good afternoon. thanks for joining us today. i'm ama daetz. >> and i'm larry beil. we begin today with a big storm moving into the bay area overnight. we'll take a look outside right now and a sign of things to come. already seeing rain and lots of wind on mt. tam right now. >> it's a little calmer at low elevations. you can see the storm clouds aove san francisco. spencer christian with a look at what to expect. >> reporter: >> this is the strongest storm to hit the bay area since march. at the moment we have light scattered areas of light rain, but up to the northwest there you can see the big storm that will be our storm for tonight and tomorrow. so let's take a look at the storm impact scale. the storm ranks number 3 on the storm impact scale, a strong storm, which will produce gusty wind tomorrow, gusts up to 50

miles per hour and one to two inches of rainfall for most areas and two to five inches may fall in the hills and coastal areas and possibly flooding and wind damage with us as well. notice after midnight up until about 6:00 a.m. we'll see areas of large heavy rainfall spreading across the entire north bay and down into san francisco, so it's going to be a challenging morning commute, but it gets even worse as we go into the midday hours and into mid-afternoon. we'll see areas of heavy rain over the entire area. the areas of orange represent the heavier rainfall and red represents the heaviest rains so you can see the evening commute tomorrow is just going to be a mess. we also have a high wind watch in effect from 11:00 a.m. to 7:00 p.m. and gusts up to 50 miles per hour and downed trees and power lines are possible and a flash flood watch is in effect for the burn scar areas in the santa cruz money tabs and coastal areas south of monterrey and flash flooding possible. i'll give you a closer look at

this storm and its various effects a little bit later. >> see you in a few minutes. as the stormy weather moves in people all across the bay area are getting ready. >> laura and the any is live in oakland with a look at the preparations in the east bay. laura? >> reporter: i'm actually at the ace hardware store in aisle 5, the go-to aisle for anyone who wants to get red for the rain moving in, umbrellas, plastic sheeting and rain suits, anything anyone could need for the next couple of days. >> that will get you so it will be all water tight and not leaking in everywhere. >> great. i'm waterproof now. >> reporter: with heavy rains moving in, east bay residents are gearing up at this ace hardware in lafayette where tarps are especially hot sellers. >> the type of thing that we recommend for people coveringle. here, it's the gray tarps here and we have them in various sizes and these will be waterproof type tarps.

>> reporter: in oakland east bay mud had its crews out at the estuary checking out a sensor estuary hat may have malfunctio falsely indicated there was an ore flow of sewage in the water there. >> there was no physical evidence of any overflow. however, out of an abundance of caution we posted signage and we let people know stay out of the water while we conclude an investigation to see if indeed there was an overflow. >> reporter: east bay mud will continue to monitor the situation as the next rains move through. and in piedmont they will keep a close eye on the football field and it flooded over the weekend and could very well do it again tomorrow. >> as we do when we get a large storm event, fields can flood to a certain degree typically because it's at the catch basin in many ways of piedmont storm drains. >> reporter: eastern mud reports overall storage was much better than this time last year, 80% of capacity and the snowpack in the

sierra is still well below average. in the east bay, laura anthony, abc 7 news. >> reporter: king tides crept up on the unsuspecting driver of this white van near the bay bridge toll plaza in oakland. sky 7 was overhead earlier. the van was parked in a marsh area when the tides rose. firefighters rescued the trapped driver who wasn't injured. it's shaping up to be a great december for ski resorts in the sierra. snow began falling last night and it's still coming down and that's what it looks like right now in south lake tahoe. this camera is at heavenly mountain resort and snow could fall in the next few days. >> track the snow with the abc 7 news app and we have live doppler 7 and issue push alerts to your cell phone and tablet. >> a short time ago the dmv says uber has to stop the self-driving car service until it gets a permit. >> already some people are documenting issues with the self-driving cars. abc 7 news reporter melanie woodrow has the story.

