vincent surrendered to police and now is booked into the san francisco jail. the new development comes as vincent was due in court at 9:00 for a hearing on the embarcadero attack. we now are learning he surrendered for an earlier attempted assault and that one allegedly involved a knife and investigators said the new warrant was obtained for an alleged assault that happened in february and that reportedly happened near fourth and brannan street. police said he approached a woman and her friends as they waited for a ride-share car and allegedly threatened to kill the woman. the victims fled and were not old, peez kosarian, anshowing the brutal attack. paneez kosarian struggled to enter the lobby of her own condominium and the attack happened next door to where a planned navigation center would go for the homeless. investigators said vincent may

be involved and two other criminal cases and just the last few months. that is after more victims came forward to say they recognized the 25-year-old's mugshot with the big eyed stare and grin that went viral last week. in the meantime, vincent is due in court tomorrow afternoon and we will have much more coming up on the kpix5 news at 5:00 and online at kpix.com. today, the jury and the ghost ship trial begins the third full week of deliberations with jurors struggling to decide if derick almena and max harris are guilty of involuntary manslaughter. they face one count for each of the 36 who died in the 2016 warehouse fire and last week, jurors asked to review testimony from woman who used to live in the house including details inside and the lack of a sprinkler system. we have juliette goodrich who reports that the attorneys held a closed door meeting with the

judge this morning. no word on the topic and kpix news plans live coverage on the verdict on air and on when there is a decision. another hearing for the man accused of fatally stabbing a woman at the bart macarthur station in oakland. john lake howell charged with special circumstances murders for the stabbing death of an 18- year-old. her death sparked a nationwide reaction with some activists calling it racially motivated and a hate crime and the trial is set for january. new at noon, gavin newsom signed a new law for the use of deadly force, changing the standard on when it is acceptable. >> we can't accept the status quo and the idea that we have these people, in 2017, they were killed in police shootings and california, it's not acceptable and not good for law enforcement and not good for individuals in the communities

disproportionately impacted. >> the new standard allows police to use deadly force only whd standard was when an officer thought it was reasonable and the goal encourages enforcement officers to rely on de- escalation techniques like verbal persuasion and other intervention methods. san jose police investigate a deadly shooting just before 12:30 near williamsburg is drive and they said one man was rushed to the hospital and later died on the other victim is being treated for a graze gunshot wound and no arrest has been made. police in alameda county and vest a vehicle collision that left a pedestrian dead in downtown fremont just before midnight off paseo padre parkway near walnut and capitol avenue. investigators said the driver, an 18-year-old woman, is cooperating and dr alarnoevtobe th identity not ened.

frd gettds to class safely is on everyone's minds. there have been a series of deadly crashes mostly caused by reckless driving. mayor london breed was at roosevelt middle school to welcome kids and to talk about the importance of the investment in schools. >> my goal is to make sure we do everything we can to invest in the future generation and that we take care of all kids, not just concerned about our kids, all kids. we need to ensure success for every last one. expect the mayor has hired 15 more crossing guards, bring the total to nearly 200 and there will be assistance to make sure kids go to school safely. alameda high school finally has students inside once again. school went through a $60 million transformation to make it modern and earthquake safe and jackie ward is in alameda. >> reporter: [ cheethe well hon

the district said alameda high school has returned to its grand status again. all three buildings on campus got major upgrades. 11 science labs and 17 modernized classrooms that are all earthquake safe. it got a much-needed renovation thanks to the people of alameda. >> california has a long way to go to fully and fairly fund public education and while we worked on statewide reform, the collective action of the local community, like alameda, is critical to better the lives of students. the opening of the historic alameda high school building is a testament to the love of our young people for this community. >> reporter: 1970 it was the last time they used this campus and was doomed for demolition. city leaders and activists fought for this. >> what has been paid for by measure i? other parts were

above scholars, struggled as a young teen and christin ayers reports with the inspiration for others with a renewed repter: the classroom is the fun space. >> definitely. each kid has their own necessities but that is what is great about the classroom. >> reporter: she spends her summer as a teaching intern at 826 valencia in san francisco, and educational nonprofit serving under resourced students. it's a job she loves. >> at mmx was important. >> reporter: her parents split when she was small and her mom moved out and suddenly her dad was a single parent.
