this is cbs-3 "eyewitness news" this morning. and, happy halloween, if you are just waking up, mostly sunny day, but katie says it will be breezy and cool. trick-or-treat forecast coming up. >> good morning, i'll rahel solomon. >> i'm jim donovan. first, here's what you need to know to start your day in the morning minute. >> it will affect me, i will have to walk. >> four hours away from possible septa strike. >> we're hearing that talks are set to resume at about 6:00 a.m. here. the local 234 says that both sides are far apart, as it stands right now. septa meantime is remaining optimistic. >> police are investigating after a body was found in the woods of philadelphia's fairmount park. a passerby found the body

wrapped in a carpet near the 2400 block of reservoir drive. there is a lot of noise and distractions. >> fbi has on contained warrant to review the emails found on the computer of clinton aid umaabadean. >> we never thought we would say thank you to anthony weaner. >> donald trump campaigning in michigan and wisconsin. >> prescott. got knocked down. throws. wide open. jason whitton to win the game. >> it was a tough loss. but we're coming back strong. >> turnovers, and, you know, cull elf penalties at the end of the game, but i was proud of the way the team played. >> just, just weather. >> more games. >> just wetter. >> we will turn now to weather. katie fehlinger joins us now with the eyewitness weather forecast. katie, good morning. >> oh, i know, you know? one thing i would say at least we don't have to see jim in that horrific eagles suit.

>> always looking at the bright side, katie, i like it. >> how dare you. >> let's be honest, jim, let's be honest. but, i do come bearing some nicer weather news. we are at least clear at this point. it is cooler than yesterday, though. i think a lot of us out and about wearing shorts, t-shirts, enjoying the week, we all righted when 80 after all in the city yesterday. that is now a distant memory. although, it is one that tries to come back by mid week. a lot of ups and downs in the forecast, for now, all is clear. all is quiet. but there is a bit of a breeze out there. and storm scan, well it, doesn't show the wind it, does show some movement of the clouds, indicative of the fact we do have bit of northwest wind flow at this hour. it is pretty quiet though otherwise, temperatures are currently though off to cool start. back to jacket weather 48 degrees up and down i-95. you're at 50 currently in dover. and still relatively milder than average 52 in wildwood. getting colder though, the

chill does start to essentially catch to up it, throw the balancing act that takes place, as we're in the mid 40's, upper 50s, across many of the outlying suburbs. now looking forward in the forecast, expect that as the day progresses you are going to see basically nothing but sunshine. it is still kind of crisp, breezy to start the day off. as we go forward, the daytime high only hits 58 degrees, so back in full sunshine again, but you will need to factor in the chill. it is an erie chill call it, especially once the sun going down, probably talking around maybe 50 degrees or so for trick-or-treat to start off, step-off at sunset. but, as i mention, another really significant warming trend comes our way. it will happen mid week. and then eventually showers do return. we will time all of this out for to you tell you exactly how warm it is scheduled to get here, just a little later in the show. meisha, back into you for now. >> look forward to that, katie, thank you. good morning, everybody, happy halloween, happy monday. looking really good. blue route taillights moving in the southbound direction at ridge pike, see both moving in

we have more construction that is now starting to clear and then talk about coming up in about ten minutes, rahel, jim, back to you. >> see you soon. 5:35, the clock is ticking toward the possible septa strike. >> negotiation also resume this morning, "eyewitness news" reporter justin finch live in center city where the two sides are trying to hammer out a deal. good morning, justin. >> reporter: jim, rahel, good morning, it is all about the benefits this morning, right now, mayor kenney said he is keeping an eye on what is happening here at this hotel. willing to step in, if needed. now, strike or no, the post ers are ready for the 5,000 or so members, transport workers union local 234, their contract runs out at midnight today. and they promise strike if no need deal with septa reached by 12:01 a.m. their demands include reforms to pension, healthcare, wages and improvement, to working conditions, a strike would mean bus, trolley, broad and market frankford trail lines would be grounded, regional rail service will still run.

workers in a different union but expect heavy delays. now, this round of talks began back in july. and septa has put out contingency plan, will post updates on it site. meantime city and public schools are working on plans and so is the ridership. >> i'll be stuck driving. >> yes? >> yes, it will be a little hectic, you know, i'm sure with traffic, you know, all of the extra cars on the road, and people who have to go to work. >> always comes down to the bottom. >> and that of course is what the city is trying to avoid of course, mayor kenney says he will step in if called upon, now, both sides have been tight-lipped. how much, we are toll they had been far apart on several issues over the past several days. that of course could change today. if you are a septa rider, again, you are urged to have plan in place, just in case things don't go the way everyone is hoping, rahel, jim, back into you. >> let's hope that they do. just inch continue, thank you.

election day, hillary clinton is focusing on ohio. that's the swing state. she's on the defense, over her use of private e-mail system, while she was secretary of state. the fbi has obtained a warrant now, to begin reviewing newly discovered emails, but clinton says she won't be knocked off for force. donald trump meanwhile will campaign in michigan and wisconsin, and he says, clinton has nobody but herself to blame for her mounting legal problems. well, the eagles have this one, real had i this one, but the birds come up short anyway and lose to the cowboys, eagles quarterback carson wentz set new team rookie record with this touchdown pass to jordan matthews, eagles even had ten-point lead in the fourth quarter but could not seal the deal. cowboys tied the game in regulation, won it in over time. cowboys prescott hit whitton for the winning score, 29 to 23. >> any time you lose, you know, in a game like this in over time, it is frustrating, to be in control in the fourth

pronounced dead at the scene, also trying to figure out how he died. >> police are also trying to figure out the name after woman who died in an apartment fire yesterday in northeast philly. flames broke out around 6:00 yesterday morning, in the 2300 block of tremont street. investigators say, a 61 year old woman died, no word yet on what caused that fire. well, closing arguments are supposed to wrap up today in the george washington bridgegate scandal. today they'll come from the attorney of bridge illicit i, former aid to governor chris christie. she and former port authority executive bill barone are accused of deliberately creating gridlock on the bridge. both kelly anbar own testified they were told it was part of a traffic study. well, the high steaks pretrial hearing in the bill cosby sexual assault case is set for tomorrow. cosby is charged with a 2004 encounter andrea constand, former employee at temple university. prosecutors want 13 other accusers to testify to try to show how he drug and molested