>> reporter: look, mom. no hands. >> my goodness. >> it's really happening. >> reporter: the spinning cylinders on top of these roberto xd90s mean self-driving ubers have arrived in san francisco. >> it sounds fun and innovate in spite of if matched with a self-driving uniex riders can opt out. >> it's dangerous. what if the whole operation were to malfunction? couldn't that cause like a catastrop catastrophe? maybe take a life. >> reporter: already today one taxi driver post-ed dashcam video of an uber self-driving vehicle running a red light though it's not clear if the vehicle was in self-driving mode at the time. in response uber says safety is its top priority, also that the incident has been reported and they are looking into what happened. since debuting its self-driving vehicles in pittsburgh three months ago, uber has said it has no significant accidents to report. uber has not obtained testing

permits for self-driving technology. in a statement california dmv says 20 manufacturers have already obtained permits to test hundreds of cars on california roads and uber shall do the same and in a blog post uber writes the company does not believe it needs the permit because a person is still behind the wheels monitoring the vehicles. >> reporter: uber self-driving vehicles will be sharing the roads with cyclists, pedestrians and lots of driver. while some see danger other commuters along busy market street see opportunity. >> i personally would try it because it eliminates human error. >> reporter: love if or hate it self-driving ubers are now part of san francisco's fabric. melanie woodrow, abc 7 news. coming up on "abc 7 news at 6:00," 7 on your side's michael finney takes a closer look at the legal aspects and whether uber is breaking hat law. >> are mixed signals coming out of today's nfl owners meeting about the raiders future in

oakland? commissioner roger goodell says there isn't a stadium proposal on the table that addresses the long-term issues in oakland and says the league will continue to work at this. his pes mission comes a day after oakland alomeda county leaders give ronnie lott's group the approval to try to negotiate a stadium deal with the raiders. mark davis is maintaining his commitment to move the team to las vegas. the league's deadline to file for relocation is february the 15th. a man was arrested today accused of making terrorist bomb threats against the vta. >> detectives say 42-year-old jonathan kind made calls to the customer service center and media outlets t.caused a lot of details as buses had to be stopped and searched. >> more live from the valley transit authority office. >> reporter: we checked with vta officials and law enforcement and as of right now they are not saying what made this man so upset burks they looked into the threat and they found no bomb-making materials.

>> valley transportation authority, trains and bus res back on schedule after a suicide bomb threat this morning. >> we did not shut down service, but we did stop buses at certain points and stop transit at certain points. >> reporter: three calls came into vta's customer service center and the first one shortly after 9:00 when a man threatened to jump into a train and minutes later he called again and then the third phone call came in at 9:31 when the individual threatened to carry out a suicide bombing on a vta vehicle. >> reporter: vta notified the office and transit control officers after the first call and two hours later officers located the suspect and 42-year-old jonathan keim at a fast food restaurant in san jose and he had also e-mailed a radio station which also notified vta. >> the transit officers arrested the suspect in the vicinity of highway 87. he did not have weapons or

explosives in his possession. >> sheriff's deputies did not find bomb-making materials and they say kei sm a known vta passenger. >> i don't see why there would be a terrorist thing to vta, nothing really wrong with vta. >> i keep my surroundings pretty aware an whoever i'm with i make sure they are safe as well, so it's pretty scary knowing that this happened this morning. >> reporter: keim is charged with making a false bomb threat n.san jose, lonni rivera, abc 7 news. a tennis coach also a registered sex offender in custody accused of sexual misconduct with an underage female. 61-year-old matt montana was arrested last week. he's been charged with continuous sexual abuse of a child and multiple counts of lewd and lascivious acts involving children. montana was providing private tennis lessons at west valley colleges. hay wad's police chief has been on administrative leave

since august and suddenly announced her retirement today taking effect immediately. she was placed on leave in august over a confidential personnel issue. today the city manager issues statements saying stewart had moved up her planned retirement by about four months and police captain mark kohler took over as the acting chief after stewart was placed on leave. 5.0 earthquake rattled the north bay today and the quake hit at 8:41 and was centered in the geysers 72 miles north of san francisco. there have been nearly two dozen aftershocks and the biggest one measuring 3.0. there are no reports of damage or injuries. coming cup on "abc 7 news at 4:00," yahoo hacked again. more than a billion accounts affected. what you need to know. plus, the silicon valley superstars meeting with the president-elect at trump tower today to mend fences. and there is something new in the air, the merger between virgin and alaskan airlines and what it means for customers. and taking a life like at the san mateo bridge right now.

