newest number coming out of haiti from this storm. now let's bring it back locally. an armed robbery in north phoenix. this is a cave creek and yucca near 16th st. two men in custody. the suspects stole cash from a victim. the suspects then fired at least four different shots during a robbery. the victim was not injured. i want to update you on breaking news happening overnight. the person police believe is responsible for in the hospital with serious injuries and 15 taking us over 59th avenue. and glendale for this three-car collision. the driver is in the hospital and also believed to be under the influence. we're waiting to see if any charges will be filed in this one. spray chandler family is making a shocking discovery. they found a hidden camera in their guest bathroom vent.

it had more than 1000 videos of the victims using the bathroom in 2011 and 2012. police tracked down the previous tenant who apparently admitted to installing the cameras to see if his wife was cheating on him. that is the reason he gave. he left the devices there when i moved. >> it's a relief that my family wasn't on there. obviously, it had been disconnected when we moved in. there are other ways that guy could have handled the situation with cameras cameras are not the way to go. >> the current renter did not want to show his face on camera. they are shaken up by the whole situation. the suspect, jason michael berg , is facing felony charges. this guy didn't just violate one phoenix family by ransacking their home, he turned their lives upside down by shooting and killing the family dog. police released this video. this is him walking into a

the 17. he used the stolen credit cards from at home there. the owners of the dog that was killed say he needs to be taken off the streets. >> he came in knowing he was going to shoot and kill our dog. if my son or my way for myself would have been home he could have used that gun on us. >> we know he was in suv. silent witness is offering a reward. if you recognize him contact police at 480 witness. 's dcs doing enough to keep children safe? and a report is raising questions. katie conner is taking action and breaking this down for us. >> good morning. 144 reports of a child death being suspicious. and 61 of those cases dps received a prior tip about the parent or the child.

rogers. this was in june. dps and dcs had received three complaints about her. the most recent was in march after her baby was born with pot in his system. dcs and said the claims were unsubstantiated and tragically in june police say she stabbed and killed her three boys. now digging through this latest report i have learned one child while in the care of dps -- dcs died from abuse and two other cases are being investigated. dps says this report was designed to learned pattern within the community to try to figure out how to prevent childhood deaths. they wanted to emphasize that even though there was a report of an alleged abuse it hasn't always been proven. hurricane matthew battering the florida coast this morning. the governor saying that he could cause devastation on a level not seen since hurricane andrew. one of those notorious hurricanes. this is a live look right now. you can see the wind right

theme parks are not taking any chances. disney world is closed. universal orlando, all of this places around their closed. sea world as well. they will also closed until matthew passes through. not taking any chances. hundreds of people will rally outside of what some say is the deadliest detention center in the united states. that is a claim they make. organizers claimed there are inhumane conditions occurring inside the eloi detention center. local artists and musi also expected to lead a vigil in on of those who have died while inside eloi. that rally begins at 5 to 30 tonight. -- that rally begins at 5:30 tonight. we're monitoring the situation -- a developing story with new information just coming in.

these live images coming in. i think this is daytona beach. look at the storm surge. that was a dock in the distance that you can no longer see because the water is covering it. daytona beach, we now -- we now have our first storm related death. that was tweeted out moments ago. i want you to see this video on the ipad. this is brand-new from some of the news crews there. this was a house that had its roof blown off as the news crew arrived on the scene. this is the type of wind our neighbors are dealing with to the east. certainly a very concerning situation. we are covering this as breaking news. this is impacting people's lives. thoughts and prayers. >> it is really sad. your entire life is in a field or further. >> from a hurricane we have to talk about this tornado. this woman's home destroyed late yesterday afternoon. several tornadoes touched down in central kansas.

many people had no warning before the tornado struck. cell phone video capturing that large funnel cloud accompanying the storm as it ripped right through kept, a community of about 100 people in kansas. no injuries have been reported. certainly the damage speaks for itself. impacting homes and businesses. and downed power lines are peppering the entire landscape in and around this area. now flooding is a concern as this will through. a troubling headline in the border battle. barely half of illegal immigrants who cross the border from mexico last year ever got caught. this is a change. according to the department of homeland security the exact number is 54%. it is not close to the 81% success rate they had previously counted. the apparently used a different counting method this time.

