voter fraud idea, it's incredibly rare. politifact is ranking donald trump's use of certain stats to show large-scale voter fraud as pants on fire false, their lowest ranking. robin? >> okay, tom, thank you. now to hillary clinton looking to gain momentum and expand into traditionally red states. her campaign dramatically ramping up efforts in arizona. but this morning, she's facing tough new questions about her e-mails. abc's cecilia vega is here with all of that. good morning. >> reporter: good morning to you, robin. and this morning, allegations of a quid pro quo. the implication here that a top state department official was trying to protect hillary clinton from the political fallout of having classified information on her private server. the state department and the fbi say it never happened. but republicans say not so fast. the stars were out for a big hillary clinton fund-raiser overnight in new york. billy crystal, sarah jessica parker, barbra streisand, just to name a few, all raising at least $2 million.

newly released notes from fbi interviews about clinton's private server, in them, what republicans are calling this bombshell. an fbi staffer accuses a top state department official of pressuring the bureau to declassify an e-mail found on that server. the fbi staffer telling investigators that the request amounted to a quote quid pro quo. adding in exchange for marking the e-mail unclassified, state would reciprocate by allowing the fbi to place more agents in countries where they are presently forbidden. the fbi and state department say the deal never happened. there was no quid pro quo and that the e-mail in question remained classified. >> there was no quid pro quo. >> reporter: donald trump pouncing. >> this shows corruption at the highest level. and we can't let it happen as american citizens. >> reporter: clinton's team still feeling confident about the election, expanding efforts in republican territory --

and in arizona three big name surrogates, bernie sanders, chelsea clinton, and the heaviest hitter of all, michelle obama, all headed there this week. clinton herself still off the campaign trail, behind closed doors, george, she's practicing for tomorrow's debate. >> big event tomorrow night, cecilia, thanks very much. let's talk to matthew dowd about all of this. we know the clinton campaign now going big into arizona, making some kind of a play in indiana and missouri, as well. so the question, is this smart politics or overconfidence? >> well, i think it's a little bit of both. i think it's fairly smart to force your opponent -- she's now playing on her opponent's side of the field. and the clock is on her side. the clock is running out. she has a lead. but it is demonstrating a little bit of overconfidence. because she's not put away oy ohio. and has not fully put away north carolina. and she has not put away florida. so she has to protect those states, because she wants to win one of those states. but i think she has a real shot of carrying arizona. >> even though she doesn't need one of those three big states she wants it for security going

meantime, let's look ahead to tomorrow night. the final presidential debate. let's talk a little bit about what each candidate has to do. donald trump, we have seen what he's doing. he's going to try to provoke a mistake from clinton. >> she has almost wrapped this race up. she's got a huge national lead. she has a lead in almost every state. he has to win but he can't just have a bare victory but a big victory. and he has to hope that for some reason, that debate, she does something that all of us are going to be talking about for the three days following. >> the danger for her would be sort of overcautiousness. >> well, i think she's going to go in and she knows that running out the clock is what she needs to do. if she goes in like she did in the first debate, like she did in the second debate, and does well, she's going to win this race. >> okay, matthew dowd, thanks very much. you can see the final presidential debate tomorrow night right here on abc. i'll be anchoring our live coverage with our whole political team starting at 9:00 eastern. >> all right, george. >> i'm going to stay up late. i'm going to stay up late to watch you, george. with everybody else out there.

times, before making his getaway in the patrol car of the wounded officer. abc's neal karlinsky is tracking the case. >> reporter: you're looking at fairbanks police officer allen brandt's dash cam, responding to a call of shots fired sunday morning. the first thing he sees is a man on the right walking towards him. then suddenly the same man rushes to the driver's side of the patrol car with a gun raised, shooting the 11-year veteran and times in the lower part of his body and once in the chest. >> sergeant brandt was wearing body armor which protected his chest area. he sustained injuries to his legs and shrapnel in his left eye. he is awake, alert, and in stable condition. >> reporter: the suspect is seen one last time calmly walking away after stealing the patrol car and dumping it a few blocks later. this morning police say an urgent manhunt is on. the alleged attempt on police, one of several targeting officers in recent weeks. in vallejo, california, this

officers with guns drawn chasing a man they say tried to attack them while they were having coffee sunday. >> a man with a rifle just tried to ambush us at starbucks. carrying a rifle. hey, shoot him! >> reporter: police say 41-year-old adam powell was wearing body armor and had a handgun and an assault-type rifle on him. >> came up to the glass and pointed a rifle at us. >> reporter: the gun apparently jamming as he approached. officers chased him shooting and wounding powell who was also a person of interest in the shooting of his 2-year-old son injured earlier that day. >> we presume that this was a premeditated ambush on our officers. >> reporter: in alaska, sergeant brandt is very lucky to be alive. this year already, the number of police shot and killed tonight job is up more than 50% from last year. george? >> wow, thank goodness for that body armor. neal, thanks very much. now let's go to amy with the other top stories, starting with more trouble for air travelers.

