nbc's richard engel is in cairo. once again, richard, good morning. >> reporter: good morning. i am now under a bridge in cairo with several protesters. they have been shot at by a police station just down the street, and there are casualties already. >> reporter: egypt is showing no signs of flexibility deploying more armored vehicles in cairo this morning. an emergency law in effect. detentions permitted. live ammunition authorized. negotiations with the protestors who demand that the president from the muslim brotherhood be restored, seen far off. the muslim brotherhood leading the opposition isn't talking peace either. the supporters attacked churches, set fire to government buildings, and killed dozens of policemen. but it's still the demonstrators

doing nearly all the dying. families collected hundreds of dead from a mosque in cairo yesterday. many overwhelmed with grief. bodies lined up on a wet floor, and tears soaking through a women's veil. until overnight even the mosque was raided by police and the bodies seized. president obama had harsh words for the military-backed government and cancelled a joint military exercise. >> the united states strongly condemns the steps taken by egypt's interim government and security forces. we deplore violence against civilians. >> reporter: washington gives egypt's armed forces more than 1 billion dollars in aid a year. they have long been a reliable u.s. ally. it still has. egypt's government said the president's comments encouraged the opposition to protest more,

meanwhile, breaking news overnight out of washington tied to the national security agency. a report that rules are routinely broken when it comes to their controversial surveillance programs. here is nbc's kelly o'donnell. >> good morning, matt, a new batch of secrets is out and this time the nsa which is supposed to track only foreign intelligence violated the rules and broke privacy rules protecting americans thousands of times. this comes one week after the president promised new safe guards and ways to make these programs more transparent. >> i want to make clear that america is not interested in spying on ordinary people. >> reporter: but it has happened. despite laws that forbid spying on americans. the "washington post" reports today that nsa leaker, edward snowden, provided secret internal odd kwreuts that reveal the nsa's own record of breaking privacy rules. >> we also found cases in which the nsa reported to no one

because there's complicated rules about what to report and whom to report it and they found fairly significant incidents when they didn't think they had to tell anyone. >> reporter: according to documents obtained by the post, they found 2700 violations in a 12 month period. they say that is above the average and blames a variety of factors including changes in technology and shortcomings in procedures and foreign targets that roamed into the u.s. many of the privacy violations against americans appear unintended like tracking the wrong phone numbers due to a programming error, but other incidents are more serious. the federal surveillance corp. that has jurisdiction over the nsa ordered it to destroy after five years all the call data records that it gathers on innocent americans. it did not do that. there were several thousand files.

restaurant. >> emergency officials are assessing the damage from a series of strong earthquakes that rocked new zealand today. the initial quake was 6.6. the studio inside this radio station shook, as you see there, sending staff under their desks. it was followed by several after shocks measuring 5.0 and higher. widespread power outages were reported. there were no reports of injuries. ntsb got the flight recorders from the ups plane crash in birmingham, alabama. the initial investigation showed no evidence of engine failure. two pilots were killed in the fiery crash. they hope to have complete access on the black boxes later today. there is concern about the nuclear program surrounding the

nation's nuclear facilities. specifically the nuclear reactors used to power much of the nation's power grid. tom costello joins me in washington. good morning. >> reporter: good morning. researchers say the nation's 100 working nuclear reactors are not prepared to defend against a terrorist attack on the scale of what we saw on 9/11. they argue 12 years after 9/11, civilian nuclear reactors are vulnerable to similarly organized attacks by a ground force, by a ship sitting offshore from a reactor or from a hijacked plane that could crash into a reactor causing a meltdown. the nuclear industry says it dramatically beefed up security and successfully doing it would be difficult in need. 116 million americans live within 50 miles of a reactor including from boston to new york, miami to chicago, new orleans to san diego. natalie? tom costello, thank you so much. a wild ride ends in a tree for hot air balloon riders in new jersey.

are real. >> the study breaks down the populations into groups, black women are the highest at 27% followed by white women at 21%. white men 15% of obesity related deaths, and the lowest is black men at 5% risk. >> here is what you have to remember. men do risky behavior. they die of accidents and homicides, women don't. if you take out the other causes of death, women die from obesity more. if you look at people who have a 40 or over bmi, that is up 350% in the last few years. two thirds of americans are overweight or obese. we don't have enough money in
