to the island of st. martin, the government says the four strongest buildings there could not withstand the 185 mile per hour winds. irma's outer bands have reached puerto rico the florida keys are now under a mandatory evacuation.tourists the crowded the airport for last flights out.natkey west residents gassed up and businesses boarded up ... nat not everyone is willing to obey the orders to leave. "we'll ride it out. help clean up when it's done. that's what we do"governor rick scott says irma is more dangerous than the most destructive hurricane ever to hit florida."the storm is bigger faster and stronger than hurricane andrew. ( james ) happening today... the berkeley human society will be receiving at least 50 adoptable animals from the human society in fort lauderdale. the animals will be airlifted here in advance of hurricane irma making landfall. this is being done to create space for animals likely to be displaced this weekend in florida. (tiffany) the alameda unified school district is looking into yet another racially charged incident.

this time at a high school.( james ) we have seen other incidents in recent months that have sparked outrage among parents. kron four's philippe djegal reports that this time a noose was discovered on the alameda high school campus. (philippe) on the fence, lining the tennis courts, facing encinal avenue... administrators at alameda high school tuesday found a hanging noose... alameda police shared this photo of it after it was taken down.courtney smith/father- 'whoever did it needs to be held accountable for their actions." courtney smith's son is a senior here. and, smith is just greatful neither one of them actually saw the noose. he says he learned about it from a robocall sent out by the school's principal shortly after the noose was found. courtney smith/father- "during the day, no one saw anybody climbing up on the fence putting together a noose and climbing back down out of this busy area, or no one paid attention or saw it?"susan davis/ausd- "(philippe) is the police department investigating this as a hate crime? unified school district... this incident is part of an alarming trend. in the past nine months... the district says it has inviestigated at least nine anti-semitic and racially charged incidents.susan davis/ausd- "we're disappointed. we're also very disturbed that this kind of thing could happen." district spokesperson susan davis says prior to this latest case... the board of education intended to pass a resolution at its next meeting denouncing hate. she says the district has also introduced new curricula in its schools, addressing hate. though it's not clear that a student is responsible for the noose.susan davis/ausd- "we have no idea who did it." courtney smith/father- "i was hurt. i was i hurt. i wasn't shocked, i was more hurt." the district says counciling is available to any students who have been emotionally impacted by this and need someone to speak with. in alameda, philippe djegal, kron four news. (tiffany) anxiety at a middle school in novato after a 12- year old boy is arrested. he is accused of making threats to students and staff members. police arrested the boy at his home in novato.

(tiffany @ landing) many flood victims in houston are returning to their homes and there are parents now reuniting with their newborns. some babies had to be airlifted out from a local intensive care unit last week after the hospital did not have access to clean water. elizabeth cohen has the story. itzel gonzalez.born ten weeks early...so tiny.so fragile-- her parents so worried.and then - on friday they were separated.the five-week-old had to be airlifted out of baptist hospital in beaumont, texasnats of helicopterbecause the hospital had no clean water martha sifuentes, newborn evacuated from beaumont hospital:"i just broke down, to think that i couldn't see her again before she left, knowing she was going to get on helicopter without us. i got really emotional. it was really heartbreaking."martha

neighborhood are reporting a rise in rat infestations and seeking help from the city to deal with the issue. christine simon lives in the northern part of berkeley. she said in 15 years living here they never had a problem with rodents. and then about a year ago the rats started appearing. $15 thousand dollars later she finally got the rats out of her house. but a lot of her neighbors have not been so lucky. ( james ) several residents have

asked berkeley public health officials to look into the problem. so far they are not granting that request. (tiffany) united airlines will not face punishment over an incident where a passenger was dragged off a plane. the u-s transportation department said it found no evidence the airline violated passenger- david dao's civil rights when they pulled him off the plane. and added, there is not enough evidence that the airline violated rules on bumping passengers from overbooked flights. united was told about the decision back in may. but neither the federal agency nor the airline made it public. (tiffany) seattle seahawks star michael bennett is speaking out about this controversial arrest. he says it was racially- motivated excessive force by las vegas police. moments before police say bennett ran

