about the victim as this is an active homicide investigation and there's limited investigation because there were no witnesses -- information because there were no witnesses. you can see how busy this street is and neighbors aren't saying too much and some people were surprised that the body wasn't noticed for some days because of how busy it is out here. >> really bizarre. police though also on the hunt for a gunman after a bizarre shooting overnight. a couple claims they were out walking their dog near 51st aven someone approached them asked them about their dog and then pulled out a gun and shot one of them in the leg and then ran off. the victim is expected to be okay. got a breaking news update as we learn what a motorcyclist was doing just moments before dying in a horrific crash in mesa this afternoon. abc15's jason ballen tine live for us and dps says the guy was actually on the run from troopers?

-- happened back where you see the dark colored road. troopers tried to pull him over -- [ inaudible ] the rider didn't stop and dps decided it wasn't worth the chase. perhaps the rider didn't know he had already gotten away because he was still going way over the speed limit at country club when he hit the red suv so hard it bent the vehicle's frame. the rider flew through the back passenger windows of the suv and ended another car. police say they're still investigating but the rider may have had a suspended license causing him to run. >> we don't know if he didn't see the light or he was still running from the police or what he was doing. but obviously he made a bad decision. >> reporter: so far police are just saying that this victim was a man in his 20s no other identification on aim. he died here at -- on him. he died here at the scene and nobody else was hurt.

phoenix after an accident involving the lightrail. a white car clipped the side of the train near central avenue and palm. at least one person was taken away on a stretcher and a car was towed away. the rail is now back up and running. breaking news at the live desk a terrifying attack on a child at the local circle k. of 6-year-old thomas flanagan -- 66 of-year-old thomas flanagan facing felony charges tonight. he was caught to convince thissen-year-old girl -- 7-year-old girl to get into the truck. when she did he drove her back to the back of the business and started inappropriately touching her. thankfully he let her go and she ran home and somebody called police. they were able to track him down because he was wearing a security company uniform. she passed that information along to police. all right, a dark and ominous start to the day for many of you. woken up by the thunder and lightning this morning.

just into the live desk a vault lee father arrested for child abuse. 34-year-old jason nopah was passed out drunk near 40th street and van buren in the middle of the night. now of # 50 feet away -- 6 # feet away his 2-year-old daughter they stay strapped into the stroller. luckily she was not harmed but she was very warm and police say level of .28. for very first time we are seeing her sweet smiling face as well as hearing from her family. after she was accidentally run over by a phoenix police car. >> that little girl is in a medically induced coma right now. nick ciletti reports. >> reporter: 3-year-old vanessa should be playing dress up and she should be doing all of the things that little girls love

but instead, she's lying in this hospital bed, her tiny body hooked up to machines and wires. clinging to every breath. >> vanessa is lighting for her live -- fighting for her life. >> reporter: this is what it looked like off of 67th avenue and camelback a week ago. a phoenix police car slamming into the 3-year-old. moments after she got a popsicle from the ice cream truck. her parents, too upset to speak in person today. message. [ speaking foreign language ] >> so excited to me, she was -- she wanted to may with me. flush -- play with me. >> reporter: lawyers are now conducting their own investigation for the family. they say they have not reached any formal conclusions yet except for the fact that they say vanessa did not dart out into the middle of the street like had been reported. >> vanessa's mother witnessed the entire incident. >> while her head and the side

our state. abdul kareem now going to be suspended on september 15th. he had testified he had no knowledge beforehand about that attack. the verdict marks the second conviction in which a person was tried in the u.s. on charges related to isis. in the past few minutes we've learned judgment day will have to wait for a phoenix woman who ran down her boyfriend with her car. missy wilkins' sentencing has been postponed until september 1st. surveillance video shows her plowing him down just minutes after he dropped the bombshell he was hiv positive. she told police she was just distraught and tried to get away. court documents show witnesses heard her threaten to kill her boyfriend moments before impact. just a drill. today many in pima county wondering what was going with s.w.a.t. teams in full gear. sheriff's deputies and tsa employees telling us they were all taking part in active shooter training. the hope is to prepare law enforcement in case a disaster happens. right now from the live desk the help is needed in the

a home invasion in arizona city. the sheriff's office from pinal county sharing us to show how violent it was. that's actually from the 46- year-old who was hit with a gun. his 62-year-old roommate was not hurt. detectives believe these people targeted the wrong home. solar city and aps a huge power struggle here in arizona. fighting each other for customers and profits. abc15 has learned the company is now trying to gain a political advantage by funneling big bucks into the primary election. abc15's melissa bray zoo is reporting live on how this could affect your electric bill. >> reporter: that's right. solar city wants to keep the cost for customers for rooftop solar low in order to remain in business here in arizona. an independent committee raising half a million dollars so far all to keep one

