and many locations below freezing. we have icy spots out. there some standing water left on the roads. we did have one to two inches of snow accumulation. that leads to slick spots too. your real feel temperature 26. that light breeze from the west at 10 miles an hour. making a difference out. there much colder than what it actual is. 27 degrees. 32 in nashua. hour by hour forecast temperatures stay in the 30s for the rest of the day. we click down to 31 degrees at 9 a.m. that's the peak temperature. our average should be 75. lows tonight in the 20s and upper teens. in all locations those lows will be below the freezing mark.

there's a couple of systems effecting us but one passes just offshore. affecting us here in boston on the outer cape. another little system moving in from the northwest too. here's the hour by hour timing. we start here this morning. we're dry. notice the clouds continue to increase and in coverage and in thickness. by 8:00 a.m -- 8:00 p.m. tonight actual that coastal storm starts to produce a little bit of a wintry mix and also right around buzzards bay. wet snow flakes and some minor accumulation but going into monday morning, we have that too. it's going to be very isolate well. it depends on where the heaviest snow band sets up. a pretty decent wind coming off of lake ontario. some very heavy lake effect

windshield this morning. what's going on? >> some icy patches too. temperatures in a lot of spots have fallen to below the freezing mark. standing water, yesterday froze on roads. other locations. 1 to 2 inches of snow depending on elevation. that's where we have some slick spots. 27 degrees in wooster. we had some clouds overnight to keep some of those temperatures steadiful we're going to fall a couple more degrees before we go back to 34 for that high temperature this afternoon. the clouds will continue to increase throughout the day as a couple of systems track our way. there's one to our south, that's going to move off of the coastline. a weak cold front that will move through. another chance for snow.

rate the progress so far. >> so you know, we've definitely had hiccups. most of them haven't been weather related. you're running a system with 40 and 50-year-old cars, there is going to be hiccups. i think one of the reasons he may feel worse is one of the biggest criticisms of last winter is we communicated poorly. people didn't know whether the unacceptable. so we've really upped the ante on communicating, which means every time there is this kind of service issue, we're letting people know. people are hearing a lot about what is going wrong. >> well, i know there is fantasyland, but let's play. if money were not an issue, how long would it take to fix these chronic problems you just referenced, the aging equipment, the aging infrastructure? and how much money would you need? >> it's hard to answer a hypothetical question because

writing the check. but this is what i would say. the most important thing right now is to get the t itself to be a high functioning, high performing, customer oriented agency. so that whether it has a little money, a lot of money or somewhere in between, it can actually deliver. i have to tell you right now if someone wrote us the check today, i'm not sure that the agency is ready to put the pieces together that would be required to perform. so what we're trying to really do is, yes, trying to rebuild the system. but we're trying to rebuild the agency too. >> that's still a problem because a distinctly recall you last year being shocked and angry about the discovery that the bureaucracy couldn't spend the money it had. yeah. we've got a new general manager, new chief operating officer, new chief administrator. the control board really has been meeting every week, are

welcome back to our conversation with stephanie transportation. i don't know how many of our viewers know that before you came on to join the baker administration, you were an analyst, transportation analyst and activist. you worked for the conservation law foundation. correct me if i'm wrong, but i believe you were there when they sued the state in connection >> i was. in the early '90s. >> and cut the agreement that allowed that to go forward in exchange for, among other things, promises to expand public transit. i think we now know there have been huge cost overruns in the planning on that. in hindsight with the perspective you now hold, was that lawsuit a mistake. >> no. the idea of building a 400 million he expansion was a great idea.

the benefits are the same, the kofs are higher. we need to revisit the project and see if we can get it back to a price tag that is a good value for the taxpayers of massachusetts. >> so you and the t board have basically fired the old managers and brought in a new set. what exactly is the mandate? are you saying this amount and no more, figure out a way to make it work and whatever cuts you to make in the design, go for it sth is that the gist. >> more or less. the federal government put a billion on the table and so did the state. we have two choices. figure out a way to build it for $2 billion or if communities are willing to p put money on the table, we can go north of that. but we don't want to spend more than a billion in state taxpayer

>> what are you hearing from the cities? >> they're interested. it's hard because everybody who came before them got their project for free, right. you never want to be the first one to be told you only get that transit investment if you pay for it. we've been talking to the city of cambridge and we're on sort of a 90-day plan and we'll come back to the board in april and may and let folks know. >> out of all the bloet that had apparently crept into the manning for the project, what shocked you the most? >> i think the fact that there were only a handful of managers at the t managing it and they were burning through about a million a week to do management burn rate for about a year. >> that is the old iflt scam in

ways to go that it could completely miss us. so far, we're waiting for a one inch plus, one single snowstorm here in boston. the first longest wait, february 4 14th of 2007, i don't think we'll get quite that far to wait for the tonight into tomorrow, we could make a run at that record in. current temperatures 33 degrees 33 in nashua. a chilly start to the day. and not much of a difference with our temperatures in your hour-by-hour forecast. as we go through this afternoon , mid-30s. 34 degrees for a good portion of the day. just barely touching 35 for that high in boston. mid-to upper 30s across the board with some locations to the south and east such as nantucket getting close to 40 degrees. teens. with areas on the outer cape and islands around freezing.

system moves in. two systems we're tracking tonight. one to our south and another to the north and west. these two systems head our way in your hour-by-hour forecast. we start at 9 a.m. this morning. notice the clouds increase p in coverage from south to north over the course of this afternoon. by 8 p.m., we're starting to experience wet snow flakes mixing in with rain on the cape and buzz ard bay. the second system moving in from the northwest is going to help trigger some lift, enough so that the ski resorts will get fresh snow monday morning. but also helping to enhance our development for an isolated snow shower in the hills and potentially moving towards the boston area. monday morning commute, it is going to be a rough one. stay tuned. we'll be here. i'll be here to keep you updated on anything that does develop.

. boston firefighter and a resident are recovering after fire. no word on how seriously they were hurt. fire broke out early yesterday morning at the dale village apartments on harrison street. about a dozen people have been burned out of their homes. a neighbor noticed the flames and then took action. >> i looked closer and i saw flames shooting out of the building across from mine. i said -- i woke up my husband and said call 911. the building across is on fire

through a blanket over me and ran over. everyone was still in the house. started banging on the doors and ringing bells. get out, everybody, get out. >> right now fire crews are looking into exactly what caused this fire. days after the death of her husband, more heart break for singer celine dion and her family. yesterday her brother, daniel died after a battle with cancer at 59 years old. he was being treated for cancer of the throat, tongue, and brain. on thursday, celine dion's husband died of throat cancer. the family is asking for privacy. pamela has a look at our forecast now.
