. we are nice and cool on the drive in to work, temperatures down in the 60s in many valley cities, phoenix down to 68 degrees. our cool start turns into a warm day with highs back in the 90s. we are tracking a disturbance moving through, and i'll show you the changes it will bring to the state in just a few minutes. we are crash and delay free right now on the morning drive, all green out there. i-10 in the a little busier. east valley, just 8 minutes on u.s. 60 westbound from country club to the 10. we'll head to the north part of the valley and look at 101 next. 5:00 this wednesday. thank you for joining us here at abc 15 mornings. >> let's get straight to the live desk. >> reporter: we have breaking news in scottsdale, where officers are searching for a

very gentleman like. he not only fled from the scene of the crash, he left his passenger behind. megan thompson is live at the scene. >> reporter: this woman actually had minor injuries when that guy decided to bail from the car. if you zoom in a little more, you can see into a palm tree. and they have other crews, detectives and investigators on the scene collecting evidence from here right now. there are barricades here in the area and this is kind of affecting traffic here. we don't know the relationship of the two people but they crashed here in the business complex. it started when officers tried

took off. police decided not to chase him and let the plan work itself out, and it did. they then got a call this car had crashed here. he bailed out and they are still looking for him right now. we don't know if the female passenger gave up his identity but they have his vehicle and his female passenger. they are still looking for that suspect here. >> thank you, breaking overnight, a teenage boy had to be rescued and we were there as they brought him down the mountain there. fire crews say he was on the mountain about 6:30 p.m., and by 11:30 p.m. felt fatigued and needed help. six people were in the group and they didn't need help. breaking news now, an update to the a story from

latest officer-involved shooting has a long rap sheet and just got out of prison in january. >> were any officers hurt in this? >> reporter: that's the good thing, no officers were hurt. but this guy did not want to go back to jail. he had on that body armor and at one point he was hiding behind a police squad car, a tahoe like that one. someone called police saying a guy had a gun in the they did see that he had a gun. but the guy made a run for it, so they ended up surrounding him. that's when he pointed the gun at officers. he was doing everything to hide, went behind that tahoe, then he was behind and electric box. there was a power outage because police shot that. the suspect was shot multiple times. four police officers did open fire on that suspect and he is

survive this morning. we'll expect more on that suspect to be released later today. this texas couple is locked up in an arizona jail after deputies say they found drugs in their car. ronnie luna and brook newell were stopped monday near ash fort. that's the haul, deputies smelled marijuana and found 40- pound of pot in the trunk, 12 pounds of edibl backseat. if you want to sign up for low income housing in mesa, the wait list was supposed to open yesterday but that was pushed back to early december. we're told that's because the city wanted to give people more of a heads-up. >> we need to fill the vouchers that we have now pretty quickly. anyone on the wait list will be prioritized based on if they're

in mesa. >> the last time the wait list was open was may of 2013. are you itching the vote? early voting ballots are going out today. you can also request an early ballot if you have not already done so, the deadline october 28th. early voting may be underway and election day lines could be long, so could be a option. nearly 120,000 people in the state have registered in the last three weeks. democrats added more than 35,000 voters and republicans added 31,000, and 51,000 didn't choose a party. there are still more republicans in our state. as many of you leave the house heading to work, you could see overhead signs on the highways and freeways illuminated because of a silver

. thousands of people live nothing south phoenix are one step closer to having a new way to commute around town. the city just received a $2 million grant to extend the light rail down central avenue an additional five miles from downtown to baseline road. it's scheduled to break ground in 2019. we have a road closure here. van buren street is shut down because of police activity between 36th and washington and mcdowell are good options there. north valley still light, just 6 minutes 101 eastbound from 75th to the 17. the rest of the freeways are looking nice and light this morning. we'll focus on i-10 in the west valley next. you could have a little extra time to get outdoors for a walk before you rush out to work. temperatures are really good right now, down in the 60s even

will be dark for a little while longer. around 6:00 i expect we'll see daylight, though. temperatures stay in the 60s through the 7:00 hour before we warm back into the 70s. we'll still be in the 70s through 9:00 a.m. by 10:00 we're back in the low 80s. it's a cool start under clear skies but this afternoon back to warm. high temperatures will make it into the low to mid0s the valley cities with phoenix topping out about 5 degrees above normal with a high of 95. we have a disturbance moving through. i'll show you whether it's bringing any changes, in just a few minutes. . >> reporter: he's famous for his pink underwear and stuff stance on immigration. now sheriff joe arpaio is on the other side of the law.