( tiffany ) at least 10 people have died in the storm and millions more are still in its path this morning. right now hurricane warnings are in effect for puerto rico... the domincan republic... haiti and the bahamas. this is video showing the damage done to the island of barbuda. irma is the strongest storm ever recorded in the atlantic. right now it is still not clear how hard irma will hit the state of florida but officials there are not taking any chances. parts of miami have been ordered to evacuate starting this morning and evacuations are already underway in the florida keys. people saying they do not want to take any chances. .

( will ) a task force based in oakland will be leaving for florida this morning. this is just days after returning from helping with search and rescue efforts in texas following hurricane harvey. most members of the task force returned home from texas on monday but some were still driving equipment home from texas when they got the call to turn around. the team

( darya ) the salvation army is also gearing up for hurricane irma. john mcknight... head of the golden state division of the salvation army...says he and nine of his memebers... are headed to florida to lead the disaster response. the team is expected to leave within the week. the salvation army already has crews in texas helping with hurricane harvey relief efforts. ( darya ) the house of representatives approved a nearly eight-billion dollar aid package for hurricane harvey relief. senate leaders are expected to vote this week to attach the bill to the controversial effort to raise the debt ceiling.

democrats proposed attaching aid relief to a three month debt ceiling extension... and a measure funding the government until mid-december. president trump supports the democratic plan. republican house speaker paul ryan slammed the idea accusing democrats of playing politics with both the debt ceiling and the disaster. phone... it does not include the donations made online so we are still counting the donations this ( mark ) happening now in the east bay. police are searching for two women who walked away from a minimum- security prison camp in dublin. it happened monday morning at the federal correctional institution in dublin. the two women are 34-year-old anna armstrong and 37-year-old irene mitchell both were serving time on federal drug ( darya ) and new this morning... more cars stolen form parking lots at bay area bart stations. three stations were targeted. the thefts happened at the pittsburg station... the coliseum station and the bay fair station. all of the thefts happened between 5:30 yesterday morning and 5:30 last night. ( darya ) a man arrested during a violent struggle with bart police in san francisco is suing the transit agency. this is video as police arrested 23-year-old michael smith at the embarcadero station in july of last year he is now suing bart, accusing their officers of

excessive force and assault. smith says he was wrongly identified as a man who was armed and tried to rob a passenger. the altercation with police happened as he was getting off a train with his pregnant girlfriend. smith was acquitted of four counts of battery on officers, and he was never found of any wrongdoing. bart has not responded to the lawsuit. ( mark ) santa rosa police are trying to figure out how a man died after he was taken into their custody. officers arrested the man after he broke into an office building on the corner of south e street and maple avenue in santa rosa. during the investigation... police say the man began suffering from a medical emergency. he died at the hospital. ( mark ) a toddler is run over in an accident in the north bay... and it all happened while a father was taking his child out of the car seat. the three year old is at oakland children's hospital this morning. this happened in the parking lot of the cottage gardens plant nursery in petaluma. the c-h-p says the car was ánot in park when the man went to take his kid out of the car

seat. after he unbuckled his child the car started to roll backwards. the man was knocked to the ground and pulled his child down as he fell. the child was run over by the front tire. officials say the child is in critical condition. ( darya ) new this morning... police have identified a man who died after multiple people were shot at a fairfield home monday night. the victim is mitchell charles mcclain junior of fairfiled. the victims were in the garage listening to music when at least one person opened fire. mcclain died at the scene. two other victims were taken to a hospital. police do not believe that the shooting was random. ( darya ) donald trump junior is expected to meet privately with members of the senate judiciary committee today about whether the trump campaign colluded with russia. (áááboxesááá) the committee will likely ask trump about his meeting with a russian lawyer during the 2016 campaign. the lawyer promised damaging information

