areas and road services like bridge snacks that a chill down. you can see the precipitation is east of the city in harford and cecil caton appeared it is moving to the east. the snow and the rain is not an issue today. it is the wind and the cold. it will feel like the 20's at times. bundle up. we will bring the traffic. >> you want to watch those bridges and overpasses this morning, especially in portions of carroll county. we have an accident still clearing on eastbound 70. use extra caution. it is off to the side. 59 on the north side. moving well on most of the major roadways.

55 down towards the fort mchenry. between 895 and the fort mchenry toll plaza, we are around five minutes. 10 minutes on southbound 95 from the beltway down towards 32. we start on the west side at liberty road. we're starting to see some slow going want to get past liberty. this is the parkton region. traffic down towards the beltway. still a pretty smooth ride. that is the latest on traffic pulse 11. >> a court-martial has been recommended for the army private accused of creating the biggest leak of classified information in u.s. history. the presiding officer in the case recommended court-martial

for bradley manning on all 22 counts including aiding the enemy. three other officers will have a chance to review that recommendation. four people were injured when a roof collapsed in a winery in cecil county. this was in rising sun. something snapped causing the roof to come down. all were treated for non-life- threatening injuries. investigatings are to see what went wrong. a man is suing the police department over his right to record officers making an arrest. christopher sharp said officers erased his video. the justice department says citizens have the right to record officers conducting their

duty and police don't have the right to seize those recordings without due process. >> parents have been asked to keep a close eye on their children after several students came down with scarlet fever. jennifer franciotti is live with more on this. good morning. it sounds scary. are asked to keep their children home from school. scarlet fever is caused by the same bacteria that causes strep throat. health officials have sent a letter home to parents of students here at g.w. elementary school. three students from the same class at george washington elementary have scarlet fever. they say it is a common infection that is spread from person to person by sneezing or coughing. school officials are taking spreading to more students. they will be disinfecting all surfaces and hand rails. representatives from the city health department will be at the school today to answer questions from parents who have any concern.

parents are asked to monitor children for symptoms of scarlet fever, which includes a sand-paper-like rash, high fever, sore throat, and swollen neck glands. if your child has any of those symptoms, you are asked to call your doctor immediately. and keep your child at home. scarlet fever can be treated with antibiotics. but if it's not, it could lead to rheumatic fever or kidney disease in extremely severe cases. parents of infected children are asked to stay home and call their doctor. health officials will be on hand today. jennifer franciotti, wbal-tv 11 news. >> police have tracked down the man that officers were trying to detained when an officer was attacked. police were trying to take shershallan bond-brooks into custody. another man attacked one of the officers. police arrested manuel imel but the first person got away. he is now charged with escape

and resisting arrest. >> police are investigating two separate home invasions. delays happened on wednesday at 9:00 at night. police say three armed man forced her way into a home and still the victims suv. it was later recovered near caroline avenue. the suspects were nowhere to be found. police are looking for two suspects after a home invasion in odenton on tuesday afternoon. >> eight days until the next republican primary in south carolina. mitt romney leads the pack. he is facing heat about his past business ventures. tara mergener joins us live from washington. good morning. >> good morning.

40 on monday. rain on tuesday. >> we see these temperatures in carroll county. you want to use extra caution and watch for slick spots. there was an accident on eastbound 70 just past 27 in mount airy. everything running smoothly on the beltway. 57 on the north side around providence. 54 on southbound 95 just south of the beltway. 57 at 100. problem free on the major roadways heading to or from the airport. not a lot happening at the key bridge. we may see some delays in the curtis creek drawbridge. 795 looks pretty good at franklin boulevard.

heather locklear is in a hospital this morning after her sister called 911. tmz says she makes prescription drugs and alcohol. the 50-year-old star recently called off her engagement to actor jack wagner. >> home depot says it is hiring more than 70,000 seasonal positions for spring. they have already begun recruiting. about half of the company's seasonal hires stayed on last year in permanent position. carriers are lining up to possibly acquire american airlines. we have more in the bloomberg business report. >> good morning. when you think target, you may think affordable chic.
