ie t do >> reporter: they started the harvest urban market on eighth and howard 16 years ago, but times have changed a the lot. >> i've found people in bathrooms with needles in their legs. >> reporter: she's been attacked numerous. >> he pushed me up against this thing right here. >> reporter: on friday gil was bitten in the arm by a violent homeless man whom he tried to subdue. he also sustained bietd marks in june by a homeless woman. >> a girl came in trying to get her to exit the store, and she grab might arm and just bit me. we're not even running our business anymore. we're basically dealing with street people. >> reporter: they're everywhere in this south of market neighborhood, living on the street and in the numerous alleys intersecting eighth street. also here, police and public

works cleanup crews. homeless are told to pack up and leave, but they come back hours later, many to this super market. >> they come in disoriented, high, the bathrooms are used to do drugs. >> reporter: the attacks have become so bad the owners are considering closing their family store. >> it's not worth it. we pay taxes to the city. the police can't do anything. the laws have changed. >> reporter: mayor london breed says mental health reforms for the homeless are her priorities. once they are achieved they can help beleaguered store owners. >> i would say to people who have just had enough, hoefld on. we working towards resolving the issue. it will take us some time, but we ask for patience. >> reporter: and he says he's been patient too long. in fact, he's been through this once before. he once owned a store on market

for decades. o he closed it down last year for the same reasons. vic lee. >> is it part of the lack of patrol and cleanup crews to deal with the homeless problem? >> reporter: ama, in the short time we've been here we've seen four police patrols here on the streets near howard and tomas. and we've seen public works crews cleaning up the streets. gil says the problem is the street people keep coming back. they keep sleeping and living in the alley ways. and many of them come to the store where they cause trouble and they steal. so that's what the problem is, according to gil. >> vic, drathank you so much. the "washington post" reports that federal housing officials are in los angeles on a fact-finding mission. some ideas under consideration include raising tent camps,

creating temporary shelters or renovating existing government facilities. one l.a. councilman says he's skeptical about the president's intent. >> we have literally buried the body of young refugee children who have been in government facilities. it chills me to the core to think about what type of facilities this administration and president would condone. >> the president has previously criticized democratic leaders for doing nothing to improve the homeless crisis. in the east bay, the city of fremont is talking about where to put a new navigation center for the homeless. >> these are often drawing controversy. exactly what are they? >> here's a direct quote from the sticity of fremont's websit. to transition to stable housing. >> what are the rules? no drug or alcohol use and no

violence. they requecan get help for ment illness and substance abuse and they are served one meal per day by the staff. >> the meeting is expected to last hours. chris? >> reporter: yeah, the council meeting started about 30 minutes ago. this is the overflow area where folks are settling in for a very long night ahead. the city is expected to move forward with plans to build a multi-million dollar center and it's drawing up concerns. after nearly a year of planning a decision could come on the future of fremont's homeless navigation center. >> we need to fix this problem. it's not going away. >> reporter: this summer they narrowed the potential sites to two. >> doing nothing is actually not a good option, because they're here. they're here, right? so we need to try something. and, and, and give it the best

chance of being successful. >> reporter: the center would temporarily house 45 people up to six months at a time. those urging the council to vote no on decoto -- >> it would cost more money. and there's the risk from highway 84, which is a very major commuter artery. >> reporter: a recent point in time survey found more than 600 homeless people in fremont, an increase of 27% since 2017. >> we need more opportunities to bring people in off the street and get them focussed on housing and into some kind of more stable living situation. >> reporter: some believe the center shouldn't be built at all, saying the nearly $2.3 million cost for construction alone should be spent on programs to prevent homelessness, the crisis pitting neighbor against neighbor. >> they're becoming homeless too

quickly than we can even help to get them back on feet. >> reporter: and, as you can see on some of the signs behind me, there, one group even calling for a recall of the mayor if the center passes tonight by the city council. city council again, expecting to be here for a very long evening. city officials tell us this meeting could go well beyond midnight, because a lot of people are expected to take part in the public comment period. we're live in fremont, chris nguyen. >> they plan to model it after one in berkley. the pathways has been running and have helped 87 people move off the streets into permanent housing with an 82% success rate. the same organization runs two in oakland. it started in 2013 at the hotel terrain downtown at 16th and

