♪ in the news this sunday morning, january 30th the egyptian army sends hundreds more troops into the city streets. but appears to not be taking any action against gangs of men armed with guns and sticks robbing people and smashing cars. and authorities have ended their search of the canal near the town of patterson after divers did not find the bodies of that kidnapped four-year-old boy or the man suspected of abducting him. >> good morning. some rain and even a few thunderstorms sweeping through the bay area this morning and some cooler air this afternoon. >> thank you, lisa. good morning, everyone. thanks for joining us. i'm carolyn tyler. the streets in egypt seem a bit more calm this morning now that cairo's riot police have been

replaced with military troops but there are concerns about hundreds of criminals that escaped from jails. they have a curfew and are quietly mingles with demonstrators. last night there was plenty of unrest as demonstrators rampaged and looted after police with drew from the streets of cairo. egyptian president hosni mubarak has appointed intelligence chief as vice president, clearly setting up a hand-over of power. >> let's face it. what they are doing is setting up a scene for mabark to leave. never had a vice president for one reason because he knew if you have a vice president, somebody can take over. >> the president, not mabark. >> meanwhile the u.s. embassy is advising americans to consider getting out of that country as soon as possible and will help with departures. this morning's travel warning is an escalation in how the u.s. is

assessing the situation. some 3,000 foreign travelers remain stranded at cairo international airport trying to book flights out of that country. egypt's internet and cellphone service has been shut down to keep protestors from organizing but slowly it is being restored in some areas. john allston has more on the impact of social media. >> unrest in egypt. it's a political uprising in a world of modern technology which means cameras seemingly everywhere tweeting blogging, facebook.com. these images were recorded by a woman who moved from san francisco to cairo five months ago to work for a government-owned newspaper there. rachel anderson was able to skype from a cairo hotel, one of the few places there was still internet access. she talked about pulling the plugs from the cellphones and the web. >> got our phones back which after not having this all day

which was horrible because the country to have their final protests. nobody knew whether people were okay. it was incredibly scary. >> technology expert larry magnet sits in his palo alto home and watches tweets from cairo. >> took picks of tear gas canisters, dear americans, this is where your taxes go. >> people in social immediate yo have been a vital part of uprising. >> i think twitter and text messages are having an enormous impact how people organize and gather troops and how they spread the message and get international sympathy. certainly social media and texts have been an incredible piece of technology. >> julian boehner is a professor of american history. >> i don't think it's as important as people said. >> he thinks the bigger force from behind this unrest was the

spark from recent protests in tunisia as well as cheerleading from al-jazeera combined with the buildup of ten years of labor unrest in egypt. >> there have been facebook.com-based calls for demonstrations before of that fizzled. >> professor boehner acknowledges the importance of word of mouth and cellphones for communication more so than facebook.com and blocking because the i will literacy rate is so high and the rate of transportation is so low. >> several00 demonstrators showed their solidarity with protestors in egypt. (chanting) >> yesterday they marched from market and montgomery streets to u.n. plaza in the civic center. speakers at the rally condemn what they see as president obama's lack of support for the uprising and call for egyptian president's resignation.

also a few showers will continue offshore there's a cell heading towards san francisco but a break in the city and atascadero pretty good rain from a tenth to over a half inch already. when will it all end? what about the week ahead? that forecast coming up. >> early this morning east bay residents were shaken awake by a pair of earthquakes about 8 minutes apart. the first was a magnitude 3.2. it was centered about a mile from alamo just before 3:30 and the second was a magnitude 2.0 quake also centered about a mile from alamo at 3:37 a.m.. there are no reports of any damage. the body of a popular marin county teacher missing since thursday was discovered yesterday. 53-year-old deborah schmidt was found dead near her home in ross in a creek bed. an initial examine of her body

