this morning governor terry branstad will give this year's condition of the state address, laying out his priorities and goals for the state this yaar. year.my cbs 2 this morning co- anchor kevin barry gives us a preview of what we can expect from the capitol in des moines. moines. people across the state are paying attention to the condition of the state address speech this year after the 2015 legislative session ended with governor vetoing bi- partisan bill continuing education funding.now with education funding still an important issue, both parties are back in des moines for 2016 with new issues to tackle the last legislative session was very disappointing in how governor branstad handled the vetoing education funding. really rushing ahead with this medicaid expansion in a way that even the federal government said he needed to slow down.recently the governor talked about his plan to ship some money from education funding to efforts to improve iowa's water quality, which former democratic governor tom vilsack has supportedit's always goingto be about education. that's 60% of our budget. there's gonna be alot of talk about the economy, tax structure and the issue that seems to be emerging here, governor branstad has put it on the table is the environment and clean water. i thk you;re gonna see a healthy debate on that.tonight follow along with all of our evening news at the cbs new at 5, 6 ,and 10. to see what the governor says in his speech and what lawmakers on both

attend private events in both cedar rapids and robins. santorum has lagged behind in the polls this cycle but actually *won the iowa caucuses in 20-12. a pair of candidates will be hosting events in coralville todayin just a few hours at 8- thirty, jeb bush will speak at the coralville public library. and this afternoon, former arkansas governor mike huckabee will make an appearance at the american legion post number 721, at one. the stage has been set for this thursday's next round of g-o-p debates, and only seven candidates will take the stage in the prime-time bout. and that's not sitting well with everyone.rand paul and carly fiorina were both relegated to the early debate. paul said he'll now skip the event altogether, saying he won't participate in a second-tier faceoff. that paul did not meet.they wanted the top six candidates from the five major national polls, and anyone polling in the top five in either iowa or new hampshire.the main debate starts on thursday at 8. in dubuque dubuquepolice say woman used a baseball bat to kill her ex-husband. husband.62-year-old dolores flynn was taken into custody yesterday afternoon.she's charged with second degree murder for the death of 72-year-old gary breckenridge. investigators say flynn allegedly admitted to family members that she attacked breckenridge on january 4th.if convicted, she could face up to 50 years in prison. the cedar rapids police department hopes to have a final policy on body cameras by the middle of the year. year.they received a federal grant to buy the cameras last year and should have the cameras soon.but chief wayne jerman says coming up with a policy is taking extra time. right now, they're researching different guidelines from departments across the nation. he says the main concern is privacy - for example, when
