addiction. more than 7,000 people are incarcerated in philadelphia. lawyers for bill cosby want a judge to keep his deposition out of trial. that deposition included testimony about extramarital affairs, drugs and payments to women. cosby's defense team asked the judge to reseal the deposition and not allow it in the defamation case. it was made public after a request by the associated press who now argue it's too late to reseal the information. bucks county police chief's secretary facing several charges. investigators believe she was stealing electricity in the crime allegedly caused a fire at her house. police have arrested the residents of the house, faith and donald. it came to light in december after the fire department killed the power to the burning home. but the lights stayed on. that's when authorities discovered the alleged electrical theft. police say they used stolen electricity to power appliness

new at 6:00, philadelphia street fight drivers wrestling on ground because of hit-and-run. good evening, i'm jacqueline london. >> i'm jim rosenfield. the brawl ended when police stepped in. brandon hudson is live. that's where the confrontation ended where you are, but it's not where it began, right? >> reporter: this all started as a hit-and-run in north philadelphia, a witness saw the driver take off, got in his car, chased him to this street. confrontation captured on cell phone video. neighbors say what you're seeing isn't normal for the quiet street. cell phone video posted to facebook of a fight between two men following a hit-and-run in north philadelphia sunday evening. >> it's quiet. >> reporter: it's the story

behind this fight that makes this video more interesting. we found out the man being dragged on the ground was report thely seen hitting a car but didn't stop. the aggressor is a 29-year-old man who says he saw the hit and run and tried to stop the driver. he caught up to him on rip ka street. >> you couldn't get down the block. at least half a dozen to eight cop cars. >> reporter: the fight unfolded outside trey's house. we showed him the video for the first time. >> see how it's justified? hit-and-run, you're causing damage. he's not throwing punches, he's subduing him. >> reporter: it happened when the driver rear-ended a lexus around 6:00. we went to the scene and showed people what happened after the accident. >> i might have been in the same situation, probably doing the same thing. >> i didn't see him badger him or harming him in any way. i think he was just trying to contain him.
