crews will take soil samples from that school to determine if they are there as well. big clean up is underway in the virtually neighborhood in west deptford and as our cleve bryan tells us those concerns are at the a nearby west deptford high school as well. >> reporter: six weeks of digging has been revealing for residents of burchly court in west deptford. working on three properties, epa has removed 700 tons of crush car battery parts contaminated with lead. >> we're in the main area of the waste all buried in the front yard, up to four to 5 feet thick. and, it is pure battery waste as you can see. >> reporter: officials believe battery waste have been dumped here decade ago from the battery recycling plant down the street and covered up before homes were built. >> i don't think houses should have been built here. >> reporter: dennis richie lives across the street and his yard has battery ways and could be next one dug up. >> my wife was up all night, every time you talk to somebody, she cannot sleep.

we might be out of here for christmas. >> reporter: richie and several other neighbors are suing west deptford township. >> somebody had to know right from the get go. >> reporter: west deptford say their initial review of construction documents didn't show any reports about bat theory casings in the soil here. but the epa found multiple utilities including these electric wires that went through the battery casings, and in fact, you can see concrete for the garage, poured right on top of the material. >> it goes back to whoever inspected the property. >> reporter: there is a new concern, west deptford school district want soil tested around high school to make sure there are no battery pieces or lead. >> school property is directly between the burchly court site, and the main recycling sites and that created some concern for them. >> reporter: the west deptford school district says that they are working on a fact sheet right now for parents about that testing of the soil,

which they say will start sometime in november. the epa says that they don't believe they will find anything over at the high school because it didn't have have the same owner, of the land that was here in burchly court. reporting live, i'm cleve bryan, cbs-3 "eyewitness news". the southeastern u.s. is preparing for possibility have of a hit from hurricane matthew, that category four hurricane hit haiti with torrential rains, and wind up to 145 miles an hour. at least seven people in the caribbean have been killed. a hurricane watch is in effect for the east coast of florida and south carolina's governor says she will order evacuations, meteorologist kate bilo is here with the latest on matthew's track, kate. >> thanks, jessica and trend today has gotten decidedly worse for portions of the southeast companies including florida and carolinas as things got more positive for our region. we will go over that in a moment. i want to show you current status to add insult to injure we have a tropical storm that has form in the atlantic, tropical storm nicole that

remains to be seen whether the formation of this storm will impact the track of matthew but here's matthew right now moving out of haiti, heading toward eastern cuba and bohamas and portions of the eastern florida coastline. we will time it out for you. latest track from the national hurricane center keeps matthew at category four hurricane. current wind dropped off to 140 and pressure has dropped to or has listen to 949 millibars but you can see the track of the storm. by friday at 2:00 just off florida coastline as category three hurricane. this could be disastrous for florida's coastline and then curving along the south east coast by saturday, the cone of concern then widens, azamat you is kept off shore for now from our region and spaghetti plots also shifting out to sea. we will take a closer look and break town a couple different scenarios about that storm for us this weekend. we will take a look at the seven day forecast. for now, back over to you. kate, thank you. terrain involved in the last week deadly train crash was going between 20 and 30 miles an hour when it hit.

that is what an official briefed on the crash told the associated press. now the speed limit at that spot is typically 10 miles an hour. meanwhile the second event recorder has been recovered from the wreckage, so has front facing video. so, now ntsb lab in washington d.c. and it will be at least a day before investigators are able to move the crash trains. hoboken stop will remain closed. there is word tonight that the philadelphia housing authority is laying off more than 100 employees. they say it is only way to keep up with budget cuts. our joe holden joins us live from outside pha in center city with more, joe. >> reporter: good evening, to you. we spoke with the executive director here, the president and ceo just within the last hour and a half. he brought down the numbers for us. he said of those numbers, being laid off, half were managers and other half were workers. we are told to expect no disruption for tenants, on the philadelphia housing authority. the philadelphia housing authority says that it will layoff 14 percent of its work

force, a total of 124 people will lose their jobs. officials at pha said it restructuring telling cbs they are rear directing resources to provide more house ago cross the city. >> what we're doggies, repriority icing the resources that we have,. >> in this north philadelphia neighborhood we found dozens of laborers hard at work on pha work sites where 1200 homes are being added. pha is also in the process of building a brand new headquarters right here. there are concerns, if the authority will be able to keep up with existing, and new housing. can the philadelphia housing authority afford to lose that amount of people. >> no, no, no way. >> reporter: lawrence jackson says he is worried about how pha will continue to provide services, to existing tenants. but calvin jeremiah says they have three times staff of similar sized housing authorities. >> whether it is, work orders,

