drizzle. here is a live look outside in oakland, as you get started we are going to have a mostly cloudy morning, maybe the need for windshield wipers. the temperatures are at 54, and a light wind at about 10 miles per hour. as we go into today we're going to continue to see more clouds, with some peeks of sunshine by late morning. but we're also going to have cooler than normal temperatures once again as we head for some mid-70s and much of the east bay and low 80s for our warmer spots inland. we'll talk about an end of the week warm-up in a few minutes. mike, you were tracking a serious crash on the peninsula. >> right, at 280 there was a deadly crash that happened overnight. the details we're still following, but i did just learn they've cleared everything, including the last lane and the off-ramp. so we're looking at the possibility of more activity south 280 just for another few minutes, but the slowing in the area has just about cleared. that's great news on the

peninsula side. from the east bay, no major early backup, no problems at the toll plazas. there's a little fog registering that may be an issue, mist and drizzle reported in some spots. back to you. developing right now, in the area of sacramento a manhunt continues for a violent inmate who escaped from custody 24 hours ago. now, police say 35-year-old eric abril escaped from sutter roseville medical center where authorities say he was being treated for an unknown medical condition. people in the area are being advised to use extreme caution if they see him and to call 911. now, abril is accused in a shooting that injured a chp officer in april. he then took two bystanders hostage, killing one and injuring the other. there is recent ring camera video showing him in a nearby area shortly after his escape. so far, deputies are not saying how it happened. >> he was transported here by

ambulance and under guard. abril has been under a 24-hour guard since arriving at the hospital. unfortunately, today shortly after 3:00 a.m., abril was able to escape. >> now, abril is described as six feet tall with brown hair and a tattoo on his left shoulder. you saw in the video he was last seen without a shirt or shoes, wearing only orange inmate pants. president biden right now is in the first hours of a three-leg trip to europe. his first stop is london where he is meeting with king charles and britain's prime minister. the trip also has big implications for ukraine, which is in dire need of new support in its war with russia. challenges are testing the unity. president biden kicking off his european trip, holding talks with uk prime minister rishi sunak. the president also meeting with king charles. the leaders looking ahead to this week's nato summit with a central focus on supporting ukraine's fight against russia, while stopping short of granting ukraine nato membership. >> i don't think it's ready for membership in nato, but here's the deal, i spent, as you know, a great deal of time trying to hold nato together. >> if they were hypothetically to get nato-ship now, nato is at war with russia. >> reporter: president biden made a decision to send cluster munitions to ukraine, more than two-thirds of alliance members have banned the weapons. many fellow democrats oppose the move. >> cluster bombs should never be used. that's crossing the line.

the same time as finland, but so far turkey and hungary have been standing in the way of their joining, essentially because of some disputes about comments sweden has made about human rights abuses. president biden and a lot of other leaders really want to see sweden join, further expanding the nato alliance. we'll see most likely some discussion about that this week. >> thank you very much. 5:06 this morning. here is a live look at the state capitol governor newsom is expected to sign a bill to speed up critical infrastructure projects, they will help increase use of clean energy across the state and create thousands of jobs. the virtual event is set to get under way a little after noon. people in one san francisco neighborhood are still talking about a big scare this weekend when a blown transformer caused an explosion and then a fire in an underground vault. this caused a big response from

first responders in pacific heights. some neighbors are still in the process of cleaning up blown-out windows. pg&e says it started when a transformer failed on saturday night. video shows smoke and flames shooting into a parked car. the owner of that car parked there to go to dinner nearby. she says while she was eating she got a car alarm notification. >> i'm very thankful that i wasn't in the vehicle and i'm thankful that there were no injuries. it's unfortunate because i just bought the car and it's my first car ever. >> that's tough. thankfully no one was hurt. pg&e crews now have restored power. well, the princess cruise ship on hold at a san francisco pier finally on its way to alaska, but with fewer passengers and less travel time. but, hey, the cruise is moving and the cheers you heard right there. the ship set sail yesterday afternoon more than three full

