out fox5 vegas dot com for more information on this power outage.. including the details of what happened and what's being done to fix the problem. this isn't the first time a major casino on the strip has suffered a power outage. back in 2004... the bellagio lost power for three days! guests did not have any phone serivce or water... and the elevators did not work. they ended up being sent to other hotels. according to the las vegas sun... the bellagio ended l anywhere between two and three million dollars a day in revenue... and another million dollars in net income. now to a hot issue on your ballot... it's question two - whether or not to legalize recreational marijuama in nevada. one dispensary is wasting no time setting up shop in our city, even before the votes are counted.. "i think it's about time, it's been prohibitions. the market's been there but it's time for it to be legit and it's
10:09 pm
it's time for that to be standard for this product. " the shango dispensary opened today with a special green ribbon cutting. it aims to be the leader in the cannabis industry. right now... it strictly sells medical marijuana-- but if question two passes you can expect to see other marijuana products available like flowers... concentrations and infused treats. so tonight, we're asking .. how would legalization play out here in nevada. and what are the pros and cons? fox 5's faith tanner has this special report. if proposal 2 passes--- nevada will join four other states that have legalized weed. proponets say it's time to regulate the drug.... but those opposed have quite a few concerns about it. "this is probably one of the most regulated businesses in nevada, hands down" kevin biernacki is the master grower at the grove. he's turned growing cannabis-- into a science.
10:10 pm
these little plants comes from a mother so each one of these is genetically identical to it's original mom, so we don't grow from seeds we basically clone" thousands of marijuana plants grown here at one time--- it's part of the state's medical marijuana industry that's lighting up... with state of the art grow houses... and high end dispensaries. "it's definitely tough to work with, there are a lot of regulations posted on us" most of these facilities--- opened just this year. and now these businesses are bracing for the possibility of a surge in new customers. as nevada voters decide whether or not to legalize recreational marijuana. "instead of chasing our tails on this failed prohibition, it's just time for a new approach, it's time for us to take this out of the black market and instead have responsible small business people, local people that we know sell this in a highly regulated manor" joe brezney is a spokesperson for the group leading the push to legalize weed. "marijuana's being sold in the community. who do you want selling it- is it cartels and criminals or our neighbors?- our successful business people who are already
10:11 pm
if passed-- proposal 2 would allow adults-- 21 and older-- to legally possess up to one ounce of marijuana on private property. it would enforce a 15 percent tax on wholesale marijuana sales tax revenue would go toward regulation of the drug, and then the state's education fund. "if we transition that into a regulated market that's 6,000 new jobs that don't exist right now, it will produce 60 million in tax revenue for the state" opponents say allowing recreational marijuana would do more harm that good. some of their biggest concerns? edibles that look more like candy--- being marketed to kids. and the dangers of reckless drivers-- under the influence of marijuana-- on the roads. : "what we've seen in legalized states like washington, there is a doubling of marijuana users on fatal car crashes" kevin sabet is the president of smart approaches to marijuana. he's also a former drug policy advisor to both the obama and bush
10:12 pm
"it does effect the make up of your community, when you have these pot businesses selling different kinds of marijuana the second hand smoke issues that come with public use, they become a nusiance" sabet says the industry is also going down a dangerous path--- by trying to commercialize marijuana products. "the industry knows it needs to get young customers so it's going to do what big tobacco did 50 years ago which is market and create these edible items that are red... purple.. grape... cherry flavored to attract kids... they're doing what they need brand loyalty and this is how they get it" but brezny points out-- state lawmakers have already proposed new regulations-- to make edibles look plain and less appealing to kids. he adds-- nevada already has some of the toughest medical marijuana regulations in the nation-- and vows that will continue if marijuana is sold the general public. "the proof is that we're already doing this on a high level. we're regulating it really well right now. and so expanding that to adults over 21 just makes sense" but opponents call recreational weed too risky for nevada. they say we should wait for issues to be worked out in other states-- before lighting up the marijuana experiment here. "i think the message to nevada voters is- what's the rush? frankly
10:13 pm
washington, california may go this way. let's see what happens to see if this makes sense for nevada" but ultimately it will be up to you-- the voters-- to decide if nevada will be the next to ride high on business from marijuana. if voters pass question 2 and weed is legalized-- state lawmakers will be given the task of adding clarifications or small amendments to how the system would work here in nevada. ftffnlll. recreational marijuana is also on the ballot in four other states this election-- california, arizona, massachusetts, and maine. still ahead tonight ..
