it's tuesday, june 2nd. coming up on "early today" u security nation, two major fronts today, our government will change the way the national security agency protects us, and a homeland security undercover operation finds tsa agents at airports failed to stop weapons smuggling attempts 95% of the time. also see the transformation. we have new details surrounding caitlyn jenner, formerly known as bruce jenner. the extreme impact of weather and the people in its path. "early today" stats right now. good morning and thanks for joining us today. the battle over collecting your phone records could play out in a senate showdown today. the senate has scheduled another procedural vote over whether to reauthorize some of the nsa surveillance programs that expired sunday night. nbc's tracie potts is live in

washington. good morning. do you think that lawmakers will come to an agreement today. >> well the program that's ongoing they're going need some time to wind down and transition even if congress shuts it down. question is how much transition time do they get? >> the nsa can no long er go out and say to send us all of the phone records. >> today the nsa may take a vote to hold them six months before the phone company takes over. some want to double that to a year and not identify the government if they plan to store the records for less than 18 months. >> my concern is that they're going to compete to see who is the shortest. >> they have had a year and a half to exercise that

prerogative. >> rand paul is blocking action because of privity. >> i am for searching the terrorist, but not everybody in the american public. >> with the patriot act expired, this is the best option. >> it's very much a step in the right direction. >> let's use the tools that we can to try to prevent another 911 from happening. >> now, the phone companies have successfully argued that storing the records since we don't want them at the nsa is not cheap and free. as part of that freedom act, they have a provision that will reinforce the phone companies for a year and a half. >> that's interesting. now to a horrible tragedy in china. a passenger ferry sank in the yangtze river yesterday. the captain and chief engineer both blame a cyclone for the

disaster. so far only 13 people have been rescued including an 85-year-old woman. search teams can hear screams from people still trapped inside the capsized ship. bad weather continues to hamper rescue efforts there. after weeks of speculation over what her name would be and what she would like like, caitlyn jenner formerly known as bruce jenner made her debut in a big way on the cover of "vanity fair". she opens up on what it took to get to this point. nbc's stephanie gosk has our report. >> as soon as the "vanity fair" cover comes out, i'm free. >> reporter: once bruce jenner, now caitlyn jenner described the relief she would feel today in this behind-the-scenes video. >> bruce always had to tell a lie. he was always living that lie. >> reporter: there is no lie anymore. in the article jenner says, if i was lying on my death bed and had kept this secret and never did anything about it, i would be lying there saying you just blew your entire life.

of you than i am at this moment. 65-year-old jenner's family life has been public for years in "keeping up with the kardashians." only just recently discussing her transition. >> do we have any more questions? >> when do we start referring to you as her. >> you will see me and you will know. >> now there's a far more personal reality show set to air this summer. >> caitlyn doesn't have any secrets. >> reporter: and she has quite a story to tell. stephanie gosk nbc news, new york. meanwhile it's been announced caitlyn jenner will make her first scheduled appearance at the 2015 espys on july 15th. jenner will receive the arthur ashe courage award. new look at a deadly confrontation in oklahoma. officers asked two brothers to get out of a flooded area. they identify themselves as trooper. you can see one of the men pushing the trooper to the ground before fighting began. that man was later shot and killed. police say he was armed with a gun and both discharged their own weapons. both policemen were placed on

administrative leave. an investigation by the department of homeland security has uncovered alarming security failures at dozens of the nation's busiest airports. undercover investigators were tasked with smuggling weapons, fake explosives and other continue bad through several areas across the country. tsa failed to detect smuggled weapons in 67 out of 70 attempts. that, my friends, is a 95% failure rate. in one case an alarm sounded, but even during a pat-down the screening officer failed to detect a fake plastic explosive taped to an undercover agent's back. in the wake of these security failures, the head of the tsa has been reassigned to homeland security headquarters. president obama nominated coast guard vice admiral peter neffenger. south carolina senator lindsey graham has announced he's seeking the republican nomination for president in 2016. yesterday he focused on national security and fighting isis militants.

at one point he took a shot at democratic candidate hillary clinton. >> i've got one simple message, i have more experience with our national security than any other candidate in this race. [ cheers and applause ] that includes you, hillary. >> graham is now the ninth republican to enter the race for the white house and probably not the last. former texas governor rick perry is scheduled to make a major announcement this thursday and real estate mogul donald trump will be doing the same thing on june 16th. well, extreme weather creating extreme scenes. in mississippi, let's start there, storm clouds moved in, then a blinding light. a bolt of lightning zaps a bridge. a police cruiser dash cam caught it. the only sign of damage, a missing chunk of concrete.

in northeast china, it looked like the end of the world. massive tornado swirling in the air. motorists captured this after a few seconds. an overturned bus, no word if anyone on board the bus was hurt. back here a super soaker drenched the east coast. parts of new jersey left under water. cars trapped in high water as people waded through flooded streets. meteorologist bill karins is here with the tuesday forecast. >> the pictures from china are pretty incredible. let's talk about what problems lie ahead. some of the worst weather here is in north earn montana. we do have show er activity, and it's rather cool. if you look like it cool and show er, enjoy this. it looks like warm weather is heading the way, and it's the 80s in many spots that it's the 60s today with some show ers.

the central plains is where we could see the isolated tornados and wind damage and large hail. about one and a half million people in the area of that. here is the good news now that we're in june. dallas is going see dry weather for the next five days. this could go out further than this. this is the first 90 degree day of the season. we're getting dry and things are beginning to improve. the forecast over the entire region and oklahoma had horrible weather too. the whole region looks dry. june forecast weather for many people in the country and the northeast south and somewhere in between and southern california and the coast deal being the low
