from albemarle county. prosecutors say jesse matthew, junior will plead guilty to the abduction and and morgan harrington. the commonwealth's attorney says those guilty pleas will take place during a hearing wednesday afternoon. matthew is charged with capital murder in u-v-a student hannah graham's 2014 death. he's charged with first degree murder in the 2009de student morgan harrington. now at 4: a deadly arson investigation in middlesex county. two people died in the fire at the dozier's port urbanna marina. the first call about the fire came in around 4:30. 10 on your side viewers turepo of the flames on facebook and also sent them to report it. 10 on your side's erin kelly is live at the marina right now. community members have been down here all day -- looking at the damage. there's just mangled metal from the covering of the slips -- where the boats

this is video from early this morning. the fire started around 4:30 am and tookr tos under control. state police say two people died in the fire -- they have not released their names. the marina says 19 boats that were under the covered section were destroyed, as were 2 boats at the floating dock. the dock holds close to 60 spots for boats. the fire also destroyed a storage facility and a boathouse. we talked to a woman who lost a boat in the fire and was friends with the victims. c0042 - lisa baechler - lost boat in fire 3127 that is the most devastating of all, because you can replace a boat, but you cannot replace people that you loved, and they were wonderful people. 3135 there are booms on the water to contain any runoff. the coast guard is overseeing the environmental impact. state police is investigating the cause of the fire. coming up at

ten on your side went to richmond out of concern of possible infighting on the bill now before the senate transportation sub-committee on tolling. among other things house bill #1069 also called the free passage bill, states "no toll may be imposed or collected on un-tolled lanes without the approval of the general assembly" and the tolled lanes must be new lanes added to an existing structure. that means all crossings must have a free lane alternative. you can toll the high rise bridge, but only if you add additional lanes. this guarantees free passage. but when we asked the the chairman of the sub-committee on tolling state senator john cosgrove whether he can give assurance this free passage bill will make it through his sub-committe, he said (39:01 8)st. sen. john cosgrove/(r) chesapeake ((i can not give you that assurance and here's why the bill we have right now 25-50 pages long and there is a lot of stuff in that bill allows tolling in some

last night on southampton parkway in capron near the intersection with three creeks road. investigators say a couple hadul their car over onto the side of the road. investigators say 34-year-old laura ngo was standing in the road when a car hit her and kept going. ngo died at the hospital. detectives determined a 2014 hyundai sonata hit her. the vehicle will have damage to the front bumper. if you have any information that can help track down the line. hampton police are working to track down a bank robber. it happened around 11 this morning at the hampton roads educators credit union on cunnigham drive. nea thomas easton middle school. the school was on lockdown while detectives investigated. police say a man came into the credit union, implied he had a weapon, demanded money and ran out with the cash. they just sent us these pictures of the suspect. no one was hurt during the robbery. now at 4: the weather. can we expect another day

principal and a parent. the parent is calling into question whether the principal should also be on norfolk city council. friday we heard from the parent. tonight- only 10 on your side talks with principal and norfolk city councilman tommy smigiel. he sat down with jason marks and jason he says being a principal and a city councilman doesn't create any conflict of interest? he doesn't believe so and side. he is absoultely allowed to serve in both capcities. tommy smigiel from votes dealing with norfolk school issues. this all started months ago when michael muhammad who is a parent and community activist complained to the academy for discovery at lakewood when his 11 year old son didn't get home from the bus in time. smigiel is the principal at the school. muhammad wanted answers in how it happened. we don't know yet what happened at the school but smigiel says he was forced to call police and when they didn't show up he called the chief's cell phone. the school system has launched an investigation. muhammad

believes that it a conflict of interest for smigiel to be a principal and a city councilman. that essentially he is using his position on council for his own gain. smigiel says that is no the case. 02=12:34:45 "there's a ruling by the attorney general prior to me even thinking about running. other council people across the state have served in dual roles i don't vote on my salary so there is no impact. we vote on a general budget and the school board decides that but there is no conflict here" smigiel says he could not talk about what happened that day at his school. he tells me the invesgation launched by the school system is stand protocol when a parent has a complaint. coming up tonight at 5:15 smigiel tells 10 on your side why he believes this situation is happening. jason marks 10 on your side. bayside high school's principal says it has punished a student after a threatening comment involving the virginia beach school.

student made the threat in the cafeteria friday afternoon. the adminstration acted quickly and there was no incident. principal jim miller sent a message to parents early this morning that in part said: "...police are aware of the situation and we are confident the matter has been addressed. please assist us in reassuring our students all is well at bayside. " the chesapeake fire department says a spill in the boiler room prompted fears of a gas leak at western branch high school. the school was evacuated just before eight this morning. crews went inside the school with gas detection meters and didn't find anything hazardous. they did find the spill of some sort of oily water and says that likely caused the odor. the all clear came thirty minutes later. new at 4: a man is behind bars charged in a stabbing in hampton. detectives say 35-year-old terry blackwell stabbed a man he knows with a pocketknife during a fight saturday morning on west queen street. the 58-year-old victim went to the hospital. his injuries aren't considered life threatening. blackwell is charged with felony

