to make this decision. i don't think most americans know as you get closer to the election both candidates are receiving daily briefings on intelligence and have nor months. have already received daily briefings. those ended for joe biden after the election was over. i think the election is unresolved at this point. we don't know who is going to end up winning this election at the end of it, we have got to be able to do a lot of recounts and everything. in the meantime both should still be receiving daily intel briefings. >> bill: you concede the election is not settled at this point. that was the quote that you had an from an interview earlier today. it's november 12th. moving toward november 13th. still got a ways to go. >> correct. >> bill: inauguration is not until the 20th of january. how do you address that? >> well, we still have a long way to go. we go back to 2,000. in 2,000, 37 days until the election al gore four recount challenges supreme court twice. towards the middle of that time

it. i don't use the term what you used before about president-elect joe biden. i don't use that term. is he just joe biden at this point citizen until it actually gets certified and we note direction this goes. quite a few of my republican colleagues came up to me today and they have also made statements to the media today to say yeah, it's entirely reasonable to continue to do "the daily briefings" for both until we know the outcome of this election. >> bill: what is your sense about what appears to be an audit over the vote in some of these battleground states? >> [inaudible] >> bill: try to figure out where the mail-in ballots came and where they were processed in some states that changed rules for their own states and their own citizens. some 60 or 90 days before a national election. many of them have never done it this way before. have you got absentee ballots by the millions in other states. don't you think we need to figure out how it went in. >> we absolutely need to if i can out how it went. president trump is entirely within his right and responsibility to be able to challenge this election. we have a lot of reasonable questions that are out there that people are saying demand the evidence. well the evidence doesn't turn

over immediately it takes a couple weeks to be able to pull all that information out. it's now come out at this point. it's a good thing that georgia is doing the hand count. that determines whether the software had the glitch in it everyone is talking about before. let's do a hand count and be able to find out. let challenge what's happening in pennsylvania based on them changing the rules. some pre60's had one rules. others had another. that's a major problem to be able to do it. we have dead people voting. we have all kinds of things that are out there. they are gathering all that information that will go through the court system as it should to be able to challenge it and that is a good thing to happen because we need total transparency at the end of this to be able to see what actually occurred. >> bill: have you thought about arizona? have you thought about nevada, which this year went to all mail-in vote i do believe. >> so there is significant numbers that are there. in fact i will tell you there is some from my state in oklahoma that are in nevada right now helping to be able to track down some of these absentee ballots that were done in nevada that had no address that they were actually connected to and they there are major problems because they are going to the address