three top airlines suffered major computer problems overnight. some passengers couldn't make online reservations or check in with southwest, jetblue or virgin america for hours. the airlines say it was a technical issue, not a hack. the system is now back up and running. well, russia has agreed to an eight-hour cease-fire in syria to allow civilians to flee from eastern aleppo. ten more children were reportedly killed in air strikes on monday. those air strikes have now been halted. a former vice chairman of the joint chiefs of staff faces possible prison time aft pleading guilty to lying to the fbi. retired marine general james cartwright admits making false statements during an investigation into a leak of classified information. under a plea deal, prosecutors will recommend no more than six months behind bars. cartwright is a former abc news contributor. and a man in arizona learned the hard way when you lock yourself out of your house, the chimney is not a viable option. he was stuck for four hours until fire crews pulled him out.

claims that sometime after she says she was assaulted by donald trump she bumped into melania on the treat in 2005 and had a conversation with her. >> i was never friend with her. i would not recognize her. >> reporter: so as the campaign winds down, mrs. trump is hoping to land some punches before the final bell. >> people won't want to go against him but my husband is real. he's raw. he tells as it is. >> reporter: according to "the new york times," trump's aides urged melania to show her support for r a sit-down interview with trump. melania reportedly did not like that idea. in her interview with fox news she is very clear she is her own woman and no one will make her do anything she doesn't want to do. robin and george. >> okay, linsey, thanks very much. let's bring in cokie roberts to talk more about this. cokie, as linsey pointed out in the piece right there, real echoes of hillary clinton both in 1998 and 1992, question today is how effective was it? >> probably not terribly effective, in the same way that hillary clinton wasn't terribly effective in those interviews.

story alive, for one thing. but another is that melania trump is, in some ways, not terribly recognizable to a lot of voters. during the republican convention i interviewed a number of republican female delegates who basically said that they couldn't relate to her. she was too beautiful, she was too rich. and that they didn't see her as an authentic person. in the same way that people see michelle obama, for instance. >> she was very much goingft it seems like that was part of the strategy in having her come out and speak, cokie. >> well, in some ways i think that -- that in some ways was her most effective part because it was about her as opposed to being about her husband where she said they went after me so why not? but, again, that brings up her past. and gives people excuses to put out nude pictures of her, which is not terribly helpful to the campaign.

would say to be effective is see her publicly accepting her husband's apology. >> well, which, of course, she did in the statement and now she's done publicly, as well. but, again, i don't think that that is something that people would expect her to do anything else but accept his apology. but, you know, look, looking at voters who basically say they don't care. we've got -- we've got a very partisan electorate right now, what i do think might be true is that it might have energized some of hillary clinton's voters to say we don't want this man. >> i know, raddatz was here picking up on what you were just saying, cokie, martha raddatz was here, she spoke to voters who basically said, it doesn't matter. it doesn't matter what he did. so is a bigger deal being made out of it than it really is? >> well, i think that -- no, i really don't think so. i think even if it doesn't matter to a lot of voters who are very firmly set in their place, that it has started a national conversation, robin. >> true, true.

this morning he is still tweeting about it and this is a bedrock principle of american democracy, the peaceful transition of power, the integrity of our election systems. he is saying that they don't have integrity, so i asked one of the republican leaders he's talking about last night, i moderated a debate here in florida last night between the senate candidates. and i asked marco rubio about this. listen to his response. there's been a lot of question about the legitimacy of this election. donald trump has said this election is absolutely being rigged. >> this election is not being rigged. and i'll explain to you why it's not being rigged in florida. and why i hope he stops saying that. why he should stop saying that. we have 67 counties in this state. each of which conduct their own elections. i promise you there is not a 67-county conspiracy to rig this election. >> well, and that -- >> here's another thing, robin, when you talk about this, local election officials in much of the country are republicans. in fact, in the two biggest battleground states, ohio and

than the 800 that they e know about, including one that ended in a fatality. but have you ever heard of anything like this? >> no, michael. this is an outrageous case. this woman crenshanda williams may have hung up on thousands of callers, and as you said, two really serious cases. one involving an armed robbery where there was a fatal shooting. and a second one involving a woman who became unconscious. her husband's calling 911 talking to miss williams trying up on him. now, fortunately for this woman, she's revived and she has survived this ordeal. but these are very serious accusations against someone who was entrusted with a very serious job of providing emergency assistance. and she just said she didn't have time for the callers. >> accusations, areva and also charges. two misdemeanor charges. what do you make of that? >> well, i think the law that's being used to prosecute miss williams wasn't really designed for someone in her situation.

>> and you've got nearly 10% of americans have this. an 1 in 3 are sort of so-called prediabetic. so that's a lot of people right there. how much exercise do people need to reduce this risk? >> so this is really interesting. they looked at 28 studies that followed thousands of people over many years to try to address that. and what they found was if you do the 30 minutes five times awea ek greatly reduces the amount -- your risk of getting type 2 diabetes. if you do more than that, your risk goes down even further but what really grabbed me was that if you do less, if you do only ten minutes a day, you get some benefit compared to people who do nothing so every bit helps. you shouldn't be put off by the fact i don't have enough time. >> right, but more is more and timing was also very important in the study, correct? >> so, a separate study looked at people who had type 2 diabetes and said, okay, you've got your 30 minutes to do, do you do it as one block or do you break it up? so they had people for one period of time do it in one
