action on the las vegas strip! see more from the filming of the latest jason bourne movie.. being shot here in the valley. this is fox5 news at 6. local. las vegas a scathing new state audit - comes down hard on the nevada taxicab authority. i'm elizabeth watts.. christine has the night off. i'm john huck. the state found passengers are being unfairly charged... for tens of millions of dollars a year! fox 5's ophelia young is in front of the taxi pickup area - at mccarran international airport with details of the audit. even governor brian sandoval said this report is the most criticizing he's ever seen. at the end of this 6 month audit - auditors suggested in this report getting rid of the whole agency. "it sounds like a good idea, it sounds like a good idea, it sounds like america right?" those waiting for their uber or lift particularly aren't surprised to find out about the new state audit report. the division of internal audits says the nevada taxicab authority - a state

the taxi industry in clark county - is overcharging their riders - up to 47 million dollars a year. among questionable decisions the board has made - how they reallocated a fuel surcharge. the authority temporarily raised mileage rates by 20 cents when gas prices were rising. last summer gas prices dropped - but instead of also dropping the 20 cents - "what they actually did was take about half and put it into the permanent rate so part of that 20 cents became a permanent increase." 8 was added to the permanent fare - 12 cents remains fuel surcharge. another cost the report questions - three dollar fee credit card fee the board approved in 2010. "clark county is one of the few areas in the country where the riding public is charged a credit card fee." last but not least - the report alleges board members

legislative roles. "there are two specific administration decisions that were overturned by the board." the nevada taxicab authority was established in 1969 to ensure safety comfort and convenience to the public. weinberger says now they seem to cater to the taxi companies - where he believes all excess money is going. now with competition like uber and lyft in town - riders are starting to see the excess on the dashboards. "to pay 30 40 dollars to go 5 to 10 minutes is rediculous." "it definitely confirms and validates that uber is a much better company not only financially but morally." the division of internal audits presented the report yesterday - none of the taxicab authority's board members showed up.

woman ileana drobkin - and she did not return my calls. reporting live. dissolving the taxicab authority was just a recommendation of the report - it would take the next legislative session to actually remove them from power. the report suggested moving that power back to the national transportation board or clark county. a local jury will restart deliberations tomorrow morning to decide whether or not a former las vegas pastor is guilty of more than a dozen charges including sexual assault of a minor. but before they reach a verdict- the man on trial faces new charges in a completely unrelated case. fox5's abby theodros joins us live from the court house with the latest. the jury is done for the day but otis holland could be going to trial again. new charges have been filed against him that names 5 new victims of sexual abuse. to be clear- these allegations are

14 counts of abuse he was on trial for today but prosecutors say new evidence and information allowed them to file these charges. special prosecutor robert langford tells me that the youngest victim in this new case is younger than ten years old and one of the charges is "use of a minor in the production of pornography". langford said that holland had the victims film themselves. again while these new charges were filed today- here at the regional justice center closing arguments kicked off in the initial case against holland. robert langford, special prosecuting attorney: new charges were filed in henderson justice court this morning they are similar allegations the case here. because were waiting for the jerry he probably won't make appearance tomorrow expect that either will be. later in the week or possibly next week holland was arrested in december 2010 on charges related to sexually assaulting girls and women from his church. he was then charged with lewdness with a minor in 2011. holland then fled nevada and was eventually found in tijuana where

by mexican police. while the prosecution argues that holland met with the victims in private and pretended like he was counseling them, the defense argues that the victims were scorned by holland and jealous to be sharing his attention. the jury has wrapped up for the day at 5 and will be back tomorrow at 9 am. prosecutors say holland is expected in henderson justice court tomorrow for an appearance related to the newly files charges. prosecutors have upgraded the criminal case against lakeisha holloway. she's the woman accused of intentionally driving a car into a crowd of pedestrians on the strip - killing one persson - and injuring dozens. clark county d-a steve wolfson filed new felony charges against holloway - including 30 counts of attempted murder - bringing the total to 71. a judge set a court date for february 4-th her attorney says she plans to plead

