try and catch this thief. >> reporter: that's right, sam and laura. and the vuk tim actually caught the suspect from several different angles on security cameras and the video is very clear. take a look. you can actually see a woman pushing a baby stroller in the neighborhood, glancing here and there and stopping and walking up a porch to swipe a package. this reportedly happened on bennington street in bur know heights early saturday morning. a neighbor has set up cameras because of package theft problems in the area. and his brother-in-law who was expecting the package was upset to see what happened to it. >> we're tired of stuff happening on our street, you know, and we talk to the neighbored a lot because my next-door neighbor, his car had gotten broken into, the other neighbor also got some stolen stuff. >> reporter: more and more neighbors are setting up security cameras and they're hoping to provide more video to police to catch the thief or thieves, and the victim also posted this video on

accidentally severed gas line knocking out gas to 200 homes for three days. emergency funds could be on the way to help rebuild after the loma fire. today the santa clara county board of supervisors will ask for mutual aid. right now firefighters say the fuehrer is 88% contained. they hope to have all fully contained by saturday. at least 45 acres have burned so far. 12 homes have been destroyed. right now decision 2016 and tonight is the one and only face-off between the vice presidential candidates. they're squaring off for an hour and a half in central virginia, home turn to tim kaine. now, both of these candidates are considered mild mannered and very experienced. at times both have disagreed with their running mates, but tonight pence might find himself on the defense after a "new york times" article recently revealed that donald trump may not have paid taxes for decades.

facility. police confirm reports of recent trouble at the plant saying officers have responded to ten incidents over the last year including several assaults. we spoke with one worker who's only been at blue apron for a few weeks but is glad to be there. >> people come to work with great attitudes. whatever they've got to do outside of the work site is outside, but when you come to work, it's all smiles. as business continues, the company issued this response saying, quote, blue apron has never had a final osha determination classified as serious, willful, or repeat. there is more fallout, meanwhile, over the scandal at san francisco bay's wells fargo. scott mcgrew with more. >> this comes after the state of california did much the same, refusing to do business with the bank. wells fargo caught creating 2 million phantom accounts for customers who did not want them, in many cases didn't even know

impacting the northeastern u.s. before the storm advances out toward the atlantic. there it is. winds sustained at 140 miles per hour. all the computer models, you see it converging just after the florida coast as we get to thursday morning. notice the progrekz of the storm as it begins to move off to the north. there you see that storm starting to approach the coast there thursday. you see by 10:00 right off the coast there of florida and some wind speeds, probably tropical storm force wind speeds around the florida coast. eventually notice the storm center moving through the carolinas and eventually off the coast of new york and boston by 6:00 a.m. sunday. so from thursday through sunday, that impact on the east coast again could be pretty tremendous. rainfall totals could be getting up to five to ten inches of rain. closer to home, much clal mer view. 50s to start off the morning.

still the light chance of drizzle on the coast, clearing skies inland and we'll see the temperatures climb on up from the 60s into the low 70s across the bay area. you'll see the temperatures from about 73 in san jose. up 2075 for coupe teno. temperatures in the mid to upper 60s. for your the north bay, highs to low 70s. walnut creek, concord, livermore and pleasanton, upper 60s. things begin to change over the next few days. they head off to the north and behind this pattern we're going to see a high pattern approaching the coast friday. offshore wins begin to develop and you'll see a big jump in temperatures come saturday. check out the saturday forecast for san francisco going into the 60s as we head through the next couple of days but we could get close to 80. 80s by thursday. closing in perhaps as warm as 90 in the tri-valley by saturday. mike? >> drizzle on the coast. the original title for cape by the notion.

own that they feel. this is highlighted in blue from the study. the top ten spots in santa clara county. what do they consider the most congested zone in the bay area? according to a new study it's the six-mile afternoon drive from northbound highway 101 through san francisco to eastbound interstate 80. as for the south bay, the worst traffic said to be southbound 680 near jackson avenue in san jose. >> the traffic between silicon valley and the bay bridge is really the connecting point for most of the congestion that we're seeing. getting b.a.r.t. here next year, even though that's not all the way to downtown san jose yet, it's still going to be a big, big traffic reliever. >> hopefully it will ease the commute. they say more mass transit would relieve some of the bottleneck. they'll be excited when it finally happens. >> that would be nice. coming up next, campus on alert after another reported sexual assault. plus, closer to a cure.

