welcome to "cbs this morning." we are at the republic national convention inside quicken loans arena in cleveland. donald trump's biggest rival in the primaries stole the show here last night. >> our god-given right, even those with whom we don't agree. >> delegates booed texas senator ted cruz. they were angry his speech did not endorse the republican nominee. >> it was one more sign that all republicans still have not come together behind trump. cruz reportedly said after his speech, quote, i had to speak the truth. major garrett was on efficiently during the whole outcry and is now high above us right now. major, what a night. good morning. >> reporter: good morning. ted cruz took a chance last night and it failed. the goal came close enough to endorsing donald trump without losing touch with his supporters or undercutting his own prospects for the presidency in

as no surprise to trump who tweeted, i saw his speech two hours early but let him speak any way. no big deal. trump's oldest son don jr. said the shoutdown revealed the party's true color. >> the best unity i saw was everyone booing him off the stage because i think everyone else in here has the sense to realize the number one goal is make sure we beat hillary clinton. >> ted cruz still here in cleveland addressing a divided texas delegation. cruz sent out a fund-raising e-mail for h2018 senate campaig after the last debacle. even his texas supporters regarded it as self-serving. >> outrage over ted cruz's speech stole some of the spotlight from governor mike pence. the vice presidential nominee tried to emphasize the need for party unity to elect donald trump. josh elliott of our streaming network cbsn has key promotes from pence's speech. >> good morning to you all. mike pence, he did have the

his speech last night, said that donald trump would stand with america's allies, but that seemed to contradict what the nominee had told "the new york times" just earlier in the day when donald trump said that he wouldn't necessarily extend protections to nato allies unless they, and i quote, have fulfilled their obligations to us, end quote. >> what does that mean? >> i believe it means what it meant for donald trump in that moment and it may mean something entirely different tomorrow. >> thank you, josh. for the third night in a row, a member of donald trump's family spoke in prime time. his son eric followed ted cruz on stage. made his endorsement very clear. >> vote for the candidate who can't be bought, sold, purchased, bribed, coerced, intimidated, or steered from the past that is right and just and true.

and, quite frankly, friends, vote for the one candidate who does not need this job. >> eric trump is with us now. welcome. >> thank you, guys. great to be here. >> we have a lot to talk about. >> big night last night, huh? >> very big. >> how does it feel to be up there? >> it was incredible. nrv incredible feeling. i put a lot of work and passion into that speech as you can tell. every single word. >> every word you wrote? >> i love my father and he is the greatest guy in the world and i'm not a politician and never plan on to be but a great moment to be up there. >> you didn't give the only speech last night. a speech from ted cruz as well. the papers morning are full of this. attempt at unity fall short and gop party unity cracks. you had seen the speech. your father said he saw the speech two hours before and knew there was not going to be an endorsement. >> why give him the stage? >> listen. i think the speech was -- the speech wasn't bad, it wasn't good.

i think the fact that this whole convention hall had 25,000 trump fans in here, right? what he didn't do, when he didn't do the right thing. he signed a pledge at the beginning of the process and when he didn't do the right thing, people went crazy. i was in the green room behind the stage and about to go on and give my speech. this room, i've never seen or heard boos like that. the whole house and auditorium was literally shaking with boos. how do you get booed out of your own convention? >> by your own delegation. >> by your own delegation. it was unbelievable. i think the people in there arena spoke for themselves. i don't have much comment on but i think the people in this room spoke. >> you were pleased by that? >> i thought it was a little bit classless. if you go to a convention, you go to support or don't go at all. i think that's just politician 1 on 1, right? >> here is a larger point here is party unity. i mean, this has been be a movement from a candidate to a movement and you need the party because the general election, you need structure in your organization.