this is 49-year-old ray jones. portsmouth police arrested him thursday night -- after they say he broke into a house and stabbed a woman. family members say his victim is latressa scott, his ex-girlfriend. scott's daughter says the two had broken up earlier this week, because of jones' problems with the law. but he had never been violent toward her before. so the family is still shocked that jones allegedly threw a cinder block through scott's window, found her in her bedroom...and stabbed her over and over. felicia elliott-lee/victim's daughter (5) 8:53 she has a slash coming all the way down her mouth, she has cuts all in her face, i'm talking about everywhere, everywhere. the newsroom, lex gray, 10 on your side. portsmouth police are trying to find out who owns the guns that were used in two seperate shootings over the weekend. both shootings left children injured. the first happened just before 11 a-m sunday on lancer drive. while police were investigating that shooting, they got a call about another one on morgate lane 10 on your side's brandi cummings is live now with the latest. brandi, how are the children doing? stephanie, police say both children should be ok. we are working to find out if they have been released from the hospital. in the meantime police are testing the guns invovled to see who owns them. police say they got the first call at 10:40 yesterday morning. they say a mom called 911 telling them she was taking her 7-year old son to the e-r because he was shot. police say the little boy was playing with a gun inside a townhouse on lancer drive when he shot himself. then about 40 minutes

a call saying a 9-year old little boy had been shot in the leg. that happened in a townhome on morgate lane. police say in this case, another child found a gun outside, started to play with it and accidently shot the 7-year old. portsmouth police these kinds of cases are becoming too common. sot - detective misty holley, portsmouth police - clip 1 that nine year old is going to be fine just but across the country every year we do have children who accidently shoot themselves or someone else. police say everyone is responsible for knowing gun safety. they even give out free gun locks. we'll explain how that works tonight on wavy news 10 at 5:30. live in portsmouth brandi cummings 10 on your side. breaking news right now in portsmouth police tell us a man was just shot on broad street

a member of locally-based seal team six has been awarded the nation's highest military honor. president barack obama awarded the medal of honor to senior chief

what's really being done - and whether it's working. stephanie and anita - in the neighborhoods just outside odu - 70 percent of the homes are rental units. most - are occupied by students. we told you several times this fall about shootings, stabbings, and robberies that took place on those streets. many times the victims of those crimes were students. in two deadly shootings, a hampton student visiting for a party on halloween was killed - and a navy sailor was also gunned down. police say the perpetrators - are often outsiders. it's an opportunity crime. beacuse an outsider may know that there's going to be students her that maybe aren't paying attention, that may be drinking and coming out without paying attention to their surroundings. tonight - we're looking into what norfolk and odu police are doing. what can they do to keep students safe? and - how well do students say is it working?

off-campus crimes near o-d-u air tonight at 6 . an ohio sheriff says a 14 year old student is in custody for pulling out a gun inside the school cafeteria and shooting two students. two other students were hurt as they tried to get away or from shrapnel from the shooting. none of the injuries are believed to be life-threatening. the sheriff's office says the 14-year-old gunman ran from the school, threw the gun down and was arrested nearby. investigators have determined a motive but aren't revealing it. 10 school children are hurt after an attack in china. police say a man with a knife slashed the children outside a primary school before killing himself. none of the children have life-threatening injuries. an emotional plea from a university of virginia student arrested in north korea. this is the first time otto warmbier has been seen since north korea announced his arrest last month. warmbier is accused of stealing a political sign from a staff-only area of the hotel where

government alleges warmbier was encouraged by a secretive university society and the c-i-a. (otto frederick warmbier/detained u.s. student) "i wish that the united states administration never manipulated people like myself in the future to commit crimes against foreign countries. i entirely beg you and the government of dpr korea for your forgiveness. please, i've made the worst mistake of my life, but please act to save me. please. think of my family." north korean officials say the news conference was held at warmbier's request. it's unclear if he was coerced to speak. a north carolina couple is dead after a truck crashed into their home, hit a propane tank and caused the house to explode.

cleveland county --- west of charlotte. crews rushed the couple in their 70s to the hospital but they died this morning. family members say the victims were sleeping when the truck slammed into their home. the house is just a pile of rubble. debris from the explosion landed several houses away. police say the pick-up truck driver lost control and drove through the yard before hitting the house. his injuries are not life threatening. charges are pending against that driver. authorities are investigating what sparked the fire that destroyed a boat storage facility in portland, oregon. the fire started last night. more than 100 firefighters battled the flames. the building eventually collapsed. 350 boats were dry docked in stacks inside the facility. there are no reports of injuries. a four year old boy in australia is safe after a frightening six hour ordeal. he got his arm stuck in a vending machine at a hotel in melbourne. the boy's arm got caught in the machine's anti-theft mechanism. rescue workers tried to distract the boy with cartoons on their phones while

we're back with a heartwarming story about a boy and man's best friend. the 3-year-old boy disappeared in louisiana. it was up to this hunting dog named honey to find him.

smell, the dog managed to track down the boy in about an hour. the dog's owner says while thrilled this story has a happy ending, he was nervous because honey has only been able to sniff out deer in the past. breaking news from albemarle county. prosecutors say jesse matthew, junior will plead guilty to the abduction and murders of hannah graham and morgan harrington. the commonwealth's attorney says those guilty pleas will happene during a hearing wednesday afternoon. matthew is charged with capital murder in graham's death in 2014. she was a student at u-v-a. he's also charged with first degree murder in the harrington's death in 2009. she went to virginia tech. and now -developing news from middlesex county. we now know two people are dead after a huge fire at a yachting center. it destroyed 21 boats we first told you about this story in breaking news on wavy news 10 on fox 43 this morning - and through our wavy 10 mobile app. investigators have been on the scene for hours... and they think the fire may not be an accident. 10 on your side's erin kelly is in urbanna following the investigation, erin? the people in this community are devastated by this loss and praying for the families who lost loved ones. behind me this is all that's left of the fire
