ricketts is looking to ease that burden for his constituents. but, some are worried about the unitended ripp effect that could have on rural school districts. city and school leaders in south sioux city talked about that today. ... abc9's elisa raffa has more.... "property tax relief is not an education issue. education is dependent upon the mechanisms the state identifies for us, and there are limits to what we can do. we get the fact that there needs to be property tax relief, but what we'r'ralso saying is n't do that on thebacks of oururids" says vernon fisher, superintendent, south sioux city schools. nebraska govenor ricketts has put into motion a legislative bill that wod cap property taxes in oder to help ag land producers. the problem is nebraska is ranked 49th in the country for state funding of k through 12... making them the second most reliant on property taxes to fund schools. with little funding from the state, and a possible cap on property taxes. red flags have been raised. "the problem is by capping it, it may or may not, depending on that area, affect and appropriately limit the property taxes because you may have local governments that need that revenue to provide services so they increase their levees and in other areas, you may end up having to slash services that people rely on" says renee fry, executive director, opensky policy institute. superintendent fisher of south sioux city says three elementary schools,

"south sioux city actually gets a lot of sta aid, the problem is we're not putting enough money in state aid to really cover the needs of the district. so, in south sioux city school district, for example, they've seen flat numbers over the last five years and are actually expected to see a decrease in funding next year" says renee fry, executive director, opensky policy institute. bottom ne....without morefunding from thestate some say schools could be left hanging if f cap on properttaxes is passed. "so you have this situation where it's really not working well for districts that@get a lot of they're not getting for low property for school districts property weath because those folks are paying so much to fund their schools. and so, it's really not working very well for a lot of school districts in nebraska" says renee fry, executive director, opensky policy institute. a siouxland congressman is
