for the passengers. reporter: india has remained a neutral stance throughout the war in ukraine. a fact that will ensure that everyone on board including any americans will be allowed to safely return home, says a political science professor at uc berkeley. >> we are dealing here with putin who has not been known recently for taking any kind of same policies. reporter: russia will not want to disrupt its good relations with india over this incident, especially given the international attention. >> i'm sure that american officials and indian officials are keeping a very close eye on this. reporter: air india says it's working to get the passengers to san francisco as soon as possible. henderson says given the border restrictions in place on russia, it might not be that simple. >> technically, wouldn't allowed to go to the united states. do they have to go back to india and book another flight?

it gets complicated. reporter: u.s.-based carriers are banned from flying over russian airspace. there's been a growing debate. yesterday, the ceo of united airlines warned about the dangers of being forced to landon russia with american citizens pick -- citizens. this will be a situation to continue watching closely. tim johns, abc7news. dan: developing news. ron desantis confirms that his state sent thousands of migrants to sacramento and says they all consented to the relocation. video released by the division of emergency management shows the migrants making the trip. they are seen appearing to enjoy a ride in a limo and boarding a private jet. the sacramento faith-based group helping those people says the migrants were misled. they say after their journey to sacramento, a bus driver dropped them off and promised to came back but never returned. >> definitely folks feel scared.

halfway through their travels, they realized that they were not going to a job site. instead, they would go somewhere far away. dan: governor newsom is pointing the finger at desantis and went so far as to suggest criminal charges including kidnapping. asylum-seekers are juggling immigration court dates and searching for jobs. ama: president biden will be making a visit to the bay area next week. this is video from where he was -- when he was here in january. details are limited for this upcoming trip but the white house says the president will be here from monday to wednesday. dan: take a look at this video that if you were sent into us. flashes of lightning seen lighting up northern lake county this evening. sandhya patel is tracking that with our 24 hour accuweather forecast. sandhya: it was an active night across parts of the north bay. live doppler 7. lake county was getting

smoke from wildfires in canada triggering air-quality alerts across the northeast. this is something we've grown accustomed to in california but not on the east coast. yankee stadium was surrounded by hayes tonight. new york city had the worst air quality of all the major u.s. cities where the sun was visible as a glowing red orb. that's intense. does it rival what the bay area experienced in september of 2020? smoke from wildfires created an apocalyptic orange sky. dan: on the east coast, news in richmond, virginia. two people dead and five shot after a gunman opened fire at a high school graduation. police have detained a 19-year-old man who they believe is responsible for the shooting. a 36-year-old man and student at the school died. that student was expected to graduate today. the city's mayor was understandably emotional talking

about it today. >> also those children -- children were involved here. at a graduation. dan: this is the country's 279th mass shooting this year. ama: san francisco police launched an operation last week to crack down on public intoxication and drug use in the city. today, mayor london breed talked about the controversial campaign. >> we've been able to take 25 people into custody. of those people, nine had warrants and only one lived in san francisco. out of those 25 people who were arrested and even the ones who were released, the ones that didn't have warrants, none of them excepted the services that we were offering. so there comes a time where, if people are not accepting services, we can't just allow what we see on our streets to continue. ama: if the same person is

arrested three times, the district attorney will be able to charge them in an alternative court which includes a social service center. dan: new developments tonight about the castro theatre. san francisco leaders have made a decision on the future of the historic theater after months of public input in debate. only part of the theater will receive landmark status now. as j.r. stone explains, this is likely just the beginning of an even longer battle. reporter: all eyes are on these orchestra seats at the castro theater. tuesday, the san francisco board of supervisors voted to put a landmark designation on interior parts of the theater, but not the seats. >> i was disappointed. there was a missed opportunity here. it's about keeping it formatted as a theater because that's what it functioned as. reporter: not land marking these seats could pave the way for the management group to tear the seats out and replace them.

the group wants to use a tiered system that allows for removable seats, both standing and seated offense could be held, something management said is key going forward. san francisco supervisor rafael middlemen represents the castro and agrees with that. >> what's clear is that it's gone for decades without important investment in the physical infrastructure of the facility and that it needs millions of dollars of investment to bring the building -- to restore the building. another planet has a plan to do that work. reporter: at last years's town hall meeting at the theater, hundreds opposed care -- tearing out the seats. on tuesday, those in the neighborhood say there has to be a compromise here. >> in my opinion, perhaps there's a way to have the seats but also have them removable so that we can preserve the historic nature of the seats in the theater.