>> and the only survivor behind the terror attacks in paris, major legal problems this morning. what he's refusing to do. this morning, cameras were there and rolling the moment authorities reunited 4-year-old rebecca lewis with her family in florida. . she'd been missing since saturday until police found her more than 800 miles away baptist memorial hospital in memphis. a young woman at the hospital saw her walking with her alleged abductor and recognized her from amber alerts on facebook. >> my dad looked at me and i said, she's wearing the same outfit. we immediately went to security. . >> reporter: authorities are underfire for waiting till

with more than 2,000 facebook shares and 1100 comments, sheriff joe arpaio finding himself on the other side of the law, facing a new charge. katie connor is ac latest developments. >> reporter: arpaio is saying this is a political move and he's calling the federal prosecutors corrupt and deplorable. soon he'll have to head down the street to federal court. his attorneys say he'll plead not guilty by a court filing, which means there won't be any

jury trial. if convicted, he could serve six months behind bars. as for the upcoming election, he can still run with the charges but if he loses the election, the charges still stick. as for his opponent, he said in response to all this that no one is above the law. back at the abc 15 live desk, the only surviving suspect in the paris longer has legal representation. the attorneys for salah abdeslam resigned, saying the suspect refuses to testify. he's being held in solitary confinement under 24-hour surveillance. that's the reason he told his attorney he won't talk, because there's so much security. new developments this morning in the wikileaks e-mail

the clinton campaign is not confirming the validity of the e-mails as the fbi takes over the investigation. >> when wikileaks first began leaking information, they began that with statements that said i was the co-owner and that is false. i don't know what else is false and what >> the trump campaign said the russian government is trying to interfere with the election. brand new at 5:15, a new poll shows clinton and trump are in a dead heat in utah. if the election were held today, according to this poll, 26% of utah voters would vote

would vote for independent candidates. utah is typically a republican state. across the nation, a kentucky murder suspect one minute is behind bars, the next minute walks out of jail a free n. authorities say it was all a mistake, a technicality. terrence moore was one of two people accused of killing another man. on september 30th he was able to walk right out of jail because a glitch in the system somehow removed his murder charges. . >> when you catch the guys, that's a sigh of relief. but when you let him go? that hurts. >> the department of corrections says checks and balances should have prevented this from happening. scary moments outside chicago when a gas explosion leveled several homes. two gas company workers were

area working on a gas leak at the time. a dog busted three men in utah. they were pulled over for a traffic stop and the going smelled drugs. inside the truck, troopers found more than 230 pounds of heroin. those guys are behind bars this morning. let's talk traffic with how you're going to get around this morning. >> it's picking up a little on the i-10. you can see on the i-10, starting to clean up a little bit but not seeing any delays yet. we have the big map, still green. all the freeways are nice and light this morning. as you saw near 75th avenue, it is starting to get a little busier. actually this drive time just jumped up to 15 minutes. it was at 10, which is what you

the i-17. i think you'll start to see the yellow around 75th avenue. as you continue eastbound on the 10 toward the i-17 stack, not seeing any problem spots there. just south of the area, there is a road closure. that's on van buren. i'll map out the smart routes, how to get around this morning in just a few minutes. let's talk about the accurate forecast. we'll keep enjoying cooler mornings but the afternoons will stay on more on the chances of rain. we have been dry for a few days and looks like we'll stay dry for the next few days even as we head into the weekend. we are clear across the valley this morning, no impact for your drive to work. nothing but clear conditions out there. we are tracking a disturbance. this is the wide view because we have a disturbance moving in from the west. it's going to move across the

