>> it is a fairly clear outside. here's a live look from our mount tam cam. we will however see an increase in cloud cover. here's a closer look at vallejo already down to 35 degrees. we're saying upper 40's down the east shore line. as we head into the afternoon it you will notice that will be colder than what we experience. most locations will be in the upper 50's, low 60's. we will see plenty of high clouds 63 for antioch. your headline show that today will be dry but it will therefore rain tomorrow. as for the time it is looking a little iffy.

fatal and some serious. the chp did issue a similar bollard.an alert. the chp is mag traffic, at oak street. there is no estimated time when these lines will be open but we are sending a crew to the scene. arrest of the bay area is looking good. all is well at the bay bridge toll plaza and the metering lights are still off. as for you on the golden gate bridge we do have low clouds. >> new this morning. all lanes of southbound 880 in oakland between fifth and 1oth ave remain closed following an early morning fatal accident.

the c-h-p says the the accident was reported at around 12-50. it is unknown whether anyone else has been hurt in the accident. a sig-alert was issued around 1-20. an estimated time for reopening the roadway is unknown. the cause of the crash remain under investigation. >> bart and it's two biggest unions could be heading back to the barging table. that is because bart says a provision is included in the contract would cost the district too much money! the issue at hand is the family medical leave act. it would allow union members. six weeks of paid family medical leave. if their spouse, child or partner is seriously ill. both union and district negotiators signed off on it, several times during negotiations. but the bart board says they

don't like how much the provision would cost the district. in a statement released over the weekend, union officials slammed bart management saying the provision would coat less then what bart officials claim. >> all of this leaving bart riders, confused, frustrated and wondering what's next. . bart and it's two biggest unions could be heading back to the barging table after bart says a provision is included in the contract would cost the district too much money! >> >> it was supposed to ease traffic. but.the first weekday commute on the fourth bore of the caldecott tunnel might cause delays this morning. the two new lanes carved through the hillside are only expected to lighten traffic for people in the reserve commute direction.

>> those commuters only used to get one bore to travel. now both directions of highway 24 will have two dedicated bores all the time. caltrans spokesperson ivy morrison says the new bore will slow things down in the short term. at least until drivers get used to the new addition. drivers shouldn't get too used to the way things are now. caltrans will soon be starting a new fire safety project installing water lines inside the three older bores. this will require them to be taken out of service one at a time. that will take place sometime in 2014. >> a story you'll only see on kron four. it started when san francisco police stopped a man for riding his bike on the sidewalk. and ended with two officers injured, and four suspects recovering from injuries behind bars. kron four's dan rubin says the nearby residents are outraged and calling for justice following a street fight with police. >> i said excuse may, what is going on? they never said

look at wall street this morning. investors are waiting to see if the stock market will begin a new week with a fourth straight say of record highs. futures trading right now shows mixed trading across the board. here's how the numbers closed on friday. the dow up 85 points. the nasdaq up 13. and the s and p 500 added seven and a half. opening bell today at 6:30. >> typhoon haiyan has left thousands homeless in it's path last week. medical workers are making slow progress due to severe loss of water, electricity and medical supplies. in many hospitals the lack of drug and blood supplies has kept doctors from performing most operations that need to be done. some doctors haven't even returned home after the typhoon - working for days without food or rest. according to authorities the typhoon has killed nearly four and a half thousand people. >> the philippine's president is dedicated to bringing relief aid for his typhoon-battered country. "benigno aquin"o the third says he is going camp out in the hardest-hit province of leyte until he sees progress in relief efforts.

this is following complaints from survivors who say they are not receiving proper help. electricity and running water are in critically philippine military officials say people have even been swarming relief helicopters. desperate for supplies. three million people have been displaced by the storm. >> aid has been pouring into the philippines from all over the world. but one of the philippines closest neighbors has been slow to offer any help. now one week after the china says it is ready to send rescue and medical teams to the devastated country."should conditions permit". the late offer follows a pledge of two million dollars in aid. the relatively small offering has been attributed to a dispute over the south china sea islands.which are claimed by both countries.