police have processed the data from a truck involving the deadly crash in surprise last month. police say 66-year-old roger collier was going about 100 miles an hour before this crash near reims and waddell roads. they also say his blood-alcohol content was more than three times the legal limit. look at your screen. police on the hunt for this guy. they say he walked into a gas station in mesa demanding money. look at that shotgun he fired that near an employee. as he turned a witness in the parking lot help the doors closed. authorities say he threatened the witness and then took off. he is described as a white or hispanic male in his 30s about 5'10" tall, 250 pounds with facial hair. led police know if you can help track him down. this guy is not looking for the can of pepper that fell behind the cabinet.

who has been on the run for five years. he thought he could escape police by hiding behind a crawlspace behind a kitchen cupboard. on the run for five years. officers say he cut a hole in the walls of his house to create a crawlspace thinking he could hide from them. that didn't work out well. the fbi in the united states say this guy's group is linked to drug trafficking and killings. he is now facing 20 years. a danger in the bathtub for infants. bathtub slings made by infants are being recalled because the company says your child could drown. if you have one of these the 86,000 slings that are out there throw them out. the fabric on the slings is detaching because they're missing a plastic clip that is supposed to help make them function correctly. nearly a dozen babies have slipped in a bump their heads. so far no one has been seriously hurt or drowned but they say it could happen. the recalled tubbs were made

we will be in the mid-70s already by 9 am. i think the 80s today actually start to set in as early as 10:00. that is shortening our window of time of cooler temperatures before we feel the warmth. by lunchtime when the fair opens we will be in the upper 80s, flirting with the 90 degree mark. the afternoon will be in the 90s and warming to 96 high today around a 4:00. you will see high clouds out there. we are already seeing some of those streaming in from the south. no rain. no rain during the day today. overnight tonight the showers could kick in. you'll notice on futurecast mostly clear skies and dry conditions. going into tonight the clouds start to thicken up. you will see some thicker clouds this evening. by tomorrow morning we could be tracking a few scattered showers around the valley. not a washout. a chance for rain through the morning. we could get a few

drive-through this evening. after midnight the rain chances up to 30%. a 20% chance of a few thunderstorms through the afternoon on saturday. lingering rain chances into sunday morning and then drying out. not a washout saturday but that is when the really -- best rain potential will be. warmer days next week. i will talk more about that in a few minutes. we are seeing relatively light traffic for your friday morning drive. we are starting to see some minor delays on the 10 in the west valley. up to about a 17 minute drive time's starting at loop 101. it doesn't slow down until 83rd avenue. and then that drive time takes you to the 17th which is where you will see the traffic eased up. beyond that towards the mini stack and the freeways they are looking great. no crashes or issues on the freeways right now. we will have a closer look of the north -- at the north part of the valley coming up. the relationship between

huge menacing hurricane, matthew, turns on the east coast. we now have a storm related deaths in the us. dps terminating a pursuit on i-17. they were trying to catch up to a 23-year-old flying down the highway. we will show you how this all ended. plus, i'm live in one of the deadliest zip codes for children in arizona. coming up, what dcs is to -- is saying about all of this. good morning. our thoughts and prayers are with -- back east dealing with the weather. >> not bad at all. we are waking up to mostly clear skies with temperatures cool to mild across the valley. upper 50s to low 60s right now. that is what it will feel like on your way into work. by this afternoon some changes from the last few days.

getting warmer. back above average with phoenix heading up to 96. you will also notice more clouds this evening ahead of rain chances this weekend. i will tell you when to expect the best chances of rain. drivers on i-10 in the west valley will start to see some slowing right around 91st avenue. not slow the entire time but you will see some on and off slowing until just before seventh avenue. the rest of the valley is quiet including north valley drivers. just a six minute desert drive time on the 101 from avenue. i will map out some restrictions for the weekend coming up next. breaking news. this is a live look as hurricane matthew is just creating quite a bit of damage up-and-down florida. the coastline is now a category three storm. it was downgraded from a storm overnight. we have confirmed one person has died in florida.

