since december 1st. new jersey has been busy fixing pothole problems as well. the state startedite annual campaign to begin filling and patching roads. transportation officials tell us they need to fix a quarter million potholes. thousands of them. drivers may notice road or lane closures as crews make repairs. we have more information about new jersey, pennsylvania, delaware on the nbc 10 app. take a look, it may feel like spring but snow in denver bringing the city to a standstill. the blowing snow affected travel on the roads. take a look at whiteout conditions. strong winds, wet snow forced the denver airport to close. after a series of power outages. gosh, what a mess. nothing like that here. that's for sure. >> no, aren't we happy about that? we are not talking about snow in the forecast. talking about very comfortable and warm spring temperatures, although it's about 20 degrees above normal.

on nbc10.com and nbc 10 app. nbc 10 with new developments on the terror in brussels. within the last 15 minutes, nbc news learned the american couple who went missing for more than 24 hours after the attacks has been found, family member of justin and stephanie schultz tweeted news but they don't know how badly the couple was injured. brand new video of police raiding a brussels apartment as they search for a suspect. the cab driver who took the three bombers to the airport led police to that building. and people in brussels feared more attacks as the country begins three days of morning. two philadelphia-based crews for american airlines in brussels at the time of the attacks returned safely to philly international today. american plans to resume flights to brussels on friday. armed soldiers flooded street office beautiful, as there are concerns of another imminent attack. >> isis set its sights on

europe, vowing more carnage at the hands of terrorists. joining us, john boyle, assistant professor, specializes in terrorism and political violence. >> first, has law enforcement underestimated reach of isis in europe? >> i don't think they've underestimated the reach of isis in europe. the problem is security services are overwhelmed. they've known several month there's are up to a hundred operatives planning attacks but you're monitoring large numbers of people, it's difficult to arrest prior to an attack. belgium has been on a high alert for a long time. capabilities are strained in dealing with it. >> we saw the sophisticated planning of isis militants during the paris attacks. would you describe this the same way? what can we learn from this attack how isis operates? >> well, it's clear that isis is improving trade craft. it has advanced from the paris attacks. aside from hitting soft ctarget

it working with advance the explosive detonators, different chemical compounds used for explosives and using burner cell phones frequently. they are learning and adapting in ways to improve their trade craft for attacks from what we saw in paris. >> after 9/11, the u.s. fought al qaeda abroad in afghanistan but european leaders are fighting isis within their borders. does that present a more difficult challenge. >> it does. one of the biggest problem is with terrorism in europe you have states bound by legal restrictions what to do with citizens and civil liberties protections. even if a european government knows someone might be involved if a terrorist network you have to have evidence that will stand up in court to arrest them. european governments are aware there are threats but with their laws they have to fight with one hand behind their back. >> michael boyle, thank you. >> follow the latest, sign up to

in brussels is now tied to the paris attacks. tonight, we're learning new information about the bombers and nose those injured. i'm jacqueline london. first, the budget battle is over in just days, money will start flowing through the state of pennsylvania. nearly nine months without a budget. today, governor tom wolf said, enough is enough. this afternoon he announced he will let it pass without his signature. lauren mayk joins us live. the math does not add up but he let the budget pass anyway. >> reporter: well, one of the big pressures for the governor, this right behind me. school districts like philadelphia that said they just didn't have enough money to make it through the school year. so this could potentially be a big relief for them. but the superintendent saying they are reviewing the governor's actions. they were hoping for that big boost in education funding that

the governor had been pushing for. >> reporter: governor wolf still doesn't like the $6.6 billion budget lawmakers passed. he's not going to sign it. >> i cannot in good conscience attach my name to a budget that doesn't add up. >> reporter: but he isn't going to fight it letting it go into effect and letting the state end months of a stalemate that put schools and services in a financial bind. pre-k programs among those that struggled with funding. new budget doesn't have as much pre-k money as the governor