a few high clouds by this evening into the valley. but we're not going to see any rain from it. then we track the storm systems moving into the pacific northwest. usually we look for those to hit our state but doesn't look like that's going to happen. the forecast will stay dry as we go through the next few days and into the weekend. by 6:00 this evening, we'll see a few high clouds but that is it. and dry really through the end of the week into the weekend, even next week still looking dry. so if you have plans for the weekend to go check out fall colors, should be a good weekend for it. no rain to impact your drive up north. meanwhile, temperatures will be warm again by this afternoon, going from the 70s at 9:00 to the 80s for a few hours then 90s are back in the forecast

he and friends were coming down from washington state to catch the mariners for spring training. he was careful, getting a copy of the state id car, property tax records. the one thing he couldn't get, a copy of the contract. >> seven weeks of calls and texts, e-mails, begging for him to send me the contract. >> reporter: he had to rent another place and now suingto get his and tyler came from north carolina for a medical procedure, giving muller $1,000 up front to rent the house. it wasn't ready. his wife passed away. the phoenix fire department stepped in to help the family. muller said he'd overnighted a check for the refund. didn't happen. and there's the minnesota couple who says they paid

couldn't get in. they are also suing. this day the judgment, more than $3,100, and muller's attitude has changed. >> i'm wrong. i take ownership. i'm going to take care of it. >> reporter: for tom, it's more than just the money. >> i think he's cheated me and other people, and i didn't want him to get away with it. >> reporter: and he's worked out a deal to repay the others, he says. we'll be watching now. 340,000 toyota prius are being recalled because of a deadly defect involving the parking brake. toyota received several reports of crashes, injuries, even deaths according to the new information just coming out. this involves the 2016 and 2017 models here. if your car is impacted by this recall, you will be notified.

the case against sheriff joe arpaio. we are just hours away from a charge being filed. >> and early voting is officially underway. if you want someone to drop off your ballot for you, be careful because you could get in trouble. more on that coming up in a few minutes. it's a nice drive into work today, maybe en windows down. temperatures are in the 60s across much of the valley, 68 in phoenix with clear skies as the sun comes up after 6:30 here this morning. it will be a warm afternoon, high of 95 with some high clouds. what about the rain? we'll talk about the rain chances and the disturbance moving in, coming up in a few minutes. our first crash on the

eastbound near 19th avenue. everything is completely off to the side but traffic is heavy. let's take a look here. seeing just typical delays from 83rd to about 43rd. you have a little break in traffic. i think these delays will trickle back even further. also seeing slowing on i-17 south of the durango curve. a closer look at that, next. happening now, investigation here, the crime scene tape is up. that should not be on the screen. there is the video. this is a buckeye home after a baby was found unresponsive inside a bathtub. this happened near i-10 in yuma. details are pretty limited right now. phoenix fire did confirm a 1- year-old boy was found in the

information, i'll let you know. a man trying to get away from police after crashing his car. the problem is, he left behind a woman passenger in the car. you can see what's going on here as investigators are looking at the car. you can see the engine of the car just on the outside of the vehicle, so a huge impact in regards to this crash. luckily everyone involved that we know about, the woman had minor injuries and were hurt. this is near scottsdale road and highland avenue. all this started as a traffic stop, police trying to pull him over near shay. the driver decided to take off. and the search is onto find that driver. the good news is this investigation isn't really blocking any traffic.

