her death. good evening, i'm jacqueline london. >> i'm jim rosenfield. investigators say it wasn't the fight that killed amy joyner-francis but a heart condition she aggravated because of it. nbc 10's brandon hudson live for us tonight in wilmington with the latest. brandon? >> reporter: jim and jacqueline, as you know yesterday was a tough mother's day for this mom. we're told the family is using prayer to get through this situation. >> i'm just asking that people in the community really start coming together. >> reporter: city councilwoman sherry walker spoke on behalf of amy joyner-francis' family tonight. walker is usualing people in wilmington to have conversations with end bullying so we don't have another tragedy like the one that happened to amy last month, killed in a fight with three girls at howard high school. >> we as a community need to recognize and realize what we are we going to make a difference in the lives of our young people. >> reporter: the department of justice and wilmington police filed charges against three howard high school students. we chose not to name them

because they're under 18. one girl who police say was the aggressor faces criminally negligent homicide. the two others face criminal conspiracy. in a statement, the superintendent says, "the school district will follow through with necessary actions for the students involved in the incident based on the school district's code of conduct." >> at the end of the day, there is still a life that's lost and that life belonged to that family. >> reporter: prosecutors say the three girls planned to attack amy. the medical examiner revealed amy had a pre-existing heart condition and died of physical and emotional stress from the attack. >> anyone can talk about what her personal situation was but none of that would have happened had it not been for the physical assault. >> reporter: sherry dorsey walker says the family has not talked about whether they will attend the four hearings for these teenage girls. live in wilmington, delaware, brandon hudson, nbc 10 news. and this just in to nbc 10 newsroom, police are looking

into reports a 14-year-old girl was sexually assaulted at a high school in west philadelphia. investigators say the girl was attacked by a male student. they say it happened at sayre high school on walnut street last friday afternoon. this point, police have not filed any charges. we'll continue to follow this story and bring you updates as we learn more. now to the latest on a deadly shooting outside a camden funeral home. the man charged in the case is the victim's cousin. victor rodriguez was arraigned today and held on $1 million bail. he's charged with being an accomplice in the murder of jonathan vasquez. police are searching for the person who shot him. happened last thursday night outside the may funeral home. a viewing was under way for the victim's grandmother at the time. new at 11:00, did philadelphia's streets commissioner go on the attack because he thought another man was after his wife? >> that's what sources say about a confrontation that put the commissioner in handcuffs and the other man in the hospital. nbc 10's denise nakano is live

in olney where she learned details. >> reporter: sources close to the investigation tell me the streets commissioner went after that man because he believed that man kissed his wife. he turned himself in to the 35th district, into police here, to face those charges. a sunday gathering at this home on american street in olney turned into a brawl on the front porch. and now philadelphia streets commissioner donald carlton faces assault charges. >> he never gets out of control, like, they usually keep to themselves. >> reporter: this neighbor witnessed the argument that escalates into a fight on december 6th, 2015. that's when a north philadelphia man says carlton dragged him out of the front door accusing the victim who is a longtime family friend of his wife of kissing her. >> i just heard, like, a loud noise and people screaming. when i looked out the window, because you can see from there, i seen someone, like, falling over the steps. >> reporter: the alleged victim told police carlton threw him

into metal porch furniture and beat him with his fists. he says he suffered a back eye and fractured rib. after a five-month investigation the district attorney's office charged carlton with simple assault and recklessly endangering another person, both misdemeanors. we tried reaching the streets commissioner at his home. he was not there. the mayor's office says carlton is on leave until further notice. and i spoke to the alleged victim late tonight who says he believes he suffered permanent eye damage. carlton's next court hearing is next month. reporting live in olney, denise nakano, nbc 10 news. the man who escaped a south jersey prison is back in custody tonight after nearly a week on the run. authorities finally caught up with arthur buckel this morning along the garden state parkway. he managed to elude authorities since breaking out of the unit of bayside state prison unit in hammonton last tuesday. he was just days away from his parole eligibility hearing when

he escaped. he previously served 14 years in prison for the death of a 10-month-old child. a young girl critically injured in a norristown fire over the weekend will be taken off life support. jennifer vinalay's father tells nbc 10 she'll be taken off life support early tomorrow morning. the fire killed her 6-year-old sister and two adults. we spoeke to the son of one of the victims from puerto rico, el pidio fuentes lopez. >> liked to play cards, sports, loved baseball, be the family. >> cause of that fire remains under investigation tonight, but the district attorney says it is not suspicious. at least two people are dead after strong tornadoes ripped through southern oklahoma today. this is video of the devastation south of oklahoma city. forecasters say several of the twisters reached the powerful ef-4 level with wind speeds

