the sun going down to help cool things off little bit, because we are in the midst of such a warm air mass, and also such moisture-rich air mass, really makes things feel a lot steamier, obviously, right? so the humidity becomes the bigger story almost. even though we are expecting to extend the heatwave by yet another day. we take you out there regardless, nice bright light, smacking you in the forehead here, as we overlook from campbell's field across the recover, all quiet, tranquil, and you will see that eventually here in storm scan3, that things are still pretty quiet. now, talking heatwaves first and for most, we did make it official yesterday, as we anticipated we would. that has officially gun. our fourth heatwave of 2015. yes, put question mark on the ends that far one. we have pretty good idea when it will end. we think that today actually will likely end up being the final day of heatwave number four, for four days in a row. now, looking at storm scan, overall, generally things are quiet. we do have so much moisture,

though, that you do have a couple of very spotty, but locally heavy drenching downpours out there, most notably, just outside of new york city right now, we could see that fire up for our region, later on today, so, for now, all pretty quiet, just muggy, humid outside, 74 degrees the current temperature, into the upper 60s through the most remote subs, forward in the eyewitness day planner it will be another very hot one. so similar to yesterday, almost carbon copy forecast here, where you start with sun, to bake things here at the surface, really heat things up, we should hit about 93 officially, beyond 3:00 p.m. today. but, like we said, there may be just one of the isolated pop up showers or thunderstorms, because, meisha, a so much moisture in this atmosphere, clouds got to ring out the moisture somehow. >> absolutely r as long as we don't get it in this morning's commute, ill and happy girth, even though our hair will start to expand just a bit. good morning, everyone, happy tuesday, still early as you can see, evidence outside

very, very dark out there. ninety-five southbound at street road between 413 and street road. where we had some morning construction up in the northeast, look good, all clear now, you can see, headlights, tail light out, there but looking good. the schuylkill expressway eastbound at spring garden also another picture that i like to show you in the morning, one of the areas that heat up fairly quickly, especially moving into the 5:00 p.m., 6:00 p.m. hour. moving in the eastbound direction into center city looking good there. another area looking nice, and quiet, for those of you trying to make your way into center city at the vine, both to and from the schuylkill, looking great. east and westbound directions. philly playing the blue jays tonight 7:05 tonight at citizens bank park. love that game. ill still rooting for those phillies no matter what, construction two areas northeast construction, southbound lansdale rutland blocked. northbound at quakertown, right lane blocked there. still construction play to think b over to you. >> thank you. new this morning, police hope that surveillance video will help them track down the gunman who shot a man in north

philadelphia. police think robbery was the motive for that shooting which happened near 15th and west hazard street just before 1:30. when officers arrived, they found 33 year old man on the sidewalk. he's in critical condition with a gunshot wounds to the stomach. also, a fire tears through an apartment in philadelphia's somerton section. firefighters got the call around midnight to the haldeman manor apartment near the haldeman and boulevard. it was under control in about an hour, half hour, one person suffered from smoke inhalation. the red cross is helping 11 displaced tenants. no word yet on how that fire started. >> right now just a disturbing arrest. fifteen year old boy in police custody accused of kidnapping, beating and raping a five year old girl in north philadelphia. "eyewitness news" reporter justin finch joins now at police headquarters with the latest information on this, justin? >> erika, good morning, police took that 15 year old boy in last night, that is after special victims was able to

positively identify him as their suspect. this case has left a north philly block on edge for weeks as that suspect remained on the loose. the victim just five years old. this all began late last month. the victim's mother was unable to find her daughter just after 7:00 that morning, she searched frantically about their house on north hutchinson street. and then the mother and the neighbor found the girl in the backyard, blacked out, bloodied, and lying a top a ticket of high grass. the five year old was able to tell her momma bit about what happened, saying she woke up overnight, walk about their home, and saw a strange man in an upstairs hallway, she says he came from behind the closet door, pick her up, took her outside, where he kicked and punched her in the face, the mother also later learned that her daughter was also sexually assaulted before this subject escaped. >> something i will never forget. i thought that that was not my daughter back there, but a

lifeless child. >> and that five year old was taken to st. christopher's with severe injuries as you saw, and the suspect here, just ten years older than his victim, facing charges of attempted murder, assault, rape, unlawful restraint, false imprisonment, wreckless endangerment and more. we'll bring you much more on this story as it becomes available. live at police headquarters, justin finch, cbs-3, "eyewitness news". justin, thank you a american airlines jet that took off from philadelphia international airport returned for an emergency landing. flight 750 took off for brussels belgium last night about 45 minute later the boeing 757 turned around, after report of smoke in the galley. the plane landed safely. no one was hurt. >> happening today, congressman chaka fattah supposed to make his first appearance in court following federal enzyme on conspiracy charges, philadelphia democrat has sent a letter calling for a congressional review, and to takings to review possible misconduct in his case.

he's asking two house committees to review his case for quote unconstitutional or unlawful behavior. fattah accused of miss appropriate g hundreds of thousands of dollars if federal, charitable and campaign funds. >> 4:37 right now. pope francis will visit philadelphia now in less than six weeks, countdown continues to help businesses out during the visit. the city has opened new business resource center. the restaurant will be part of the high security red zone when the pope comes to town. with more than a million visitor expect the, workers here and nearby have questions about food delivery and trash pick up. to answer those questions and more the city opened new business hotline. >> i think for a lot of the businesses, this is about feeling like they can talk to somebody. we would prefer help to be open. we understand that that comes with a certain amount of potential inconvenience. >> the call sent letter operate during normal business hours through the pope's

visit. for more information on this just head to our website cbsphilly.com. >> when the pope's in town the philadelphia zoo will shut down. it will close september 26th and 27th. some zoo workers will spend the weekend there at the zoo to take care of the animals. the zoo is still planning -- still working on plans rather for the monday after the pope leaves. no firm place yet. the diocese of camden is using the remaining days before the papal visit to focus on the less fortunate. catholic charities warrants to raise awareness and make sure people know the doors of their eight service sent remembers open to those in need. church goers will find cards like this one in their pews, they talk about issues like hunger and homelessness. >> this is still one of the nation's poorest and most challenged and most violent, and most under-privileged cities. >> last year catholic charities in the camden diocese served more than 15,000 people with nearly 13,000 living below the poverty line.

school off initials delaware country meeting today to go over new dress code for students this fall. frustrated parents and student in the walling forward swarthmore school district voice their opinions at school board meeting last night. among other restraints, the new dress code states no tank cops or spaghetti straps. only crew neck or collared shirts. shorts, skirts, or pants, that sit on the waist, no see-through clothing. >> if this policy is in fact in place at this time, i find it highly bias dollars toward one gender. >> school official say parents can expect an updated e-mail on new dread code by the ends of the week. the irs says computer breach is worse than previously thoughtment the numbers of potential victims now about 334,000. hackers broke into a system where taxpayers can get tax returns and other filings from previous years. it is part of a scheme to use taxpayers i.d.'s to claim
