two police officers on leave after a deadly officer-involved shooting. this happened yesterday at the home depot in the south marketplace. someone was there with a knife. >> they said they shot the man to protect themselves and the public. they received numerous calls 6:30. a man holding a knife in front of the home depot and threatening drivers and pedestrians. >> they described him as either crazy -- acting crazy or high.

symbolic approval for the bill. another executive order from president trump, this one aiming to cut costs at federal agencies. that order instructs management and budget officer director nick mulvaney to propose a plan to eliminate unnecessary agencies, components of agencies, and agency programs. that order gives agency heads 180 days to submit plans for reorganization. lastly happening today, tech leaders meeting with lawmakers in washington, d.c. on the agenda, immigration and the transgender student bathroom issue. apple, samsung and microsoft are all in d.c., along with 50 u.s. lawmakers. this is analyzed by the silicon valley leadership group. it will address the need for skilled workers in silicon valley.

us live from new york this morning. he's been tracking that powerful winter storm. you can see he is all bundled up there, jay. pretty cold? >> good morning. yeah, laura, pretty cold. we have snow since the system moved in around midnight. it is shifting now. a lot more sleet mixed in here. that's something that is going to continue. we will have the snow, sleet mix. we will possibly get a little rain according to the latest forecast here. switching -- i think my mouth is frozen. switching back to snow this evening. either way, we will see strong hraeugzs her accumulations here. not nearly as busy as a typical morning. there is a state of emergency in the state of new york.

80 clear. that's better news. we have your travel time now. half an hour coming off highway 4. oakland starting to build a tad bit. >> thank you, mike. >> following a developing story out of the east bay. a homicide investigation still under way right now in san leandro. >> kris sanchez joins us live from the scene. kris, it all started yesterday afternoon? >> reporter: right. this scene has been active 16 hours ago. we are in a quiet residential neighborhood in san leandro. this is indeed a homicide investigation. officers arrived on scene on reports of a fight, followed a trail of blood into a home. there they found a 41-year-old man who was killed. that is according to east bay times. sergeant ray kelly did confirm that. what i can tell you now is the

investigation is continuing later on this morning. right now we are just seeing officers here securing the scene to make sure there are no contamination of the crime scene. this is where we are. this is the neighborhood here in san leandro hills. alameda county sheriff's department is handling this investigation. investigators will be out here this morning. at this point the department has not released a suspect description. if they do that, we will make sure you hear about that. but sometimes they don't release that because they have an idea who it is they're looking for. and there is no threat to the public. that's what we're hoping for this morning. if anything changes, we will be sure to let you know. kris sanchez, today in the bay. >> early morning chase in the south bay. >> it started just before 2:00 when santa clara county sheriff's deputies tried to stop a driver in san jose.

he took off and bailed on foot. it is not clear how far he actually made it. bob redell joining us on this all unfolded. bob? >> good morning to you, sam and laura. the suspect did not get very far. because it appears his own body gave out on him. san santa clara county sheriff's deputies found him passed out. the sheriff's office tried to pull him over for a traffic violation. he refused. led officers on a pursuit in east san jose. he bailed out of the car, hopped a resident's fence, hid out in the backyard. deputies called for backup. they donned helmets, body armor. at 3:00 this morning, they then found the man unconscious in front of a home on the 3,000 block of quinn by.

in other words, just two houses over where he ditched his vehicle. i don't know what caused him to pass out. the man was taken into custody. he was unarm. turned out he had warrants for his arrest. his female passenger was detained. live in san jose, bob redell, today in the bay. 6:34. one of the suspects in the east bay shooting will face a judge for the first time. 24-year-old elliott johnson will be arraigned later today. he's one of three people being held in connection with the shooting on i-80 in richmond last week. investigators believe 24-year-old demarcus was specifically targeted on san pablo avenue. the other two suspects are teenagers. south bay police agencies plan on schilding up grant groups from federal immigration laws. they are in the process of enacting stricter laws against undocumented immigrants.

leaders from every law enforcement agency in the county are expected to attend a city forum. >> sheriff vicky hennessey on san francisco's sanctuary city policies. leaders are staying the course despite white house threats to cut off first of all, funding to sanctuary cities like san francisco. last week the city asked a federal judge to block the order that would penalize sanctuary cities. >> the wall at the border with mexico is still a long way from the light of day. the city of oakland is getting an early start fighting the entire process. they will discuss a preliminary plan to boycott companies that agreed to help design and build a border wall. the measure will be debated by the finance and management committee. >> they got their work cut out for them. washington congressman out doing their homework poring over new