storm related deaths, the first one in the united states. in haiti we have learned brand- new the death toll is now up to 478. significant. let me give you another live look. we have cameras all over the place covering this storm. some 4000 flights have been canceled. this thing is really coming through. here. 4000 flights canceled. let's bring it back home. breaking news overnight. several people starting friday out out of their homes as fire rips through apartments near third street and roosevelt around 11:00 last night. nobody was injured. the red cross disaster action team letting us know they are now assisting seven people impacted by this. the fire generated about 40 firefighters on the scene to get this one under control. from there i want to go to

now. this morning one person in custody after leading dps on a high-speed chase. justin pazera is on the scene of this one where it ended. >> reporter: they had to terminate this pursuit. on i-17 close to thomas in a business park is where the pursuit ended. it just got to dangerous for dps to pursue it. you can see were -- gloves are, that is where the car stopped. dps was trying to this guy, 23 years old, he was just lying down i-17. when he got off on thomas he was going the wrong way. listen to some of the radio traffic. >> i will be in pursuit on southbound 17, indian school. criminal speed 100 miles an hour. a stolen vehicle. >> reporter: thankfully the police helicopter was in the

this guy to this business park apparently the guy who resisted arrest. dps had to tased him. . thankfully the guy is not an uber driver. there was nobody else in the car. there was an uber sticker in the car. he is a father and a guy everybody knows in the neighborhood. now and accused arsonist. thomas leeper junior stand his neighborhood. he apparently is telling policing he was uncontrollable in his urge to set fires. he admitted to setting an abandoned house on fire as well as several other fires. >> you would hope that is not true, but fact is stranger than fiction. >> this is strange. look at this. what a stranger is leeper junior spoke out against --

he gave our reporter and interview with abc 15 last month. from the live desk i want to talk about the safety of children in our state. this is very important and significant. a map in particular, i have it pulled up, it is one zip code in question. i will circle it. this is the zip code in question. this is going to be the 51 going right through that code. this will be the 17 to the east. is right here in this zip code. why is that important? it has the second highest in the state when it comes to child deaths. and abc 15 -- katie conner joins us live from that area with more on this. this is troubling news. >> reporter: very troubling. dps have taken action to figure out why the numbers are so high in this neighborhood. are trying to figure out the best way to reach out to families. dcs just released this report

it turns out dcs received reports in 42% of them. we're not talking just one tip, in some cases they received several reports. dcs says they want to emphasize a prior report only denotes an alleged allegation. dcs has -- was greeted five years ago. it was -- we wanted to know a lot changed to prevent this type of negligence from happening again? is there any more transparency? >> the laws themselves are largely unchanged. there is a requirement in the most major of changes for dcs to assess its own protocols and publicly acknowledge if there are things it could have or should have done better. and state what it will be doing better in the future. >> reporter: dcs released this statement saying they have significantly gone through all of -- backlog cases and they

in years. they said this report is designed to look for problems and patterns to try to solve child deaths in our state. back to you. a man in mesa saying he and the neighbors are finding stacks of mail sitting on top of the mailbox. how much with this bug you? is not locked inside safely. this has happened at least 10 times in the past year. always on a thursday when there's a fill in mail carrier. tom says he is fed up and called to complain. >> they don't seem to idea that the mail is supposed to be in the box. get your act together. >> to have one job. usps telling us they have apologized for the problem there working to make sure it doesn't happen again. we are taking action. if you have trouble getting your mail go to abc 15.com. we have link to find your local post office. also the post office online complaint form. most of the valley is

valley. we also have a traffic alert for drivers on i-10 with the weekend travel alerts. i-10 westbound will be down to one lane this will be from watson road to state route 85. tonight at 10 pm until monday morning at 5 pm. they are also using a zipper merge tactic -- tactic in this area. just follow the signs and it will hopefully it alleviate some of the delays. i-10 and east valley is picking next we will have eight look at the rest of the east valley commute. let's talk about the most accurate forecast. starting out mild. a few 50s but only in spots like chandler. on the outline desert areas like buckeye also. the rest of the valley in the low to mid 60s under mostly clear skies. once the sun comes up you'll notice a few thin high clouds passing through. otherwise, plan on mostly sunny
