getting the latest on the players and the feeling and the kplimt excitement as it builds. you can always logon any time you want to get the giants information you desire. >> a big break in the state budget crisis could come as early as this afternoon. lawmakers are set to vote on a deal that will close the $19 billion budget deficit. from our sister station reports from the capital that the new deal includes creative counting. >> they are spinning this as hard fought negotiations, but this is something the governor has been pushing for since the very beginning. pension reform. at least some form of it. here's the deal that was reached with the home to nearly half of all of the state's workers and what this pension deal means is that employees will pay 3% more

towards their pension and agree to one unpaid day per month. a 5% pay cut and in exchange, the union and members would receive no furlough days and no wage reductions in future budget delays. one last point is this rolls back formulas for new hires to pre1999 levels. both sides calling this a hard fought negotiation. however it's not over yet. the union needs to ratify the deal and also the legislature thanks to the agreement could be taking a vote to finally end what has been a record setting budget impasse here in the state of california. in sacramento, nbc bay area news. >> thanks a lot, mike. one of the people linked in a bizarre web of murders will be back in court. police found of bodies of his

wife and her friend and dozens of jars of chemicals that police said could have made explosives in his home. police call him a person of interest in the womens's deaths. they are trying to figure out if the deaths are connectioned to a killing spree involving 38-year-old af ran bald marro. he threatened officers with a knife following a high speed chase. the former operator of a hotel could be going to prison for tax charges. he collected hundreds of thousands of dollars in taxes and never turned the money over to the city. he pleaded no contest. the 47-year-old will be sentenced december 16th. south san francisco leaders said when he surrendered, he owed the city $340,000 for taxes collected from guests at the comfort inn and suites. police say there people out there spying on people at the

atm. two men are behind bars for spying on atm customers and stealing cash when the victims accidentally leave cards behind. in some cases a pair got away with $400 in cash. if you forget to take your card, some allow you to push it back in and get access to the account. it happened 23 times this summer in north berkeley and near the cal campus. >> when i got my card a month ago and i forgot it. for a second i walked away and i was like oh, i didn't get it out of the atm machines. >> it does happen so police ask that you be careful. >> an air strike and ground raid killed eight. one of the insurgents a leader that organized deadly ambushes. that news comes out as the afghan war enters its tenth year. president obama wants to bring

the war to an end next year. forces are scheduled to start pulling out of afghanistan next summer. 1200 soldiers died in the war and the u.s. spends $100 billion a year to fund the fight. analysts say the beginning of 10-year offers a new opportunity. >> now is the time to give a new strategy one last chance. if this doesn't work, it's time for a back up plan. >> a white house report said for now there is no reason to change the war strategy. >> the majority of americans now support gay marriage according to a new poll released this morning. the big change also comes in a shift in the public's opinion on same-sex marriage during the past year. the research center poll said for the first time since the opinion was measured on the issue, more white main line protestants and white catholics now favor gay marriage than opposed. there is a change in opinion

>> you can't miss it if you are driving in through san francisco. the commute to pier 30-32. it gives you a sense of how enormous this ship is. an aircraft carrier is roughly 1100 feet in length. this is a little bit shortner length. only about 800 or 850. it takes helicopters. navy and marine aircraft now. when the ship is open for tours, you will be able to tour one part. one part you won't be able to tour is the bridge. you have lieutenant commander. >> pleasure to have you aboard. >> the biggest reason is the gas savings we had from the hybrid propulsion plant which is the primary propulsion of the gas

the former bell manager was released from the county jail in downtown l.a. before midnight. he was clear to be released after a judge determined that the properties being used as collateral to secure his bail were not tied to his alleged illegal activity. he and other officials were arrested for allegedly bilking taxpayers out of $5.5 billion in benefits. meg whitman is not the only politician breaking spending records. almost 600,000 was spent in the quest to be oakland's next mayor. his opponents are upset. he spent $137,000 in the past three months that exceeds the $95,000 campaign limit. quan spent nearly 200,000 so far and kaplan spent $125,000. they requested stricter regulations of the spending limits.

>> while we look at the back up, we want to get the latest. >> let me take to you a different back up first. westbound 580 and slowing out of the pass. 21 minutes now registering and continuing to build for the travel time. the accidents i'm showing is off of westbound 580 and that takes you north of the freeway itself. there is a big rig and a mustang reported. property damage, but keep it in mind if that's your alternate, you will have to get into that slow down as well. this will continue to build. slowing off northbound 238 as well. south out of hayward and the bridge itself moving smoothly. southbound side of 880. typical slow being this time every day. we will see how things are going past the coliseum. past the coliseum is smooth, but look at the volume. you have about a 14 or 15 minute

drive up towards downtown oakland. that would build and folk folmo are heading there. towards west grand avenue and growing fors the foot of the maze and we are not quite there. 880 is very slow. we also have slowing coming out and we have low clouds that are hovering. those are clear. >> patches of low clouds around the bay area. we are kind of cool. you want a jacket if you are headed out. 48 in gilroy and 56 in san francisco. 55 degrees in oakland. not much wind this morning. that's good news and not much in the way of showers. those are on and off to the east. mike pointed this out and patches of low clouds and mostly mild for the afternoon and the weekend is 80s coming back to the forecast. we can see here as the system heads over lake tahoe, a chance of shower thundershowers and snow maybe near 8,000 feet.

as we now enter this tenth year, lots of questions remain about when the war may end. the taliban is talking with the afghan government. not a lot of details about the secret high level talks. there is still the question of whether president obama will be able to begin pulling out troops next july as he promised. some critics say instead of fighting insurgents in a civil war, we should go after al qaeda. the big concern now, this week in particular is getting supplies to u.s. troops. u.s. troops killed two pakistani soldiers. pakistan in response to that has shut down some supply lines and they are having a hard time getting the supplies into our troops into afghanistan. just this week, dozens of nato supply trucks were attacked by militants. the u.s. now trying to figure out how to get the supplies into our troops. we are live on capitol hill, today in the bay.

>> california may have a budget just 99 days overdue. we have creative math. >> the budget this lawmakers will vote on probably today makes fairly rosy assumptions. it means more cuts and depens on money that doesn't yet exist. there will be more cuts to schools and there will be more cuts to child care. welfare cut as well. lawmakers have to close a 19 billion deficit now. no new taxes and new fees, but the math calls for a 5.3 billion in federal help, money that hasn't come yet. other money shuffling includes cutting $200 million from universities with the hope that is the feds will make up that money. 820 million from inmate medical care and 200 million saved by assuming the prison population will go down, not up. $60 million cut from daycare, higher payments from medi-cal

pier 30-32. we are on the flight deck of the uss macon island arrived in town for fleet week this week. it's an enormous ship. not as large as an aircraft carrier. an aircraft carrier is just over 1,000 feet in length. this is close to around 850 feet in length. it doesn't handle jets. it handles helicopters and hairier jets. those are the ones that do vertical take offs and landings. this is used for a.m. fibbuous assaults. it can dip into the water and let a marine force come and go using the hover craft and the tanks to have the capability to float in the water. you will see it has the number eight pasted on the side because it's the eighth type of its class. this is the eighth ship that was type that has ever been built. the first time they had a hybrid
