napa high school jv football team. up until now some students have been suspended, others expelled. >> criminal charges filed for the first time. wayne friedman joins us from napa with the details. >> reporter: this is certainly bad news for napa high school. announcement of the charges from the district attorney's office came in just before 4:00 this afternoon. to summarize them, the d.a. filed petitions on six juveniles for criminal actions. because they're minor, we don't know the severity of those charges. 11 other juveniles remain under investigation. the d.a. did not find enough evidence to file charges defense any coaches. from the beginning they insisted the hazing in this locker room was serious. six juveniles face charges, maybe more, a surprise to the community to players to parents. >> there needs to be consequences to kids that have

done something wrong. but it needs to be consistent to all other hazing incidents that happens and it needs to be fair. >> i believe hazing happened, but the way they handled it, they might have been victims in beginning, now we have 130 victims. >> reporter: the entire coaching staff resigned in protest threatening next year's season. not until this week did the school district announce it has found another. after today's charges the district issued this statement. quote, as the d. aca.'s process moves forward we will concentrate on healing, support for all students and ensuring a safe learning environment for all students. >> what would be best for the district? >> if no charges were brought. >> reporter: the county superintendent has watched the napa district expel nine students for hazing, four remain out of school. her office hears appeals and has overturned one suspension so far

of quarterback johnny torres based on technicalities, she told us. >> if there's anything in due process that was not done or that the board felt was not done, we have to overturn it. >> reporter: isn't that pretty serious when a district misses out on due process on something as big as expulsion? >> have you ever read the code? i piled it up once. it's taller than i am. there are so many ways that you can make a mistake. >> the football program has been torn apart. there have been players against players, families against families, coaches against coaches. >> reporter: so napa's crisis is not over and it probably wouldn't have been anyway. parents have asked for a recall of the entire school board and a vote of no confidence. and nbt nhave learned that pare will hire an attorney and file a complaint for -- against the board with a citizens grand

jury. that has not happened yet. live in napa, wayne friedman. >> napa's superintendent of schools today spoke only to abc 7 news about this case. you can watch the entire interview on our website. now to breaking news in concord where a small plane crash landed just short of the buchanan airport. leslie brinkley joins us live on the scene. any word on the pilot? >> reporter: this plane went down at 2:45 today. what a close call. it just missed highway 4. it just missed the runway at buchanan field. here behind me you see the wreckage. crews are on the ground right now draining fuel from the plane. the pilot of this single engine glass star plane -- that's an experimental plane built from a kit -- had just taken off from the field when it developed

mechanical problems. the pilot turned around to return to the airport but lost altitude, just missed highway 4. the plane clipped a fence, skidded across four lanes of marsh drive before crashing into a stoplight pole just a few feet away from a car dealership. a couple that was in the middle of buying a car here was stunneded to hear of the accide accident. >> we were in the office getting ready to purchase a vehicle and our sales agent came in and said, plane just crashed, come out. we came out, and the plane was still running actually. >> a lot of fuel on the ground with the plane still running like that. i told her, we should back up and not be there too close. then we saw an officer come in and shut the plane down. >> reporter: an officer shut off the plane. there was no fire. a bystander, we're told, pulled the pilot from the plane. this is a view of sky 7 right after the crash.

no one else was on board. the pilot is in moderate condition at the airport. we understand he was conscious and talking. a witness said there was no smoke coming from the plane as it came down. it's amazing that this plan managed to land here. the pilot survived this crash. it's a busy corridor here on the northeast side of buchanan field. and this plane managed to not strike any buildings, car ks s people. the faa is in charge of the investigation and they're on their way to the scene. >> leslie, thank you so much. an evacuation order is now lifted at the new apple campus that's nearing completion. firefighters ordered everyone out because of a gas leak around 2:00 this afternoon. sky 7 captured this video of crews working to cap the leak. there's no word on any injuries. a few apple employees have started working there, but the move-in process will take months