clay street. it reported an 88% success rate last year of getting people into permanent housing. a second center at the renovated hotel holland on west grand avenue opened in january this year and can house 90 people at once. in san francisco, there's a legal battle surrounding the city's newest navigation center currently under construction along the embarcadero near bryant street. a judge denied a request to stop the construction. the city says the center will open in late november or early december. opponents have another chance to fight it. the next court hearing is in two weeks. new at 6:00, a bill to cap rent increases passed the senate and will head to the assembly. it would limit increases to 10% or less t would c. it would cap increases at 5% over the consumer price index. san francisco assemblyman david

like so many suburban areas on the peninsula, redwood city continues to deal with growing pains. the lack of parking in residential residential area has caused people to demand parking permits. they only have parking permits for four areas. now the residents may be charged, in essence charging them to park on their own street. we have more on how this would work. >> reporter: well, would you ever find this much street parking in a major city like san francisco? of course not. but of course these are the suburbs. residents here in redwood city fought for this, and they want to keep it free. last february, this neighborhood near sequoia high school had signs installed reminding everyone that non-residents are only allowed to park for a maximum of two hours or face getting a $40 ticket.

i can't help but look down the street and see all the parking spaces available. is it working? >> it is absolutely working. we had become the parking lot for users of cal train, the high school a block away. >> reporter: kimmy wood was one of many who sign add petition demanding parking permits for her and her neighbors. problem solved? not quite. residents are only required to show proof that they live there, and they pay nothing for that permit. it's free. but redwood city now says so many people are requesting those parking permits that the city is considering charging people a fee just to cover the cost to administer the program. >> that was just a proposal that we kind of put out there as a discussion point for the council to consider and provide feedback on. >> reporter: the suggested amount is $60 a year and $30 after to renew. >> no. >> reporter: howard says he shouldn't have to pay for a problem caused by someone else.

warmup. notice the forecast animation showing not much in the way of low clouds overnight. they'll pretty much disappear during the morning commute. sunny skies from coast to inland throughout the day tomorrow and high temperatures from about 69 at half moon bay to 84 in south bay in san jose. in the inland east bay, mainly upper 80s to about 90 in antioch. then it gets much warmer on thursday with inland highs moving to the upper 90s, and we'll see mid to upper 80s. hotter on friday with numerous locations likely to top out or above 100 degrees. in our inland areas, right around the bay, low 90s. it will start to cool down on saturday but still remain quite toasty inland. here's the accuweather forecast. a heat spike coming our way with the hottest day likely to be friday. then temperatures will drop sharply on sunday.

a late buying surge left stocks mostly higher on wall street today after indeces spent much of the day in negative territory. it closed at just over 26,900. the s&p closed up but just barely. a look at that, not even one point. the nasdaq lost ground but also barely losing three points today. uber is cut beiting jobs. it confirmed it has laid off 435 employees in its product and engineering teams. according to tech kruchx, the layoffs represent about an 8% reduction of the ride hailing company's workforce. in a year when phone sales have been down, tim cook has made a pitch at his cupertino headquarters. >> today i am thrilled to share with you the newest iphone.

pg&e is moving closer to determining how it will pay wildfire victims. >> melanie woodrow was in court today and has the latest developments. >> reporter: these hearings are aimed at estimating the value of claims against pg&e so wildfire victims and get paid. pg&e has been linked to a series of deadly wildfires, including the camp fire. the utility company filed for bankruptcy in january. now pg&e is in u.s. district court for estimation hearings to determine the value of the cases by wildfire claimants. >> some people are still living in tents in the camp fire. there are people who have lost