you need money. >> if you were in this room last night, you know we had the party. if you were in the room and you saw the electricity, you saw the electricity when i spoke, you saw the electricity when governor pence spoke. i mean, it was an incredible feeling. the room was going crazy. >> delegates you should have them. >> the question is the larger republican party. >> the trump delegates are sitting on the floor obviously. then another 15,000 people in the stand and everything. it's a special thing. and then you look at the whole structure and what we have done in washington. you look at the people who have come on board, meaning the big political names. believe me, party unity is there. it's very much there. >> we keep hearing all the time that donald trump's three adult children, that's you, donald, and ivanka, are his closest advisers and biggest confidants. what is the biggest advice you've given him? >> i hate the word adviser? do you? >> are we advisers, no. we are his kids and love the man tremendously and he is an amazing guy and has a lot of

trust in us whether it be being coming business or whatever it is, he has a lot of trust in us and when we have something on our mind we say it to him. if he likes it, he accepts. we always have that heat at the table. that is the antithesis of family. i'm not a politician and not what i do moo my everyday life but we spend live time with my father and can tell him things other people might not be able to tell him. >> we are going to hear from your father tonight. a big speech tonight. he has given an interview with "the new york times" that has created some waves because he suggested we might withdrawal from the world and not defend our nato allies. is that appropriate? >> no. actually, i think a little bit different than that. i think it's message is the fact that every country in this part of nato should have their own weight. right now we subside the vast majority of nato. how is that fair? countries in part of nato don't pay in anything and pay very little. >> a valid point to saw everybody should pay their own

way and president obama has made that point. >> if you look at the amount that the u.s. pays proportionately to nato 80% or some crazy number. >> if there was an attack on a country from russia or somewhere else, nato is pledged to defend them. >> sure. >> and the united states is part of nato. >> sure. >> if you don't live up your agreements, people will worry about whether you can be depended on. >> my father absolutely believes in nato and believes in living up to it but wants people to pay their own way. he is sick of seeing -- part of his narrative why are we ripped off around the world and taken advantage of and why do we have to be the world's police force when no one else steps forward and you've seen this so long and so many years. his point with nato has always been people have to pay into the system and they have to pay their own way and not right for us to take a disproportionate verdict. >> he did not mean to say as president he would not support and live up to the nato

agreement? >> nato is supported. he is the one who actually said you have to overhaul nato because nato never had anything to dealt with terrorism. nato was always designed with dealing with large, large countries and large wars, you know, the ussr. so many other things. he said, listen, you need to transform nato to also deal with the threats of today. isis and al qaeda and other groups like that. i think he has been 100% right and actually it's interesting that nato just formed a group that is geared specifically to deal with terrorists. >> eric, have you seen your dad's speech tonight? >> i have. >> he has said that he has trouble talking about personal things. will this be a personal speech? >> i think it's going to be a deep speech and i think it's going to be an important speech and i think he is going to talk about a lot of policy he has talked about the last 12 months and i think a policy quite frankly he has been right about the last 12 months p. you see what is happening in the world with all of these attacks and nice and orlando.

this world right now is in a dark place but i think there is tremendous optimism. i think you'll see both sides of that and i think you'll hear probably the problems but i think it's also going to be very optimistic speech in terms of how he as a commander in chief. >> prompter or no prompter? >> there will be a prompter. >> thank you for fulfilling your promise yesterday and coming over. we really appreciate it. great to see you. >> congratulations. >> thank you. many republicans are blasting ted cruz for last night's speech. new jersey governor chris christie called the texas senator's words awful and selfish and mike huckabee said trump trusted ted and was rewarded with a betrayal. >> democrat hillary clinton parodied ted cruz tweeting vote your conscience. john heilemann is joining us at the table. he is co-host and executive producer of "the circus" on showtime, a division of cbs. good morning, john. what a night last night.

ted cruz ended up being booed off the stage. what does this mean? >> unusual. i've never seen that in many conventions i've covered. what does it mean? a huge political gamble by cruz. he is fund-raising off of this morning which tells you he thinks it went well among his supporters. i think trump is going to lose and i stood up at the convention and said i'm the principal conservative who represents all of these people who weren't for trump and when trump loses in the fall i will be there to be the true conservative inheritor of the conservative future. >> mike pence gave a stem winder last night. probably the best speech of the entire convention thus far. we are not talking about that. >> we are not talking about it, yes. >> we are not talking about the way he spoke highly of mr. trump last night, his prescription for the future of the republican party. >> indictment of hillary clinton. >> he was upstaged by a man that trump calls lyin' ted. >> it's true. the trump campaign he is

