for being with us today for kron. 4 news at 4. i'm grant lotus and i'm justine waldman. matthew mueller, the notorious convicted kidnapper allay has now been charged in a series of home invasion, assault. >> from 15 years ago, mueller's being arraigned this afternoon. and after being transferred to a santa clara county jail from a federal prison in arizona. now, santa clara county district attorney's office says there's new evidence that tied mueller to to more crimes. one was in september of 2009 when he allegedly broke into a mountain view woman's home tied up this woman and then made her drink this concoction of medications before the woman talked him out of her a month later, mueller allegedly broke into a pole at a home bound and gagged woman made her drink nyquil and then started to assault her before being persuaded to stop the 47 year-old is already serving a

40 year prison sentence after pleading guilty to kidnapping and sexually assaulting denise huskins in 2015. so he now faces these 2 other felony counts of committing a assault during a home invasion. if convicted, he could face a life sentence in prison. in the east bay city. leaders in oakland are marking the success of a strategy meant to lower violent crime. the ceasefire program is being credited for a 5 year low in homicides and shootings. interim mayor nikki fortunato bas says this strategy was a result of faith based community leaders coming together to offer services to people who are at high risk of violence. >> ceasefire focuses on those at the highest risk of gun violence. those high-risk individuals who are arrestable are prioritized for law enforcement action. others at the highest risk are informed of their wrists and then offered intensive

community-based services to help them exit the cycles of violence. this strategy is proactive rather than reactive and it has proven time and time again that it works. >> the interim mayor says the city will continue to fund this program. over the weekend. the number of homicide investigations in oakland went up to 82 after there were 2 other shootings said that number is far lower than what we've seen in the past few years, which is good. but some people in oakland told kron four's jacmel, but there's still plenty of work to do. >> in a neighborhood where just one day ago a person lost their life. life still vibrant titled at the park llamosa case. watts grew up in east oakland. he's enjoying his day off with legit burkhalter part just hours after a man was shot and killed. >> this is homicide number 18 to this year.

>> the shooting is unknown. hopefully our prayers up to anybody. i was involved. we members of the man shot say he was from stockton and just turned 27. they told kron 4 news off camera that they're confused why their loved one was in oakland and not even more confused. why he had to >> a vigil was planned for him at this park. but family told us they're worried friends will be too scared to come to oakland. >> flashing lights. that's it. the entire block was just flashing lights. very few cars, other than called neighbors still shaken by the shooting on a street. that's pretty quiet. neighbors. we spoke to say this area. oakland is relatively peaceful. they say the shooting, though, has them worried knowing there's an elementary school nearby here with many families with young children. >> it is the second homicide and less than a 48 hour span here in the city. >> oakland police say thursday evening another person was shot and killed left for dead at the scene. candles, flowers more than 80 families changed forever. >> o'connor felt shaky as far

going to check in now with our meteorologist kyla grogan. the details. >> beautiful day out there today. got blue skies here as we take a live look at the golden gate bridge. now, those. >> blue skies are also allowing us to get a little chilly in last night. if we take a look at some of the lows, they were quite low, right? we got down to 36 degrees in santa rosa petaluma and to know that you can say weren't alone in the 30's there. wanna creek to 38. 41 in livermore. and then we had some 40's oakland sfo coming in at about 46 degrees. so we are set to see more of that tonight has once again, these clear skies kind of allow the heat of the day to escape rather quigkly. and that means that we're going to be headed down again. but right now, 58 degrees in oakland, lovely out there. we've got wind out of the northwest about 10 miles per hour. not bad at all and could see current temperatures here. we've made up 60 degrees in san jose and conquered about 58 in oakland. 55 in san francisco. as i mentioned it up in santa rosa about 59. so really should be this time of year. pretty much for the most part. and as we take a look

here, you see you've got this little ridge of high pressure that's been building in notice. there is a little weather to our north and our west not affecting us now. but when we get into new year's eve, we're likely to see a little bit of cloud cover coming from that direction. so we'll talk about that when come back in a bit. but tonight, it's all about the cool temperatures. and we'll also talk about this, which is freeze warnings and frost advisories. back to you. >> thanks, cuyler. a 16 year-old boy is facing vehicular manslaughter charges after a crash in walnut creek left a 15 year-old dead. police say the accident was on newell avenue undernea 6.80, overpass about 02:30am, in the morning. investigators say there were 5 people in the car and 3 of them, including the driver allegedly ran away on foot after the crash. oneof the passengers was taken to the hospital where he died. officers say they found the driver in san jose and arrested him there. the chp marin c is nearly 30 pounds of marijuana and a handgun during a traffic stop over the weekend. >> officer shared this photo

change. so nice to start off. or end the year. start the week dry. i was trying to make a dry january referenced in work. highlights here now or discuss. >> all right. let's talk about the weather, shall we give you a full day out there? no doubt about it. the golden gate b overnight hours tonight, we actually have frost advisories, freeze warnings that are going up. so talk about that. and of course, we're looking ahead to new year's eve. the all important forecast. let's start with tonight, though. very chilly temperatures. this is where the freeze risk is. those areas that you see in the darker blue meeting. >> we could hit 32 degrees or lower. and we take a look here at our forecast lows and obviously the north bay. as rick, i see the coolest temperatures and a rose at 32. but i think those wind sheltered inland valleys could get even colder than that, perhaps drop into the low, the upper 20. so want to look out for that. but notice even around the bay, you know, 36 degrees in hayward, concord,