along with final construction. a dozen construction workers went to the hospital today after a structure at their work site collapsed. sky 7 flew overhead. you can see twisted metal and planks of wood left behind in wet concrete. this happened at what used to be a chevrolet it's in the pill hill area. melanie? >> reporter: as many as 15 to 20 construction workers were initially trapped. cal osha is now investigating what happened here. a spokesperson says inspectors were on site just two months ago based on a confidential complaint they received. no citation were issued. as for what happened here today, that remains a mystery for now. construction workers dangling from the rebar, others knee deep in cement after the second floor of this construction project

collapsed during a cement pour. construction worker carlos beltran took this cell phone video. >> i was on the third floor, walking that way and it just sunk in. >> reporter: a witness driving by said he thought the sound of the collapse was the sound of his car being hit. >> the people just screaming. >> everybody was worried about their co-workers. >> reporter: co-workers assisting first responders, putting up a ladder and covering the spilled cement with plywood as it was nearly impossible to move through. >> kind of like quicksand. >> reporter: oakland fire says 15 to 20 construction workers were trapped. everyone got out. 12 with minor injured were transported to nearby hospital. >> it was a very great rescue between us and them. >> reporter: cal osha is now investigating. it inspected general contractor johnstone moyer and subcontractor largo concrete, 11 times over the last five years. it issued johnstone moyer six

general citations with low penalties over four of those inspections whereas four of largo's 11 inspections were accident related. three resulted in violations for workplace safety hazards including one serious violation for failing to guard reinforced steel which could have resulted in a worker being impaled. the question now -- >> was this a situation in which this could have been prevented? >> reporter: in oakland, melanie wo woodrow, abc 7 news. we sent word about the exclusive video of construction workers dangling from the building. you can see a worker on the right-hand side of your screen lying down on the cement. one of the man's co-workers, carlos beltran, took this video right after the accident. you can see workers hanging from the scaffolding and the rebar. we've frozen the video here so you can get a better look, because it is a bit shaky. you can see a worker covered in

cement being led away. the sight of the collapse may be familiar to bay area car buyers. the developer has ties to former president bill clinton. kristin zee has more. >> reporter: let's start with the site. from 2011 to 2014, this corner was home to bay city chevrolet. i'll take you closer so you can get a better look. even today on google map it shows the dealership and all the cars on the lot even though it's all been demolished. let's talk about the project. the city approved it in late 2014. a $150 million mixed-use building, seven stories, 423 apartment units and 21,000 square feet of commercial space. these are developer renderings of how it will look. i'm going to show you what the developer is about, that's city view based in los angeles. but they've got buildings in san francisco and, of course this

one here under construction in oakland. we did a little digging and found out henry cisneros.cisner. tsquare's website, take a look. supposed to be a very lovely environment. the building was set to open some time next year, but no word whether today's accident could it is back. only on abc 7 news, do you remember this dramatic video from yesterday? a herd of goats miraculously escaped a wildfire in milpitas. they were trapped between a fence and the flames. all but five suffered is burns to their heads and hoovs. we checked up on them in san jose and found out there's a way the public can help. >> reporter: this is the temporary home for the 15 goats rescued from the hillside.

they're babies suffered first, second and third degree burns. the pen allows veterinarian sharon osterman to keep a close watch on them as she attends to their injuries. >> they have bleeding hooves, burn injuries to their hooves. they're sensitive. burn injuries are all over their bodies but heads and feet are most affected. >> reporter: one is being confined in a separate room hooked up to intravenous fluids in critical condition. when they are walking some are hobbling indicating they do have injuries to their hoovs. their burns are being treated with ointment. the shelter staff can tell the goats are traumatized. >> the goats seem to be somewhat shellshocked right now. they're just are is, very quiet. they are eating, most of them are eating and, you know, some are still, you know, not well enough to eat their food. >> reporter: the goats require around-the-clock care but they don't have vets on duty over the

