emergency. the national guard on high alert in the streets after one protester was shot, another seriously injured when a second night of violence overtook the streets. the shooting victim remains in critical condition. morph than a dozen others have been arrested as rioting and looting was seen throughout the downtown charlotte area, and police can be seen in riot gear shooting tear gas and marching through the streets of charlotte's downtown area. one demonstrator t was protesting in the streets. >> we're out here to send a message that we will no longer allow for people to keep being killed by police officers. we're not going to allow it. and it's not going to be allowed anymore, and there has to be a sense of accountability on all sides. especially from the police department and especially when there's people being killed and there's no one held accountable for it. it's not about violence. it's about standing and letting

the moment they say that we need to leave the vicinity, i'm not taking a step back. >> the second night of riots came after an african-american male, keith lamont scott, was shot dead by police when they arrived at an apartment complex to serve another individual with an warrant. that's when they encountered scott who police say was armed and refused called to drop his weapon. scott's family said he was carrying a book when he was kilded. family, members of the community, protesters, were all demanding videos to be made public. the city's mayor said she has yet to view any police video of the incident. she plans on doing so this evening. the officer who ultimately shot scott did not have a body cam on during the incident. for more, we're joined by sarah ruzaurio in charlotte. what's the latest out there? >> that's what people are

not released, so that's why they're taking to the streets. hundreds of people taking to the streets last night, marching through uptown charlotte, as you just saw in the video, protesting the shooting death of 43-year-old keith scott. we have anger, racial tensions boiling over after yet another officer-involved shooting. the police, as you mentioned, came out to try to calm the crowd and try to get them to disperse and try to protest at least silently, and they had use tear gas, grenades, they had to use flash bombs and rubber bullets just to try to get people to calm down, but it didn't work. protesters continued. it started out as a peaceful protist, but then as night fell, things continued to get violent. when protesters got to the center of the city, bullets rang out at one point and that's when the protester was shot. police are saying that protester was shot by a civilian and

controversial comments when it comes to women, immigrants, and muslims. while a combined 64% say they're concerned by clinton's use of a private e-mail server. and today on the trail, trump gives an energy speech and holds a rally in pennsylvania while his running mate takes to colorado. meanwhile, chelsea clinton campaigned for her mother in michigan and ohio, and tim kaine heads to nevada. >> now to the latest on the string of bombings in new york and new jersey. chilling new surveillance video obtained by nbc to show suspect ahmad rahami wheeling a suitcase containing the second unexploded pressure cooker bomb in manhattan. and we're getting our first look at what's said to be the journal found on rahami at the time of his capture. top government intelligence experts say it highlights a, quote, new era of terror. miguel almaguer has more. >> reporter: new surveillance video obtained by nbc news is said to show terror suspect

moments after officials say the first explosive he planted in new york city went off. in the video, rahami drags a suitcase, stopping to fiddle with it before continuing on. also seen, two unidentified men who allegedly took the bag but left behind an explosive deviesz that had been inside. investigators now want to know who they are. >> they are witnesses. there are no criminal charges. they're not in any jeopardy of being arrested. >> fueled by planned his jihad for months. that's according to this criminal complaint discussed on capitol hill where congressmen held up a picture of what he said is rahami's bloody notebook. >> it's clear from this journal that mr. rahami was receiving inspiration from the isis spokesman. >> written inside says the fbi, god willing, the sounds of the bombs will be heard in the streets. gunshots to your police.

overnight. maple grove to the minneapolis area were hit by 3 to 6 inches of rain. you can see the results. they're going to the south and plaguing areas of northern iowa. we have numerous flash flood warnings. at one point, interstate 90 was shut down. this should improve as we go throughout the day, put the rivers will still be high into the weekend. that's a look at the big weather story. here's a look the day ahead. for today, we will see a southern utah, northern arizona. even a slight risk of a strong storm with hail in it with portions of southern utah, and in california, temperatures have cooled off behind the storm system considerably. many areas of the west will begin to feel like fall on our first day. mr. obama is expected to veto a bill on friday that allows families of 9/11 victims to sue saudi arabia for any role in the terrorist attacks. the bill has major national security and diplomatic consequences for the united states. potentially damaging its own sovereign immunity. still, it unanimously passed both the house and senate. supporters of the bill say it shouldn't jeopardize the u.s.'s alliance with the saudis, only punishing those involved. 15 of the 19 saudi, but they deny any role in the attacks. >> thanks. outrage continues over the soaring cost of epi-pens after milan's ceo defended her company's price hikes. the cost of the life-saving drug has increased more than 400% in recent years. congress blasting her for the rise and the 600% increase she saw in her pay. tom costello has more.