large. megan thompson, abc 15 news. another dangerous confrontation for police officers in phoenix. they were forced to open fire on a guy who had on body armor and pointed a gun at them. >> reporter: police were called to this area at36th street and van buren because there was someone with a gun. he was police arrived and did see that he was armed. the suspect does have a rap sheet and just got out of prison ten months ago. obviously he didn't want to go back because he was in that body armor. at one point he was actually hiding behind a police tahoe as officers opened fire. then he ran to an electrical transformer and he was hiding behind that. there's a power outage in fact

box was shot up. >> just hanging out, talking with friends, then boom boom boom. >> reporter: that suspect should survive. police say he was shot multiple times. as for van buren street, it is shut down, a lot of folks taking a detour down 36th street. the electrical company just got on the sce transformer. it is a story that's no joke. even if it's a hoax, did you see the car there? watch this on the screen. surveillance video captures what appears to be a child in the trunk there. this happened near 91st avenue and thomas. officers say they have no leads there, no reports of missing or endangered children. and they are not ruling it out as a hoax.

situation. families torn apart by two speeding cars. last night nearly 50 people came together to hold a candlelight vigil for three people killed in a street race. they were speeding and not wearing seat belts, and the families now warning others do not make the same dangerous decisions. breaking news, we'll go to new jersey. this is coming from our at the abc station out of new york. we are learning this was originally dispatched as a large church fire. turns out it's the parking structure next to the church. however, they are right now searching that area to see if anybody was inside any of the cars that caught fire here. a nearby college has been evacuated as well. no injuries have been reported.

election day is finally here. for a lot of people in arizona, you can begin voting today. early voting is underway in this important election. a record 45,000 arizona voters registered on monday, the last day to do so. big turnout expected. >> and when it comes to early ballots, we have to be careful who turns them in. arizona laws can remain intact, which means get out groups can be charged with felonies if they take those early ballots to turn them in. democratic groups tried to challenge the law but the court of appeals didn't see things their way. the law allowing transgender people to use the restroom of their choice, does that violate freedom?

the massachusetts attorney general and others on behalf of four churches in the state. the ag's office is reviewing that lawsuit in that part of the country. we're police officers and it's fun to catch bad guys. but we have a pretty strong connection to this community, both of us do. >> that commitment is why this man is behind bars and facing charges this morning. two police officers taking action to catch a been on a crime spree targeting parked cars. they were off duty at the gym when they spotted the suspect's unmistakable car. they called for backup and watched terry looter break someone's car window, then made the arrest. he is suspected in five burglaries. . he is up for reelection and now up for a criminal charge. >> sheriff joe arpaio's legal woes are not taking a break

election season. he is now speaking out about the timing of all this. >> reporter: he says this is all politically motivated because he's seeking reelection. he's been the sheriff in maricopa county for more than two decades but this is a tight race. at the end of the day, voters have to decide whether to reelecti j ignored court orders. his attorney says he admits he violated court orders but he said it was not intentional. >> over 50 years of law enforcement, he's been a dedicated public servant. i'm not here with any kind of political agenda. i'm representing him and the voters will do what they want. >> the fact of the matter is he did all these things while he

held accountable. >> reporter: and joe arpaio is calling the prosecutors corrupt and politically motivated. >> and don't forget, taxpayers are footing the bill for this case, which of course is not over yet. it's already cost about $50 million. in the criminal case, joe arpaio will have to pay the bill. some of north carolina are difficult to look at. hurricane matthew turned roads and neighborhoods into rivers and lakes. the death toll we have learned this morning is up once again. something else. at least 18 people have died. authorities say all the deaths are from cars being swept away by the flood waters. the u.s. death toll is now at

for days. rescue operations are still happening in north carolina. the national guard rescued about 2,000 people. this is from one town where all the residents needed to be rescued. those images certainly concerning there. what about locally? we haven't had any rain for a while. we had showers early saturday morning but that's it. we are still dry on the doppler across the state and here in the that's good news and won't impact the morning commute. we'll have a nice drive into work but we'd like some rain. we are tracking a disturbance that's rolling through today. you'll barely notice it but you'll notice the high clouds developing this afternoon and this evening in the east valley and eastern arizona. that's it and we won't get any rain from those clouds. we went even see rain in the high country with this one. we're dry through the end of

few passing clouds. that is it over the next couple days. we'll keep the cool mornings and warm afternoons in the forecast. right now we are in the 60s, not down to 60 but we'll get into the 80s again by 10:00. we'll hit the 90s later today, by early afternoon with a high today of 95 degrees. we'll talk about the cooler temperatures you'll feel over the next few mornings, coming up in a few minutes. we just told you about a crash i-10 eastbound at 19th avenue. now near 27th avenue, we have a crash right before that. it's mainly to the left but partially into the hov lane. that's going to slow down i-10 drivers, almost 20 to 25 minutes there on the 10.