>> welcome back. russian investigators are still trying to determine the cause of a plane crash that killed all 50 people onboard. the boeing 737 jetliner crashed sunday while trying to land at its home port in the russian city of kazan. the son of the provincial governor was among the victims. the head of the local branch of russia's investigative committee says the plane crashed during its second landing attempt. investigators are looking into a possible pilot error or an equipment failure. >> it's a task that will take decades. tokyo electric power company is decommissioning the crippled fukushima dai-ichi nuclear plant in northeastern japan. the utility says workers

damage and will return to san diego for assessment. and - the sailors were treated for minor burns. the navy is investigating how the drone malfunctioned. >> today will be the day that we will see an increase in cloud cover and the temperatures will get cooler. we have a storm that is coming that will last for a couple days. we are going to have to gear are self 04 slick roads. the heaviest rain is expected to fall between 7:00 a.m. and 8:00 a.m. tomorrow morning. the high clouds are expected later in the temperatures will only reach the upper 50s. it is only going to be a few degrees warmer before the warmest inland spots.

wherever you need to go. we have a live crew on the scene in which it had more information coming up. >> the bridges are all looking good and here's a live look at the bay bridge. all the approaches--the drive time is 12 to 13 minutes across the san mateo bridge but again if you are headed in the southbound out oakland you will encounter these delays due to this accident. the golden gate bridge is looking good with no problems or delays. we do have low clouds in the north that could impact visibility. >> a concord boy scout has rounded up volunteers and donations to send care packages to military personal stationed in afghanistan. the 17 year old and other volunteers spent a weekend at a local sam's club store items that the marines needed. colin, his friends and family packed up 250 boxes filled with food and comfort items, like hand

warmers. he chose the project as he works toward attaining the rank of eagle scout. he said he was inspired after learning that many of those serving in remote locations don't have essential supplies. >> they are being starved, basically. they're burning furniture to keep warm in the winter. i think it is shocking that our service men are going through this. >> the supplies are expected to arrive in two to three weeks. >> police in san rafael have arrested three people, including this man, alphonso pazos, in connection with a bank robbery. you can see in the video, pazos is fumbling with his hood allowing his face to be recorded on surveillance video. this robbery happened friday morning at a citibank on northgate drive. police also arrested another man and a woman at a santa rosa hotel. they're

>> happening right now, investigators are on the scene of a fatal crash in oakland it happened overnight on the southbound 880. will tran is live on the scene. >> this is what you will need to know. this situation will last a another hour or so. i am just south of the broadway exit. you can see all of the headlights coming. we're between fifth and 10th. this is southbound 880 and the traffic is backed up all the way to the macarthur mayes. this took place about 1:00 a.m. and they have just removed both cars. you will not believe this, i spoke with the chp and they stated that the force of this act impact was so horrific that both of these cars were crushed.

driver one was in a bmw going north and they believe that's be played a role. he lost control of his bmw and he bounced on 880 and went across the center median and then smashed right into the front of a honda. he was traveling south bound and the force was so hard that this is where the accident took place and you see where these people are standing this is where the cars ended up. >> i asked, how is this possible? the chp officers told me that that is because when you are going faster that the force can be hard and not only did it stop the honda but it actually pushed both cars back on south bond 880. we have learned that there were two men, the driver of the honda was in his late sixties or early '70s and

at 980 and take interstate 580 eastbound as an alternate. i am not sure if the chp will allow you to use this. 580 is definitely a best alternative. the speeds are over 50 mi. per hour and some people are getting off the is southbound 880 at oak street. they're just detouring around the crash. we will have more information and that is really the latest. >> the rest of the bay area is looking okay and we do not have any problems. if for those of you going to the san mateo bridge, coming out oakland you may encounter some delays but once you pass this, highway 92, you are good to go. the golden gate bridge, southbound 101 has no incidents to report. they do have areas of poor visibility.

>> i will have more traffic coming up but we are focusing on the weather. today will be a transition day. we do have a storm on the horizon and wet weather is expected for a couple of days. today will be dry. the temperatures are already on the cool side santa rosa is at 37 and 45 in livermore. it is milder in san francisco. you will see on satellite and radar there are high clouds working their way in and this is associated with this storm from the pacific. the clouds will ramp up and the temperatures will be disqualified to 10 degrees cooler. with that, pleasanton only have a high of 63 and 61 degrees in hayward. hope >> futurecast 4 is showing widespread rain for 7:00

shortfall. toll increases are expected to come to a vote next february and could take effect by april. >> fastrak users should expect to continue to receive a discount. proposals call for fastrak tolls to rise to as much as seven dollars. those who dont have fastrak could see tolls increase by as much as $2 over the next five years to $8, according to bridge district staff. >> those parking at the larkspur ferry terminal will now have to pay a fee. the golden gate bridge, highway and transportation district board voted to start charging a $2 daily fee or a $20 monthly fee. the lot has been free since the 1970s. the district hopes to expand a free shuttle service from the ross valley area to the terminal. the fee, which will apply on weekdays only from 5 a.m. to 3 p.m., will help generate an estimated 400-thousand dollars a year to help offset the costs of operating ferries. commuters will be able to pay for a parking space using a smart phone app, or by calling a toll free number and
