"today," sunday, september 15th, 2013. >> announcer: from nbc news, this is "today," with lester holt, and erica hill, live, from rockefeller plaza. and welcome to "today" on this sunday morning. i'm erica hill. >> i'm lester hill, alongside thomas roberts. we continue to see new images from the damage of those floods. rescuers telling people who were planning to try to tough it out, they could either come out now. officials say they're at a point where they're not going to make any special trips. hundreds of people still haven't been heard from, and the boulder county sheriff said he's assuming there will be further loss of life. secretary of state john

kerry is in israel. this morning we're learning more of the fine details of the agreement between the u.s. and russia to rid syria of chemical weapons. there are millions of brand-new cars on the roads thanks to a big boom in auto sales. should you be driving one, too? and a little bit later this morning, these ladies never disappoint. the golden sisters are here for a little chat. and most likely more than a few laughs. >> twerking was on the menu, also. >> there may be some twerking. breaking news out of colorado, rescue efforts continue around the clock, and a flood so great that a container was carried down what is essentially now a raging river. our team is on the ground in boulder this morning. joe, good morning. >> good morning, lester. we're along the boulder creek, where 24 hours ago, we planted this stick in the ground at the

water's edge. you can see how much it receded, but it's still a dangerous situation. the death toll at four, with still hundreds unaccounted for. no communication for places that are incredibly hard to access. it's called the 100-year flood, and would be an understatement. >> a once in a 500 to 1,000-year storm. >> reporter: just ask elizabeth. >> i got my mom. >> reporter: she hiked seven miles through floodwaters and thick brush to rescue her mother. >> i take care of her. >> reporter: video taken by a drone gives incredible perspective of the remodeled landscape. the damage is so great, helicopters offer the only form of transit for hundreds of stranded residents trying to escape jamestown.

even a helicopter filled with politicians surveying the damage ended up rescuing a couple families. >> i think what we have going on here in the last 24 hours is the greatest number of americans rescued by helicopter since hurricane katrina. >> reporter: it appears colorado can't catch a break. another round of storms south of denver pelted places with hail and caused even more flooding. yet back in boulder, a glimmer of hope as two flood victims press on with their wedding. >> excited to embrace the waters. >> homage to the flood. >> rather than fear it, we're going to embrace it. >> reporter: they know there's always room for a happily ever after. >> we start our marriage this way. i don't know how we can't survive the rest of it. >> reporter: so far, the national guard has helped evacuate 1,750 people, in addition to the rescues teams are out inspecting roads and bridges across the region, so they can start to figure out how

long it's going to take to rebuild. lester? >> joe, thanks very much. in some parts of the boulder area, the water is starting to recede. that means the cleanup can begin for people back home. we have more in boulder this morning. good morning. >> reporter: good morning, erica. from flooded basements to homes completely full of mud, but people in this area really have a lot of work ahead of them. but yesterday i met one man from this area who has lived through three natural disasters, and now he is going door to door helping any way he can. while some areas remain cut off, and bracing for more rain, in other parts the cleanup is getting under way. 23-year-old nathan wheeler hit the streets of his community looking to help. >> hi. >> come on in. >> i know there are people in need who don't have a voice, or who are not able to get the help they need. >> reporter: after being evacuated himself from the hard-hit town of lie yyonlyons,

is using social media to connect with friends, even strangers. >> when it was available, it was like, yes, i could certainly use the help. >> reporter: he lost his own home in a wildfire in 2010, then livedhrough superstorm sandy last year in new york. >> there's something about sitting at home not doing anything that really bugs me. >> reporter: so he is doing something, even the smallest task. >> up here on the road, wheelbarrow full of debris. >> reporter: with washed-out roads and damage all around, it could take weeks if not months. but this eagle scout said he'll continue to do whatever he can to help, amidst one of the biggest natural disasters this area has ever seen. now, there's so many people displaced from their homes, but keep in mind, these people also have tests. not just the dogs and cats filling up the shelters in the area, but also the farm animals, the horses and cattle and

national guard is saying that a lot of these animals are stressed. when the farmers have to leave their homes, because there is so much farmland that's been flooded around here, these animals unfortunately have nowhere to go. it's a very sad scene when you see these animals stranded in floodwaters like this. now, i was walking up through the mountains yesterday, and there was a tree that actually went into someone's garage from a mud slide and then the deer were wandering into the garage eating from the tree. so even the animals in their natural habitat are stressed. unfortunately, have also lost their homes. they, too, don't have anywhere to go. >> that's terrible. we'll learn more about that. off the top we talked about the waters receding in boulder. but what about the actual rivers themselves in the region, have they begun to recede at all? >> reporter: they have begun to recede a little bit. you can see right here, this was at one point where boulder creek had come up across the banks. one point early friday morning, it did go to major flood stage at around 8 feet.