a bombshell from afternoon from yahoo. more than a billion users may have been exposed to a hack. the hack took place in 2013. the stolen information may include names, phone numbers, addresses and they believe the credit and bank account information wasn't compromised. yahoo is notifying users who might be affected and forcing them to change their passwords.

the company says the incident is different from a hack in september affecting 500 million people. silicon valley leaders sat down with president-elect donald trump today, a summit that brings together former foes. >> and many tech leaders backed hillary clinton in the presidential race. kristen sze is here with today's high-profile fend-mending. >> reporter: laurie -- larry and ama, jeff bezos, tesla ceo elon musk and google's parent company alphabet ceo laurie page with the salt-and-pepper hair there, all accepting mr. trump's invitation to the roundtable. >> i want to thank everybody. this is truly an amazing group of people. i won't tell you the hundreds of calls we've had asking to come to this meeting. >> the summit aims to improve the rocky relationship between candidate trump and the tech community. in trump criticized apple for

today with tech leaders focused on job creation and innovation. larry and ama? >> thanks so much, kristen. today's decision by the federal reserve says a key interest rate could be the start of a trend. today's quarter of a percent of a hike marks the second time the fed has raised rates in more than ten years. the last time was six months ago. the fed board had delays a rapid rate increase to help stimulate economic activity by making it cheaper to borrow. investors fully, pektsed the rate hike and even so stocks fall across the board. the dow dropped more than 118 points after flirting with the 20,000 mark for a brief time today. the nasdaq lost 27 points and the s&p 500 fell 18 points. amazon is now testing a system that delivers packages by drone in the united kingdom. this service is called prime air and promise thoz deliver packages of up to five pounds within 30 minutes. this is video provided by amazon. now these drones fly no more

done. >> reporter: for now the airlines will continue to operate separately. the details of the merger will be hammered out beginning next year. alaska air group purchased the burlingame-based virgin america for $2.6 billion and alaska made it clear it wanted to become the dominant west coast carrier with a combined fleet of 226 planes and nearly 19,000 employees. san francisco mayor ed lee said it will give silicon valley companies more options. >> as they work really hard up and down the west coast, they need to go over to the east coast, do the ipos on wall street and come back and do the hard work. >> reporter: alaska's ceo promises no layoffs in positions like pilots, flight attendants and mechanics and expect some managerial positions to be cut. >> there are roughly 600 management positions at virgin and roughly 300 of those positions and in time, might be one to two years down the road will become redundant.

embarcadero, strong storms arrive in the early morning and everything rainy throughout the day and that includes the evening commute. i's going to be messy. storm impact scale. this approaching storm ranks 3 on the impact scale. a strong storm with gusts up to 50 miles per hour and likely in the higher elevations. we expect 1 to 2 inches of rainfall generally across the bay area 257bd to 5 in coastal regions hand in the higher elevations and the possibility of wind damage and flooding. i need to emphasis, forecast animation by 6:00 tomorrow morning. entire north bay as well as san francisco will be covered by moderate to heavy rainfall as indicated by the vivid colors of orange and yellow and then rain spreading to all parts of the afternoon hours and just intensifies and a few areas of red there flashing on the screen representing the heaviest downpours of rain so you can see going into the evening commute tomorrow it's just going to be wet and messy and wind and by 11:00 tomorrow night the storm will be winding down.