showed no signs of foul play. the school she worked her keys and i.d. were left behind along with a message on her classroom blackboard that read "thank you everyone." the sheriff has ended his search at the canal at the town of patterson after divers turned up nothing yesterday. as you know they've been looking for a kidnapped four-year-old boy. friday night they found the car of rodriguez the man suspecteded of kidnapping cardnez. their bodies could surface downstream in a few weeks but the boy's family continues to hold out hope. >> i never give up to hope he was alive. >> he got to show me and the world and my daughter that he has my grandson and bring as soon as possible. >> the family thinks the suspect's friends could be helping him hide out in the central valley. police and sheriff deputies say

they'll continue to patrol the area along the canal but there will be no organized search efforts. oakland's second fatal officer-involved shooting in three days being investigated, this in an upscale neighborhood. a man with a rifle was shot by three officers who confronted him yesterday. wayne friedman has the details. >> rock creek residents would have been hard-pressed to believe something like this could happen around here. >> it's scary. >> a neighbor describes the shooting women as the boyfriend of the woman who lived in this house. police received complaints he was reportedly patrols in camouflage on the avenue with what appeared to be an assault rifle that turned out to be a replica. >> it was a weapon. yes, it was an automatic rifle. >> but what did it fire? >> we don't know yet. we haven't been able to test it to see what it fires. >> police say he entered this house with at least two people inside. one ran out. the situation escalated from

there. >> the officers approached the home from the front. as they got up the stairs a gentleman, we've not confirmed hayes name yet, exited the home and confronted the officers armed with an automatic rifle. the officers immediately opened fire on the gentleman which ended his life. >> police say three officers shot simultaneously. they would not speculate whether the shooting was justified. >> over use of force. i can't imagine that one couldn't have shot him in the leg and that we don't need to kill people in quiet residential neighborhoods because they're acting strange. >> but tony dumbbrosski says police were exercising constraint.

rosa. cloverdale looking at wet weather and west of the peninsula you can see rain continuing to slide to the east and south. redwood city down through atascadero beach. picking up from a quarter to half inch additional rain before this little feature slides to the south and out of the bay area. probably not until noontime in the south bay. right now temperatures are cool. we're gonna see numbers struggle to make it into the low to mid-50s in the cooler spots where they have the 40s. but not gonna see much in the way of sun or those temperatures climbing. a new parcel of air behind the front that pushed through yesterday. behind it the unstable air the possibility of a thunderstorm. late tonight we'll see some clearing. that's gonna set the stage for some fog. waking up to fog and cooler and drier weather into next week. so the front pushing through late last night. there's the low. that's what's pushing through

now. we're looking at that cold unstable air. still rain showers behind it. once the sun comes up that's not gonna help. more rain lingering. the rain widespread across the bay area. some heavier pockets. still east bay, south bay showers and look what happens 10:00, 11:00. much of the activity sinks to the south and east to southern california. looking at rain this afternoon and to tonight. the snow continues to stack up in the sierra. a couple inches last night. about a foot overall with the winter weather advisory until noon. chilly temperatures not moving much. northwest winds behind the front and that will keep the air definitely cool. in fact, we're gonna see gusty winds in the days ahead. it's going to take several days before we warm up. remember still winter here february mid-50s. rain along the central coast throughout the day today. that should end later. got the rain today and the fog tomorrow morning.

♪ welcome back everyone. another budget standoff is already developing in sacramento between republicans and democrats. one of the sticking points of course, is taxes. but abc 7's capital correspondent nanette miranda reports the other is something relatively new to the budget give and take: pensions. >> governor jerry brown's budget proposal relies on asking voters to pay the temporary tax hikes for five more years. now republicans are threatening to block the move to put the request on the ballot unless there's action on the public employee pension problem. >> it's very difficult to ask the people in the state of

california to pay more money in taxes when sacramento doesn't have its fiscal house in order. >> among her ideas convert retirement for new state workers to a 401-k style plan. >> people are upset that people making a living in government are getting astronomical pensions. >> while the pension problem has been brewing for years, the public started paying attention after the arrest of the former $800,000 a year city manager bell robert rizzo, eligible for $600,000 in retirement courtesy of taxpayers. this year alone, $6 billion of the state budget is going towards pensions instead of other services. >> kind this have a tumor and needs to be brought back to size. >> they point out they already agreed to significant givebacks last year and the average retiree who left in 2008-2009