it has since receded quite a bit. it's down to around 2 1/2 feet. it is below flood stage. but there are two major rivers still in flood stage at this time, that's the south plat river, and it's also the big thompson river at drake. so we are still seeing two big rivers still in major flood stage. and any additional rainfall that we see is only going to make matters worse. the ground here is totally saturated. and unfortunately, it does look like we're going to see more rain in this area, especially this afternoon and into this evening as well. last night we had some downpours move through boulder, enough to pick up two inches of rain. i tried to drive right through that and the roads immediately get flooded out. you can see most of the rain this morning is just west of denver. we do have a pretty good chance of seeing perhaps another two to three inches of rainfall with some of these downpours. same goes for tomorrow. but then as we go into the middle of the week, we'll lose that threat of showers and storms. and finally by wednesday, into the end of the week, we should

get some sunshine. temperatures should warm up. it will at least help to dry things up a little bit. but again, we'll have to see what happens later on this afternoon and tonight, because another two to three inches is just too much rain for this area, and they just cast handle it. >> the last thing they want to see, unfortunately. meantime, new this morning, secretary of state john kerry has just arrived in israel, where he will meet with prime minister benjamin netanyahu for securing syria's chemical weapons. will syria's president cooperate with that deal? kristen welker is outside the white house with more for us. >> reporter: good morning, lester. president obama has called it an important concrete step. he also acknowledged there's a lot of work that remains unfinished, and uncertain. after marathon talks in geneva,

secretary kerry and his russian counterpart sergey lavrov discussed the chemical weapons. >> there can be no games, no room for avoidance. >> reporter: how does it all break down? the proposed timeline is ambitious. syria has to provide an account of the chemical weapons within a week. inspectors on the ground by november and the entire stockpile destroyed or removed by the middle of next year. left unsaid, what happens if syria doesn't comply. those details are still being worked out. and could include sanctions. but in a concession to russia, the u.s. has said the u.n. resolution doesn't have to threat p military action. white house officials insist the president has the right to launch a military strike without the u.n. if assad stalls. >> the president of the united states always retains the right to defend the united states of america and our interests. >> reporter: republican senators john mccain and lindsey graham

slammed the deal, calling it meaningless without a specific threat of military force. other lawmakers are also weighing in. >> putin played his cars very well, and has emerged as a major power when he has no right to be a major power. >> i am ecstatic that the united states wants to be just not a leader in war, but a leader in diplomacy. >> reporter: now, weapons experts say the real work begins when inspectors try to remove those chemical weapons. it's already a difficult task. but infinitely more complicated in a war zone such as syria. one u.s. official tells nbc news the job is simply daunting. >> kristen welker this morning, thank you. david, good morning to you. >> good morning. >> a lot of action on this agreement that we have here. there's also talk on whether or not this actually is more of a win for russia and for putin. is it?

>> you know, i think that the view in the white house, having talked to top officials this weekend, is that they're less concerned about how all of this looks, how the president got here, and they're focused on the glimmer of hope. which arguably is just a dplimer, that you have the goal being satisfied of getting assad of giving up his weapons and never use them again. if a year from now he's still in power, it could be a victory for assad and a victory all the way along for putin if he gets in the way of achieving what the united states wants to achieve. there is, the white house points out, a big change in a week. syria admits it's got these weapons, they use the weapons. russia comes around to play a potentially constructive role, even if they have ulterior motives. >> the task of getting rid of the weapons is daunting, to say the least, as kristen just said. is it a concern at this point

that syria has had time to in fact maybe stash something? >> yes, absolutely. but i think the question still stands that how would have bombing syria had achieved a different outcome than what you may have had with this? because bombing was just meant as punishment. it would not have defanged syria of its chemical weapons. only putting forces on the ground would do that. because you get rid of his weapons, he could go outside of syria. so i think that is where the president is focused on what the goal is at the moment. and given the fact there was no support for a strike in congress, or in the american public, it didn't seem like a bombing campaign was realistic anyhow. >> thanks, david. we'll check in in just a bit for what else you have on "meet the press." the other top stories of the morning, including a police shooting in times square. it took unintended victims. >> for sure. good morning, everybody. we start with the police shots