corporation commission. >> reporter: bob burns has been the biggest critic of aps and a dark money campaign supporting two winners in the last corporation commission election. >> the only purpose that i can see there is try and gain undue influence over the commissioners who are there to protect the rate payer. >> reporter: but as as he says the words solar city and a group has raised at least $457,000 to support just one candidate. him. burns' republican opponents say it's hyporysy. >> this is a political ploy. >> reporter: i'm personally shocked that we haven't had more people raising an eyebrow, more people commenting on that. >> more people acknowledging that there's some duplicity here. >> reporter: we asked the leader why are they doing this? even after ones urged -- burns urged entities to stay out of the election. >> apst declared war on solar. and so we have had you know, no choice but to you know, engage in this election.

of us. taking a look right now at what we expect here going into the evening hours, and a look at the radar as well. we are going to continue to see chances for showers and thunderstorms in the higher terrain. but for the valley, it doesn't look like we're going to see anything at all here. so we're going to dry that forecast out and going into tomorrow. and then we'll start to see some monsoon moisture come back and by the end of the week. there's a look at the ray tar now. and thunderstorms coming down to the south across cam ran and also -- cameron and also across northeastern arizona but the valley is in the clear, tonight the temperatures into the low 90s at 7:00 and 8:00 and down into the upper 80s by 9:00 tonight. right now we're at 95 degrees and winds about 11 miles per hour and currently coming in out of the north-northwest. temperatures valley wide looking like this. most of us in the low to mid- 90s a few spots in the 80s. like cave creek right now at 88 degrees. and across the state. looking pretty good up in the

temperatures, slow low at 66 and payson and prescott low 70s and low triple digits near courtside and yuma and gila bend too. the spots will be feeling triple digit heat again tomorrow. here in the valley, 102 for our high in phoenix. and 87 up to the north in sedona tomorrow and 74 degrees in flagstaff. looking hour by hour, we are going to see a nice start to the day. we felt a little bit of this this morning with those 70s if you were an early riser it felt great out there. same story tomorrow. 79 at 7:00 a.m. and by 11:00 we'll be low 90s and by 3:00 touching the lowell triple digits and staying -- low triple digits and staying there for a couple of hours tomorrow afternoon before the. temperatures drop -- temperatures drop again. here's futurecast. muff of the high country -- much of the high country will stay with that slight chance for storms in the forecast tomorrow so we'll see some of that along the rim and there's a slight chance we could see some of that come down toward anthem about a 10% shot in the forecast going into tomorrow afternoon. and evening. and then we dry things out going into your thursday forecast before some of that monsoon moisture comes back toward the end of the week.

into tomorrow. florence ated 9 and san -- at 99ed and san tan valley at 101 and fountain hills also low triple digits tomorrow and early morning lows in the 70s and 80s across the valley. deer valley 99 tomorrow afternoon there and anthem will be at 100. glendale at 101 and farther to the south tempe at 102 and ahwatukee at 101 degrees after an early morning start of 80. and going over to the west valley more of the 70s to start the day. nice morning and then the afternoon at low 100s across the board. so 10 the in a lot of the west valley cities tomorrow that's what we expect in phoenix sky harbor as well. 103 on thursday and friday and saturday we kick in the slight chance for isolated showers and thunderstorms. and then we'll start to see -- start to see some drying again toward the end of the weekend and early next week as temperatures start to really climb. looking at 107 by tuesday. don't forget we're gaving awe -- giving away tickets to the cards and broncos' game on september 1st.

stand and then those people. police say it's too soon to know exactly why happened or if the driver will face any charges. school could be tough even in the best of situations but for the 10,000 plus kids in foster care in arizona it can be even harder. kristin glover knows just how hard. she went into foster care after 15 years of living with her grandparents. and the pain at being pulled from her home wasn't the only difficulty she faced. >> definitely scary. i mean me and my sister when we we were placed into like a group home all the way in phoenix and we went to school in chandler. so they told us we couldn't go to the same school and we had a little panic ape tack. >> she was luck -- attack. >> she was lucky. in the ends she is now in college. an organization called foster ed wants to be sure all kids have the same success. the group is working to connect foster kids with mentors from
