out on radar where the snow is falling north of i-70 along the continental divide and caterred rain in portions of -- scattered rain in portions of boulder and jefferson county this afternoon. in gilpin county, it's 27 degrees outside. winds out of the west and the southwest. and embedded within this wind flow, we've got that disturbance, that's up there in wyoming but it's producing just enough moisture and lift for us, where we have beneficial moisture up here at the higher elevations, coming up, ed greene will let you know how warm we stay this week, but for now, live in gilpin county, justin mcheffey. an suv with 7 children rolls over. now, authorities are investigating what the woman driving the vehicle was doing, just before that crash. they want to know if she'd been drinking. many of the child victims are in the hospital. the accident, just before 10:00 last night at west bowles after and south pierce street in jefferson county.

the latest and where is the driver now? >>reporter: well, karen, that driver, we're told is still in the hospital, colorado state police say that she may have been intoxicated and driving with 7 young children inside of her car before crashing it here, sending 6 to the hospital. the driver of this suv lost control of the car on west bowles avenue, flipped over the median, crashing into trees. all with 7 children inside. 6 people were taken to the hospital, two of the children can were hospitalized with serious injury, one child, a 1-year-old was in a car seat. colorado state patrol says the driver was 30-year-old angela may have been intoxicated. driving the car. he says all should make a full recovery and is thankful the crash wasn't worse. >> you know, i'm just real

down in colorado springs last november. three people were killed. from jail, robert dear tells cbs4 he believes the judge and his lawyers want him found mentally incompetent to stand try. rick sallinger talked to dear in jail and we're awaiting the results of his competency exam. >>reporter: he told us he was at the state hospital for around 30 days and met with the doctor twice. for 15 minutes each. he told us about the questions he was asked and it turns out he did answer them. he is back in the el paso county jail after a month away for a competency a exam. we were not allowed to bring in a camera or recording device. in december, dear had told the court, he would not cooperate with psychiatrists. >> i'm not going to agree to their mental health evaluations. >>reporter: but today, he said during his stay at the state hospital in pueblo, he did

he claimed that the doctor asked him to count backwards from a in pictures. >> there are two parts to determine competency. are you able to understand the charges against you? there are 179. defense? and he said that would not be necessary. >>reporter: he insisted he still wants to plead guilty. but said his lawyers don't want that. if i plead not guilty by reason of insanity, dear said is, that would diminish my cause. one thing he was not asked about in the exam was the planned parenthood attack. which he told us about by phone last month. >> the goal was to stop babies from being slaughtered. >>reporter: i avenged him if he -- asked him if he had been motivated by the secret recordings of planned parenthood made by anti-abortion activists before the attack, he said he hadn't seen them, but that reenergized me in my mind.

latest now on a virginia police officer killed during her first shift, ashley guindon died this weekend. two other police officers shot. those officers responding to a domestic violence call at a home. investigators say the suspect had already killed his wife before officers arrived. a suspect is an active duty staff sergeant a signed at the pentagon. new information for you as a driver is cited for careless driving after this accident in denver this morning. look at that pickup truck. wound up hanging off i-25 near 6th avenue. copter 4 was overhead. just that tree kept the truck from going all the way down into the south platt river. can investigators say the truck driver might have been trying to avoid a collision with another vehicle when he lost control. new tonight, on this rare day, february 29th, colorado joined an international campaign to recognize rare diseases.

leap day to raise awareness of the rare disease have on people's lives. cbs4 health specialist cathy walsh joins us now. >>reporter: karen, a rare disease is any disorder that affects a small percentage of the population, in the united states, that means fewer than 200,000 people. one teenager's syndrome is so rare it took 16 years to diagnose her. >> perry sylvan syndrome. >>reporter: two years ago, ellen ruble had never heard of it. for 16 years, jenny ruble had no idea she had it. >> it's very, very rare. >>reporter: ellen was delighted when jenny was born. she already had twin boys, and now a seemingly healthy baby girl. >> but within about one week, she stopped eating. >>reporter: jenny was on a feeding tube for 18 month, she learned to chew and swallow. she fell behind in school.

now we've learned more about how the hackers were able to against the information. they were using an online irs program that allows people check their tax history. >>reporter: not even virginia tech's attorney was protected from hackers. >> someone was trying to claim a refund using my social security number and i knew something was wrong. >>reporter: the irs's data dump is the latest in a series of disclosures, in may of 2015, the agency reported cyber criminals accessed some 114,000 taxpayer accounts. three months later, that number jumped to 334,000. and this month, the irs says there might be as many as 724,000 victims. >> the irs is frankly not doing enough to protect us. >>reporter: the irs said hackers used personal information gathered from other online sources. like bank accounts.

questions on the get transcript forms, one possible culprit, irs approved tax preparers. one audit found 6 out of 13 irs approved companies failed to provide adequate security to customers. >> we're often our own worst enemies, there are times we don't use proper passwords or proper security. >>reporter: hacked taxpayers will be notified by mail. and the irs is offering free identity protection for a year. >> the irs has previously stated it believes the hackers are part of a sophisticated crime ring in russia. new video shows an unusual rescue, in australia, a 4-year-old boy got his arm stuck in a vending machine in the anti-theft mechanism of it, took crews nearly 5 hours to free the boy from inside a melbourne hotel. his dad says curiosity got the best of him. rescuers say it is high-tech and a challenge to get him out.