that did ring out on a crowded new york city street near times square hitting two innocent bystanders. one woman hit in the right knee and another grazed by a bullet. they were approaching a man weaving through traffic, and he reached into his pocket, and the police opened fire. no weapons were found on him. a police officer in north carolina is charged with manslaughter after he shot and killed a man who was running toward him. officials now believe that man was trying to get help, after crashing his car. officers responded to a 911 call at a home in charlotte where the homeowner said a man had been banging on her door. police say when the man saw the officers, he charged at them. one officer opened fire, killing the 24-year-old. $15 million in aid will be heading to local businesses. devastated by the new jersey boardwalk fire. governor chris christie making the announcement on saturday, when he met with residents and business owners. the governor's office said this is an initial amount of funding.

there's still no word on what sparked those flames. 50 years ago today, a bomb exploded at the 16th street baptist church in birmingham, alabama, killing four girls. today those young girls will be honored and remembered. sarah, good morning. >> reporter: well, good morning, thomas. it's described as one of the most horrific acts of violence during the civil rights era. a bomb placed here at the church by the kkk detonated. young girls between 11 and 14. the anger and reflection that rippled throughout the country is credited with helping passkey civil rights legislation and a chance to honor the memory of the four young girls, as well as the good that came out of this terrible crime. that includes events that start here at the church with a sunday school sermon, entitled a love that forgives. that is the same sermon that was planned for 50 years ago. a tolling of the bells will mark

84 in livermore. you'll notice as we look at the seven-day forecast that chance of rain i was telling but yesterday still in the forecast for friday into saturday. it's a very slight chance. we're not expecting a whole lot of rain. more details later today on "today in the bay." >> thank you very much. a woman believed to have ties to the bay area is accused of a heinous crime. police say her two children were found dead in a southern california hotel room yesterday, and now she is under arrest in connection with their deaths. santa ana police have not released the children's identify is or ages but sources say a 7-year-old girl and a 12-year-old boy were killed. crime scene investigators found their bodies in a bathtub filled with water inside a third floor room at the hampton inn & suites. investigators say the mother is from scottsdale, arizona, but her last known address is in san jose. also new this morning, all lanes of southbound 880 in oakland are reopened after a deadly crash blocked traffic for

nearly two hours this morning. the chp says the crash was reported at the 98th avenue on-ramp around 1:35 this morning. a person riding a motorcycle was killed. details about the crash and the person who was killed were not immediately available. el ser rita police are asking for your help this morning. they're looking for a man who assaulted a woman near the b.a.r.t. station. they released a sketch of the suspect. a woman was attacked wednesday evening as she walked and texted on ohlone greenway. someone who lives nearby heard the woman shout and yelled at the man causing him to run off. that man is described as hispanic in his 20s, 5'5" tall with stubby facial hair. coming up this morning on "today in the bay," they didn't win it all, but they will be celebrated like the champions they are today. the belmont little league all-stars went farther than any team had gone in the 50-year

hey, guys. you claim motherhood is a lot of work, but i've only seen harper sleep. perhaps the most well-behaved easy baby. so i think you guys lucked out a little bit. >> come baby sit, then you'll r >> reporter: i know. i don't think she'll be sleeping if i'm babysitting. >> we'll make sure she's not. >> reporter: but i am right out -- i just want to fill you on what's going on in boulder. i'm on the banks of boulder creek which has fortunately receded significantly. down to about two and a half feet right now from five and a half feet. we're seeing improvements here in boulder itself. but there are still two major rivers in flood stage. we are still seeing significant flooding in this entire area with evacuations still in place for some towns. we are possibly going to see more rain, especially later on this afternoon and evening.

there's the chance we could end up with downpours, too. we had a downpour last night that quickly produced about two inches of rainfall. we are certainly seeing the threat of more flooding as a possibility. so because of that, we do have flash flood watches and warnings still in effect in this area. but again, it's not raining right now. but we should see more of that rain later on this afternoon. hurricane ingrid is producing heavy downpours across southern texas and into mexico. but it does not look like it's going to spin off any of its moisture into the area we're at right now. it looks like it is going to move to the west, and even to the southwest. so we should get a break from any rainfall around here. especially if you head into the middle and good morning. at 6:36 waking up to clear skies. even at the golden gate bridge, no fog to report this morning. beautiful sunrise make it is worth being up this early at 6:36. blustery conditions overnight.
