in philadelphia. good evening. >> at a time when they will be in big demand, some of philadelphia's taxi and limo drivers planning to boycott the republican national convention this july because of services like uber, x and lyft. >> nbc 10 joins us live with more on the message they hope to send. >> reporter: a group representing some of these taxi and limo drivers say they're tired of getting the run-around and hoping democratic leaders take notice when they refuse to open drivers in the three days of the convention or longer if necessary. limo drivers play cricket to pass the time. the cars are idle near the airport with nowhere to go. >> drivers are not making money. i'm working about 90 to 100 hours a week. >> reporter: they say it's

because of thousands of thousdr that operate in the city but it's technically illegal. that's why the drivers previously protested snarling traffic for hours around city hall. the philadelphia limousine, cab and taxi associations plan to do it again boycotting in the national convention in july. >> there needs to be an equal playing field all across the board. >> reporter: they want uber and lyft drivers regulated as cabs and limos requiring commercial licenses and insurance. >> i cannot wave a mayoral wand and fix a problem that the park authority and others have responsible for. >> reporter: the mayor says he'll continue to work with all sides to find a solution in time for the convention. >> a big event with people in the city and i don't think they're walking away from the opportunity to take advantage of those economics. >> reporter: with support of a boycott, the drivers say they're

not bluffing. >> down the road, we'll block the roads. we'll block and shut down airport, train station, everywhere. >> reporter: now, we need to make a distinction that the taxi workers alliance of pennsylvania says it does not support a boycott. the group, though, has similar searches saying they're working with lawmakers to find a solution. we're live tonight from the 30th street station, nbc 10 news. bernie sanders supporters gather vote for a voter registration event and a special guest in attendance. john fishman, drummer of fish made an appearance and signed autographs. he's a philadelphia native. sanders campaign opened the philadelphia headquarters over the weekend. if you want to vote in the pennsylvania primary election, you have less than an hour to register. the deadline is at midnight. it's too late to register by mail but you can sign up online. keep in mind you have to choose a political party to vote for

a man approached the screening checkpoint. >> the individual drew what appeared to be a weapon and pointed it at officers. an officer fired and struck the suspect. >> reporter: the suspect larry russell dawson of tennessee taken to a nearby hospital. on a church website, listed as a pastor described by neighbors back home as a nice guy. >> never in my wildest imagination would i would have pictured this. >> reporter: he was no stranger to police in washington, d.c. banned from the capitol after disrupting a house session last october and declaring himself a prophet of god. >> i am a prophet of god. >> we believe this is an act of a single person who has frequented the capitol grounds before and there is no reason to believe that this is anything more than a criminal act. >> reporter: a criminal act and a reminder for a capital city already on alert. police say dawson's weapon

turned out to be a realistic looking pellet gun but officers didn't know that at the time and in the wake of terror attacks like brussels they're not about to take chances. nbc news, washington. those winds whipping around in center city tonight. this was the scene on the ben franklin parkway. >> nbc 10 meteorologist sheena parveen is here and hearing about damage. >> winds have been gusting near 50 miles per hour. starting around new jersey, trees on a wire on hanes mill road and also through parts of lower bucks county, bristol. a bill bs board on top of a 90-foot pole and blown over and winds again gusting near 50 miles per hour. that's the case until midnight tonight. maybe after midnight. winds gusting 45 to 50 miles per hour. that's a wind advisory. look at the current wind gusts. most gusting anywhere from 30 to

40 miles per hour. so it is going to stay windy overnight tonight and even as we go into the morning, temperatures will be colder, stays gusty. by 8:00 tomorrow morning. yes, it's nice and sunny and dry but winds gusting close to 30 miles per hour in some spots. temperatures right around 40 degrees. we'll take a look at the rest of the afternoon forecast for tomorrow and also a nice warm-up coming with another chance of rain straight ahead. a south jersey man is now charged in connection with a viral video showing the beating of a teenager. police say the man on the video is 26-year-old paul anthony cojocaru. we want to warn you, you may find the video disturbing. it was posted on social media last week. you can see a man throwing numerous punches and kicks at the teenager and then later throws him to the ground. authorities say the victim is not related to the man and the two do know each other. that boy is okay.

