car tires breaking on ice slick conditions like this are causing many drivers to lose control on the roads. the sunshine helped melt the snow and ice throughout the valley....but come sundown, a lot of moisture remained on the streets. dennis johnson, reno: "it will freeze up again, it will be real icy come morning." this is dennis johnson's neighborhood. as you can see, slush and ice is covering the roads...so he decided not to get behind the wheel today. dennis johnson, reno: "i have chosen to stay off the roads today, since i didn't have to go anywhere." it's these residential areas and secondary streets that drivers will still see some icy spots. jordan hill, reno: "anybody is going to skid around on ice, i mean, even if you have a four by four truck, you know. but other than that, you should be fine unless you're going up in the mountains." tiffany londay commutes through the mountain pass every day for

nine feet deep at mount rose. that equals about 29 inches of water. experts say this appears to be a recovery year -- after four dry winters. but the storms need to continue in order to catch up. jeff "this is great to see all the snow but a 4-year drought, you're going to just come out of it with a few good storms. it's going to take some really good winters to do that." the news is encouraging throughout the silver state -- where snowpack is 50-percent above average. that's critical for farmers and ranchers in the humboldt basin, who have had little to no water, the past few years. while this recent snow is good for the snowpack... it has caused some problems when it comes to trash pickup. waste management says service to the following areas have been delayed due to dangerously icy roads: mount rose highway... montreux.... st. james village, timberline drive... joy lake

drive. waste management says it is working on getting to those areas as soon as possible. however... if conditions don't improve this week, they will take extra bags without excess waste stickers one week from today. and whenever winter weather comes to northern nevada and the sierra, remember to stay with channel 2 news on the air... online, on facebook and twitter for storm watch continuing coverage. the reno-sparks area is no stranger to flooding. the truckee river flood management authority is devoted to reducing the impact this kind of natural disaster can have on our area. earlier today the cities of reno, sparks and washoe county heard the latest presentation for the truckee river flood project. andi guevara has the story. 100 thousand acres of washoe county are on a floodplain, and while there has never been a flood here in an el nino year, jay aldean executive director of truckee river flood management authority says we should expect a significant one within the next four years.

we could lose equipment, we could lose lives. it's a very devastating event. in 1997 $600 million worth of damages occurred, to just washoe county the cost to prevent the damages would be significant as well. 22 to 25 million dollars annually. money that is absolutely necessary, says sparks mayor geno martini, to protect the protect the future of the truckee meadows. martini "in the sparks industrial area alone, we have over 20 thousand jobs down there. every time we get flooded down there, some more jobs go away." proposals to pay for the truckee river flood project include increased sales tax and flood fees for businesses and residents. the exact figures have not been released, but what is available to the public are the plans for improvements from booth street in reno to just past vista in sparks. aldean "what we would do is build a series of flood walls, bridges, levies, stabilization

welcome back... in school watch-- tonight we heard from the washoe county superintendent about the future of the school district... in the annual "state of education" address. that's right-- and she's got some big goals for the district... including a 90 percent graduation rate by the year 2020. i asked her... considering the district hit 75 percent this past year... how possible that is. traci: "i believe that we have to aim high for kids, and i don't have a low expectation for not one kid in our district. if we hit 88, i'm good, but we have to have the high target." along with boosting graduation rates-- davis plans on further restructuring the special education program... and getting all schools trained in social and emotional learning techniques. she also had a big announcement to make-- stacie mathewson, the founder of "transforming youth recovery"...

million dollar donation to the district... to develop new programs catered to student mental health. traci: "we know that we are doing a fantastic job of closing academic gaps, but the kids have these other gaps related to social, emotional needs, and those are the gaps we really need to attack, so we can continue on this pathway." finally-- davis addressed what she calls the biggest challenge facing the district now-- overcrowding. traci: "we are bursting at the seams. and we have been for decades. it's not a new problem." there's a committee of community members working to get a question on the ballot in november... which would raise taxes for new school buildings. davis says-- if that doesn't pass... schools will have to go to multi-track systems... or even double sessions. welcome back. in health watch tonight... the world health organization is declaring the zika outbreak a global health emergency. the agency says the mosquito- borne virus is spreading rapidly... ...and the lack of a vaccine or population immunity spurred the w-h-o into action. dr. chan: "i am now declaring that the recent cluster of microcephaly and other neurological abnormalities reported in latin america following a similar cluster in french polynesia in 20-14 constitutes a public health emergency of international concern."

there could be at least 3-million zika infections over the next year. zika is linked to a birth defect that leads to babies being born with abnormally small heads. there are also reports of a serious neurological condition in areas where zika has been confirmed. however, there is no conclusive link between zika and that condition. in money watch... gas prices are still falling here in nevada as prices remain low entering february. according to gas buddy dot com... the average price of regular unleaded in the silver state is now 2 dollars and 27 cents a gallon... down more than 6 cents in the past week. nationwide the average fell two and a half cents to a dollar 80 on average. that's the lowest start to february since 2009. the super bowl is just six days away, and the carolina panthers and denver broncos made their first official appearance at the media day event... which is often full of surprises...

media day for the first time ever, airing it live on the n-f-l network. players were required to be here for one hour , but fiedling questions from miss universe helped pass the time. nat player's laughing track: the teams get an off day tuesday.and then.. get down to the business of winning super bowl 50. teri okita, cbs news, san jose dallas colodny: super bowl 50 is right around the corner and of course there's a pair of former nevada wolf pack guys playing in their second super bowl in 3-years...we caught up with virgil green and brandon marshall....i'm dallas colodny and hear from them coming up in sports. you know the basic bargain of america is if you work hard, and you do your part, you should be able to get ahead and stay ahead. but so many families don't feel like their hard work pays off.

"now, here's sports director garrett dearborn, with channel 2 sports" they have kicked off super bowl week over in the bay area and dallas colodny took a trip over the hill to catch up with a few former nevada stars, including a reed alum.. super bowl 50 is almost here...we are in san jose at super bowl opening night which is monday night and all the denver broncos and carolina panthers will be speaking to the media. we also caught up with some former wolf pack guys like brandon marshall who actually has his own podium, how cool is that? him virgil green is here and former reed high and nevada wolf pack star kyle roberts are all here. we caught up with all of them and they told us just how excited they are to be at super bowl 50. hey definitely. it feels great man. uh god is good, i've worked extremely hard for this and now i'm here.

the carson crusher was back in northern nevada this morning for the reno aces second hot stove luncheon....5-time all-star and carson alum matt williams is back with the diamondbacks as third base coach after being fired as manager of the washington nationals. williams spent 2-seasons in washington where he earned national league manager of the year in 2014 leading the team to the best record in the league.....but after a dissappointing 2015...the club went in another direction...we asked him if he got a fair shake in the capitol. that's in the past. what i'm looking forward to now is helping us win. and so i get a chance to do that. it's exciting for me to jump out of bed and work with this group. because it's special. so i'm excited about that. we'll let that be in the past and look