days after that ship struck a pier while docking in san francisco that caused the delay. some 2,600 passengers waited it out and receiving the final approval from the coast guard, taking their trip at a largely reduced rate. now, another 600 passengers backed out, taking the option to get a full refund. passengers who stuck it out celebrated the departure. >> i'm still going to make the most of it. it will be fun going out there and enjoying a cruise. >> you've got the time off. why not take it? here is the abbreviated itinerary. travel to alaska is three days with one day docked in alaska, then a stop in british colombia and on the way back to san francisco. that ship will return on sunday. >> a couple extra days in the city. homes in one exclusive southern california neighborhood now under evacuation orders because of a landslide. it started on saturday afternoon in rolling hills estates south

>> at least you can buy a couple tanks of gas. >> i think so. the prices are going up, though. >> it's gotten really expensive. luckily, we don't have to drive that far to enjoy where we live. we have nice weather and the envy of what we're seeing across the country. we're going to start to warm up over the next few days. let's get a live look outside in dublin. maybe just enough drizzle to have you turning on the windshield wipers and it's going to be a cool start. temperatures in the upper 50s this morning. we're at 55 degrees at 7:00. we may start to see the sun peeking out, but it's not until about noon when it's mostly clear and our temperatures head for 77 degrees. the seven-day forecast is already up at the bottom of the screen, as you take a look at how hot it's going to be as we head into the weekend. so we're enjoying still not having to run the air-conditioning with martinez headed for 81 degrees. we'll reach a high of 80 in

novato and san francisco at 66. just a little warmer tomorrow, but we'll really start to feel that in the inland valleys with fremont headed for 83 degrees, mountain view will reach 80 and upper 80s for livermore. then wednesday it's still getting much warmer for some of our inland valleys, like morgan hill reaching 91 degrees, but mostly 80s and 70s for the inner bay. let's take a look at san jose, what to expect as we head throughout the rest of the week. temperatures in the low 80s for the middle of the week, and then by saturday we're seeing temperatures spiking up to 93 degrees and 95 on sunday. so that's going to be the hottest day. then we start to see those steps coming back down by early next week. taking a look at our inland temperatures, we are going to see the trend heading upward, really starting to feel that heat tomorrow, then it's peaking for the weekend. so that's when we are going to have some of the hottest temperatures we've had in quite a while.

san francisco is going to also have some slightly warmer temperatures. we're going from low 60s to mid-70s by saturday and sunday. we'll be watching that warm-up. mike, you were saying there was a crash on the peninsula. >> in fact, it's reported on 92, which is where i saw the flashing lights. but it's farther down off of the san mateo bridge and we've seen everything move smoothly on the span itself. that's good news for the bridge. the crash is near highway 35 where the skyline area is, and that may be a factor. there may be traffic control for just a bit on 92 heading away from half moon bay and toward 280, right around highway 35. meanwhile, the speed sensors on the freeways look pretty good. we are looking at the tri-valley where there's a hold-up for the northbound closure of 680. if you see slowing through sunol, they may be moving traffic cones. you can get off at 84 and take foothill road as an alternate. vasco road is moving smoothly

the unanswered questions authorities are still asking this morning about the victim. and parts of the east coast hit with major flooding as extreme heat settles over the south. a closer look at the extreme weather elsewhere and the big warm-up on the way for the bay area here at home. this is "today in the bay." and this is monday morning. good morning to you all. i'm marcus washington. >> i'm kris sanchez. laura garcia has the day off. we want to start with a look at that forecast because we heard that tease about some warmer weather. >> it's going to warm up as we head toward the end of the week. let's just enjoy today while it's still nice and comfortable. we are starting out with some clouds and we're going to at times see mist and drizzle as you head out for that drive this morning. so light right there on 101 in san rafael, and it's only 50 degrees. it is a chilly start. we'll see a mix of sun and clouds through the next few hours, increasing sunshine, and we'll be at a perfect 70 degrees