about that. there are some new laws set to go into effect in the new year. that could lead to less homework. capitol correspondent eytan wallace spoke with the lawmaker behind the legislation and has reaction. some students. >> well, many californians can probably look back at their upbringings and remember spending hours after school at their desk. doing homework. but now one lawmaker says she hopes to change that for the next generation. when the bell rings and the school day is over for students like 6 grader sophia johnson, the day is nowhere near over. she blames that on hours spent doing homework, whom much is exhausting. it's overwhelming. >> and it's depressing that my whole day from when i wake up until when i go to bed is nearly all taken up with schoolwork. and that's why sophia's mother assembly member polar szabo says she authored ab 2, 9, 9, 9, also known as the healthy home work the time by governor gavin newsome. earlier this year, the legislation is set to become law in the new year.

>> it will not ban homework, but it will formally encourage local school boards and educational agencies to establish homework policies that consider impacts to students, physical and mental health all while including input from parents, teachers and students themselves addressing homework, which is the top stressor for kids. it's often number one. it's definitely top 3. >> and their overall lives. this could have an overnight impact in their lives. it comes as a survey of more than 300,000 american students conducted by stanford university and the nonprofit organization challenge success. >> found 45% of workload and homework is their number one source of stress. >> 13,000, california high school students who took the survey report an average of 2 and a half hours of homework. >> every night they just toward a school in my district where, you know, they talked about how they're trying to reduce the kids who are missing school are dropping out of school and the top reason they're hearing is because kids are getting behind. they just get into a

whole when you when you miss homework and then you have homework the next day. you're trying to catch up from the old hallmark, too much homework really can overwhelm their brain start to shut off. they stay up too late there, not present and available to really learn in school the next day. and so making sure that we find that balance. she knows her legislation is also tailored around equity. something california teacher of the year case, security believes. >> it's crucial noting students from lower socioeconomic backgrounds may not have access to resources at home like high-speed internet and the child's grade should not be dependent on the resources they have at home to do the homework. >> i passionately believe that the grange to really and that should be depended on the learning that takes place in the classroom with the professional. so that's why i support this bill is i think in the end it will be what's best for kids. >> and the legislation has no formal opposition. as for a timeline here and recommends local school districts established a homer policy by the 2027 school year. and before that, it calls on the california department of education to post home or

guidelines on its website within the next year reporting outside the california department of education in sacramento, eytan wallace kron. 4 news. >> alright, let's talk weather as we get a live look here at san francisco court. our their own little bit of cloud cover. but by and large, it was sunny day in the bay. >> so nice to see the sun, lawrence. it's about lot of people that said enough of the rain and all ready for some sunshine. we're going to get a nice little break here. but because the skies are beginning a part of it. now we've got that cold air settling in. it is going to be a freezing night in parts of the bay area. in fact, we're going to see a widespread frost and freeze warnings going up outside to still got a couple of clouds lingering outside. a nice afternoon and evening here in the bay area. and yes, remains dry and should remain so for a few days. but now that cold air kind of settling in as we head through the night tonight. so we've got some very cold temperatures well inland. that's where you're looking at free. a freeze warning. those temperatures dropping down

near freezing, maybe even slightly below in some spots. we've got frost advisories in blue elsewhere, even inside the bay looking some frost short of a place like redwood city and san mateo, even union city places. don't always get to see that frost. but yeah, it's gonna be cold out there overnight tonight. no getting around that. and that means well, we're going to see those temperatures dropping off a hurry and down, maybe about 30 degrees in santa rosa about 34 napa. 38 vacaville 34 in antioch about 33 degrees in livermore. so cold up there. but even inside the bay start to sneak a couple 30's and 40's. so a cold start the last day in 2024, but the pattern still remains active in the pacific. you can see these large storms developing in the gulf of alaska right now. high pressure building in just ahead of those systems to move those for the north shore stay dry for the short term overnight time something we're going to start to worry about is the development of some of that ground fog tonight doesn't look too bad. those clouds that were overhead this evening. those are going to move away and that means temperatures really fall, especially after midnight tonight get very, very cold tomorrow throughout the day.

should be a nice day around the bay area. long-range pattern, social things a little bit on the active side. you've got weak cold front kind of sliding through right there on new year's eve. but staying dry, a few clouds coming our way. then as we head toward part of the week, there you go. your next best chance of real rain comes on the first friday of the new year's. that system kind of slice through bringing more showers. more snow in the sierra, nevada. but overall, boy, it looks a lot drier compared to what we have past couple weeks in december. i mean, we've got things rocker, remember how quiet it was to start out the summer, but is going where is the rain? then all of a sudden everybody is going where is that sunshine? right? so now we're gonna get back that sunshine for at least a little bit of a break and we'll get back into more rain looks like, but i'm just glad no rain tomorrow for the fireworks for the all it's going to be out there in the elements. i mean, come he's got photobombed. what again told the lot coming up. i can't wait to see that. you guys do an excellent job on the show. always love watching you guys. thanks for >> thanks for no rain to do.

the moose is loose. that guy was seen braving quite a store in grand teton national park in wyoming. >> the national weather service reported up to 19 inches of snow fell in the tee times during a heavy storm. but this most was undeterred, i guess you could say maybe in his element and continue to trudge through the heavy snow, just kind of walking there and a winter wonderland right out of frozen.