weekends so the goats be transferred to an emergency facility for the holiday weekend. they're seeking donations for the unexpected expense. >> some will make a decently good recovery. some of them, i'm more on the fence of right now, i'm not sure how good they're going to do. we do have a goat right now on iv fluids 24 hours later. dramatic new video just into the abc 7 newsroom. a car on fire in marin county explodes along 101. the traffic problems this is causing right now. i'm spencer christian. increasing clouds right now, but clouds will get steadier going into the holiday weekend. the forecast coming up. next an especially wet winter now giving way to a potentially dangerous summer on california's rivers. a live report from lake tahoe. and abc 7 is the only place you can see the nba finals, game one of the warriors and cavaliers is thursday.

new at 6:00, a fireball burst from an suv in marin county. it happened about an hour ago on southbound 101 near sir francis drake. the woman hit a box in the road. the car began trailing flames. then she pulled over and got out just before it exploded. sky 7 just flew over the scene minutes ago. this is what is left of the car. amazingly no one was hurt. right now one lane is still closed but traffic is not impacted. with the memorial day weekend upon us, many here in the bay area are likely to head

up to lake tahoe. the wet winter has filled up the lake past its natural rim providing both benefits and some challenges. laura anthony is live at fanny bridge in tahoe city. laura? >> reporter: well, hi. we're here at the dam at tahoe city. this is the only outflow from lake tahoe. and thanks to record inflows this year, the lake has gone up nearly six feet since last october. that's the highest single-year increase ever. it's everywhere you look at lake tahoe. water, that is. the lake is now well above its natural rim for the first time in years and still going up. the comparison to last year is stunning. this is what it looked like on the south shore at regan beach last year. here is the exact same scene this year. >> it's phenomenal the difference. it is remarkable. we have such a long winter and so much precipitation.

as it was coming down, we knew it was going to be a great summer. >> reporter: and now with all the water flowing through the dam at tahoe city and heading down the truckee river towards squaw valley and beyond, there's a bit of a trade-off. >> it's running, higher, faster and colder. so right now there's a little bit of danger. it's really impossible to get underneath some of the bridges. so all the rafting companies are not open right now. >> reporter: but the benefits clearly outweigh the risks when it comes to tahoe's bounty. this is what the pier at tahoe city's commons beach looked and this, the same pier today, completely surrounded by blue, pristine water. >> this is incredible. last year there was the size of a football field of sand out here. and now we've got water. >> reporter: greg carlisle manages kayak rentals on the beach. last year the water here was 500 feet farther out. >> last year you could walk all the way out past the pier that

you could see behind you and it was all the way on dry land. >> reporter: now the lake is so high, the beach so small, carlisle doesn't have much space to store his kayaks. but it's a problem he and many here are glad to have. in tahoe city, laura anthony, abc 7 news. we're expecting great holiday weekend weather. as we look at santa cruz and over the san francisco bay and lake tahoe, what do you see there? blue skies. >> spencer christian is here with the forecast. >> as you no doubt know, it's a bit cooler than average going into memorial day weekend right now. so as an indicator, we're using the high temperature trend for the week ahead in concord. the average high temperature in late may is 78 degrees. tomorrow will only be 73, but it will go up to 80 on sunday. that's encouraging. but memorial day the temperature will drop and temperatures will rebound midweek to late week next week. that's the pattern we'll all see

around the bay area. so here's a look at what's happening right now on live doppler 7. live clouds and fog near the coast. so it will be a rather dreary looking evening although we found a patch of blue from our rooftop camera here looking over the bay. it is currently 59 degrees at san francisco and mid to upper 60s in mountain view, san jose. check out this view. it looks dreary, looking westward, you can't see much there but clouds, temperatures are fairly uniform right now. napa, novato, fairfield, concord and livemore. one more live view at santa cruz beach where the skies are blue. should be blue over the inland areas as well. cloudy overnight conditions here in the bay area. sunnier tomorrow. warmer pattern for the holiday weekend. not a lot warmer. mild to warm going into next week as well. overnight lots of clouds, mainly low clouds, low temperatures generally in the low to mid-50s