at lunchtime as we head for the upper 70s and low 80s in much of the north bay. san jose reaching 77 and 71 in hayward. san francisco in the upper 60s today and tomorrow, but notice how those valley temperatures come up several degrees. we'll talk about the warm-up in a few minutes. mike, we have a crash on vasco road. >> a big concern when we mention vasco road in the morning commute. this is the only way to get to 580 and right at marsh creek road there's a crash reported. you do see there's no slowing on the sensors at the top and that does mean a smoother drive for anyone south of there. that's an important connecter out of that portion of contra costa county. 580 has a standard slower drive, nothing dramatic. still do not have the all clear for northbound 680, although i've seen vehicles on cameras through the areas. chp does not give it the all clear on the grid. the rest of the bay easing into monday morning with no major problems so far. back to you. >> thanks, mike.

new overnight, the chp investigating a deadly accident in daly city. a tacoma pickup struck struck someone in the southbound lanes of 280. the driver stayed at the scene and is cooperating with officers. it's not clear how that victim ended up there. critics say police went over the line in responding to what's become a popular skateboarding event. it unfolded saturday but the controversy continues to grow. >> ginger conejero saab is live in san francisco this morning. ginger, i know sfpd insist the response is justified here. >> reporter: that's right. good morning, marcus and kris. sfpd saying their actions very much were justified in that, even the chief, bill scott, taking to twitter to thank his officers for taking action on what he describes as reckless

and dangerous behavior, behavior that he says won't be tolerated in the city. all of this controversy is stemming from saturday's annual hill bomb event, a skateboarding event in the mission. it started off peaceful. officers say they received reports of fireworks and vandalism, as a response they set up barricades. police say some of the teenagers were aggressive toward officers, including a 16-year-old who sfpd says spit on an officer. now, the clash continued on. here you can see what appears to be glass being thrown at police. sfpd says the crowd also began throwing ignited fireworks, smoke bombs and metal cans. there was also property damage caught on camera, a group of people vandalizing a money train stopped in its tracks after getting blocked in. the story is different according to protesters. they gathered last night in the city's mission district. here is some of the protest. people calling out sfpd for

their response. >> what we see are police gathered, pointing rifles at a group of unarmed teenagers, skateboarders across the other side of the barricade. it's unacceptable in san francisco. >> the fact that teenagers were beat down is unacceptable. the fact that latinos were broken up in a community celebration is unacceptable. >> reporter: now, the annual delores hill bomb skateboarding event is unsanctioned. it has caused controversy in the past, including property damage and even a death in 2020. that's when a skater collided with a bicyclist, killing the cyclist. officers arrested 32 adults and 81 juveniles. the juveniles were cited and released. in san francisco, ginger conejero saab, "today in the bay." >> ginger, thank you. a planned closure of a south bay psychiatric facility is leaving state leaders searching for options.

on august 20th good samaritan hospital plans to close the inpatient psychiatric facility in los gatos. that means the county will lose 18 beds and santa clara county will have fewer than 200 similar beds, rooms. hca health care operates the facility and cites a staffing shortage. the state senator believes the closure can be avoided. >> these are expensive operations in terms of cost and investment, but the private sector needs to pull its weight and not be in it just for the profit. i think that's the problem. i think hca is big enough and has a corporate budget that's large enough for them to keep those beds open until there's some kind of an orderly transition. >> local members of the national alliance on mental illness have sent letters to county supervisors warning about a potential crisis and cortese is

working with the governor's office to see if they can do anything to keep the 18 beds in operation. authorities have now identified two men aboard a small plane that crashed saturday night at san rafael airport. a 59-year-old died and a 73-year-old pilot of san rafael survived and is in critical condition. the plane struck a power line near the end of the runway. ntsb is investigating. new video of a seal getting a big helping hand after it was caught in netting in san francisco bay. firefighters last night joined volunteers from the marine mammal center to untangle the seal. it is now recovering at a veterinary facility and as soon as it's healthy, volunteers will release it back into the bay water. recent deaths tied to a social media challenge are forcing authorities to remind

