it happened. a look at the video, plus what witnesses are saying about this violent attack. >> reporter: well it started as a holiday barbeque, and a side show, and quickly turned violent. as you can see by the track marks in the middle of the street there, that's where this side show was taking place. around 9:30, witnesses say it turned violent. they were caught around a hail of bullets. one man was shot and killed on that corner. another woman's body was found in front of the beauty supply store. a third was shot in front of that car wash. right now, we're going to show you exclusive video that ktvu obtained. you can see someone on the tape with a gun. witnesses say that several people were carrying guns here last night. it happened on 88th and international. when police arrived, they found three victims. two of them dead. the third was rushed to highland hospital, where she remains in critical condition. one woman ducked behind the

car, only to see her 28-year- old daughter, latoya kenny get shot and killed. we have a photo taken of kenny, just hours before she died. >> she don't need to die, she has too much to live for. >> it's okay, she's in a better place. i'm not happy with how she went, but i trust in the lord to take care of her, and take her home with him. >> reporter: witnesses have eyed another victim as eric bush, a father of three, who celebrated his birthday just two days ago. this happened in front of the east bay dragon motorcycle club. oakland police have no one in custody, although they did witness one person on foot, and another person driving in a car. thank you. time is now 7:03. the search continues this morning for a missing 26-year- old nursing student. michelle le hasn't been seen or heard since friday night, when she left kaiser hospital.

coming up in our next half hour, we'll tell you what police are saying about her disappearance and the big clue that may lead to a break in that case. overnight, three people were taken to the hospital, after two hit-and-run accidents. take a look at video we shot from the overpass over the accidents. look at these pictures. this all happened about 11:00 last night on westbound 580, near the regatta boulevard off ramp. the chp says three cars crashed, because another car was driving recklessly, the drivers of those cars were taken to local hospitals. the chp is still asking anyone who saw the crashes or saw that reckless driver, contact the chp. time is k07 4, part of san ramon's memorial day celebration is grounded, due to bad weather. allie rasmus is live with what the city had planned, and the other events happening around the bay area today. >> reporter: good morning, the event here in san ramon has

been scaled back a little bit. as you can see, the spectators here do have something to see. hot air balloon pilots are in the process of inflating this hot air balloon in the middle of this field. you can see there's a crowd of a couple hundred people out here, gathering to watch. you heard a lot of oohs and ahhs. this is one of six balloons that was supposed to fly from san ramon, over to the altamont pass to tracy. but because of the fog and the wind, the event has had to be scaled back. there is still a large crowd out here. inspectors will get to see something, you can hear the noise of the hot air inflating this balloon right now. i don't know if you can hear that hum in the background. this balloon will be inflated. we talked to one of the pilots who said people will get to see something. actually, they're getting to see it right now. >> we'll pull out one or two balloons and just inflate them

in san francisco, this morning. you're looking at a live picture from san francisco's national cemetery. the memorial day ceremony is one of the events that attracting a very large crowd. let's show you some video of last year's event at the presidio, it starts at 10:30 this morning, and includes a parade, a memorial ceremony, and 21 gun salute. in benicia at 10:00 a.m., a memorial ceremony there will include a flyover with military jets from travis air force base. some people here, back out here live, you can see some people kind of running away from this balloon. the wind that is tossing this balloon back and forth, that's part of the reason why this balloon won't be flying. it's going to be stationary, kind of tethered to the ground out here. but it is inflated, much to the delight of a lot of the spectators out here. an interesting thing about hot air balloons, the wind actually can't be any more than 7 or 8

miles per hour. you have to have optimal winds and weather conditions for these things to take off. the weather, unfortunately didn't completely cooperate. this balloon, and five others were supposed to fly and take off, but it is staying stationary. they decided to keep it here, a crowd of a couple hundred people have something to see and enjoy. allie rasmus, ktvu channel 2 news. >> that was tricky to watch. thanks, allie rasmus. a new poll is out, shows a san francisco bond measure for paying for road improvements and street repairs is right at the 2/3 threshold needed for passing. $248million measure has not been placed on the november ballot yet, but according to a recent poll, commissioned by the city, 91% of likely voters think the condition of local streets is a problem. they've ranked it more of a problem than the quality of public schools, and just below

road, watching for all sorts of things. traffic is moving well at the bay bridge toll plaza, coming into san francisco. in the south bay, a couple of spots here, where you can see just a little bit of slowing. really, nothing major. if you drive during a commute day, today, everywhere is going to seem light. 7:10, let go to steve. a lot of low clouds in place. they came roaring back, that has been the theme. you watch for things. we haven't had any heat yet. the fog has no problem coming back in, because another system just keeps dropping down. here it is, partly sunny today, cooler and breezy. low clouds, windy at times, gusts over 30 for many already. tomorrow, mostly cloudy. light rain, again as another low drops in. the key will be the weekend. this typhoon, which went north of the philippines, we can get caught up in the westerlies. one of our forecast models brings the remains right on us

