york city. you're taking a live look -- at the scene right now. just moments ago -- mayor bill de blasio -- holding a press conference. he says --the explosion was intentional . but right now --there is no evidence of any connection to terrorism. and -- investigators are on the scene of a possible second device. early signs show -- possibly -- a bomb blew up -- in or near a dumpster -- in the city's

counter-terrorism experts are on the scene. fortunately -- none of those 25 injuries -- are considered life- threatening. an eyewitness -- on the scene says --the blast shook the ground -- and felt like a lightning bolt. as you can see -- police and firefighters -- are still working at the scene -- right now. we'll stay on top of this story -- and bring you any updates -- as we get them. this all comes -- after a small pipe-bomb explodes -- before a marine- corps race this morning. police -- shutting down a park -- to investigate they say -- the crude bomb -- went off inside a trash can -- along the race route -- for a marine-corps charity run. (al della fave/ ocean county prosecutors office) "what the intentions of the individual, we don't know at this point whether it's criminal or terroristic. i mean, it's obvious it was meant to affect the run, the fact that it went off at 9-35." and no runners were nearby when the bomb blew up..

local and federal agents are investigating. they pay the registration fee. they show up at sam boyd stadium today -- for the mad margarita run. only to find out -- they may have been scammed. 13-action news reporter -- david schuman joins is live -- from where the run -- was supposed to take off. david. these road closed signs never came down today. dozens of people drove up expecting to see crowds, a registration tent -- but nothing was here. it's impossible to know how runners told us there's usually a couple hundred at events like this. each persons entry fee was somewhere from 35 to 60 dollars. so they were surprised and frustrated to be duped in such a way. registration went through a website called active.com, and now all the runners we spoke to plan on writing emails to the site asking what's going on here. 193550 bob shearing, runner "i don't know what to think of it for future races. active.com did have a reputation i think as being a real organization, respectable,