perfectly happy with the outcome. they got a certain benefit. the boos which rang out throughout this hall did, from the trump point of view, portray a unified convention hall in opposition to ted cruz. you saw paul manafort after it was all over and seemed perfectly happy with the outcome. he said we knew it was in the speech and all fine and some reporting they were whipping the booses. that doesn't help mike pence. you have to feel bad for mike pence because he was overshadowed. if they wanted to avoid this scene, put ted cruz not on in prime time and put him on earlier. both sides got what they -- wanted what they got. >> the headlines today is unity in the party. is the party unified? >> it's more unified than it was maybe but it still matters a lot. donald trump, democrats have won five of the last six popular votes in america and democrats have a huge structural advantage

the gop convention as melania trump. >> and in a positive way. >> right. >> a comic said if donald trump doesn't write his books, why should melania have to write her speeches? >> okay. welcome back to "cbs this morning." from the republic national convention in cleveland, coming up in this half hour, we are going to take a closer look at the campaign shifting explanations over the plagiarism flap involving melania trump's speech. plus, new video captures a controversial florida police shooting. an unarmed man with his arms raised was shot in the leg. an officer's surprising explanation to the victim. time to show you some of the morning's headlines from around the globe. "usa today" reports the olympic ban on russia's track and field team was upheld. russia's appeal was rejected today by the court of arbitration for sports. the ban came after they found that russia helped its athletes to use performance-enhancing drugs. they will decide whether to ban russia completely from next month's rio games.

"the dallas morning news" reports on southwest airlines working to fix a widespread computer outage. southwest said an outage forced 6,000 flights to be delayed or canceled yesterday. a ground stop for all departing southwest flights. the airline said it could take days to get back to normal. a federal appeals court struck down the texas voter i.d. law. the law required one of seven specific forms of photo i.d. to vote. the court ruled it violated a law banning discrimination on the race of ethnicity. a lower court is asked to eliminate the discriminatory effect before november. it makes it more likely the supreme court will revisit the issue. "time" reports on a meat recall. it covers hot dogs and corn dogs from bar s food. more than 370,000 pounds of the product are affected and they might be tainted with listeria.

>> reporter: you can hear cincy, cincy, a counselor, advicing his patient. the young man in his 20s sit cross-legged while holding a white toy truck. kinsy was unarmed and yet he kept his hand in the air. >> as long as i have my hands up they are not going to shoot me is what i was thinking. wow, was i wrong. >> reporter: kinsy said he heard two gunshots and he was hit once in his right leg. >> i stick out my hands. i said i just got shot. >> i really feels like he did everything that he could possibly do to cooperate. >> reporter: hilton napoleon is kinsy's attorney. >> no justification for shooting an unarmed person who is talking to you and telling you they don't have a gun and they are a mental health counselor. >> reporter: a second amateur video shows the aftermath as officers with long guns searched both men. >> they cuffed my hand and they

flipped me over and i'm saying, sir, why did you shoot me? and his words to me, he said, "i don't know." >> reporter: the north miami police department told the "miami herald" they were attempting to negotiate with the two men when one of the responding officers discharged his weapon. he has been placed on administrative leave. the investigation has been turned over to the state attorney's office. >> vinita, thank you. a long time writer for the trump organization is taking responsibility for melania trump using words lift from michelle obama. meredith mciver said melania trump read out passages from the 2008 speech and said michelle obama is something she has always liked. nancy cordes has more. >> reporter: the trump campaign now says the case is closed after a speech writer has come forward and apologized for an unintentional mistake. even allies said the trump

campaign fed this controversy by repeatedly changing its story about the speech and by refusing for two days to acknowledge the obvious. >> i thought it was terrific the way she came forward and just said, look, it was a mistake that i made. >> reporter: trump said he won't be firing meredith mciver who co-wrote about half as dozen books with him and who explained in a statement wednesday that melania, quote, read me some passages from mrs. obama's speech over the phone. i wrote them down and later included some of the phrasing in the draft. i did not check mrs. obama's speeches. i feel terrible. >> she made a mistake and, you know, people make mistakes. we all make mistakes. >> reporter: yet two two days his campaign chairman had insisted there was no mistake that melania's trumps. >> your word is your bond. >> reporter: couldn't have been lifted from the first lady. >> that your word is your bond. >> she never would copy from another speech. >> reporter: mciver's megakulpa