has been a decrease this death rates since 1989. health reporter stephanie stahl is here with interesting new research in the fight against breast cancer. >> reporter: that is right. increased awareness and treatment advances are helping more women survive breast cancer, and now, scientists are on the hunt to discover how a person's own, germs, may be the best medicine, in the war against cancer. >> it is reallies i. >> reporter: year ago audrey katz was diagnosed with breast cancer but before she got treatment, she gave researchers, a stash, of her germs. >> they gave me the kit, able to do it at home, couple of swabs. >> it is new you frontier of health, in medicine. >> reporter: researchers are collecting and analyzing, breast cancer patient, information and hoping to better understand the disease. >> i think we will fine that they will hold, key place, in our understanding of the cancer. >> reporter: human body is home to about 100 trillion microbes, two to 6-pound worth, bacteria and other

organisms are mostly beneficial, they break down food, teach our immune system to recognize danger and produce anti-inflammatory compound. >> these organisms are absolutely necessary to be living in here for to us survive. >> reporter: good and bad germs mixed without problem but in woman with breast cancer the mix is off, in one study their breast tissue had lower levels of a protective germ and higher levels of possibly damaging microbes. >> so there are differences, and breast teacher people hoff cancer compared to people who do not. >> reporter: antibiotics could be the issue, research shows women who use lots of the antibiotics are at an increased risk of breast cancer, doctors now wonder whether cultivating or maintaining a healthier mix of microbes could reduce risk. >> will that help us prevent breast cancer? >> that is question of the day. >> reporter: audrey is intrigued by the research. >> these microbes are there and we need to figure out how to access them to potentially help us. >> reporter: and scientists at

blue skies in an otherwise cloudy day, not too bad this evening. it is nice and cool outside, light jacket or sweat shirt heading out. storm scan three is clear for our region. high pressure will build into our region tomorrow, cool autumn high bringing us beautiful wednesday and nice weather through end of the week as well. we are settling overhead for tomorrow we have a good deal of sunshine, tomorrow, that is good news, watch this front advancing from the west this tropical is one of the players on the field i was mentioning, is there matthew to the south. this is thursday morning, azamat you begins to approach florida and start to make its little tour of the south east coast. this looks like it will hug the coast at least this will it gets to north carolina and at that point that things begin to diverge and bet as far as the track of matthew. we have a lot going on here but this is what we are looking at. this is the water vapor loop. where you see pink and green is where we have moisture. there is matthew. moisture off the coast. dry air weeping in our area right now. out ahead of the jet stream. we have a strong ridge of the high pressure out over the

atlantic ocean. if this ridge is stronger, that is what will act to drive matthew further west, toward the coast of florida. if the ridge is weaker matthew stays slightly further off shore. hoping for that further off shore situation. it all depend on this trough. if this is a weaker, trough matthew heads further out to sea f this trough were to dig south and go negative that could steer matthew back toward north east coast. that looks like least likely scenario. one new player on the table is this hises connection all together matthew is slower, does not get picked up by the trough and then just sits and spins off the coast of the south east and that is what the european model has positive today. gfs further off shore, then yesterday. yesterday position was right about here just off the coast of new jersey. it has moved off shore. that is good news. less rain, not as windy. still rain saturday night into sunday. european keeps this thing tracked along south east coast, no impact, north of cape hatteras just a shower or two from that front and that will be late saturday night

into sunday. so good distinct scenarios, very good model agreement up the south east companies but it could come north, could stay to the south, could recurve, back off the south east. there is a lot of uncertainty. we're favoring a recurve off shore. we don't know about that southeast loop but will make possible land fall along south east coast still brings threat have of wind, and rain and timing on that would be late saturday and sunday. in the near terminex three days looking really nice, saturday, the clouds will roll in. saturday night and sunday rain or perhaps shower or two, and then we will cool down and clear out next week but still a lot to still look at. >> everybody is waiting. >> yes, thanks, kate. >> well, seeing how that shakes out, don bellies back with sports. >> hoops taking center stage, a day, two and a half years in the headaching joel embiid is ready to make his nba day pew with the sixers tonight. what can we expect? we will hear from the head coac
