he's been arrested 14 times before today. the shooting happened before 9:00 last night when the officer was flagged down by a woman who had been carjacked. the suspects, they say, were still in her car. police say he and his partner approached the car. there was a struggle, and one man shot the while his partner went after them, the suspected shooter who got away. >> the officer and his partner were attempting to grab the shooter. the nonshooting suspect fled towards the l station, 60th and market. >> reporter: police say the suspect than then ran past other victims robbed earlier in the evening. he and his friends subdued him until the police arrived. both men are being held and will face a long list of charges and are awaiting approval of the charges by district attorney's office. live in the digital operations center, nbc 10 news.

>> our breaking team coverage continues now with nbc 10's monique braxton live. >> what are you learned there? >> reporter: the apprehension occurred half mile away from where i'm standing. this is where the officer was shot. the neighbors watched in awe as the suspect was driven away by narcotics officers. >> i'm not used to seeing that around here. >> that's scary. >> reporter: neighbors watched in awe as a man accused of shooting an 18th district police officer was taken into kusly. the 23-year-old has a lengthy criminal history. our camera on the 1200 block of alden street as narcotics officers took griffin police headquarters, griffin, with 14 prior arrests, was casually standing on the corner talking. he was armed, yet arrested without incident. >> coming out the house, seen all the cars, seen they had one guy.

barricaded himself inside his home after killing three and injuring a fourth person. nbc police say the shooter admitted to killing three people and told police he had a shotgun and not coming out of the home until sunrise. james dickson surrendered to the police, and they found one shot in the arm escaped the house and expected to be okay. new at 5:00, fight against lyft and uber went to the airport. taxi drivers and uber black are trying to stop lyft and uberx there. saying they are operating illegally without any regulations. tips from the public health police in new castle county nab a man they say robbed several stores in the brookside shopping

center. keenan charged with burglarly and theft held on $20,000. keenan robbed the walgreens on january 19th, and eight days later, allegedly hit the dollar general store in the same shopping center and cash was taken in both. in late february, they believe he broke into the same dollar general store and took cigarettes. well, today is tax day, and the clock is ticking down to the midnight filing deadline. here's how much time you have left, 6 hours, 49 minutes, 36 seconds. call ahead to the post offices as many are not open late. friday was a public holiday in washington. the irs does not enforce the deadline if april 15th falls on a holiday or weekend. the irs expects more than 5 million returns to be file

350 people are now dead, and that number is expected to climb. some survivors are still being pull from the rubble. the magnitude 7.8 earthquake hit saturday night flattening buildings and destroying. thousands of people are hurt and it's not yet clear how many more are still missing. one estimate shows between 3-5 people need temporary housing. now, in the aftermath of the quake, a fire broke out in one of ecuador's largest cities. local media reports say the quake triggered that fire. across the pacific in japan, two massive earthquakes killed 42 people, injuring 1,000 others. japan and ecuador are low capabilitied on the active ring of fire that circles the pacific, but they say large quakes sprased by distances would probably not be related. the u.s. air lifted water, bread, ready-to-eat food and other emergency supplies to the

this is nbc 10 news. a middle school reconstruction started today, but it's not built from the ground up. the cedarbrook middle school will have a new look when classes begin in september of 2017. officials say only foundational beams remain after the school is essentially built. the school, which closed two and a half years ago due to environmental issues, sent its students to three sites until the project is completed. a $1 billion plan by the nfl to settle thousands of concussion lawsuits filed by former players has been approved by appeals court. critics wanted the deal to include future payments for players who suffered chronic trauma to the brain, and this

right now, here's what we know about a philadelphia police officer shot while stopping a carjacking last night. this afternoon, police arrested the man wanted for shooting the officer who fled from police last night. both suspects are now in custody, and the officer shot in the left leg is in stable condition. >> the officer remains hospitaled tonight at pen presbyterian, and it's not clear when he'll be released. before becoming a police officer, he was an avid rugby player, and he played for holy family university and later the northeast philadelphia rugby club. friends describe him as a true leader on and off the field. >> he loves the job. i know that. he always wanted to make a difference, so i mean, like i said, he's just an inspiration. >> he graduated from father judge high school in 2011 and also attended westchester university. he's engaged, and he and his

high winds and driving rain soaks the mid and southwest in some areas, 20 inches of water or more. >> it's raining, and my street's currently a river. >> reporter: the severe weather in houston, level two state of emergency, working 100 calls in 70 flooded neighborhoods. cars are stranded across the city, hundreds along interstate 45 shut down by the storm. power lines down leaving thousands in the dark. >> we are experiencing a power outage at the station. >> reporter: including nbc affiliate knocked off air for several hours, but reporting online until power restored this afternoon. just outside of san antonio, a lightning strike sparked this fire at an oil storage facility sunday. >> as soon as we got here, several explosions that was taking place at oil storage tanks completely engulfed. >> reporter: firefighters worked through the to extinguish the blaze, but forecasters warn more

rain son the way, and flash flood warnings and watches are issued in the region through tomorrow night. jay gray, nbc news, dallas. shooting video or taking selfies on septa train tracks could be the last picture you take. that's according to the general assistant safety, scott sour says the tracks are for trains, not photos or movie studios. the warmer weather often brings am and professional photographers for the perfect picture, but a train can come on at any time, any minute, in any direction. the picture is not worth the risk. a backhoe operator had a right to be on the tracks the day he was hit and killed by an amtrack train earlier this month in delaware county. that is according to the preliminary findings released today by the national transportation safety board. the ntsb said the track, the backhoe was operating on, was

shut down off and on for maintenance or a four-day period. it's not clear if the track was closed to trains at the same time of the april 3rd crash. medical marijuana is officially legal in the keystone state. today, the governor pledged to create a new medical industry as quickly as possible. the department of health has months to develop an application process for patients and care givers to access medical marijuana, and then one for the businesses that want to grow and sell it. >> we'll work with the folks who put this into place to make sure we're doing this right. i'm not going into this grudgingly. the administration's going into this effort to get it done. >> the state will also conduct a study to learn how many patients could qualify for medical marijuana and where they live so the locations for dispensaries mapped out. bill cosby's wife is scheduled to be questioned under oath again. a defamation lawsuit filed against her husband, and seven

women claim they were branded as liars. her deposition is scheduled to continue tomorrow in boston. she gave the first part of the deposition in february. meanwhile, cosby faces criminal charges in montgomery county accused of drugging and molesting a former temple university employee back in 2004. cosby has denied the allegations. pennsylvania's secretary of education spoke the libber di bell museum today talking about impacts of education in allentown in and around the state. his visit coincides with the exhibit called "the three rs to steam," and it's in celebration of the school which is 150 years old. more time out of jail for former olympian oscar miss torous. he's sentenced in june for killing his girlfriend in 2013