million civil suit filed against nba player derrick rose. an unfeed woman who is also a former girlfriend accuses rose and two friends of gang raping her three years ago. rose now plays for the new york knicks. his attorneys call the lawsuit a money grab. they also say rose will likely not be in court for jury selection in los angeles but he is expected to appear during the trial. new details now on a story we first brought you yesterday on "today in the bay." stanford just a few weeks into the school year and already there's a lot of concern on campus after a rape inside a dorm room. stanford police say the assault happened friday morning on the east side of campus. a female student told campus security guard that a male student she did not know raped her inside his dorm room. they're not releeing much information about the investigation. this is a month after brock turn irwas released from jail after being convicted of an on-campus

>> a delay right now in water service for hundreds of people in san jose living in this particular community and it comes at a pretty treacherous timing just weeks after the same community went without gas as well. this is a story we broke at 11:00. bob redell joining us live with a construction problem they're experiencing there, bob. and the rush to get the problem fixed. good morning. >> well, and the good news, good morning to you, sam, the man works for a company that accidentally broke the water main. he tells us that overnight they did fix the water pipe, the pipe that they accidentally broke but that now it's up to the san jose water company to turn the valve back on. so they do expect to have running water restored here sometime today. the original hope was by tomorrow but obviously it looks like it's going to happen today. until then that means the moms, the dads, and the kids who live here won't be able to take a hot shower before work and school,

they'll have to brush their teeth with bottled water and flush their toilets using water they scooped up out of the community swimming pool. this is not the first time these residents have been tremendously inconvenienced. two weeks ago construction work irs accidentally severed a gas line leaving close to 200 homeowners without power for three days. then this week a crew hired to help improve the roads in the neighborhood had the mishap with the waterline which did flood part of the neighborhood which you can see right there in the video. residents are about at the end of their rope. >> it makes me very upset. i mean i have kids, you know. i have to go to work and i can't shower, haven't showered. >> it's awful. i hate it. but what can we do, you know, unless we all get together. you know. it happens. it's an accident, you know. they didn't do it on purpose. >> the mobile home management -- park management tells the nbc

area they're frustrated. they did bring in a truck load of water. reporting live in san jose, bob redell, "today in the bay." >> thank you very much, bob. this is being called one of the worst child pornography cases in their history. santa clara county investigators say cruz possessed and contributed some 10,000 salacious pictures of young children, some even toddlers. the investigation is continuing, now looking for more victims. france police also took down a child porn ring that expand three california cities. these five men were arrested yesterday. police say they upload and distributed child pornography online. police say there are also an additional three men who have not yet been located. well, now to a rash of package thefts in one san francisco neighborhood and it appears the culprit is a woman pushing a stroller, but there's

no baby inside. >> this home surveillance video shows a woman pushing a dog. now you see her walking up the steps there, grabbing that package. it happened early saturday morning. she takes the package, brings it back to the stroller and keeps on moving. >> a woman with a baby carriage. so it was very, very disappointed to see that. >> the victims gave police that video in the hopes that somebody recognizes the suspect. authorities in the east bay are on the hunt for a group who may be behind a string of robberies targeting people in their driveway. they struck people at least sick times in contra costa county over three days last week. the first happened last monday in orinda. that's when we told you about two armed robbers pistol robbed an ma and shot his wife after they returned from safeway.

a public memorial service set today for arnold palmer. >> you can't help but smile thinking about him. thousands will attend the service in pennsylvania where the famed golfer lived. vince gill expected to sing and palmer's former rival jack nicklaus is expected to speak. palmer died a little over a week ago at the age of 86 from heart complications. happening today, a closed door city council session to discuss a potential transaction involved oakland coliseum properties. last month an investment group led by former 49er ronnie lot made a deal to buy the coliseum. at the time the city went on the record rejecting that bid but it's possible the terms have changed. all right. bring back the change or the plastic bags which could be returning to a store near you. two measures are on the november ballot. one aimed to overturn a ban

stops and walks up a porch, just swipes a package. this reportedly happened early saturday morning. a neighbor who's in the security camera business set up cameras because of the history of package theft problems in the area. his brother-in-law was expecting a package and was upset to see what happened to it. more and more neighbors are setting up security cameras and they're hoping to provide more video to police to catch the thief or thieves. back here, i was a victim of package theft last december and we only wish we had this kind of video from our neighborhood. so hopefully this will help police and lead to more leads in catching the suspect. reporting live in san francisco, i'm sharon katsuda "today in the bay." this morning is going to be tougher for a south bay community as they try to wake up without hot water. they can't take a shower or fill up their coffee makers. that i lost water. that mobile home park we should