receives $3,000 a month. less than 1% are in the $100,000 club. >> the new welfare queens are public employees. it's the mantra of the right wing who clearly won't be happy until there's no taxpayer funding of public employees. >> governor brown has said he wants to address the pension problem outside the current budget process and intends to unveil his own proposal in the coming weeks but needs republican votes to get those tax extensions on the ballot. nanette miranda, abc 7 news. >> this weekend yesterday, president obama touted the success of a wisconsin green energy company in his weekly address. but a bay area solar company the president showcased less than a year ago is now struggling to get off the ground. our media partner, the san jose mercury news reports fremont san leandro company is struggling in the face of competition from

china. raised a billion in general chur capital plus loan guarantees from the department of energy. but massive chinese solar factories are sharply driven down the price of solar panels getting 50% of worldwide production orders. sonoma county is the next bay area region to consider following san francisco's lead in banning plastic bags used by retailers. the plastic bags wind up in landfills and clutter landscapes. only about 5% of california's 19 billion plastic bags tossed out each year get recycled. on wednesday sonoma county supervisors mike mcguire will moderate a discussion at santa rosa city hall. recitations will be made by plastic bag makers. there's a new beverage out of santa cruz county called can-a-coal will. a beverage with an infusion of pot. the growing number of edibles

out there and why there's controversy. >> these day medical marijuana edibles go beyond the traditional brownies and include cheese crackers funny honey, and even beverages. can a caterer make the line with leisurely lemonade compassionate fruit punch and gray galaxy. >> you don't taste it in there. really a good taste. >> the bottles would sell for $10 at the san jose cannibis collective can pack quite a punch. this 12 ounce drink contains two and a half cans of dry cannibis, this much smokeable marijuana. >> the possibility of future sales in california. even though this line has about a third of the marijuana potency, the cool look and marketing style is generating

controversy. bob cook is a regional director with the state bureau of narcotics enforcement. >> appears to be a legitimate form of medication not a soda pop that children can easily confuse for real soda pop. >> dave runs one of san jose's nearly 100 medical marijuana dispensaries. it's clear to him all medical products are clearly marked and adults need to store them as any prescription. >> pills are just as easy as kids to get their hands on. this is something that should be kept in a safe place. that's the responsibility of the parent. >> unlike colorado, california law requires medical marijuana products be sold without a profit. many hope that will keep a lid on the marketing of edibles and drinkables. karina rusk, abc 7 news. >> a monumental stain glassed window which survived the 1906 earthquake is in the first phase

>> well, lisa's been busy all morning working on your computer models. i guess things are really in flux. >> we have a little feature for the bay area. a feature. it's low pressure and it's bringing some heavier rain. the front moved through last night so it's not a cold front it's a little impulse or piece of energy and emeryville shows the beginning of daylight after 7:00. they have a break but the rest of the bay area, east bay and south bay in particular, looking

at some pretty good rain out there. so we'll zoom in on the wettest locations. that's around atascadero boulder creek and pushing into mountain view, saratoga, highway 101. here's a closer inspection of parts of the south bay and into the east bay where we've got some pretty good rain. now we're into the east bay where a heavy cell pushed through san ramon but you can still see it's wet around there but now pushing into the mountains of the east. further north and west we are looking at spotty rain but another area of rain slated to move through san francisco within the next 30 minutes and the north bay on and off rain showers with highway 101, windsor, santa rosa, but nothing compared to what you saw earlier this morning. we're looking at cool temperatures behind the cold front. it's going to be a cold bay today with slow clearing throughout the afternoon. so showers isolated

thunderstorms throughout the morning hours. cool and dry next week. so about 10:00 last night that front began to push on through and hung up behind it is the colder air the area of low pressure. this is triggering the showers and the thunderstorms, even some reports of hail this morning. so this morning definitely the heaviest activity to go through the next couple hours the showers continue to wind down in the north bay, then in the east bay, the peninsula will follow as the south bay begins to clear out later on in the afternoon. still pop-up showers this afternoon but for the most part we will be looking at improving weather conditions throughout the day today, although a different story in the mountains where we have the winter weather advisory up through noon and that means the snow will continue 50, 80 about 6 inches at lake level about a foot in total about 7,000 feet. that's good news. been some times since we've seen the snow and not going to get