reporter: this issue was far from a done deal. the historic preservation commission is set to meet on this topic come thursday. they will meet with the planning commission. >> the floor is part of the land marking. so that's one of those components that needs to be up kept. >> whatever happens there could be appealed again to the board of supervisors and given people's passions about this, i wouldn't be surprised if this ends up in court. reporter: j.r. stone, abc 7 news. ama: the a's stadium saga is going into extra innings after legislation stalled the governor's expected special session on the ballpark. the a's have pitched building where the tropicana hotel stands but with the help of hundreds of millions of dollars of public funding. signs point to the special session happening tomorrow. it's up to the legislature to introduce any bill. casey pratt spoke late -- spoke with the oakland mayor today and asked her if she would resume talks with the team. reporter: let's just say right

largest safe parking rv site. tuesday, city council passed the motion unanimously. the site can accommodate 85 or vehicles. according to the city, there are at least 400 living in rvs and san jose's limits. >> i continue to pelt people, i'm committed to find a location. we can no longer sit around and say we will wait to find a location because the biggest complaint we get from residents is that there are people here nearby. reporter: the site will be leased for 10 years. >> this is a good start. we know that housing ends homelessness. we need to put people into permanent homes. reporter: it will be managed around-the-clock by a provider. effective sites assess residents and provide the right support for them to find a more permanent place to call home. >> i think we need to make sure

violates their parental rights. gay-rights supporters say that narrative promotes hate. the meeting took a break after the brawl. >> i think when the conversation turns violent, school board members resign, teachers quit, schools fail. ama: district officials are following the states curriculum and there's a lot of misinformation being spread online. dan: it's the sports stunner in the world of golf. a pga tour agreeing to partner with the controversial saudi backed liv golf tour. a mixing of megabucks and politics. the live tour burst onto the scene last year as a pro golf alternative. the wealthy saudi funders offered millions of dollars to top golfers and coached them from the pga. there has been strong ethical pushback to the liv four because saudi ever -- saudi arabia's history of violence. the head of the pga explained. >> ultimately, it was looking at

the broader picture. and saying, i don't think it's right or sustainable to have this tension in our sport. dan: president biden hasn't commented on the deal nor has antony blinken. he's currently in saudi arabia meeting with government officials. ama: you may want to hold off on breaking out your swim gear. pool season is in danger due to a nationwide lifeguard shortage. park officials across the country say they are struggling to hire lifeguards. there isn't enough staff to monitor the amount of people coming to the beaches. in california, l.a. parks and the shortage to low wages and the lengthening training process. the american lifeguard association says pools and beaches could shut down. dan: a powerful new breakthrough in ai thanks to research done right here in northern california. using data from mammograms performed by kaiser permanente, researchers found artificial intelligence programs could

slippery. very isolated in nature but all of this is an association with that upper level low around southern california. moisture in a counterclockwise fashion. that's why we saw scattered showers this morning. there were thunderstorms off the north coast. fortunately, those stayed offshore. not tonight. we saw them fire up in napa county. very little rain accompanying those. the concern is fire danger. back in time, you can see the moisture wrapping around. thunderstorms in the sierra and northern california. still hanging onto a little bit of mugginess. low to mid 50's. monkey conditions. temperatures are pretty much on the mild side. mid-50's to low 60's. it won't get very cold. air quality here is all green which is good. as you know, we've dealt with fires and bear at -- bad air quality. fires in canada sending plumes

of smoke to parts of the northeast. air quality across the region, unhealthy to very unhealthy. some of the worst air quality in the region and it's going to stay there as you look at the smoke forecast. if you have travel plans, there will be heavy smoke across much of the northeast going through the next couple days. air quality warnings in effect for much of the east coast, shaded in purple. back to the bay area. lovely view of san francisco. isolated showers north tonight. chance of drizzle in the morning. we are looking at cooler than average through the weekend. here's that shower chance tomorrow morning. a little bit of drizzle near the coast. we will see a lot of clouds hanging around but there will be some breaks and some sunshine tomorrow afternoon, mixing in with clouds. temperatures in the 50's in the morning. have an umbrella handy during those morning hours in case you run into a shower.