. look at this video, this road rage brawl caught on cell phone video. that's a man and woman going at it there. the man was even armed with a crowbar. the woman manages to get it away from him before he her over. las vegas police say both people called them and neither has been charged yet. not what you want to see at a red light. we can relate to this battle with cattle. louisiana police had to call in professionals after a trailer carrying cows flipped over. >> once they jump ready the

them back. >> all of them are doing just fine. we are one step closer to seeing an nfl stadium built in las vegas as the nevada senate approved a bill to raise hotel taxes to pay for the nearly $2 billion stadium. lawmakers are expected to take one final vote as early as tomorrow, then sending the plan to nevada's governor. if approved, the hotel bill would go up by night. nfl owners also would need to approve the raiders' move from oakland to sin city. social security checks over the next year will have a slight increase, about a $2 to $6 a month raise. it is the smallest increase to date. do you want to attend medical school for free? sounds pretty good. u of a is giving people that chance with the mini med schools. the three-part series explores

the valley. >> welcome to the valley. something or someone may be missing from mcdonald's. >> have you seen ronald walking around? the fast food chain says he's keeping a low profile right now with all the recent reports of creepy clown sightings. a rash of pranks and threats have spread nationwide involving clown costumes. we have a new hurric track here, hurricane nicole, a category 2 storm. this is one of the images tweeted out by meteorologists early this morning. pretty significant here, heading right no bermuda. there's that small little point there. maximum sustained winds right now 100 miles an hour, category 2, still significant but not tremendously massive. this thing can still cause damage. iris, where are you tracking

about 340 miles. but it is looking likely that it is going to move across bermuda as a category 2 hurricane with winds near 100 miles an hour. it is well away from the u.s. and the east coast that got hammered by matthew last week. it's going to stay out in the ocean but again, bermuda in the path of the storm. we'll watch it closely. back at home, we are tracking a disturbance that will move across the state. th the disturbance is coming in from the west. we'll just see a few high clouds and that's it. our forecast is staying dry at least through today. then we have more systems moving through the pacific northwest. those usually move into our state. hahs not the case over the next few days. so our forecast is going to stay dry through the weekend into next week even, and looks

going to stay dry through the next seven days. yesterday i washed the car. i think you're safe to do it, too, as we stay dry over the next few days. today 95, tomorrow clear skies and 90s as we head toward the weekend. we'll keep the cool morns and warm afternoons in the forecast. 68 degrees now in phoenix and we'll hit the low 70s by 8:00. today we won't hit the about an hour or so after lunch, then we hit the high today of 95 degrees. that's 5 degrees above average for this time of year, so still unseasonably warm through the end of the week. the morning temperatures will feel better, 60s as we kick off each day going through the weekend. and i'll tell you about the uv index in just minutes. we still have this crash on

everything is off to the side but this is definitely slowing things down. partly because this is just one of a couple of crashes on the 10 in the past 20 minutes or so. the one at the i-17 stack at 27th avenue, that's clear so the hov lane is back open. near 91st avenue, another crash is on the right-hand side. things could pick up with a bunch of crashes on the 10. east valley commute looking good on the 60, problem spots there. i-17 is slowing even more near camelback. parents, if you want your teens to be a good driver, get involved. according to aaa, there's been a big decline in parental involvement. the biggest mistakes are speeding, being distracted and driving with tunnel vision. some advice for parents, don't