( darya ) fernandez says if he is sent back to mexico he would also be separated from his four younger siblings who are american ( mark ) tiburon police arrest a man who used a pellet air rifle to shoot and kill a doe and her fawn for eating

his plants. mark dickinson told police he was tired of the animals eating plants on his property. this is a picture of the pellet rifle confiscated by officers. police believe the animals did not pose a great enough threat to the man...to use such a powerful weapon to attack them. neighbors say they often have to scare away deer from their plants but they say killing them is going too far. < "part of being out here is just existing with nature and deer eat foliage. you could put up little deer guards or not have foliage".>( mark ) police say the homeowner was arrested for felony cruelty to animals. ( darya ) united airlines will not face any punishment over an incident where a passenger was dragged off a plane. this is video of the man being dragged down the aisle. the u-s transportation department says it found no evidence the airline violated passenger- david dao's civil rights... when they pulled him off the plane. investigators added that there is not enough evidence that the airline violated rules on bumping passengers from overbooked flights. united was told about the decision back in may but neither the federal agency nor the airline made it public until now. veterinarian is stranded in puerto rico this morning... riding out hurricane irma. doctor jyl rubin has been posting video to her facebook page. rubin actually made it to the airport yesterday... and was 30 minutes from boarding when her flight was canceled. but she was lucky enough to grab one of the few remaining on the island. ( mark ) this is ánot doctor rubin's first hurricane. back in 19- 89... she was in puerto rico when hurricane hugo hit as a category three storm. ( darya ) the salvation army is also gearing up for hurricane irma. john mcknight... head of the golden state division of the salvation army...says he and nine of his memebers... are headed to florida to lead the disaster response. the team is expected to leave within the week. the salvation army already has crews in texas helping with hurricane harvey relief efforts. ( darya ) the house of representatives approved a

nearly eight-billion dollar aid package for hurricane harvey relief. senate leaders are expected to vote this week to attach the bill to the controversial effort to raise the debt ceiling. democrats proposed attaching aid relief to a three month debt ceiling extension... and a measure funding the government until mid-december. president trump supports the democratic plan. republican house speaker paul ryan slammed the idea accusing democrats of playing politics with both the debt ceiling and the disaster. ( darya ) and new this morning... more cars stolen form parking lots at bay area bart stations. three stations were targeted. the thefts happened at the pittsburg station... the coliseum station and the bay fair station. all of the thefts happened between 5:30 yesterday morning and 5:30 last night. ( darya ) a man arrested during a violent struggle with bart police in san francisco is suing the transit agency. this is video as police arrested 23-year-old michael smith at the embarcadero station in july of last year he is now suing bart, accusing their officers of excessive force and assault. smith says he was wrongly identified as a man who was

( darya ) fernandez says if he is sent back to mexico he would also be separated from his four younger siblings who are american citizens. ( darya ) amazon, microsoft and starbucks are getting in on the legal fight to save daca. all three companies say they have employees authorized to work through the immigration program. they've also submitted formal paperwork in support of a lawsuit filed by

human society in fort lauderdale. the animals will be airlifted here in advance of hurricane irma making landfall. this is being done to create space for animals likely to be displaced this weekend in florida. ( mark ) in the east bay.. police are looking for a man accused of burglarizing multiple cars at a mall in concord. police are searching for lenny cabrera. officers say they spotted him in a parking garage at sun valley shopping center while they were investigating mulitiple break-ins. police lost him after a brief chase. cabrera was last seen in a black 20-16 chrysler- 300. the license plate is 7-p-v-k-4-4-5. ( mark ) police are investigating a hate crime at alameda high school. school administrators found a noose... tied to a fence at the tennis courts on tuesday. the alameda unified school district says this is one of at least nine anti-semitic or racially charged incidents reported in the past nine months. parents were notified immediately after the noose was found. now... they want answers.