for the upcoming weekend. we'll see. there's not a consensus on it, but the pattern, the way it was going, would not surprise me one bit. what we do have going for us is an increase in the lower clouds. clouds are on the increase, not only low clouds, but also higher clouds, as that system inches closer, and it will play into our tuesday, wednesday forecast. cooler, breezy in spots. temperatures yesterday, we did warm up. had some low 70s. here comes that system, it's getting closer. upper 40s, lower 50s. it hadn't had any problem clearing the coastal hills. when you combine a west wind 22, gust of 35. there in lies a rip roaring turbo charge sea breeze. it's following the same highway we've had for about the last 25 days. really, the last warm weather was around may 5. that low is going to end up in northern

california. drop right in. here comes another one. i would not be surprised if we get light rain, and scatters showers. the end result will be a lot of clouds and continue situation of these cool, cool pattern. it will be cooler. 50s and 60s for many. other very low 70s. there will be a wind behind that. it will not be very warm. temperatures a good is a degrees below normal for this time of year. when record lows are being set, our coolest highs from redding all the way down to palm springs, you know we're cool. mostly cloudy, tuesday into wednesday. a little cooler friday. very concerned about the upcoming weekend, but we have four or five days to iron that out. new voter registration rules are in. also, a big travel hiccup at one of the nation's busiest airports this weekend. why hundreds of flights were canceled yesterday.

good morning, we have some sun breaks, but there's a lot of low clouds in place. a lot of 60s, looks like another mostly cloudy on tuesday. tornado warnings in effect for parts of michigan already hit by bad weather. take a look at yesterday. solerville in southern michigan. residents actually had to cut through trees to get help and let the rescue crews in. the fire crews couldn't do much until the power company arrived to take care of those downed power lines. >> the tree came down in the front yard, took the power lines down. when the fire department got there, they said there's

nothing they can do until bpe comes out. >> right now, thousands still have no electricity there. the crews plan on working through the day to get the power back. despite all the damage, no serious injuries have been reported. air traffic at chicago's o'hare airport back to normal this morning. yesterday, 450 flights were canceled because of severe thunderstorms. the average flight delay? three hours. at chicago's midway airport, no flights were canceled, but a lot of them had 40 minute delays. forecasters say the worst of the storm has passed through. time is 7:17. the national guard is helping people deal with major flooding in montana this memorial day. dozens of national guard troops have been ordered to stop people from crossing bridges deemed dangerous, because of flood damage. states down stream along the missouri river are preparing for flooding by strengthening levees, and laying down sand bags. some drivers are relieved to see holiday gas prices still

falling. this morning, selling for $4.3 on average in most places. but $4.15 in san francisco. that's down nearly a dime in the last week. some people say it's still not enough to make a difference. >> normally, we go out to the sierras for memorial weekend, but not this weekend with the way gas prices are. >> remembering prices from last memorial day, when regular gas was selling for an average of $3.10 a gallon here in the bay area. at least one member of the royal family in saudi arabia wants oil prices to drop. the grandson of the founding king says he's worried if crude oil prices don't come down, the u.s. and europe will step up efforts to stop using so much oil. he says if the west finds alternatives to oil, he says it will hurt his economy. he says oil should be 70 to $80 a barrel. right now, it's selling for $100. germany announced it will

shut down all nuclear power plants by the year 2022. antinuclear demonstrators hung banners outside the all night beating where that big decision was made. last year arks germany's chancellor pushed to keep their seven reactors running through the area through 2026. that decision was reversed after the japanese nuclear disaster. there's a new poll in japan showing the nuclear crisis there caused a lot of people to loose faith in the japanese government. 81% say they don't trust the government about the nuclear crisis. almost 85% say the utility company is not doing a good job of dealing with the crisis. it could be an early warning sign for president obama's early reelection campaign. the number of registered democrats has fallen in key states that helped put mr. obama in the white house. those states include florida,

the issue is the fire retardant. environmental groups are concerned about the long term damage from the chemical mixture, they're asking the fire service to not drop the retardant on or near water ways. the space shuttle endeavour is headed home for the final time. last night, the astronauts said bye bye to their visitors. the shuttle commander, mark kelly had a reminder for all of us this holiday weekend. >> this memorial day weekend, i'd also like to say that as a crew, we're thinking of the veterans out there, that have lost their lives in wars, especially recently in afghanistan, and iraq. >> reporter: the space shuttle pulled away from the international space station late last night, it is due back on earth early wednesday

morning. the space shuttle atlantis should be making the flight in early july. time now is 7:23, a new scholarship is paying students not to go to college. the scholarship is called 20 under 20. it's the brain child of peter steel. he's giving 20 students $20,000 to ditch college. he's also a stanford graduate. there's a berkely grad over there, his name is sal castaneda. >> yeah, i graduated from berkely, which did come up as i went to a graduation party. even more people have been accepted to berkely. congratulations this graduation weekend. let's actually, berkely's was last weekend. if you're driving around the bay area, and no matter where you're going, it's pretty good out there.

