>> union work remembers off the bus and rail lines, and on the picket line. our team coverage continues with "eyewitness news" reporter jan carabeo. she live at the sheridan in center city where neither side could agree on new contract, before the old one ran out. jan? >> jim, rahel, hopefully commuters, school children, people who do business here in center city philadelphia have been thinking about alternate way to get around the city. yep, septa now on strike this morning, and it is unclear just how long this strike will last. both sides have said they want to come it an agreement. but there were no negotiations here overnight, so no positive movement in that direction. want you to listen to that strike announcement that was just announced just a short time ago. >> not able to come to an agreement with septa so as of november 1 officially on strike. >> that was the union president of the transit workers union local 234 this tuesday morning. the union's roughly 5,000 workers are now on strike. shutting down the septa bus, trolley, subway service until

further notice. the union president says members will not report to their shift today, instead, they'll show up to the picket line. now, in that early morning press conference, the union said the two sides are very far apart on many points, most importantly pension and healthcare benefits. they are also haggling over work rules. now, local 234 and septa haven't been negotiating through the weekends, continued yesterday to no avail. so now the 900,000 rides a day, septa buses, trolleys, subways, usually provide, have come to a halt. >> we couldn't come to an agreement on certain things, simple things, as far as bathroom breaks, lunchtime operators, scheduling, operator fatigue, things of that sort. so we couldn't even come to any kind of agreement. so we'll strike as of right now. >> we ask our riders continue making plans for travel alternatives to prepare themselves for the possibility after significant service disruption. >> yes there is morning

commute certainly shaping up to be very tough one of course, mayor jim kenney very concerned about that, and asking anyone who can work flexible hours to do just that, he and another are asking both sides to get back to the table, start negotiating again and get an agreement in place, especially, before election day, septa has said they though have at least tentative agreement in place before next tuesday, so this does not impact voter turn out. rahel, jim, back into you. >> meanwhile our team coverage continues at the frankford transportation center. "eyewitness news" reporter justin finch just spoke with some frustrated commuters trying to get to work this morning. justin? >> jim, rahel, lots of frustration this morning as transit is off line. city schools and businesses are still very much, septa, local 234 work to broke area deal, many here in the city just trying to figure out how they're going to get around. >> what do we want?

who are we? >> that's "eyewitness news" at the midvale bus depo where striking staff began their walk off just after midnight. and also, in south philly, our cameras were rolling as bus after bus pulled into the depo. their bus displays reading septa off duty. drivers and depo staff leaving their post to pick up picket signs and begin this protest. so close to 5,000 bus, subway, trolley workers are walked off the job. all members of transport workers union local 234. and further, north at city hall, buses began making their final stops at midnight. and commuter frustrations began to simmer. some were just getting off work. others were on their way to work. but, after midnight, many were left waiting near the clothespin wondering how long this strike will last, and when a deal will get done. >> i live in southwest philly. and it is just going to be a long walk for me i refuse to

pay $10 for uber, i paid $24 for weekly pass. and i think all of us who bought weekly passes, i think, we should all get our money back for it. >> hopefully they'll reach an agreement by the time that it doesn't have to have the effect of the whole work week. >> i work every day, i work two jobs, like i don't know how i'm going to get to work tomorrow. it is what it is, but it will affect everybody's who is out working and paying bills. >> and of course riders hoping that septa and the union can come to a deal at some point, very soon, almost real here at the frankford transportation center, the el is not running, the trolley buses are back here locked up, people are walk being around stunned, stopping by out of habit to see just maybe if there is a chance this strike didn't happen, of corpse it, has, we're not seeing the normal traffic you would see here, but we imagine as the day wears on, that more will show up, and finds a way, somehow, to get to work or make other amends. rahel, jim, back into you. >> thank you very much,

justin. well the philadelphia school district says schools are open regardless of the septa strike. about 52,000 districts and charter school student rely on septa to get to class. students who normally ride septa but can't make it to school will be marked as having an excused absence. philadelphia archdioces student are off today for all saint day. >> so a lot going on this morning, so how do we put this in the most simplicity terms so you know what you need to know walking out the door this morning. first up you guys, this is what's not in service. the city -- city buses, market frankford line, broad street broad ridge spur line, trolley routes ten, 11, 13, 15, 34, 36. only thing working regional rails. outside of the city norristown high-speed line, trolley routes 101 and 102, lucy, cct connect, suburban buses. this is are the main bullets that you want to know about

parking, so flat rate of $10 for to up ten hours in certain garages. so make sure to check the garage that you typically park n also, no parking on broad between spring garden and south street. and also, you will be graced with a extra hour at meters and kiosks. so if you run over your time by 20 minute or so, you will have a grace period at certain meters and kiosks, good heads up on that. that will help a lot of people. plus this is just some extra tips, as you head out the door this morning, guys. certainly allow for some extra time. we have been dealing with a loft headaches all summer long, that was being remedied. and now we will dealing this. so you have to go back to adding extra time to commute and also, if you can avoid septa altogether you certainly want tonight carpool, taxi, uber, what have you. and any other means of transportation that you can use, you want to do so. adjust your schedules if possible, and i'm talking about appointments, work, even, school, if at all possible, is very difficult to do that, but if you can, if you have some that far gray area, you want to capitalize
