for the first time in a long time. we got to see some blue skies bfrlt sun sets -- before the sun sets, and that storm is pushing north of us. out here, quite a different story, the storm pushing through this area where we are now, whipping winds, dust and rain,ing roads during rush hour, dilate commute home. >> very bad visibility on freeway. >> i love it. [ laughter ] >> reporter: and it was a pretty warm week that we've seen. the storm caused temperatures to drop quite a bit making it feel like fall for the first, time out here. temperatures dropped by almost 20 degrees in an hour as that storm was really hitting

we have, these are preliminary member no.s coming in. the storm itself has pushed toward the north. the north part of the valley, cave creek. we've got some lightning to the north of fountain hills fur right now -- for you right now. rain falling in and out of the cave creek area for you. the storm cells not so widespread, but they coming up from the southwest toward the north northwest. northern arizona always dealing with off and on showers in and around the flagstaff area, winslow. a little pushing through payson fur right now. we're gonna continue to track this throughout the evening, keep an eye on it.

>> at what point did you think something has gone wrong? >> in two or three days. >> reporter: excuse followed excuse. no gullwing. >> i went to the police department, i went to the f.b.i. called the attorney general's office in arizona. no one did anything. >> reporter: turns out the arizona attorney general was investigating. their consumer charged multiple consumers for the same car, fabricated bills of sale, forged certificates of title and tried to get one victim to pay $1.5 million for a ferrari he did not own. he agreed to pay more than half a million dollars in cost, penalty, and restitution. but he was never pruded criminally. prosecuted criminally. and instead of paying up, he

business and tracked down victims in australia, italy, and scotland. one offered to pay us 50% of the amount he lost if we could track him down. we visited his last known address in the valley. his ex-wife says he took off for japan and left her on the hook for his bills. his name is now spoken with anger among collectors of cars. >> why isn't this guy in jail? >> it's hard to get police and prosecutors to take these cases. the attorney general's office uses the consumer fraud act, and that means it's a civil case. it may be easier to get a judgment that way. but if the person takes off, there's no arrest warrant, no jail time, and no guarantee any of the victims