welcome back, time now 7:29. oakland police were busy all night, investigating a triple shooting that left two people dead, one person critically injured. this happened just before 9:30 last night, right here. 88th avenue, international, during a barbeque and side show. police found all three victims when they arrived on the scene. two were already dead. the family members identified

charges have not been identified. time is 7:30,pg and e crews are getting ready for testing in two bay area cities. that involves filling pipes with water. the actual testing should be done later this week. customers shouldn't notice an interruption in service. pg and e and other california utilities are asking the state to change power pole safety rules. utilities want to eliminate a requirement that electric poles need to be built and maintained so they will quote, not fail. the company says that is an impossible measure to meet. opponents say lowering the standards would increase the risk, and utility companies would not be held liable for injuries and damages. one pg and e cup company

says it's trying to find long term solutions to san francisco's embarcadero. a transformer exploded yesterday. the power went off near pier 83. luckily, no one was hurt. in tornado ravaged joplin, missouri, the grim task of identifying victims continues right now as a memorial service was held, to remember those who were killed in last week's storm. president obama was there at yesterday's memorial service. the president praised people for coming together, taking care of each other after that tragedy. he also went on a tour of some of the hardest hit areas and assured the residents, the obama administration will be there to help them long after the cameras are gone. the city of capitola is still waiting to see if the federal government will come through with disaster relief aid. the state chose not to invoke

the disaster assistance act. people are now waiting to see if fema will provide aid. officials say the emergency reserves are depleted. the city has already spent close to $1 million to fix city property and expects to spend another $500,000 to complete the work. the search continues this morning for a bay area nursing student who hasn't been heard from since friday. police are calling it a strange disappearance. >> reporter: good morning. there have a few things in the works today, and they center around what michelle le was doing, right before she disappeared. as you can see by our live picture, trying to find out more information from investigators. so far, they don't have anything new for us this morning. what we do know is that investigators are waiting for a search warrant so that can look inside the young nursing student's car. her car was found a few blocks

away from kaiser hospital in hayward, parked and locked. police say it was in the hospital garage before, and that someone possibly le, possibly someone else drove it to that location, but they have not been able to look inside. >> it's suspicious, because it's not in her character to go to school and leave without telling anybody. and not answer her phone or tell anyone where she's going. >> reporter: she told nursing students she would be back before heading out of town for a trip to reno, but she never returned to the hospital. workers are tell us they're worried their own safety at this point because of the disappearance of michelle le, but again, we're outside the hayward police department right now. as soon as we find out more information, we'll bring that to you. reporting live in the newsroom, pam cook, let's go back over to maureen. the school board will consider almost $4 million in budget cut this is wednesday to

pattern, the fog is rapidly increasing. weak high pressure. really weak high pressure is over us. temperatures won't warm up. too much in the way of low clouds, breezy conditions. 50s, 60s, or low 70s. yesterday on sunday, redding set a record low of 41 degrees. bakersfield was only 70. palm springs was only 79 degrees. they tied for the coolest high temperatures on the date. even san francisco missed a record low by 1. it's cool in northern, central, and southern california. another system will just move right in to keep this party going, if you will. west-southwest, southwest, west at 22. south-southeast san jose. santa rosa stays calm, but there's a little bit of a south wind. that's a cool breeze this time of year. you see the development taking place on this low, which will drop into northern california, and sit here until wednesday. i think we will get light rain out of this tomorrow. another low drops in on tuesday. in advance of that, increasing high clouds.