anymore at least 7 to 10 days. this is about it. the cool today with highs mainly in the low 50s. breezy winds later on and with that moist ground we'll be looking at low clearing tomorrow. the last to clear here with temperatures mid-50s with scattered rain. the heaviest activity is now with the thunderstorms and that piece of energy pushing through. and then we'll see a quieter day today but, boy, it's going to be cold. we've been spoiled the last couple weeks. that comes back midweek, groundhog day kind of a transition with warmer weather sunnier and less fog. this is what we should expect for february. hopefully we'll get more rain but the long-term outlook doesn't look promising. >> really. thank you, lisa.

bullying it has been a problem for decades. these days it's much more serious. lisa amin gulezian looks how bullying has become an epidemic in the bay area and the lengths a mother will go to protect her child. >> newark memorial high school is no different from many other bay area schools. it's diverse it's growing but so is this. ♪ >> the school is notorious on youtube.com for fights. the list of fights is a long one. there's even a music video of the top mmhs fights of 2010. ♪ >> some of these fights involve targeted attacks on students of that been picked on for months; in other words they were bullied. >> use your phone, bro. >> this was shot during biology class this fall. we blurred out student faces

because of their age. >> i was sitting there. >> tina as we'll call her is the girl in the blue t-shirt. >> people looking, just fightin' get it over with. >> the 15-year-old says the other girl in black bullied her for a year. >> just calling me names and -- and i asked her why. and she said that i was talking to her boyfriend. >> and then on september 29th this happened. >> i found my daughter with a pack of ice over her nose. her shirt was blooded, blood on her jeans blood on her shoes. crying. >> the student in black was suspended for five days. as for criminal charges, tina's mother says every county department tells her all the information is confidential

since the girl in black is a minor. we called alameda county juvenile probation and the d.a.'s office as well. we got the same answer. tina's mother is also demanding more from the school district. >> i would expect that the student be removed from school. >> permanently? >> permanently. absolutely. she's a threat. >> there are criteria that we have to use when we do expulsions. we can't just expel a child for a fight. >> unified school district has very specific guidelines when it comes to fights on campus. on average a student caught fighting is suspended for five days. california's education code allows a student to be recommended for expulsion, especially if the bully has a history of fights, uses a weapon or is on drugs. the district superintendent insists the situation is under control. >> i don't believe that bulling

is a problem in our district. you have an isolated incident with two students. we have 7,000 students in unified. and so i think it's important to focus on you know how do we work with the 7,000 students. >> but despite having policies in place to prevent bullying like size of classrooms, anti-bullying handbooks and even a three-second rule for teachers. >> we've had a three-second rule where if an adult sees someone being bullied and doesn't do anything within three seconds, that's tantamount to giving approval to it. >> we found in tina's instance, the district violates its own standard for teacher conduct. from the time the desk is thrown at tina. and during the punches. the teacher finally gets involved. >> guys, break it up! >> it takes 30 seconds.

>> we were standing up and she had the desk. i'm looking at him. not saying anything. i don't know what to say. i'm looking at him like do something. >> was the teacher's response acceptable? >> the teacher in the situation responded to the best of his ability. >> you're okay with the teacher's response. >> well what i'm saying is that each one of these situations are situational. >> abc 7 has learned that teacher was given a warning and the girl in black voluntarily changed schools. newark unified school district leaders say they're refocusing on the bullying phenomenon. nationwide 282,000 students are physically attacked by a bully every month. adults intervene only 4% of the time and 85% of the time no one helps. >> i never saw somebody. >> tina has decided to leave newark memorial high school due in part to bullying.

is just part of the paperwork for this money. i should have just said all right, forget it and we'll be done with it but $180 bucks is $180 bucks. >> absolutely. it's your money. >> but you did great.
