a local cold case murder is moving forward. during a preliminary hearing in norfolk --- a judge certified 2nd degree murder charges against michael brown to the grand jury. brown is accused of killing angela lechlitner (leck-light-ner) in 2008 at her shafer street home. police arrested brown in goldsboro, north carolina in september. detectives have not said if brown knew lechlitner. 10 on your side has identify the second suspect in a double murder. 26-year-old stephen hayes turned himself into police tuesday. police think hayes and 33-year-old laratio dantzler shot and killed two people near 14th and wickham avenue in january.

it's a way of life that's going under, and some fear a small island community in the chesapeake bay is no match for the pounding waters that surrounds it. oceanographers also say those waters are rising --- creating double trouble for tangier island. 10 on your side's tom schaad is here to preview tonight's special report on a way of life that's washing away, and if there's anything that can be done to stop it. anita and stephanie, many agree tangier island, the last island fishing community on the virginia side of the chesapeake bay, is a treasure. and it's not easy to get to. we flew from chopper 10, and that trip gave us some spectacular aerials of what this culture is up against. tangier island is remote, about 14 miles west of the eastern shore, near the middle of the bay. to drive here, along with the ferry ride, would have taken us about four hours, which gives you an idea on how remote this island is. and it is literally going under. a recent report released by

court --- the clerk's office unsealed the details of the case. 10 on your side's matt gregory is here with those new details. in december, portsmouth police cleaned one of the dirtiest streets in portsmouth. a stretch of elm avenue, where court documents say where the gang , corna sto boys bought and sold thousands of dollars cocaine and heroin. all a stones throw away from brighton elementary school. that corner which you can see is so close to brighton elementary school. you can imagine on a former drug corner, neighbors didn't want to talk to us on camera. but witnesses tell me since december the traffic at elm and fillmore has died down. they point to a home at the corner as the hot spot of activity. court affidavits report the gang paid people to watch for police. one of the men norman stephenson, pleaded guilty and admitted selling up to a 1/2 ounce of crack cocaine every day from that corner . 3 other men jawanza johnson, lacharles hodges and charles battle had their inital appearances this week. each faces charges for the drug conspiracy for selling on

and a new study reveals that the military is struggling to provide adequate care for thousands of troops suffering from

depression. a study by the rand corp found many of the 40 thousand troops they studied are not getting the minimum number of therapy sessions. according to military guidelines --- that minimum number is four sessions within eight weeks. or at least two sessions to manage newly prescribed medications. military officials blame a lack of mental health professionals and plan to examine the rand study and find ways to improve. about one in five americans visit the emergency room every year. a new c-d-c report reveals the reasons why. 77-percent of adults of who went to the e-r in 2014 said they needed treatment for a serious medical condition. 12-percent chose the emergency room because their doctor's office was not open seven percent said they had no other health provider. medicaid patients were most likely to seek emergency care for serious symptoms. uninsured adults tended to use the e-r for less urgent problems.

an update to breaking news we've been following in chesapeake this interstate 464 at military highway. we've been telling you about a backup because of a car fire. it appears to be clearing up. emotions are still running high after an officer-involved shooting in virginia beach last year. one family is planning to protest. another is speaking out in defense of police. angelo perry and india kager sat in a car parked outside 7-eleven on lynnhaven parkway just after midnight on september fifth.

approached the vehicle - and perry started shooting. that's when beach police shot back - killing the couple. tomorrow, demonstrators lead by kager's mother, will demand justice. 10 on your side's brandi cummings is here with what she is saying...and why another family says the police shooting was justified. stephanie, we have been following this case for months. let me give you a quick timeline: according to virginia beach police, angelo perry was connected to several crimes including an armed robbery in june, a shooting in july, and the murder of guy cuffee in august. police say cuffee was shot and killed in the green run neighborhood when he went to pick up his daughter for work. a month after that shooting - in september, police shot and killed perry and kager. last week india kager's mother gina best posted this emotional video to her facebook page. in it, she calls for justice for her daughter and angelo perry. two days after that video posted, guy cuffee's daughter

one driver was killed. crews rescued two other people trapped in their cars. the accident caused a massive power outage in the area. investigators say an engine fire caused this school bus to burst into flames. this happened in alabama. the bus driver noticed smoke coming from the front and got all 15 students off the bus before the fire. dylan gackley/escaped bus fire: "we all got off the back of the bus and we went over there and then the whole front of the bus caught on fire, and then then it just all of a sudden went throug the engine, and then the whole bus engulfed in flames." no one was hurt. the bus was at a mechanic's shop just hours before the fire. customers and workers at a texas pizza joint, grabbed anything they could to stop armed men from robbing the place. check out this surviellence video from inside this restaurant. you see one robber with a gun, grabs a woman by the hair while the second robber hits her with a chair. that's when the woman's brother picked up a chair of his own and started swinging.