overnight, then tomorrow. sunnier skies than we've seen of late in the south bay. 71 in santa clara. over in the peninsula mainly upper 60s to 71 at palo alto and mountain view. breezy with highs in the upper 50s to near 60. up in the north bay sunny skies and highs generally in the low 70s from santa rosa to so nome na, napa. in the east bay, highs to the upper 60s away from the bay and over the hills we'll see highs in the inland east bay in the low to mid-70s. i was going to do the seven-day forecast. i almost skipped over bottlerock in napa. music festival under sunny skies tomorrow and sunday. we'll see high temperatures in the low 70s in napa tomorrow. upper 70s on sunday. the more music you listen to, the warmer it gets, or something like that. here's the accuweather seven-day forecast going into the three-day weekend, we have a bit

that's barry manilow ringing the closing bell on the new york stock exchange today. he's promoting the tour for his new album. the dow ended the week above 21,000, nasdaq gained five points to set a new record close of 6210, the s&p set a closing record of 2415. a san francisco start-up shutdown leads tonight's bay area business watch. today sprig announced it's closing down. we first introduced you to the meal delivery company less than four years ago. it used a unique technique to prepare meals that would then be delivered hot to consumers hours later. your neighborhood payless may soon be closing down for good. the discount shoe chain has asked a bankruptcy court for permission to close an

live where you live. this is abc 7 news. a broken door and shattered glass are the physical remnants of a car crash that could end up claiming a man's life. the driver of the car that hit him has been arrested and is in jail. >> the crash happened near the isabel avenue off ramp from 580 in live more. >> reporter: the driver of this silver mercedes pulled over on iz labl avenue in livermore. his emergency warning lights were still on. the spokesperson for said the driver had gotten out of his car. >> we had a gentleman stopped on the side of the road and he was hit by a passing car. >> reporter: the man is 73 years old from pleasantton and is in very critical condition. police say he was hit by this woman driving a black suv. she was first questioned and her cell phone checked.

>> distracted driving is always a problem everywhere. we see that way too often, but way too early to say it's involved in this case. >> reporter: police then conducted a sobriety test. barbaro was arrested on suspicion of driving under the influence and causing great bodsy injury, a felony. she was eventually taken santa rita jail. highway patrol officers are alerting the public that it's maximum enforcement period. >> in 2016, unfortunately, 39 people were killed over this memorial day maximum enforcement period that we call it which begins on friday at 6:01 p.m. and ends monday at about 11:59. >> reporter: chp officers say the use of drugs is also a problem. over the weekend they'll be looking for signs is of impaired driving. in livermore, reporting for a

7 news. a witness took this cell phone video of a s.w.a.t. team in action outside home off monterey road. police say a neighbor was shot when he confronted people who were breaking into cars around 3:00 a.m. >> i heard two gunshots and then i heard someone screaming and yelling bloody murder. >> reporter: the man who stepped in to stop the break-in was shot in the leg but is expected to be okay. a memorial walk is happening now in castro valley to remember a teenager murdered 23 years ago tomorrow. jenny lin was killed two days after her 14th birthday. her father found her body in the upstairs bathroom of their castro valley home. she'd been stabbed seven times. her killer was never found. a reward is offered for information in the case. a brain surgeon from santa cruz county pleaded not guilty to charge he molested several

children. they arrested james cohut and two nurses. they're accused of sexually assaulting children as young as 3. he remains in cussed to te and will be back in court for a bail hearing in july. new at 6:00, a xwar badge truck with its box in the raised position tore through three blocks of high tension power lines in sonoma today knocking out power to thousands. one of those lines sparked a fire which cut out telephone service in the area. the lines fell across mobile homes putting the residents in danger. the driver of the truck was trapped for an hour before pg&e could de-energize those lines. recreational marijuana is causing headaches for lawmakers. they are hoping to define new cannabis regulations before the bupt vote. one is to combine existing medical marijuana laws with recreational ones to streamline the process and avoid confusion.