philadelphia police are hoping some surveillance videos help them track down the gunman wanted in two shootings in the city. you see two men pull out guns, they start firing towards the street. it happened last monday. authorities say in the gun fire, several projectiles went through the window of a house and no one was hurt. cameras captured violence on the streets. watch at this man fires a rifle hitting the victim four times before walking to a car and speeding off. this happened last thursday just after midnight in east germantown and the victim tonight is in critical condition. a pilot from delaware county in hot water tonight. he's facing charges he operated an aircraft while under the influence. nbc 10's denise nakano spoke with an aviation expert saying these incidents are few and far between. >> reporter: a flight to

philadelphia canceled and a local pilot charged. the 50-year-old is the man authorities say was about to co-pilot an american airlines flight to philadelphia while allegedly drunk saturday morning. maguire's arrest forced the philadelphia-bound flight from detroit canceled. expert jim brangle says cases like this are rare. >> to be with the company long enough to jeopardize the company with one or more drinks is very unusual. >> reporter: agents first spotted the co-pilot acting strangely. authorities say hefs in the cockpit and questioned. then after two failed breathalyzer tests first with airport police and then with local police, the flight canceled. maguire released from custody after the blood alcohol level dropped over the weekend. he's charged with operating an aircraft under the influence, a misdemeanor. i knocked at the last-known

the winner, of course, moves on to the title game. nbc 10 has you covered throughout the championship chase. our keith jones and matt delucia with reports of the final four. in new jersey, a new plan to test the water in all state schools. lau lawmakers say it costs $3 million because money earmarked for lead prevention statewide gone down the drain and been used on other projects. they say the reality of what's happening with the flint water crisis and high levels of lead in the newark school system were the reasons for the new proposal. >> we found out during the process is that there really isn't uniform regulation across the board or policy in place to tell district what is to do. >> under the law, the state reinburss districts for the twice a year water testing. if lead is found, remedial costs fall on the district. new tonight, we are learning this the allentown school

district begun their own testing for lead at two schools coming after a report surfaced of a professor about unsafe levels. district officials say it's not clear if proper testing protocols were followed. meantime, they refrain from using water consumption at the schools in question. and the nbc 10 investigators are running a week long living with lead series. tomorrow they focus on philadelphia and the city's health department to task. there is a law in place to get rid of the lead but no one is enforcing it. that report is tomorrow at 4:00. new developments on pennsylvania's budget. governor wolf vetoed the fiscal code bill to bundle together elements. he volunteer toed it friday, two days after announcing he'd allow it to become law. he cited concerns about how the bill divides money for schools and borrows $2.5 billion. it is not clear if lawmakers will try to override the

governor's veto. construction work begins tomorrow night on the bridge that connects south philadelphia with southwest philadelphia. over the schuylkill river. expect delays as crews shut down some of the lanes for renovations. the project expected to take about two years to finish. a pharmacy thief is physical with store employees. the weapon he pulled to get away with the stolen goods. plus, the smell of baseball season in the air. the phillies home opener two weeks away now. the changes fans can sink their teeth into this season. sheena? and the wind, this's going to continue as we go into the tuesday. but before the week is over, we have a nice warm-up in the forecast. also, some rain so i'll show you the timing of that coming up.

don't expect it to die down any time soon. we have colder nights in store, though, tomorrow morning colder and then wednesday morning will be in the 30s and 20s across parts of the area. but before the week is over, 70-degree temperatures do return in the forecast so at least that's something to look forward to. live look out 30th straight station. camera shaking and winds gusting near 40 miles per hour right now in philadelphia. temperatures still not bad around 54 degrees and still fairly mild tomorrow morning, though. we get colder. welcome at the temperature trend here as we go into the early morning hours we'll be bottoming out around 40 degrees in philadelphia w. the winds it's going to feel more like close to freezing so the wind direction starts to change a little bit. makes it feel cold we are the wind. overnight tonight, staying dry here and winds will be sustained from 20 to 30 miles per hour and gusting closer to 50 some spots. wind advisory expires at midnight and gusty through the day tomorrow. here's future wind gust.

through your morning tomorrow, here's 8:00 now. winds still gusting anywhere from 30 to 35 miles per hour. it is going to be a windy morning. and then we go into the afternoon. still gusting near 30 miles per hour. so, we stay windy through late in the day tomorrow. and then that wind direction starts to turn in from the northwest pulling the colder air down wednesday morning and 30s and 20s returning by wednesday morning and going to be a cold start and then quickly start to warm up going through the end of the week. however, that does come with some rain. for tonight, though, low temperatures, about the mid to upper 30s. 40 millville and wilmington and still windy. tomorrow, sunny and windy. temperatures little bit colder. mid to upper 50s. winds gusting near 35 miles per hour. but there's the warm-up i told you about. wednesday near 60. by thursday, low 70s and by friday around 70 degrees. that is going to come up with some rain by the end of the week and over the weekend colder. stay tuned.