scott coffee / deputy public defender "she's doing better, she's still guarded, there are some concerns about her mental condition. she was in that 24 hour watch situation for weeks wich is highly unusual in my experience. there were concerns about her mental health, there are still concerns, but she's stableized." prosecutors say marijuana was in her system at the time of the crash. holloway told investigators that she was not under the influence of drugs or alcohol. fixing one of the valley's busy roads is a priority this year.. it was for the racetrack road improvement project in henderson. city officials kicked off a 7- point-3 million dollar project that includes replacing or resurfacing racetrack road from boulder highway to athens avenue. it's being paid for at the gas pump.. called fuel revenue indexing. henderson city councilwoman debra march said it's calculated at 10 cents a day per driver. "the orange cones are a great thing. these are jobs being created in our community. we're going to have about 44 jobs on this

racetrack." the new racetrack road will also have new bike lanes.. along with sections that narrow to slow traffic and make it safer for pedestrians. the fifth installment of the bourne franchise is being shot along the las vegas strip this week. this is a look at the shoot from this morning. car chase and crash this was a chase scene near harmon and the boulevard. the crew shot this scene several times.. and were setting it up for hours overnight .. all for a few seconds of a chase scene. the crew did have dozens of cameras catching the action from several angles. filming wrapped up before 7 this morning. but plan for more delays tonight.. we have yet to hear exactly where and when crews will be filming. dozens of stars are in today to help celebrate our city's newest headliner!

the u-s attorney general is defending president obama's latest move to tackle gun violence. loretta lynch testified at a senate appropriations hearing wednesday morning. earlier this month, the president put several new gun control policies in place... including expanding the background check system and providing more funding for the f-b-i and the a-t-f republicans have called into question the legality of the orders and say they will do little to curb gun violence. senator richard shelby (r) alabama "can you guarantee us, madame attorney general, that there is legal authority for the president to take the actions that he has taken and can you provide the specific laws or court cases that support the position" loretta lynch attorney general "well mr. chairman with respect to the recommendations that i made to the president as

it's been another rough day on wall street .. at one point this morning, the dow was down 565 points!.. huge stockpiles of crude oil around the globe are weighing down the price of oil, which is dragging down stock prices. by the end of the trading day .. the dow closed down 249 points.. or about 1 and a half percent. nasdaq was also down .. but only by a fraction. teh s and p fell a little over 1- percent. a survey says you could get a good deal on a new big screen t-v if you shop soon. more people plan

ahead of super bowl sunday than at any other time during the year. that's according to fat wallet- dot-com's annual tv buyer survey. it found 26- percent of americans are expected to purchase a new television this year... and a quarter of them will buy them during super bowl sales. retailers like walmart are already starting to post deals in an effort to lure those shoppers. according to a fat wallet expert-- you should be able to save an average of 20-percent or more on high-end tvs though the end of the month. you'll have to wait a little longer for the next "star wars" film to hit the big screen. disney says "star wars: episode eight" will be released in december, 20-17. it was originally scheduled for release seven months earlier. disney did not give a reason for the delay. the current "star wars" film, "the force awakens", was originally planned for a summer 20-15 release, but was also delayed. a move that paid off, as "the force awakens" is now the highest- grossing u-s film of all time. as of yesterday, the film has made more than 860 million dollars at

speaking of outer space.. there might be a new ninth planet. that's according to researchers at the california institute of technology. the new find has the not so creative nickname of "planet nine." caltech says it has a mass about 10 times that of earth and orbits about 20 times farther from the sun than neptune. that means it would take between 10 and 20-thousand years to make just one full orbit around the sun. ahead tonight.. chilling out in the frozen north. it's not a disney cartoon ... but could be. a life sized ice castle you can go

minnesota. ice builders are putting the finishing touches on ice castles in this minneapolis subburb. there are sixty towers of ice spread over an acre of land. some walls have become ten feet thick. the castles include tunnels, caves, fountains, waterfalls and even slides. the builders say the structures are built from homegrown icicles. blake hawbaker/ ice castle site builder "all the ice you see out here is just 100 percent natural. there's no dye or additives, it's just blue ice."