it tags $100 million for cannabis legislation including an appeals panel. >> uncertainty how much work it will take to actually license and enforce the state's laws. >> reporter: officials hope to finalize regulations and begin licensing by january of next year. these have been trying times for residents in the coastal community of big sir. highway 1 which runs through the town remains closed at mud creek and pfeiffer canyon. basically splitting the town in half. but shop owners want people to know that big sur is still open for business. chris nguyen has our story. >> reporter: at the big sur inn there are plenty of rooms ready to be reserved. not the norm for what should be one of the biggest weekends of the year. >> there's still a great big sur experience available. the drive is fantastic. the views along the coast are

second to none. >> reporter: recent storms have left many wondering when they'll be able to catch a break. check out this video of a massive landslide that hit highway 1 at mud creek last saturday cutting off sections of big sur to the south. caltrans now says it could take up to a year to be repaired. shops on the northern end of town remain easily accessible. >> welcome. >> reporter: this local gallery owner says so far sales are down 50% compared to last year. >> we open doors every day. you don't know if anyone will walk in. >> reporter: officials at carmel by the sea are expecting big crowds for memorial day. he says he feels to his neighbors to the south and does what he can to support them. >> still go hiking, biking, horseback riding, go down to the river and enjoy your cocktail in

the river, go for your day hikes. >> reporter: the central coast community staying strong while displays a united front. >> mother nature really is in charge. and the best we can do is react to what she gives us and continue to do the best we can to provide a place for people to come and have a great time. >> reporter: these businesses holding out hope that residents from the bay area will show them a little love by visiting some time soon. in big sur, chris nguyen, abc 7 news. we are looking live at bay area bridges. if you want to get away, now is a really good time. it's clear across the golden gate, the bay bridge and san mateo bridge. it looks abandoned at the bay bridge toll plaza. aaa expects to see the most memorial day travelers in over a decade this year. 39 million americans are expected to take a trip. almost all travelers will drive. but the number of americans flying is expected to be up by 5% from last year. aaa expects an increase in trips by train, bus or boat.

college professor pleaded not guilty today to assault charges in connection with the melee in berkeley. it happened during a pro-trump rally in april. police say he's seen in this video hitting a trul supporter on the head with a bike lock. he's charged with striking four people. trump supporters were in court demanding justice. president trump is now one of the most powerful leaders at the g-7 summit. he's met with france, italy, germany and the uk. >> this week the united kingdom suffered one of the worst terrorist attacks in our history. it is at moments such as this that we are reminded of the fundamental importance of this unique group of nations. >> the president's trip wraps up tomorrow. meantime in manchester, a vigil for the victims of monday's terrorist attack continues to grow. st. anne's square is covered in flowers, candles, stuffed

animals and notes. 22 people died when a suicide bomber exploded outside of an ariana grande concert. as of today nine people are being held for questioning. two have been questioned and released. and britain's security level remains at critical which means officials believe another attack may be imminent. grande says she'll return to manchester to hold a memorial ml concert. we won't quit or operate in fear. today well known friends and loved ones of rock star chris cornell paid their respects. that included brad pitt, pharrell, dave grohl and members of metallica, including musical tributes from linkin linkin li cornell was cremated tuesday. he was found dead less than a week ago after playing his final show

maintenance between 10:00 p.m. and 8:00 a.m. crews are repaving that runway, upgrading lights and making other improvements. perhaps few possessions are more precious as family photos. one bay area woman was left heart broken when she found out her photos were lost after she sent them to a photo service. >> michael finney with her sad story. >> it truly is. the union city woman would gibb almost anything to have her photos back. marianne andrews says nothing is as important as family. >> this picture is a picture of my father's father. >> reporter: he died when marianne's father was just 5. she hoped to find more treasures like he's in old films left by her deceased mother. she spent the film to legacy box to convert to digital. what she got in return was