let's take a look at our projected rainfall totals anywhere from an inch of rain tomorrow expected in mounta mountianview in san jose and over an inch and a half in oakland. napa and novato and 2 inches in half moon bay and just under 3 inches, and it's going to be real, really wet and windy. tomorrow winds will be gusting 25 to 35 miles per hour. generally higher gusts expected over the hills and the coast and those winds will cam down a little bit late tomorrow night and in the sierra a winter storm watch is in effect from noon tomorrow to 6:00 p.m. friday. we expect 1 to 2 feet of snow and low visibility and slippery roads and chain controls and travel delays are likely. tomorrow's highs, well, we can call them. low 60s for the most part. here's the accuweather-seven-day forecast. very calm conditions on friday and maybe a longer shower or two in the early morning hours on friday and we'll see at least

and here are the stories making headlines at 4:30. significant rain is headed to the bay area in the next day. what it looks like on mt. tam this afternoon. it may be what you experience where you live tomorrow. a blanket of rain is expected to descend on the bay area early tomorrow morning. spencer christian is back with the forecast in just a few minutes. abc 7 news reporter matt keller tweeted this of the vta bomb threat suspect who was arrested today. jonathan keim was taken into custody late this morning. vta officials say he threatened to bomb one of the agency's vehicles. all vta vehicles were searched this morning. >> the suspected pizzagate gunman who authorities say was influenced by a fake news story is facing federal charges this afternoon. edgar welch was arrested last week after authorities say he fired an assault rifle multiple times inside a pizza restaurant in washington, d.c.

and in bakersfield people want answers as to why police shot and killed an unarmed 73-year-old man outside his home and the man had a crucifix, not a gun. >> reporter: ama, the family of that elderly man is now asking the department of justice to investigate this as is civil rights case. we're also told there's no connection between the shooting and a change that's just happened and the police cheese. this california community swearing in a new police chief as controversy mounts over a deadly officer-involved shooting there earlier this week. >> it makes it that much more worse during the holiday season. >> reporter: the police department oifrg the man of an unarmed 73-year-old grandfather killed by a police officer sunday. tuesday night outside of the

man's home a sea of candles and tears and family accusing police of gunning down their loved one. >> my dad was treated like a criminal, and we feel he was left to die alone without his family by his side. >> reporter: just a few days earlier, this was the scenech the deadly run-in with law enforcement. police responding to a call about an armed man in this neighborhood. >> mid-60s, brown jacket, unknown if under the influence. armed with a revolver. >> reporter: authorities say the man walked out of his house and the 9111 caller identifies him at that armed man. >> walked deliberately across the street towards the officers and ignored several commands to stop and show his hands which he had concealed in his jacket. >> reporter: one officer fired seven times killing the man who was found to be unarm. his family says he suffered from dementia. and what police say they did find, not a gun but a crucifix.

russians had been effusive in the praise for the oil company ceo. >> it's like the bond movie "from russia with love." he's getting more love from russia and people in russia than he is from the united states senate. >> reporter: donald trump is not yet hey nonsed his picks to lead the department offing agricultu and veterans affair. the work on the transition team will continue all the way into the holidays. karen travers, abc news, washington. and mr. trump may be forced to dump his financial interests in his new weeksy hotel. democrats believe he'd be in breach of his lease to use the government-owned building because there's a clause that says no elected official shall be admitted to the lease. the general services administration says it won't make a decision on this until after mr. trump is in the white house. syrian rebels say a crease fire deal for the evacuation of fighters and civilians from eastern aleppo is back on hours after it collapsed. the announcement comes of a syria government forces swept into former rebel-held areas today. the scene was described as a

complete breakdown. humanity. the u.n. says it has information that some 82 civilians, including women and children were executed by pro-government forces during their advance. the city of paris is just solidarity with those facing danger in eastern aleppo by switching off the lights at the eiffel tower. the famous landmark has been used before to express solidarity with other countries n.june it lit up in rainbow colors after the massacre at the pulse nightclub in orlando. people are still being kicked out of their homes in central tennessee after a collision between two semi trucks leaking to exic chemical. the collision happened 30 miles southeast of nashville. one is carrying chlorine-based chemicals and caught fire sending a toxic plume forcing the evaccination of one neighborhood. one of the truck drivers suffered non-life-threatening injuries. the famous postal worker motto does not include fire. she rushed to pull the packages