everyone about the potential dangers. believe it or not, boat jumping is a big trend on tiktok. that video showing people jumping from the back of a speeding boat into the waves it produces. we do know at least four people have died doing this stunt. one expert saying that while those waves may appear soft, the impact can be painful, as well as forceful, leaving people with broken bones or a broken neck. >> a lot of people that are trying it think they might be invincible, think nothing is going to happen. unfortunately, hitting the water is like hitting concrete from jumping multiple stories up. so it's really, really dangerous. >> a broken neck or bones is not worth those views on tiktok. but the videos of the stunt have already led to more than 15 million views. developing elsewhere in the u.s. right now, extreme weather that includes some intense heat and in some cases major flooding. today's emilie ikeda takes a

look at the oh pressing conditions. >> reporter: parts of new york, connecticut freeing up resources to help so many communities in desperate need of help. i'm about an hour north of new york city. you can see behind me the floodwaters are beginning to recede, but believing behind devastated neighborhoods, cars submerged, houses submerged, trees toppled, roadways collapsed. the images are stung. north of me in west point, new york, that area was pounded by roughly 8 inches of rain. in parts of pennsylvania residents saw 10 inches of rain. keep in mind, this comes on the heels of weeks of severe weather, and so these grounds are already incredibly saturated, priming the region for flooding. we also saw surgeant water rescues play out across the hudson valley, one woman tragically died while trying to evacuate her home in orange county, new york. while it is the floodwaters and communities trying to salvage what they can, that's the story

out east. out west they continue to be plagued by severe, extreme heat, triple digit temperatures in the southwest. they will face 105 to 120 degree temperatures, el paso breaking a nearly 30-year-old record for the most consecutive days of triple-digit temperatures. really from coast to coast, so many americans reeling from extreme weather. >> thank you. you said that our temperatures are going up, but we're not talking about the kind of weather in el paso, right? >> no. they've had some really hot temperatures in parts of the south and southwest, as well as all of the flooding out east. hudson valley had a whole summer worth of rainfall in one day. so you can see just how extreme that was, as that storm system continues to move over connecticut, my old stomping grounds, where they're under flood warnings, as well as vermont and new hampshire and moving off toward the east. we talked about the temperatures

across the southwest. triple digits. my uncle lives in tucson, arizona, and they're not doing anything. it's just way too hot. temperatures up to 110 today in phoenix. our temperatures around the bay area, definitely milder. we're talking about low 70s in the peninsula, mid-80s for the tri-valley. but it will be slightly warmer compared to what we've had recently as our high temperatures in the east bay head for 76 degrees, in san francisco we're up to about 66. it will be mostly cloudy and windy. clearing in the north bay with highs reaching into the mid-80s. it will get warmer as we head through the week. mike, you've been watching so far a smooth commute. >> smoother, i think, in fact, because i did look at our cameras and i did see vehicles captured traveling north, so that means the northbound lanes must be open through sunol. caltrans are working hard out there. a little slowing toward the dublin interchange for west 580, not a surprise.

that typically happens in the tri-valley. nothing out of the ordinary. the earlier crash near the grape crush statue has been cleared from the roadways as far as this map is concerned. there's a little fog. nothing major. a little slowing typical for highway 37. also looking ahead, warning folks about this. eastbound, the lower deck toward treasure island, the overnight closure will be from the lower deck. how do you get off at treasure island? you have to go back to the toll plaza, loop back through the parking lot and come back from the westbound side. so that will be the change overnight. pretty much all week, monday through thursday. in tiburon during the daytime, starting at 9:00 a.m. and going for the rest of the week between 9:00 a.m. and 2:00 p.m., there will be a section of tiburon boulevard or state rout 131 that will be closed for road work. folks will be rerouted. there may be traffic control. watch for the safety of all
