electricity. the need for heat is increasing the need for natural gas to deal with the cold in the midwest and east, that means less natural gas here in california to operate power plants. specifically the power california. that's why everyone is california is being asked to conserve and cut back on their electricity. yesterday's rare winter flex alert asked californians to cut back on electricity use during the afternoon and evening hours. it's basically the same as a summer flex alert. when air conditioners put a heavy burden on the state's power grid. san jose state university takes an important step to changing the culture on campus following incidents where four white students allegedly tormented a black student. kron-4's jeff bush went to a public meeting at the university last night, and found it was mixed with anger, confusion and hope. it's about a student that had this idea that they were going to call this person 3/5, then it morphed into fraction and this student knew what 3/5 meant. he explained it to the fact finder. retired judge ladoris cordell leads the task force of 18 members who are students, faculty and staff at sjsu. the judge says the abuse of a black student by his white suite mates was the perfect storm of

ignorance, youth and a lack of supervision amongst the dormatory staff at the university. so, we get this whole issue now about students who were activly involved and didn't have a problem with it and others who were told by the victim this is what is happening to me but i don't want you to say anything. the white students stole the black student's shoes, put a u shaped lock around his neck and displayed a confederate flag openly in the common space of the suite. that flag is used as a symbol of intimidation. it's used to threaten people and that is going on now. we need to stop. gary daniels is a student at san jose state and says a lot needs to be done to improve race relations on campus. i would like to see the african american studies department strengthened and i would like to see resource centers specifically targeting the retention and graduation rates of african american and latino students. the next meeting of the task force is scheduled for february 21-st.and the topic will be what can be to address the climate on campus. i'm jeff bush at san jose state university.kron 4 news

the 14-year-old oakland boy accused of killing his sister last month. is expected to attend her funeral later this morning. the funeral for justice toliver will be held at 10 o'clock at the first african methodist episcopal church in oakland. a family friend tells kron 4. justice's brother, mario toliver, will be at the funeral. accompanied by a probation officer. mario toliver is charged with murder. he reportedly killed his sister after a fight over laundry. some bizarre behavior from a fresno man who got into a fight with a police officer in downtown palo alto. ryan goodson was arrested yesterday afternoon. police got several 9-1-1 calls about a suspect being in someone's backyardseen jumpia glass window at a business on university avenue. when an officer tried to stop goodson, the two got into a struggle. with goodson trying to get to the officer's gun. goodson was later tackled to the ground. two officers were also injured but are expected to to be okay

they're set for another pounding of winter weather both oregon and washington state were just hit with storm yesterday which caused massive pileups on roads. one person was killed. meanwhile some 490 lbs. of businesses and pennsylvania and maryland are still without power from a storm earlier this week. crews are hoping to have everyone back on line in those areas by the end of the day today. they need those heaters back on. a 460 let's find out about our own forecast. erica the morning? >>erica: the morning. most of the bay area waking up to cloudy conditions. temperatures currently and the upper '40's low 50. expect sprinklers and the north bay. by 3 this afternoon and by later on tonight we are talking widespread light showers for most of the bay area. in fact, the rain picks up in intensity over the over nine hours. here's a look at what's happening in satellite and radar. you could see a few scattered

showers moving out of the bay area. they still have a winter weather advisory in effect. with the first system we did see a up to about three-quarters of an inch of rain for the bay. however, this next system is going to be real so corporate will last through the entire weekend. we will see several periods of heavy rain. when this one is all said and done on monday we could see between two and 4 in. for the san francisco bay and more for the higher elevations. in fact, the north bay hills could see even more than 6 in. of rain. so would be surprised if some flood advisories are issued over the weekend. of course the impact will be hazardous. driving conditions hopefully you can say off the world. -wrote. at lick level we can see anywhere between four and 10 in. of fresh news now and above 7,000 ft. up to 20 in. of new snow so that's definitely some good news

they're demanding russia end the repression of gays and lesbians. groups like amesty international are hoping the world's focus on russia during the sochi games will help illuminate their cause. the crowd will be outside the consulate from noon to 1 today. and then they plan on holding up banners around the city this evening during the commute. the winter games begin this morning at 8 am. after years of planning, the winter olympic games in sochi russia are underway. all this as security concerns continue to grab headlines ahead of the games. ian lee talked security with some team u-s-a athletes in sochi. he waived his right to a speedy trial, and did not enter a plea. his next court appearance is set for march 17th. mountain view police say they've arrested two arson suspects. investigators worked with the mountain view fire department. to identify the two, who they believe set fire to three cars last month. 28- year olds angela rutledge and paul schonhardt. were arrested on charges of arson and drug possession. police released pictures of the cars destroyed in the fires. no one was hurt. san jose police are hoping a new clue. will help solve a cold case murder from 25- years ago. was a mother of two, at the time of her disappearance and murder in 19-89. now. the santa clara county district attorney's office. is releasing a photo of a clue they hope will lead to zimmer's killer. it is a picture of a handmade quilt. that was used to cover zimmer. whose body was found at the san jose aiport. the deputy district attorney is asking the public to take a close look at the quilt. and contact

state lawmakers want some high tech solutions to the growing problem of smart phone theft. today, members of the state ice legislature along with representatives from san francisco and oakland will outline a bill that would require theft-deterring devices such as kill switches be added to cell phones.

welcome back. light rain is falling in parts of the bay area right now. but more is coming later this morning. followed by a storm. a big storm is expected to hit this weekend, starting tonight. it'll come on slowly: cloudy with some drizzle this morning, showers in the north bay this afternoon, then rain moving south in the evening. we brought you team coverage of the rain yesterday morning, from the east bay in berkeley. to the south bay and san jose. and the north bay, in marin county. and we'll do the same today. erica is here with more on what's in store -- plus a check on your morning commmute.

he shot and killed her over laundry. he was upset that she pour bleach over his clothes so he shot her left the scene. there were concerned that there was surveillance video through but they never recovered the gun permit here's a video of a crime scene i can tell you that the younger brother. they are releasing his name at the time. last week he and his family quietly walked into the oakland police department. before even this whole chain of events started. that kind of set up an arrangement where he was allowed to be at his sister's funeral. he will be accompanied by a parole officer. if the family does not want anybody as far as the media inside the this is open to the public. we will have reaction will people start to arrive at this
