roof of that home. at 33rd and diamond. no injuries reported but police are investigating this as a possible arson. skyforce 10 gives us a view from above. the couple who lives here got into an argument that turned physical. police have both the man and woman in custody now. stay with nbc 10 we'll keep you updated. eighth grader in trouble with police for allegedly stabbing a classmate with scissors. nbc 10 was there as officers took her out of jay cook junior high in handcuffs. a spokesman with the school district said the stabbing happened before class paramedics took a 14-year-old girl to the hospital with injuries to her right should somewhere arm. the school was briefly on lockdown as parents came to check on their kids. >> this is the first time this happened here outside the incident with the fight not too

center city from adventure aquarium, nice into the day. temperatures mostly in about the mid to upper 50s. but here is a look at all of the counties under the frost advisory. lehigh, upper bucks, chester, lancaster county, new jersey, interior parts of new jersey, inland where we see temperatures typically dropping around freezing when the philadelphia area is around 40 degrees. overnight tonight, 2:00 to 8:00 in the morning, patchy frost. temperatures 32 degrees or colder in these areas, even suburbs north and west through lehigh valley. it's going to get down to around freezing for much of the area except the philadelphia area. we should be around ho in philadelphia, 38 wilmington, 38 dover. lehigh valley 30. 29 millville. 31 mt. holly. another night to cover sensitive plants but we expect patchy frost. a nice warm-up as we go into the

weekend. a look at that forecast coming up. we are following breaking news. medical marijuana is one step closer to being legal in pennsylvania. just minutes ago, governor wolf tweeted the house passed the measure to legalize the drug. governor wolf is expected to sign it. that bill gives parents of sick children legal ability to buy marijuana, medical marijuana, from another state while retailers prepare to open here. we'll let you know as soon as the vote happens. philadelphia gets a big financial boost to keep criminals out of jail and move others behind bars back into the community more quickly. city won $3.5 million grant from mcarthur foundation. the money will fund a plan to cut the president. population by mother than 30% over 3 years. . nonviolent offenders are held in jail because they cannot afford bail, have serious mental illnesses or suffer from drug

addiction. more than 7,000 people are incarcerated in philadelphia. lawyers for bill cosby want a judge to keep his deposition out of trial. that deposition included testimony about extramarital affairs, drugs and payments to women. cosby's defense team asked the judge to reseal the deposition and not allow it in the defamation case. it was made public after a request by the associated press who now argue it's too late to reseal the information. bucks county police chief's secretary facing several charges. investigators believe she was stealing electricity in the crime allegedly caused a fire at her house. police have arrested the residents of the house, faith and donald. it came to light in december after the fire department killed the power to the burning home. but the lights stayed on. that's when authorities discovered the alleged electrical theft. police say they used stolen electricity to power appliness

new at 6:00, philadelphia street fight drivers wrestling on ground because of hit-and-run. good evening, i'm jacqueline london. >> i'm jim rosenfield. the brawl ended when police stepped in. brandon hudson is live. that's where the confrontation ended where you are, but it's not where it began, right? >> reporter: this all started as a hit-and-run in north philadelphia, a witness saw the driver take off, got in his car, chased him to this street. confrontation captured on cell phone video. neighbors say what you're seeing isn't normal for the quiet street. cell phone video posted to facebook of a fight between two men following a hit-and-run in north philadelphia sunday evening. >> it's quiet. >> reporter: it's the story

behind this fight that makes this video more interesting. we found out the man being dragged on the ground was report thely seen hitting a car but didn't stop. the aggressor is a 29-year-old man who says he saw the hit and run and tried to stop the driver. he caught up to him on rip ka street. >> you couldn't get down the block. at least half a dozen to eight cop cars. >> reporter: the fight unfolded outside trey's house. we showed him the video for the first time. >> see how it's justified? hit-and-run, you're causing damage. he's not throwing punches, he's subduing him. >> reporter: it happened when the driver rear-ended a lexus around 6:00. we went to the scene and showed people what happened after the accident. >> i might have been in the same situation, probably doing the same thing. >> i didn't see him badger him or harming him in any way. i think he was just trying to contain him.