came after the speech was credited to first melania herself. >> i wrote it and with a little bit of help. >> reporter: to a team of writers. >> i feel like this campaign has jumped the shark many times. >> reporter: alex was the communications director for the rubio campaign. a lot of republicans said that this confirmed their fears that this campaign, a, wasn't ready for prime time and, b, had a very cavalier attitude about the truth. >> this is a campaign that is on a trajectory to lose in november. they can't have missed opportunities. they need to figure out ways to unite the party and show confidence and, so far, that has been lacking here in cleveland. >> reporter: and this morning, more of melania's words are questioned. on her website and in the official convention program, she is listed as having a degree in design and act terchitecturarch

trying to explain ted cruz's comments? >> a little bit on the fly but i was pretty happy to do it. >> no. you had to clean up on aisle three kind of moment. did you know that was -- did you know that you were going to have that job before the evening started? >> no. we spent as much time as i've ever spent on any speech developing a whole section of national security, which i knew instantly would then be drowned because covering ted cruz would be easier. >> why did you feel the need to do that and why did you want to do that? >> if you watch the crowd out here, they were unhappy. >> very. >> and unless you got closure, they are going to keep worrying about the rest of the evening. i thought what better way to explain what ted really meant to say if you read carefully what he said. >> do you think he was surprised by the reaction? ted cruz? >> i'm sure he was totally surprised. >> mr. speaker, we knew, we had the advanced text from ted cruz, even donald trump said he had read the speech two hours before. why allow him to go on stage? is this one more sign of a

mismanaged convention? >> no. i think having invited him and i think trump made the right decision. you either don't let him speak which then becomes a huge story. all of you go cover cruz and cruz is the innocent victim, oh, gee, you know? or you let him speak and take his risk. he had a passionate group, including probably half of the cruz people who were here to elect the next president and they were frankly very offended by the way you could tell on the floor, three of my folks were on the floor and said it was an unbelievably intense. >> turning to national security. you said you had a lot of your speech on that part. some controversial because of what donald trump told "the new york times" about nato, and that he might not honor the nato agreement because they had not paid their fair share. that goes against the grain of everything that has been said and also raises the question is

what is his judgment about treaties? is it about whether they bring your economic benefit of something else before we honor a treatment? and it also raises the question whether it cause other countries around the world to worry about america's commitment? >> well, look. first of all, countries ought to worry about our commitment. they ought to worry about our commitment under the circumstances. every president has been saying that the nato countries do not pay their fair share and not just important about a financial thing, they can't do anything -- >> we are not doing this for the benefit of those countries. we are doing it for the benefit of america's interest in the world. >> so you have only two countries in the nato alliance other than the u.s. pay 2% of their gross domestic product for defense. they can't militarily function and they are saying that which means they are a source of weakness, not a source of strength. >> that's fine. that's an argument to make. you know national security. >> right. >> but to my point, do we base

our foreign policy interests on whether somebody pays their bill or base our foreign policy interest on what is best for america's national security? we are in korea not because korea is paying some bills but in contrary to contain north korea and kim jong-un. >> if south korea was lacking in seriousness as about half of the nato governments, we would have to have a serious debate whether or not we stay in korea. you had the right question but you assumed the answer. my question is it in america's interest to sustain a relationship where, after several presidents -- this is not -- bush was doing this. rumsfeld was making the same case. they have had 20 years to fix it and refused to fix it. >> "the new york times" asked donald trump if russia came over the border into lithuania, places americans may not know about, would we come to their

immediate military aid? would you if you were president? >> i would think about it for great reason. they are in the suburbs. the russians will do what they did in ukraine. she suddenly will be mistreated because they have a militia? i'm not sure i would risk nuclear war over some plays which is a suburbs of st. petersburg. what does this stuff mean? >> our treaties don't matter? >> our treaties have to be thought about carefully and our treaties go back to the 1940s. >> what kind of message is this? >> it's a huge message. the united states is or you're saying that if there is a trump administration. >> obligation. >> you're not going to honor your obligation? and that it's -- >> i think he would honor his obligation. he is also saying he might rethink -- >> you have -- assad crossed a