the low clouds are getting really close to filling in along the entire coast, as this system gives us a rather strong, cold low for the end of may, as we go into june. low clouds, some sun, breezy, and blustery at times. a lot of 60s, or even 50s, closer to the coast. some gusts have been to 35 miles per hour. thursday and friday look a little better. tuesday, friday, light rain, then a break, thursday and friday. all eyes are on the upcoming weekend, and what could be another round of rain. millions of american flags will be very visible today as we mark the memorial day holiday. now a bay area company is stepping forward to take care of those flags when they become too worn to display. not everyone knows how to burn them and destroy them in a dignified manner. so the general manager is offering his services. he is gathering tattered flags

are locking in their vacation plans, but not everyone intends to leave the office behind. 30% say they will check in with work at least once. even then, 12% of workers say they feel guilty when they're not on the job. getting out of town is costing airlines more this year. just one trip of fuel costs $330. that's up 48% from this time last year. fuel now makes up more than 1/3 of total costs. alaska airlines is about to make a big upgrade. the faa just approved the request to use the ipad as a replacement for flight manuals, used by pilots while flying. alaska says the change will cut down on weight, and paper. it's also looking into

yesterday in burlingame. the giants head trainer says posey will have another surgery in about two months, they're going to take out the pins that doctors put in yesterday. the 2010 national rookie of the year also broke a bone in his left leg. the giants may get another offensive weapon back, and soon. third baseman, pablo sandoval could be back in the lineup in about two weeks. manager bruce bochy says if everything goes well, he could start a minor league rehab assignment this weekend. sandoval will take batting practice on the field this week. it will be the first time since his may 3 surgery on that right wrist. dan wheldon won this weekend's indy 500. he edged out jr hildebrand for that victory. hildebrand was leading during the final lap. on the last turn, he lost

firefighters in kern county are mopping up after a wildfire that forced thousands of people to leave their homes. they announced yesterday afternoon, that a fire near lake isabella was full can contained. it burned near highway 178, which was temporarily closed. it also threatened 40 homes. time now 7:50. san jose police are investigating after a violent weekend. a 35-year-old woman was shot and killed while driving on ambler way saturday night. we don't know her name yet, but family members say she was a mother of five. the woman's nephew who was a passenger in the car was slightly injured in the shooting. this was the 24th homicide in san jose of the year.

discovered the body of a woman lying right here in the street. a third person was found just down the sidewalk about a block from here. now, right now we're going to show you some exclusive video that ktvu obtained at the tail end of the shooting. you can hear gunshots and see someone on the tape with a gun. witnesses tell us, several people were carrying guns here last night. that happened on 88th, and international, when police arrived two people were dead. the third rushed to highland hospital, where she remains in critical condition. we spoke to the family of one of the victims. we have a photo taken of kenny just hours before she died. >> we were here for a couple of hours before this even happened. my sister was there for only 20 minutes. she got out her card to take pictures and we heard six or

the pilot and crew members are now packing up one of the balloons. they were supposed to fly these to tracy. but because of the wind and the fog, those plans had to be scaled back. the spectators who were out here this morning, did get to see something. the balloon pilots inflated one of the balloons to the delight and cheers of hundreds of spectators out here. the balloon didn't go anywhere, but just bobbed around. balloons have to have optimum conditions to fly. if there's fog, it can't be lower than 1,000 feet. obviously, the weather didn't cooperate this morning, after about 10:00 minutes, the balloon started teeter tottering in the wind, and the crowd had to dodge the balloon as it came crashing down and deflated. the spectators, some of them

after the sentencing, the judge will hold a hearing on whether or not to release grand jury transcripts which include testimony from jaycee dugard. your time is 8:04. the california highway patrol is investigating two hit-and- run accidents possibly caused by the same car. it happened around 11:00 last night on westbound 580, near the regatta boulevard in richmond. the chp says the three cars crashed because another car was driving recklessly. they're asking anyone who might have seen the accidents to call the highway patrol. >> so far, there have been fewer dui deaths this memorial day weekend compared to last year. from friday night to sunday morning, 129 impaired drivers were arrested. that's compared to 150 last year. there were no fatalities so far

compound, where insurgents took cover. but the compound has civilians inside. afghan officials say as many as 12 children, 2 women were killed. the afghan president, hamid karzai condemned the bombing and said he's issued his last warning to the u.n. investigating a triple homicide. police say one woman was found dead inside this home. a third victim was also found severely hurt outside the home and later passed away. the three victims reportedly suffered trauma to the head. no sign of forced entry there. investigators say, this does not appear to be a random act. time is 8:54. san jose detectives are investigating several homicides this morning, after a very violent weekend. a 35-year-old woman was shot and killed, while driving on ambler way saturday night. her name has not within

released. family members say she was a mother of five. the woman's nephew who was a passenger in the car was slightly injured in the shooting. it's the city's third homicide in the past five days and the 24th of the year. hours before that shooting, a san jose teenager was shot to death in an apartment complex. police found vincent lee. he recently celebrated his 18th birthday and graduated from independence high school. no arrests have been made in either case. mopping up from a wildfire that burned almost 1400 acres and forced thousands to evacuate. a fire near lake isabella is said to be fully contained. this started in a wildlife area, burned near highway 178, which was temporarily closed. e evacuees are allowed to go