loved ones who need to be compensated. and the judge really seems to want to move this fast. >> reporter: the federal judge has suspected experts come in and the middle ground would be to take a claim and multiply it by the total number of people who have a claim against pg&e. >> trying to estimate the value of those cases so that the people can get paid through the bankruptcy and the amount of money that's set aside for those im >> reporter: meantime, san francisco has offered $2.5 billion to buy pg&e wires in the city. mayor london breed. >> our goal is to continue to push and also to hold them accountable but work with them to deliver the best quality service to our customers. >> reporter: attorney mary alexander also represents ghost ship fire victims' families who are suing pg&e amongst others. those cases are on hold at the moment. the next hearing i is is

for october 7th. a convicted murderer is getting 30 years to life for the murder of a he was shot and killed in west oakland a few days before christmas sh she-hiam johnson was accused. mcleeny has done through two tragedies. her son victor, a student at usc was shot and killed during a botched robbery in los angeles. a suspect in that case recently pleaded not guilty and is due in court next month. divers off the coast of santa barbara resumed their search for the last victim of the labor day weekend boat fire. 34 per ished. a number were from the bay area.

crews are hoping to raise conception out of the water maybe thursday. when it is raised they can determine in earnest what caused that fire. there's another staff shakeup at the white house. national security adviser, john bolton is out. karen travers has the story. >> reporter: president trump announcing in a tweet he has fired his national security adviser john bolton. the president writing in that tweet that he told bolton his ser vi services are no longer needing, adding that he disagreed with many of his suggestions. but bolton says he was not fired, that he offered to resign last night and confirmed that this morning with the president. they were at odds on several critical policy issues, including iran, north korea and negotiations with the taliban. in may, bolton said north

korea's short-range ballistic missile launches were a violation of a u.n. security resolution. the president down-played those launches and said he was not personally bothered by them. bolton is the third person to serve as national security adviser in the trump administration. the president says he'll name a replacement for button next week. karen travers, abc news the white house. a young boy hit bay car in san francisco and rushed to the hospital with life-threatening injuries. it happened in the tenderloin before 5:00. our reporter just arrived at the scene and is live with the latest. lisa, what are you hearing? >> reporter: it happened at 4:45 this afternoon and involved a 12 year old boy. take a look at that zoff. suv. is the focus of the investigation. the driver was tak away in

handcuffs, was given a dui test at the scene and did not pass it. this is a neighborhood where there's no right turn allowed on a red light. the boy was in the crosswalk. it's not clear if there was a red light or not, but the boy, i'm told, was in the crosswalk. you're looking at video taken from the ground a short time ago and you can see a large police presence here. officers are here on bike, on foot, they are here by car. there is a lot of presence still here at this scene. the road is closed, leavenworth is closed. golden gate is also closed. the scene spans about three blocks in every direction. and the driver of the suv was stopped at the scene. he did not leave. he was stopped at the scene, and he was cooperating with police. he did take a test, which he did fail. we are now looking at sky 7 video. you can see from up above, a very large scene. as is the case still at this hour. about two hours into this situation. and you can see the

first time in a decade. the census bureau said in its annual report that 27.5 million people lacked health insurance coverage in 2018. that is an increase of almost 2 million. the number of uninsured children went up as well, as adults between 25 and 64, more people were covered by medicare, but medicaid coverage declined. analysts believe this could be the first evidence that president obama's gains in health care are eroding under the trump administration. from health insurance to fire insurance. some bay area residents want it and say they can't get it. >> you're going to hear from homeowners upset with companies they say they've been paying premiums to for

range from right around 50 up in the north bay valleys to low and mid-50s in most other locations. then tomorrow, the warmup begins, and it won't be very, very warm tomorrow, the highest inland readings, upper 80s to low 90s. and almost 70 on the coast where it will also be breezy. but check out the warmup on thursday. inland areas, 97, 98 degrees, 99 at livermore, concord up to the mid to upper 90s. right along the bay shoreline, upper 80s to almost 90. hotter in the inland areas as numerous locations will top out at 100 degrees or higher. finally, saturday we start to get cooling near the coast and bay. here's the accuweather forecast. after a very hot day friday it will remain hot inland, start cooling at the coast and bay, and then a sharp cool down on sunday, monday and tuesday with temperatures early next week dropping below average.
