for you. >> good morning, everyone. unfortunately that this fatal accident on the eastbound side of 76, not too far from montgomery drive. we are seeing major delays. the schuylkill has been closed for approximately would i say at least 35 close to 40 minutes. you can imagine the the delay, that lies behind this incident and we have seen a few vehicles turnaround and head westbound on the eastbound side of the schuylkill expressway. now in regards to the westbound side of 76 we had an emergency team blocking left-hand lane. they have cleared the the eastbound incident but lets talk about the delay quickly. with the fatal accident we have pending investigations. this will be out there for a little bit longer. because of that this delay that lies behind it will last longer. so if you are traveling on the eastbound side of the schuylkill these are folks exiting or trying to exit at montgomery drive. a few alternates that you can think about doing right now. if you are trying to get into center city philadelphia and commuting on the eastbound side of 76, let's talk about

maybe martin luther king drive. take kelly drive. but no these are very slick and very dangerous even commuting on a rainy take. would i advise you to continue to take it easy if you are heading out of the north east, broad street heading in the city may be a good idea and then 95 is also an idea if you are commuting southbound, however, out of the north east i would advice you to jump on i-95 at bridge or aramingo avenue because we have a pothole situation which is causing an even hefty delay on the southbound side of i-95 at cottman so give yourself more time this morning. katie, this is causing a rock us. >> that particular part of the schuylkill, i drive over that myself, a lot and this morning in particular was very slick there, was hydroplaning action going on, not a lot of ponding out that way. that definitely is a good example of why we need to absolutely slow down despite the fat being that storm scan three is emptying out a little bit here. we have obviously still got some rain and it is coming down across northeastern portion of the i-95 and garden

drive. the delay that lies behind this is pretty severe, i with say you'll fine eastbound 76 delays making your way really from 476, all the way down to center city and it will justin to grow and get worse then that. a few alternates you can still take even though one lane is moving by that accident scene, that is kelly drive or martin luther king drive. if you are a truck drive you cannot use kelly or martin luther king drive. alternate is 476 to i-95. i know that seems out of the way but that is what we're dealing with this morning. as we continue we will move along now to i-95 southbound right around cot move awe knew. it is just that slow moving lazy river of traffic from the northeast down through vine street expressway. give yourself more time. in delays for mass transit. we will be right back.

having a low grade fever. director of the cdc will testify at a congressional hearing this afternoon, about the crisis and his agency's response. the chris van cleve has more. >> reporter: in just a few hours congress will have tough questions for the nation's top public health officials and an executive from the dallas hospital where two american medical workers contracted ebola, doctor daniel vargas from texas health press bye tear use is expected to announce mistakes were made in diagnosing thomas eric duncan died last week from the disease. he will address concerns over protocols, medical workers used while treating them. today the president canceled a second day of campaigning to focus on ebola containment efforts. >> i want people to understand that the dangers of you contracting ebola, the dangers of a serious out break are extraordinarily low. >> reporter: but growing number of republicans including house speaker john boehner are calling for president to consider a temporary travel ban or visa restrictions for countries

hardest hit by the out break. >> if you are in west africa and get exposed to ebola what will you do. you will try to get in in america to get to an american hospital where your life might be saved. >> reporter: white house says a travel ban is currently off the table. shutting down travel to that area of the world would prevent the expeditious flow of personnel and equipment in the region. >> reporter: beginning today four more u.s. major airport will screen passengers for ebola. as president obama promises a more aggressive response here at home n washington chris van cleve, cbs-3 "eyewitness news". dallas hospital at the center of the ebola out break is using a decontamination robot made by a horsham company to clean up after ebola patients are treated. it sprays a hydrogen peroxide vapor that kills viruses and or germs. director of operations at bio will says the the nozzle spins 360 degrees to ensure equal distribution of vapor in the

causing a major delay for your morning commute if you are trying to make your way in to center city philadelphia. what you are looking at here eastbound side of 76 as you make your way from approaching the area have girard avenue from montgomery drive. travel in this direction here you will notice accident scene off to your right and one lane of traffic getting by and that is left hand lane. this delay rather is stemming back toward 476 and continuing to grow. we also have just zoomed in on what looks to be if you are traveling on 76 approaching that incident scene a disable vehicle on the shoulder here. so traveling on the schuylkill expressway even approaching the incident scene we have a disable vehicle. this is a good reminder heading out on the schuylkill definitely fill up pump before we head out because we will see disable vehicles popping up because folks are under estimating this delay. give yourself more time, we will have usual rush hour delays on i-95 and 476 in those pockets. let's head back to the desk,

screens at promise charter school. lottery chose student for several grades at promise chart are and three other camden chart are schools. claims of excessive force inside philadelphia's current fromheld prison lead to the federal lawsuit. altercation was caught on camera september 20th. surveillance video shows inmate james akuba handcuffed and escorted for medical attention after a pep per spray incident in his cell. then second later this happened, you see a corrections officer we're told that is james wiseback, he starts to punch him. he puts akubu in a choke hold before other office are break it up. the corrections department described wiseback and discipline him. he is new back the on the job this brazen, violent behavior took place in front of the ten other co's, in a common area have of the prison where is there five other video cameras. the concern is what does this officer do in a dark corner on have the prison when no one is looking. >> wiseback claims he trent