above 100 miles per hour. and this is all part of a weather system that will bring us rain and a cool down tomorrow. >> pictures are just amazing. let's bring in meteorologist sheena parveen with your nbc 10 first alert neighborhood weather. sheena, will this rain impact our morning commute? >> we could have some rain impact the morning commute for part of the area but like jacqueline just mentioned, it's all kind of interconnected here. but the most severe part of this is still well off to our west and southwest. moving through the central plains right now. and that's where we have still a tornado threat. locally, though, we are not going to see that kind of weather. in fact, we're going to keep the cloudy weather in the forecast tomorrow so zooming in here, you see the clouds are still around. a few springs in pakles in pars sussex county. weather pat tern tomorrow much like it was last week. last week we had the clouds around and cooler temperatures. that's what we're going to see tomorrow. overnight tonight, the clouds will hang around. mild when you wake up in the morning. temperatures in the low 50s to

mid 50s. cloudy through the middle of the day. by lunchtime, we could have some showers around. notice temperatures through the afternoon, they stay cool. close to 60 degrees with scattered showers. it's not going to be cool like this all week. we have warmer temperatures coming back into the forecast. we'll take a look at how warm with your neighborhood weather coming up. happening now, a live look from skyforce 10 over 676. crews are working on bridges over the highway. vine street expressway will be shut down from 11:00 p.m. until 5:00 a.m. the closures will continue each night through thursday. penn dodot crews will be working over spring garden. resurfacing work from 8:00 p.m. to 5:00 a.m. through may 23rd. traffic was moving freely tonight but officials will warning drivers to be prepared for backups and delays during construction. both projects are part of a $4 million project to rehab seven

>> the people who live here take great pride in the community and it makes us sad. >> we have a real tough time understanding why they're doing it. >> one resident has even started a catch the trash bomber facebook page. a reward is now being offered for information. north carolina's so-called bathroom law is at the center of dueling lawsuits filed today. pat mccroy is suing the federal government saying the government's effort to stop the law is a blatant overreach. the law forbids people from uses the bathroom associated with their gender identity. the doj quickly filed a countersuit saying the state ee's law is a violation of the civil rights act. social media giant facebook is under fire tonight for what some are saying is an alleged political bias. former facebook news curator is accusing the site of intentionally leaving conservative topics out of the trending news timeline.

facebook says it has rigorous guidelines to ensure political neutrality. a new bill headed to governor tom wolf's desk that seeks to change the layoff process at public schools. the pennsylvania senate voted in favor of a bill that would require school districts making a layoff to first cut underperforming teachers. that's in contrast to the seniority based system that's currently in place. governor wolf plans to veto the measure. in delaware, special recognition for some of the state's outstanding teachers. governor jack markell spoke at tonight's superstars in education ceremony at wilmington university. this year's crop of teachers was honored for their work promoting career awareness and workplace skills. also in new castle tonight, the colonial school district held a spring mixer for a local business leaders. they spent time with students learning everything there is to know about the district. the idea here is to get local businesses more involved in scholarships, mentoring and other opportunities after

of damp weather returns. today we were milder this afternoon with temperatures in the low 70s but tomorrow the wind direction is going to switch. more of a northeasterly wind. that's going to give us that cooler air but also kind of a damp day with showers hanging around. after tomorrow, that high pressure starts to build back in. we start to get warmer. so we will get back into the 70s after tomorrow. here's future weather. clouds are going to hang around tomorrow morning. areas south of philadelphia could be waking up to some rain and we'll see scattered showers through the day. clouds are pretty much locked in. when we go into wednesday, the clouds start to break up more, we'll see more in the way of sunshine. late wednesday morning, we'll see some showers off to our west. that could be moving in later in the day on wednesday. but it will be a warmer day on wednesday, too. so tomorrow, here's your ten-day forecast. 58 degrees. scattered showers. wednesday, 73. we could see afternoon showers try to move in on wednesday. thursday, mid 70s. friday, into the weekend, we actually have another round of rain coming but your next five days after that, we're looking

at temperatures back into the 70s. so not too bad with your ten-day forecast. just get ready for the cooler air tomorrow. hundreds of police officers in south jersey are on a week-long bike ride to honor their fallen colleagues. they're riding in memory of manchester township police corporal scott thompson who died last year exercising at the department's headquarters. tomorrow the unity riders will head to the national law enforcement officer's memorial in washington, d.c. one of the world's premier architects received special honors at the university of pennsylvania. a danish architect was given the coveted lewis khan award. he designed a futuristic design at the navy yard. one eagle lets us know. former birds quarterback ron jaworski gives us his strong
